JUNE 16, 2026
The following are minutes of the actions taken by the City of Dublin City Council. A full
video recording of the meeting with the agenda items indexed and time stamped is
available on the City’s website at: https://dublin.ca.gov/watchmeetings.
Pursuant to Government Code 54953.8.3(c)(1) – Vice Mayor Josey was caring for a
parent and participated remotely under the Just Cause Remote Participation provision.
All votes during the teleconference session were conducted by roll call vote.
REGULAR MEETING 7:00 PM
A Regular Meeting of the Dublin City Council was held on Tuesday, June 16, 2026 in
the Peter W. Snyder Council Chamber, located at 100 Civic Plaza, Dublin, CA 94568.
The meeting was called to order at 7:00 PM, by Mayor Hu.

3.2) Recognition of the 2026 Dublin Pride Week Contest Winners
The City Council recognized the 2026 Dublin Pride Week Photography, Poster, and
Essay Contest Winners.

Caryl Woodford-Peterson provided public comment.
5) CONSENT CALENDAR
City Attorney John Bakker noted that the Staff Report under Consent Calendar
Item 5.15 included salary and compensation adjustments for department heads. The
recommended action approves a 1.7% cost-of-living adjustment to salaries and salary
schedules for all department heads and executive classifications. This adjustment is
based on the cost-of-living adjustment included in the City’s Benefit Plan previously
adopted by the City Council on September 5, 2023.

5.3) Adopted Resolution No. 45-26 titled, “Approving an Appropriations Limit for Fiscal
Year 2026-27.”
5.4) Adopted Resolution No. 46-26 titled, “Approving an Agreement with Lynx
Technologies, Inc. for GIS Consulting Services.”
5.6) Adopted Resolution No. 52-26 titled, “Approving a Second Amendment to the
Consulting Services Agreement Between the City of Dublin and Willdan Energy
Solutions, Inc.”; and Resolution No. 53-26 titled, “Approving a Second
Amendment to the Contractor Services Agreement Between the City of Dublin
and Tri-Valley Janitorial Service & Supply, Inc.”
5.7) Adopted Resolution No. 54-26 titled, “Authorizing the Continued Participation of
the City of Dublin in the Alameda County Urban County for Community
Development Block Grant Funds and Authorizing Execution of the Coo peration
Agreement Between the City and County of Alameda Regarding Participation in
the Alameda County Urban County for Community Development Block Grant
Funds.”
5.8) Approved the Heritage and Cultural Arts Commission’s recommendation for the
2026 Utility Box Art Program.
5.11) Directed Staff to review the City’s Conflict of Interest Code and take the
appropriate action.

5.12) Adopted Resolution No. 58-26 titled, “Approving the Public Art Agreement with
Rough Edge Collective for the Dublin Library/Civic Center Public Art Mural
Project.”
5.13) Received the report of payments issued from May 1, 2026 – May 31, 2026 totaling
$15,126,284.01.
5.15) Adopted Resolution No. 60-26 titled, “Establishing a Salary Plan for Full-Time
Personnel in Accordance with the Personnel Rules”; Resolution No. 61-26 titled,
“Establishing a Salary Plan for Management Positions Exempt from Competitive
Service in Accordance with the Personnel Rules”; and Resolution No. 62-26 titled,
“Amending the Classification Plan.”
On a motion by Councilmember McCorriston, seconded by Councilmember Qaadri, and
by unanimous roll call vote, the City Council adopted the Consent Calendar, except for
items 5.2, 5.5, 5.9, 5.10, and 5.14.

excess of the deposit.

and Recycling Services provided by Amador Valley Industries and the 2026 -27 Annual
Assessment.

by unanimous roll call vote, the City Council adopted Resolution No. 63-26 titled,
“Approving and Establishing the Collection of Minimum Residential Garbage and
Recycling Service Fees for Fiscal Year 2026-27,” and Resolution No. 64-26 titled,
“Approving the Amended Schedule of Service Rates for Integrated Solid Waste
Services.”

Upon receiving no public comment, Mayor Hu closed the Public Hearing.
On a motion by Councilmember Qaadri, seconded by Councilmember McCorriston, and
by unanimous roll call vote, the City Council adopted Resolution No. 65-26 titled,
“Approving the Engineer’s Reports, Confirming Diagrams and Assessments, and
Ordering Levy of Assessments for Landscape and Lighting Districts Nos. 1983-2, 1986-
1, and 1997-1.”

District 2026-1.
Mayor Hu opened the Public Hearing.
On a motion by Councilmember McCorriston, seconded by Councilmember Qaadri, and
by unanimous roll call vote, the City Council considered written objections and responses
for Street Light Assessment District 2026-1, and determined to proceed with the
Proposition 218 balloting process.
RESULT: APPROVED [UNANIMOUS]

Mayor Hu closed the Public Hearing.

unanimous roll call vote, the City Council directed Staff to proceed with the Proposition
218 ballot process; publicly tabulate the assessment ballots at 9:00 AM on June 17,
2026 at the Dublin Civic Center; and continue the item to July 21, 2026 at which time
ballot tabulation results will be presented and the City Council will consider action on the
proposed district and assessments.

6.3) First Amendment to the Development Agreement for the SCS Dublin
Project (Dublin Centre) (PLPA-004414-2026)
Mayor Hu recused herself because her residence was within 500 feet of the SCS Dublin
project and is therefore considered to be involved in the decision and left the dais. By
City Council consensus, Councilmember McCorriston led the item.
The City Council received a presentation on the proposed First Amendment to the
Development Agreement for the SCS Dublin Project (Dublin Centre) (PLPA-004414-
2026).
Councilmember McCorriston opened the Public Hearing.
Upon receiving no public comment, Councilmember McCorriston closed the Public
Hearing.
Councilmember McCorriston called a recess at 10:06 PM.
Councilmember McCorriston reconvened the meeting at 10:10 PM.
On a motion by Councilmember Qaadri, seconded by Councilmember Morada, and by 4-
0 roll call vote, the City Council waived the reading and introduced an Ordinance titled,
“Approving a First Amendment to the Development Agreement for the SCS Dublin
Project Between the City of Dublin and Landsea Homes of California, LLC (PLPA -
004414-2026) (APNs 985-0051-004, 985-0051-005, 985-0051-006, 985-0052-024, and
985-0052-025),” as amended to include language to require that a minimum of three
below-market-rate units within the entry level townhomes be constructed prior to the
issuance of the 251st residential building permit.

8.1) Electric Vehicle Infrastructure Plan
The City Council received a presentation on the Electric Vehicle Infrastructure Plan in
support of the Climate Action Plan 2030 and Beyond.
Mike Grant provided public comment.
On a motion by Councilmember Qaadri, seconded by Vice Mayor Josey, and by
unanimous vote, the City Council adopted Resolution No. 66-26 titled, “Approving the
Electric Vehicle Infrastructure Plan and Finding the Plan Exempt from the California
Environmental Quality Act,” and directed Staff to explore compliance and monitoring.
