HomeMy WebLinkAboutItem 5.5 Citywide Bicycle and Pedestrian Improvements – Safe Routes to School Project, CIP No. ST0517, Acceptance of Work Agenda Item 5.5 STAFF REPORT CITY COUNCIL Page 1 of 5 DATE: July 21, 2026 TO: Honorable Mayor and City Councilmembers FROM: Colleen Tribby, City Manager SUBJECT: Citywide Bicycle and Pedestrian Improvements – Safe Routes to School Project, CIP No. ST0517 Acceptance of Work Prepared by: Robert Magno, Assistant Civil Engineer EXECUTIVE SUMMARY: The City Council will consider accepting the Citywide Bicycle and Pedestrian Improvements – Safe Routes to School Project, CIP No. ST0517, that installed rectangular rapid flashing beacons, modified existing curb ramps, and minor improvements at the following locations: Amador Valley Boulevard/Burton Street, Central Parkway/Aspen Street, and Grafton Street/Antone Way. The project also modified the traffic signals and curb ramp at Central Parkway/Hibernia Drive. STAFF RECOMMENDATION: Adopt the Resolution Accepting the Citywide Bicycle and Pedestrian Improvements – Safe Routes to School Project, CIP No. ST0517. FINANCIAL IMPACT: The Safe Routes to School Project, which is one of several projects included within the Citywide Bicycle and Pedestrian Improvement Project, CIP No. ST0517, was completed with an estimated $425,723 in funds remaining from the approved budget. Project funding and expenditures were as follows: 167 Page 2 of 5 Funding Source General Fund $105,000 Measure BB Sales Tax – Local Street Fund $630,000 Measure BB Sales Tax – Bike & Pedestrian Fund $698,228 Road Maintenance & Rehabilitation Account (RMRA) $355,000 Transportation Development Act $286,445 Alameda County Grant $400,000 Total Funding $2,474,673 Expenditures Construction Contract $1,511,600 Change Orders $8,092 Contract Services, Design, Salary, and Testing $529,258 Total Expenditures $2,048,950 Remaining Funds $425,723 Upon City Council acceptance of the Project, the remaining budget will be retained in CIP No. ST0517 and be used on other bicycle and pedestrian improvements, including the Regional Street Crossing Project which is currently underway. DESCRIPTION: On July 16, 2024 the City Council awarded a construction contract in the amount of $1,511,600 to FBD Vanguard Construction Inc. for the Citywide Bicycle and Pedestrian Improvements – Safe Routes to School Project, CIP No. ST0517. The Project included the installation of rectangular rapid flashing beacons at the intersections of Amador Valley Boulevard/Burton Street, Central Parkway/Aspen Street, and Grafton Street/Antone Way; upgrades to existing pedestrian curb ramps in accordance with the Americans with Disabilities Act; and other minor appurtenant improvements. The Project also included modifications to the traffic signals and curb ramps at the intersection of Central Parkway/Hibernia Drive. During construction, additive and deductive change orders were issued for a net increase of $8,092 to adjust for the actual quantities of equipment installed. The improvements have been completed in accordance with plans and specifications to the satisfaction of the City Engineer. XX - 26 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DUBLIN ACCEPTING THE CITYWIDE BICYCLE AND PEDESTRIAN IMPROVEMENTS – SAFE ROUTES TO SCHOOL PROJECT, CIP NO. ST0517 WHEREAS, on July 16, 2024 the City awarded a Construction Contract with FBD Vanguard Construction Inc. for the Citywide Bicycle and Pedestrian Improvements – Safe Routes to School Project, CIP No. ST0517 (Project); and WHEREAS, the Project included the installation of rectangular rapid flashing beacons at the intersections of Amador Valley Boulevard/Burton Street, Central Parkway/Aspen Street, and Grafton Street/Antone Way; upgrades to existing pedestrian curb ramps in accordance with the Americans with Disabilities Act; and other minor appurtenant improvements; and WHEREAS, the Project also included modifications to the traffic signals and curb ramps at the intersection of Central Parkway/Hibernia Drive; and WHEREAS, said improvements have been completed in accordance with plans and specifications, and any approved modifications thereof, to the satisfaction of the City Engineer of the City of Dublin; and WHEREAS, as a condition of the construction contract, FBD Vanguard Construction Inc. is required to warranty the improvements for a period of one year following the completion of the work and maintain a maintenance bond in the amount of 10 percent of the final contract value. NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Dublin does hereby accept the Citywide Bicycle and Pedestrian Improvements – Safe Routes to School, CIP No. ST0517, and authorize Staff to file a Notice of Completion with Alameda County. BE IT FURTHER RESOLVED that the City Council of the City of Dublin does hereby authorize the City Manager, or designee, to release the retention, if after 35 days of filing the Notice of Completion there are no subcontractor claims. BE IT FURTHER RESOLVED that the City Council of the City of Dublin does hereby authorize the City Manager, or designee, to release the maintenance bond at the end of the one - year warranty period. {Signatures on the following page} 172 Reso.
