EXECUTIVE SUMMARY:
The City Council will welcome the new Garrison Commander of Parks Reserve Forces
Training Area, Lieutenant Colonel Tony S. Ibrahim and new Sergeant Major David Oduro-
Boafo.
STAFF RECOMMENDATION:
Welcome the Garrison Commander, Lieutenant Colonel Tony S. Ibrahim and Sergeant Major
David Oduro-Boafo.
FINANCIAL IMPACT:
None.
DESCRIPTION:
The new Garrison Commander of Parks Reserve Forces Training Area, Lieutenant Tony S.
Ibrahim and the new Sergeant Major David Oduro-Boafo, who started on July 8, 2026, will be
welcomed.

LTC Tony S. Ibrahim
Incoming Commander, PRFTA
LTC Ibrahim comes to PRFTA from the Office of the Chief of
Army Reserve, Senior Leader Development Office where he
serves as an AGR Colonel Talent Manager. Originally from
Raleigh, North Carolina he received his commission through
Officer Candidate School at Fort Benning, Georgia in 2008.
LTC Ibrahim’s initial active-duty assignment was serving as the
Battalion S1, 425th Brigade Special Troops Battalion (Airborne)
(BSTB) in Anchorage, Alaska from September 2008 to March
2011. During his tenure at the 425th BSTB, LTC Ibrahim deployed
for a year to Afghanistan in support of Operation Enduring
Freedom.
LTC Ibrahim entered the Army Reserve in March 2011 where he has held numerous leadership
and staff positions. Positions include Commander, 872nd Support Maintenance Company,
Ogden, Utah; Brigade S1, 96th Sustainment Brigade, Salt Lake City, Utah; HROB HR Officer,
364th Expeditionary Sustainment Command, Marysville, Washington; Senior Human
Resources Officer, 81 Readiness Division, Fort Jackson, South Carolina; Senior Human
Resources Officer, 4th Expeditionary Sustainment Command, Joint Base San Antonio, Texas;
AGR Distribution Account Manager, Human Resources Command, Fort Knox, Kentucky; and
HHC Commander, Human Resources Command, Fort Knox, Kentucky.
LTC Ibrahim’s military awards and decorations include the Bronze Star Medal, Meritorious
Service Medal with two Oak Leaf Clusters, Army Commendation Medal, Army Reserve
Components Achievement Medal, Meritorious Unit Citation, National Defense Service Medal,
Afghanistan Campaign Medal with one Campaign Star, Global War on Terrorism Service Medal,
Army Service Ribbon, Overseas Ribbon, NATO Medal, the Parachutist Badge, and the Army
Staff Identification Badge.
LTC Ibrahim’s education includes a Bachelor of Science degree in Business Management from
North Carolina State University, a Master of Arts Degree in Human Resources Management
from Webster University, a Master of Arts Degree in Defense and Strategic Studies from the
Naval War College, and he is Senior Professional in Human Resources (SPHR) Certified.
LTC Ibrahim currently resides in Rineyville, Kentucky with his wife Christine and their two sons,
Jayson and Justin.

Sergeant Major David Oduro-Boafo
Sergeant Major David Oduro-Boafo, a native of Grand Rapids,
Michigan, began his military career in April 2002. He
completed Basic Combat Training and Advanced Individual
Training at Fort Leonard Wood, Missouri. Upon completion of
training, he was awarded the primary Military Occupational
Specialty (MOS) of 68J, Medical Logistics Specialist, and later
earned the additional MOS of 79V, Army Reserve Career
Counselor.
Sergeant Major Oduro-Boafo has held a diverse range of key
positions, including Medical Logistics Sergeant, Army Reserve Career Counselor, RCMS-
SRB and Certification Team NCOIC, Area Leader, Senior Sustainment NCO, and
Battalion Sergeant Major. His most recent assignment was as Senior USAR Army Reserve
Career Counselor at Headquarters Department of the Army G-1, Directorate of Military
Personnel Management (DMPM).
Sergeant Major Oduro-Boafo's assignments include stateside postings in Kalamazoo,
Michigan; Grand Rapids, Michigan; Fort Douglas, Utah; Fort Story, Virginia; Saint
Charles, Missouri; and Washington, D.C at the Pentagon. His overseas service includes
deployments to Camp Arifjan, Kuwait (2003), and Bagram, Afghanistan (2010).
Sergeant Major Oduro-Boafo's military education and training portfolio is comprehensive,
featuring completion of the Medical Logistic Specialist Course, Warrior Leadership
Course, Basic Noncommissioned Officer’s Course, Army Reserve Career Counselor
Course, Airborne Course, Senior Leadership Course, Battle Staff, Hazmat Course,
Transition NCO Course, Master Fitness Trainer Course, Reserve Component Unit
Mobilization Planner Course, Battalion Pre-Command Course, Garrison Pre-Command
Course, How the Army Runs, and Action Officer Integration Course. He is a graduate of
the non-resident United States Army Sergeants Major Academy, Fort Bliss, Texas,
Sergeants Major Course Distance Learning (SMC-DL) Class 48, 001-23. SGM Oduro-
Boafo also holds a Bachelor of Arts degree from Western Michigan University (2004) and a
Master's degree from Capella University (2013).
Sergeant Major Oduro-Boafo has been recognized for his distinguished service with
numerous awards and decorations. These include the Meritorious Service Medal (4), Army
Commendation Medal (2), Army Achievement Medal (2), Military Outstanding Volunteer
Service Medal, Career Counselor Badge, Staff Badge, Airborne Badge, and the German
Armed Forces Proficiency Badge. Sergeant Major Oduro-Boafo’s awards, badges and
decorations are consistent with those of most Soldiers who have had the honor to serve the
United States Army over the period of two decades.

Sergeant Major Oduro-Boafo resides in Dublin, California. He is married to Kristen, and
they are the parents of fourteen-year-old twin sons, Rok and Vic; a twenty-three-year-old
daughter, Taeya; and a four-year-old granddaughter, Alessi.
