EXECUTIVE SUMMARY:
The City Council will consider approving Resolutions of local support for grant applications for
the Alameda County Transportation Commission 2028 Comprehensive Investment Plan
funding opportunity, including the Safe Routes to School Capital Grant Pilot Program. Grant
applications will seek funding for the Dublin Boulevard Extension from Fallon Road to North
Canyons Parkway - Phase 1A project, CIP No. ST0216, Pedestrian Improvements included in
the Fiscal Year 2027-28 Annual Street Resurfacing project, CIP No. ST0117, and a
coordinated, joint application with the City of Pleasanton for Local Street Resurfacing at I -580
Interchanges project, CIP No. ST0227.
STAFF RECOMMENDATION:
Take the following actions: 1) Adopt the Resolution Authorizing the Filing of an Application for
Alameda County Transportation Commission Administered Funding for the Dublin Boulevard
Extension from Fallon Road to North Canyons Parkway - Phase 1A Project, CIP No. ST0216,
and Committing Any Necessary Matching Funds and Stating Assurances to Complete the
Project; and 2) Adopt the Resolution Authorizing the Filing of an Application for Alameda
County Transportation Commission Administered Funding for the 2027 -28 Pedestrian
Improvements for Annual Street Resurfacing, CIP No. ST0117, and Committing Any
Necessary Matching Funds and Stating Assurances to Complete the Project.
FINANCIAL IMPACT:
There is no cost associated with submitting applications for the Alameda County
Transportation Commission (Alameda CTC) 2028 Comprehensive Investment Plan funding
opportunity, except the cost of staff time needed to prepare the applications. However, the
applications require commitment of local matching funds equal to or greater than 25 percent of

the funding requested. If Alameda CTC awards grant funding to the City of Dublin, the local
matching funds will be provided from project budgets as adopted in the Five -Year Capital
Improvement Program 2026-2031.
DESCRIPTION:
The Alameda County Transportation Commission (Alameda CTC) manages the planning,
funding, and delivery of transportation projects within Alameda County, including the allocation
of various federal, state, regional, and local funds. The Comprehensive Investment Plan (CIP)
is Alameda CTC's strategic planning document used to allocate funding for transportation
infrastructure and programs.
For the 2028 cycle, Alameda CTC released two funding opportunities: 1) the 2028 CIP Call for
Projects, and 2) the Safe Routes to Schools (SR2S) Capital Grant Pilot Program. While
presented as separate programs, both follow a consistent set of principles, share a common
application process and schedule, and are funded through the overall CIP framework.
The 2028 CIP Call for Projects provides approximately $200 million in combined discretionary
local funding sources, including Measures B and BB (MB/BB), Vehicle Registration Fee (VRF),
Transportation Fund for Clean Air (TFCA), I-580 Toll Revenues, Federal One Bay Area Grant
Cycle 4, and Community Action Resource and Empowerm ent (CARE) for eligible projects
within Alameda County. Funding is allocated over five fiscal years, from 2027 -28 through
2031-32, with the first two years of funding allocated upon Alameda CTC approval. The
remaining three years of unallocated funds are programmed but require future Alameda CTC
action for allocation.
As part of this overall program, Alameda CTC reserves approximately $4,000,000 to support
the SR2S Capital Grant Pilot Program, focusing on safety improvements near schools and
having distinct funding limits and eligibility requirements.
Each eligible applicant may submit up to three applications under the CIP program, and one
application under the SR2S Capital Grant Pilot Program. For CIP projects, grant amounts may
range from a minimum of $250,000 to a maximum of $10,000,000 per application. For SR2S
projects, grant amounts may range from a minimum of $250,000 to $1,000,000 per application.
Each program requires a 25 percent or greater local match.
The Alameda CTC 2028 CIP call for projects and program guidelines require that each funding
application include a resolution of local support that conforms to Alameda CTC’s resolution
template. The resolution of local support affirms the City Council’s authorization to submit grant
applications, commits to the provision of local matching funds, and commits the City to
complete the project as proposed in the application.
Staff proposes submitting three grant applications for the 2028 CIP funding opportunity to
support projects that enhance safety, connectivity, and overall transportation system efficiency
in Dublin. Grant funding is available through multiple CIP program categories. Dublin’s
proposed projects are detailed below.

Dublin Boulevard Extension from Fallon Road to North Canyons Parkway - Phase 1A
Project
The Dublin Boulevard Extension - Phase 1A Project (Phase 1A), CIP No. ST0216, will
construct a complete streets corridor from Fallon Road to the City limit, representing the first
segment of a planned regional connection between Dublin and Livermore. Phase 1A will
improve east–west connectivity, support planned growth in eastern Dublin, and enhance
multimodal access for all users. Phase 1A has been refined in response to prior stakeholder
and the Bicycle and Pedestrian Advisory Committee input and now includes Class IV
separated bikeways on both sides of the roadway with a continuous raised or solid median
separation, ADA-compliant sidewalks, and accessible crossings. All intersections will be
designed as protected intersections incorporating corner refuge islands, dedicated bicycle
signal phases, and leading intervals for bicyclists and pedestrians to reduce conflicts and
improve safety. Phase 1A also includes access management strategies to minimize drivewa y
conflicts and maintain bicycle and pedestrian continuity.
Phase 1A represents a near-term implementation opportunity and is well-positioned for grant
funding. A resolution that conforms to the Alameda CTC’s template is included as Attachment
1. Project costs and status are as follows:
• Current phase – 95 percent design phase
• 95 percent design construction cost estimate - $66,000,000
• Amount of grant funding requested - $10,000,000
• Minimum match required - $2,500,000
• Estimated Construction – Summer 2028
2027-2028 Pedestrian Improvements for Annual Street Resurfacing Project
The Annual Street Resurfacing Project, CIP No. ST0117, will provide for the design and
construction of pavement rehabilitation and associated improvements throughout the City. The
project will enhance safety and accessibility along Davona Drive in the immediate vicinity of
Murray Elementary School by replacing existing curb ramps with the Americans with
Disabilities Act compliant ramps, improving pedestrian crossings, and addressing pa vement
deficiencies. These improvements will support safe access for students walking and biking to
school, particularly along routes with regular pedestrian activity.
Davona Drive is a key route for students and families traveling to and from Murray Elementary
School. The project will address accessibility gaps and improve overall safety conditions along
the corridor, supporting the City’s ongoing efforts to enhance pedestrian infrastructure near
schools. This project is identified in the Bicycle and Pedestrian Plan and in the Safe Routes to
School assessment performed by Alameda CTC.
The project is an eligible candidate for Alameda CTC’s CIP grant funding under the Bicycle
and Pedestrian Program. A resolution that conforms to the Alameda CTC’s template is
included as Attachment 2. Project costs and status are as follows:
• Current phase – 35 percent design phase

• Amount of grant funding requested - $750,000
• Minimum match required - $250,000
• Estimated Construction – Summer 2027
Local Street Resurfacing at I-580 Interchanges Project
The Local Street Resurfacing at I-580 Interchanges Project, CIP No. ST0227, includes bicycle
and pedestrian and pavement resurfacing improvements at the I-580 interchanges at
Dougherty Road, Hacienda Drive, and Tassajara Road. These corridors serve as key north –
south connections between the cities of Dublin and Pleasanton, but currently pr esent barriers
to safe multimodal travel.
In evaluating the Alameda CTC 2028 CIP Call for Projects, Staff considered application
strategies, and based on input from Alameda CTC, determined that a joint application with the
City of Pleasanton would be more competitive. Separate applications would compete against
each other, while a coordinated submittal presents a stronger regional project.
Under this approach, the City of Pleasanton would serve as the lead agency, with the City of
Dublin participating as a partner and remaining closely involved to ensure integration with
planned improvements. Dublin will provide a Letter of Commitment to support the application ,
and the Pleasanton City Council will consider adopting a resolution of local support at their
meeting on July 21, 2026. Because Pleasanton will serve as the lead agency, a separate
resolution of local support from Dublin is not required for this project. If awarded, Staff will
return to the City Council with a Memorandum of Understanding and cost-sharing agreement.
The City would fund the required local match and design for improvements within its
jurisdiction.
This effort would extend improvements north of I-580 to Dublin Boulevard, creating more
continuous corridors. The Project is consistent with the City’s Bicycle and Pedestrian Plan and
supports improved safety and connectivity. Project costs and status are as follows:
• Current phase – Conceptual Design
• Conceptual Design construction cost estimate - $5,950,000
o Dublin’s portion - $3,370,000
o Pleasanton’s portion - $2,580,000
• Amount of grant funding requested - $4,462,500
o Dublin’s request: $2,527,500
o Pleasanton’s request: $1,935,000
• Minimum match required - $1,487,500
o Dublin’s local match contribution: $842,500
o Pleasanton’s local match contribution: $645,000
• Estimated construction – Spring 2028

A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF DUBLIN
AUTHORIZING THE FILING OF AN APPLICATION FOR ALAMEDA COUNTY TRANSPORTATION
COMMISSION ADMINISTERED FUNDING FOR THE DUBLIN BOULEVARD EXTENSION FROM
FALLON ROAD TO NORTH CANYONS PARKWAY PHASE 1A PROJECT, CIP NO. ST0216, AND
COMMITTING ANY NECESSARY MATCHING FUNDS AND STATING ASSURANCES TO
COMPLETE THE PROJECT
WHEREAS, the Alameda County Transportation Commission (“ALAMEDA CTC”) administers
funding programs for projects and programs that benefit the Alameda County transportation system,
consisting of 2000 Measure B, 2010 Vehicle Registration Fee (“VRF”), 2014 Measure BB, I -580 Toll
Revenues, Congestion Management Agency Transportation Improvement Program (CMA -TIP), and
Transportation Fund for Clean Air Programs, and such funding is collectively defined as and shall be
referenced herein as the “ALAMEDA CTC ADMINISTERED FUNDS”; and
WHEREAS, the ALAMEDA CTC adopted the 2028 Comprehensive Investment Plan (“CIP”)
Guidelines at its Commission meeting on May 28, 2026 which includes procedures governing the 2028
CIP application process, programming guidelines, and eligible uses of ALAMEDA CTC
ADMINISTERED FUNDS; and
WHEREAS, the City of Dublin (“APPLICANT”) is the project sponsor for the Dublin Boulevard
Extension from Fallon Road to North Canyons Parkway - Phase 1A Project (“PROJECT”); and
WHEREAS, the PROJECT will build a complete streets corridor from Fallon Road to the Dublin
city limit, serving as the first segment of a future regional connection to Livermore. The project will
improve east–west connectivity, support planned growth, and provide safe multimodal access through
Class IV separated bikeways, ADA-compliant pedestrian facilities, and protected intersections. As a
refined, near-term implementation project, Phase 1A is well-positioned to compete for grant funding;
and
WHEREAS, as the Project Sponsor, APPLICANT has the legal authority to apply for funding for
PROJECT and plans to submit a 2028 CIP application (“APPLICATION”) to ALAMEDA CTC for
$10,000,000; and
WHEREAS, there are no legal impediments to APPLICANT applying for funding and there is no
active, pending or threatened litigation that may adversely affect the proposed PROJECT or the ability
of APPLICANT to deliver such PROJECT; and
WHEREAS, APPLICANT authorizes its City Manager or designee to execute and file an
application with ALAMEDA CTC for discretionary ALAMEDA CTC AD MINISTERED FUNDS for the
PROJECT as referenced in this Resolution; and
WHEREAS, as part of the requirements to apply and receive ALAMEDA CTC ADMINISTERED
FUNDS, ALAMEDA CTC requires a resolution adopted by the responsible implementing agency stating
the following:
1. APPLICANT will implement the PROJECT as described in the APPLICATION; and

2. APPLICANT will have adequate staffing resources to deliver and complete the PROJECT within
the time period identified in the APPLICATION; and
3. APPLICANT understands it will enter into a Project Funding Agreement (“AGREEMENT”) with
ALAMEDA CTC, and will comply with the AGREEMENT ’s requirements, including adherence to
the agreed upon project scope, project delivery milestones, funding deadlines, project reporting
and deliverable deadlines; and
4. APPLICANT is committed to deliver the PROJECT consistently with the Commission approved
CIP Programming Guidelines and CIP policies, as they may change, for the funds awarded by
the Commission to the PROJECT; and
5. APPLICANT is committed to secure matching funds as proposed in the APPLICATION required
for awarded ALAMEDA CTC ADMINISTERED FUNDS, by phase; and
6. APPLICANT is committed to provide any additional funding that may be required beyond the
original proposed APPLICATION match amount to deliver the phase of the PROJECT that is
awarded with ALAMEDA CTC ADMINISTERED FUNDS; and
7. APPLICANT understands that ALAMEDA CTC ADMINISTERED FUNDS awarded to the
PROJECT is limited to the Commission approved programmed amount by phase, and therefore
any cost increases or unexpected funding shortfalls cannot be expected to be funded by shifting
funds between phases, or by requesting additional ALAMEDA CTC ADMINISTERED FUNDS;
and
8. APPLICANT understands that any cost savings in the ALAMEDA CTC-funded phase(s) will be
shared proportionally between APPLICANT and ALAMEDA CTC; and
9. APPLICANT is committed to comply with the applicable requirements set forth in ALAMEDA
CTC’s Local Business Contract Equity (“LBCE”) Program and related exhibits, as applicable, for
professional services and construction contracts funded with Measure B, Measure BB, and/or
VRF funds, such as including LBCE Program goal(s) and provisions in applicable solicitations
and resulting contracts, providing timely notification to ALAMEDA CTC of applicable solicitations
prior to advertisement, and adhering to reporting requirements.
NOW, THEREFORE, BE IT RESOLVED that APPLICANT is authorized to file an APPLICATION
to ALAMEDA CTC for funding for the PROJECT .
BE IT FURTHER RESOLVED that APPLICANT hereby confirms that there is no pending or
threatened litigation that might in any way adversely affect APPLICANT’s ability to implement and
deliver the proposed PROJECT.
BE IT FURTHER RESOLVED that APPLICANT authorizes its City Manager or designee to
execute the funding AGREEMENT with ALAMEDA CTC.
BE IT FURTHER RESOLVED that APPLICANT shall provide ALAMEDA CTC with a fully-
executed copy of this Resolution concurrently with submittal of the APP LICATION.
BE IT FURTHER RESOLVED that the City Council of the City of Dublin, by adopting this
resolution, hereby confirms that:
1. APPLICANT will commit to implementing the PROJECT as described in the APPLICATION; and

2. APPLICANT will have adequate staffing resources to deliver and complete the PROJECT within
the time period identified in the application; and
3. APPLICANT understands it will enter into an AGREEMENT with ALAMEDA CTC, and will

agreed upon project scope, project delivery milestones, funding deadlines, project reporting and
deliverable deadlines; and
4. APPLICANT commits to delivering the PROJECT consistently with the Commission approved
CIP Programming Guidelines and CIP policies, as they may change, for the funds awarded by
the Commission to the PROJECT; and
5. APPLICANT will commit matching funds as proposed in the APPLICATION against the awarded
ALAMEDA CTC ADMINISTERED FUNDS by phase in the amount(s) of $2,500,000, anticipated
to be from “City’s General Fund” source(s); and
6. APPLICANT will provide any additional funding that may be required beyond the original
proposed APPLICATION match amount to deliver the phase of the PROJECT that is awarded
with ALAMEDA CTC ADMINISTERED FUNDS; and
7. APPLICANT understands that ALAMEDA CTC ADMINISTERED FUNDS awarded to the
PROJECT are limited to the Commission approved programmed amount by phase, and
therefore any cost increases or unexpected funding shortfalls cannot be expected to be funded
by shifting funds between phases, or by requesting additional ALAMEDA CTC ADMINISTERED
FUNDS; and
8. APPLICANT understands that any cost savings in the ALAMEDA CTC-funded phase(s) will be
shared proportionally between APPLICANT and ALAMEDA CTC; and
9. APPLICANT will comply with the applicable requirements set forth in ALAMEDA CTC’s Local
Business Contract Equity (“LBCE”) Program and related exhibits, as applicable, for professional

WHEREAS, the Alameda County Transportation Commission (“ALAMEDA CTC”) administers
funding programs for projects and programs that benefit the Alameda County transportation system,

PROJECT and plans to submit a 2028 CIP application (“APPLICATION”) to ALAMEDA CTC for
$750,000; and
WHEREAS, there are no legal impediments to APPLICANT applying for funding and there is no
active, pending or threatened litigation that may adversely affect the proposed PROJECT or the ability
of APPLICANT to deliver such PROJECT; and
WHEREAS, APPLICANT authorizes its City Manager or designee to execute and file an

3. APPLICANT understands it will enter into an AGREEMENT with ALAMEDA CTC, and will
comply with the AGREEMENT’s requirements, including adherence to the completion of the
agreed upon project scope, project delivery milestones, funding deadlines, project reporting and
deliverable deadlines; and
4. APPLICANT commits to delivering the PROJECT consistently with the Commission approved
CIP Programming Guidelines and CIP policies, as they may change, for th e funds awarded by
the Commission to the PROJECT; and
5. APPLICANT will commit matching funds as proposed in the APPLICATION against the awarded
ALAMEDA CTC ADMINISTERED FUNDS by phase in the amount(s) of $2 50,000, anticipated
to be from “City’s General Fund” source(s); and
6. APPLICANT will provide any additional funding that may be required beyond the original
proposed APPLICATION match amount to deliver the phase of the PROJECT that is awarded
with ALAMEDA CTC ADMINISTERED FUNDS; and
7. APPLICANT understands that ALAMEDA CTC ADMINISTERED FUNDS awarded to the
PROJECT are limited to the Commission approved programmed amount by phase, and
therefore any cost increases or unexpected funding shortfalls cannot be expected to be funded
by shifting funds between phases, or by requesting additional ALAMEDA CTC ADMINISTERED
FUNDS; and
8. APPLICANT understands that any cost savings in the ALAMEDA CTC-funded phase(s) will be
shared proportionally between APPLICANT and ALAMEDA CTC; and
9. APPLICANT will comply with the applicable requirements set forth in ALAMEDA CTC’s Local
Business Contract Equity (“LBCE”) Program and related exhibits, as applicable, for professional
services and construction contracts funded with Measure B, Measure BB, and/or VRF funds,
such as including LBCE Program goal(s) and provisions in applicable solicitations and resulting
contracts, providing timely notification to ALAMEDA CTC of applicable solicitations prior to
advertisement, and adhering to reporting requirements .

Description
This project consists of four key implementation phases: preliminary engineering/environmental; plans, specifications, and
engineering; right-of-way certification; and construction of the 1.5-mile extension of Dublin Boulevard from Fallon Road to
North Canyons Parkway. The project plans to construct four to six travel lanes with landscaped medians, including Class I and
Class II bike facilities/multimodal elements, multi-use path, sidewalks, signalized intersections, street lighting, bus stops, and
utilities. Alameda CTC is the implementing agency and the City of Dublin is the lead agency and project sponsor. The cities of
Dublin and Livermore have entered into a memorandum of understanding for the first phase, and subsequently, Alameda
CTC, Dublin, and Livermore entered into a cooperative agreement for the second phase of the project as well as a
memorandum of agreement between Dublin and Livermore.
The Dublin Boulevard – North Canyons Parkway extension will be built in three phases. Dublin is responsible for the cost and
construction of Phase 1A, the approximately 1-mile extension from Fallon Road to the eastern City Limits. Livermore is
responsible for the cost and construction of Phase 1B, the portion of the roadway within Livermore’s city limits. Phase 2 is the
remaining 0.5-mile portion of the roadway within unincorporated Alameda County in between Dublin and Livermore to be
addressed when funding has been identified. The estimated cost of the 1.5-mile extension is $160 million.

Description
This project provides for the design and construction of a variety of pavement resurfacing treatments, from slurry seal to
major rehabilitation and reconstruction of streets, as well as resurfacing of bridge decks. The project also includes
constructing new or upgraded curb ramps consistent with the requirements of the Americans with Disabilities Act on streets
that are reconstructed or receive an asphalt concrete overlay. Streets are selected for improvements based on the City’s
Pavement Management System to optimize the pavement condition in relation to the available budget.
Note(s): The City owns and maintains approximately 148 centerline miles of streets. The Metropolitan Transportation
Commission groups Pavement Condition Index (PCI) ratings into the following categories: 80-100 Very Good-Excellent, 70-79
Good, 60-69 Fair, 50-59 At Risk, 25-49 Poor, and 0-24 Failed. The City is rated good with a three-year moving average PCI of 79.

This project provides for the design and construction of local city street segments, including San Ramon Road and
Dougherty Road, within the Caltrans I-580 corridor. These segments are located within Caltrans right-of-way but are
maintained by the City per a maintenance agreement. The project also includes installing or reconfiguring of bike and
vehicle lanes, as well as upgrades to pedestrian curb ramps. The project also evaluates existing roadway structural sections to
determine whether a more robust pavement design should be implemented to accommodate current traffic patterns and
support long-term roadway performance.
