Following a discussion, the City Council directed Staff to make modifications and present the Policy to the Parks and Community Services Commission for review and recommendation. The request is focused on amending Section 5.9.2 and the restrictions on issuance of residential building permits prior to non-residential building permits. The City Council waived the first reading and introduced the Ordinance amending the Development Agreement. The City Council is now requested to waive the second reading and adopt the proposed Ordinance. STAFF RECOMMENDATION: Waive the second reading and adopt the Ordinance Approving a First Amendment to the Development Agreement for the SCS Dublin Project Between the City of Dublin and Landsea Homes of California, LLC. The project also modified the traffic signals and curb ramp at Central Parkway/Hibernia Drive. The adjustments would become operative following certification of the November 2026 General Municipal Election. The City Council considered this item on June 2, 2026 and the ordinance failed to be introduced. Under Item 9 on June 16, the City Council by consensus requested the item return for consideration on the Consent Calendar. Grant applications will seek funding for the Dublin Boulevard Extension from Fallon Road to North Canyons Parkway - Phase 1A project, CIP No. ST0216, Pedestrian Improvements included in the Fiscal Year 2027-28 Annual Street Resurfacing project, CIP No. ST0117, and a coordinated, joint application with the City of Pleasanton for Local Street Resurfacing at I-580 Interchanges project, CIP No. ST0227. Amador Station is a future 300-unit affordable housing development located on Golden Gate Drive adjacent to the West Dublin/Pleasanton BART Station within the Downtown Dublin Specific Plan area. Related is requesting an extension to the Residential Allocation Terms as they continue to pursue funding for the project. PUBLIC HEARING 6.1 Declare Results of Proposition 218 Ballot Proceedings and Order Levy of Assessments for Street Lighting Maintenance Districts 1983-1 and 1999-1 The City Council initiated the formation of Street Light Assessment District 2026-1 to consolidate and replace Street Lighting Maintenance Districts (SLMDs) 1983-1 and 1999-1 via a Proposition 218 process. At the public tabulation of property owner ballots on June 17, 2026 the weighted ballots returned in opposition exceeded those returned in support. Therefore, the proposed formation of SLAD 2026-1 was not approved and SLMDs 1983-1 and 1999-1 remain in effect. The City Council will consider adopting a resolution declaring the results of the ballot proceedings for SLAD 2026-1 and consider approving the Engineer’s Reports and the levy of special assessments for SLMDs 1983-1 and 1999-1. STAFF RECOMMENDATION: Take the following actions: 1) adopt the Resolution Declaring the Results of the Property Owner Ballot Tabulation for the Proposed Formation of Street Lighting Assessment District 2026-1; 2) conduct a Public Hearing, deliberate, and adopt the Resolution Approving the Engineer’s Reports, Confirming Diagrams and Assessments, and Ordering the Levy of Assessments for Street Lighting Maintenance Districts 1983-1 and 1999-1 for Fiscal Year 2026-27; and 3) approve the budget change. UNFINISHED BUSINESS 7.1 Ballot Measure to Amend Dublin Municipal Code Chapter 3.16 to Increase the Rate of the Transient Occupancy Tax The City Council will consider placing a measure on the November 2026 ballot to increase the City’s existing eight percent Transient Occupancy Tax (TOT) rate. The proposed ballot measure would increase the Transient Occupancy Tax by four percentage points through a phased implementation, increasing the rate from 8 percent to 10 percent effective July 1, 2027 and to 12 percent effective July 1, 2028, and would include an exemption for military families. The proposed measure has been structured as a general tax. Revenues generated through the measure would continue to be deposited into the General Fund and used for general governmental purposes as determined through the annual budget process. As a general tax measure, the proposed Resolution requires approval by at least four affirmative votes of the City Council for placement on the November 3, 2026 ballot. The measure would require approval by a simple majority (50 percent plus one) of Dublin voters at the November 3, 2026 General Municipal Election. STAFF RECOMMENDATION: Adopt the Resolution Ordering the Submission to the Qualified Electors of the City of Dublin an Ordinance Amending Chapter 3.16 of the Dublin Municipal Code to Increase the Rate of the Transient Occupancy Tax and Establish a Military Family Exemption; Calling for an Election to be Consolidated With the Statewide General Election to be Held on November 3, 2026; Fixing the Date and Manner of the Election and the Procedure for Voting Therein; And Providing for Notice Thereof.
