EXECUTIVE SUMMARY:
The City Council will consider accepting the Iron Horse Nature Park and Open Space - Phase
1 Project, CIP No. PK0422. The project constructed the first phase of the 12.13-acre Iron
Horse Nature Park and Open Space, located adjacent to the existing Iron Horse Regional Trail
and Amador Valley Boulevard.
STAFF RECOMMENDATION:
Adopt the Resolution Accepting the Iron Horse Nature Park and Open Space - Phase 1
Project, CIP No. PK0422.
FINANCIAL IMPACT:
Funding and expenditures for the Iron Horse Nature Park and Open Space - Phase 1 Project,
CIP No. PK0422, were as follows:

The remaining funds will be used for future phases in accordance with the Iron Horse Nature
Park and Open Space Master Plan. This will occur after the City acquires the necessary right-
of-way and easements from Alameda County and the Alameda County Flood Control and
Water Conservation District.
Based on the estimated construction cost for the complete project, there is a projected funding
shortfall of $2,778,654. Staff is working on identifying grant funding opportunities to address
this shortfall.
DESCRIPTION:
On October 17, 2023 the City Council awarded a construction contract in the amount of
$3,324,491 to Goodfellow Bros. California, LLC for the Iron Horse Nature Park and Open
Space – Phase 1 Project, CIP No. PK0422 (Project). The Project constructed approximately
2,000 linear feet of new trail and removed contaminated soil and a hazardous wooden trestle
(a relic of its former use as a railroad corridor). The Project also constructed and installed
seating and gathering spaces, a shade structure, a bike rack and repair station, benches,
interpretive signs, trail connections to Stagecoach Park and the Iron Horse Regional Trail , and
a small arch culvert bridge. Lastly, the Project replaced sidewalk along Amador Valley
Boulevard at the trail crossing and mitigated for wetland.
During construction, additive and deductive change orders were issued for a net increase of
$970,004 to include: changes to materials testing services; additional work for roadways,
signs, and utilities; time related overhead; removal of materials; additional compensation fees
for restocking and storage of materials; revisions to curb ramps in accordance with the
Americans with Disabilities Act; installation of additional fencing, irrigation, and drainage; and
adjustments for the actual field installed quantities. The improvements have been completed in
accordance with plans and specifications to the satisfaction of the City Engineer. Staff
recommends that the City Council accept the Project to begin the warranty period.

RESOLUTION NO. XX – 26
A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF DUBLIN
ACCEPTING THE IRON HORSE NATURE PARK AND OPEN SPACE - PHASE 1 PROJECT, CIP
NO. PK0422
WHEREAS, on October 17, 2023 the City Council awarded a construction contract in the amount
of $3,324,491 to Goodfellow Bros. California, LLC for the Iron Horse Nature Park and Open Space –
Phase 1 Project, CIP No. PK0422; and
WHEREAS, said improvements have been completed in accordance with plans and
specifications, and any approved modifications thereof, to the satisfaction of the City Engineer of the
City of Dublin; and
WHEREAS, as a condition of the construction contract, Goodfellow Bros. California, LLC is
required to warranty the improvements for a period of one year following the completion of the work
and maintain a maintenance bond in the amount of 10 percent of the final contract value.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Dublin does hereby
accept the Iron Horse Nature Park and Open Space – Phase 1 Project, CIP No. PK0422, and authorize
Staff to file a Notice of Completion with Alameda County.
BE IT FURTHER RESOLVED that the City Council of the City of Dublin does hereby authorize
the City Manager, or designee, to release the retention, if after 35 days of filing the Notice of Completion
there are no subcontractor claims.
BE IT FURTHER RESOLVED that the City Council of the City of Dublin does hereby authorize the
City Manager, or designee, to release the maintenance bond at the end of the one -year warranty period.
PASSED, APPROVED, AND ADOPTED BY the City Council of the City of Dublin, on this 21st
day of July, 2026 by the following vote:
