action or discussion may take place on any item not appearing on the posted agenda. The
Committee may respond to statements made or questions asked, or may request Staff to
report back at a future meeting concerning the matter. Any member of the public may
contact the Recording Secretary’s Office related to the proper procedure to place an item
on a future Youth Advisory Committee agenda. The exceptions under which the Committee
MAY discuss and/or take action on items not appearing on the agenda are contained in
Government Code Section 54954.2(b)(1)(2)(3).

EXECUTIVE SUMMARY:
The Youth Advisory Committee will review and approve the 20 26-27 Youth Advisory
Committee Work Plan and appoint committee members to ad-hoc committees.
STAFF RECOMMENDATION:
Approve the 2026-27 Youth Advisory Committee Work Plan and appoint committee members
to serve on ad-hoc committees.
FINANCIAL IMPACT:
None.
DESCRIPTION:
Each year, the Youth Advisory Committee establishes a work plan for its term of service. A
work plan serves as a guide for accomplishing goals and objectives during a specific period.
The Committee discussed and established goals for the 2026 -27 work plan at its regular
meeting on June 10, 2026. Eight work plan goals have been recommended. The Committee
will consider and take formal action to approve the 2026-27 work plan. The work plan should
remain within the purview of the Committee, as stated in the Bylaws and Rules of Procedure,
Article VIII, Section 1:
Provide input on youth services and programming to the Parks and Community
Services Commission, City Council and to City Staff, address issues that affect youth in
the community, assist with the promotion and implementation of youth activities,

generate an annual report on the progress of the Youth Advisory Committee.
Additionally, some work plan items may involve the use of an ad -hoc committee to support
planning and implementation. As part of work plan approval, the YAC will establish four ad-hoc
committees, one each for the Collaborative Virtual Event (Goal #1), the Youth Mental Health
Forum (Goal #4), KidVenture Night (Goal #5), and the Benefit Concert (Goal #6), and ap point
four members on each. Committee members may serve on more than one ad-hoc committee.
2026-27 Draft Work Plan
WORK PLAN GOAL #1 – Explore a Collaborative Virtual Event with Wicklow, Ireland’s Youth
Advisory Committee
Explore and begin planning a new youth -focused virtual event in partnership with
Wicklow, Ireland’s Youth Advisory Committee. This event aims to promote cultural
exchange, global youth engagement, and strengthen the sister city relationship, while
addressing the interests and needs of young people in Dublin.
o Objective 1.1 – Initiate discussions on the concept of a joint virtual event with
Wicklow’s Youth Advisory Committee during the August 2026 YAC Regular
Meeting.
o Objective 1.2 – Appoint four members to an ad-hoc committee to lead planning
efforts.
o Objective 1.3 – Brainstorm event themes, formats, and potential goals that align
with both cities' youth interests and evaluate their feasibility.
o Objective 1.4 – Share preliminary ideas with Wicklow’s Youth Advisory
Committee and begin informal collaborative dialogue.
o Objective 1.5 – Continue coordination and planning of the potential event,
including roles, communication, and concept development.
o Objective 1.6 – Develop a general planning timeline and list of action items,
without finalizing specific dates, to guide ongoing collaboration and future
updates.
o Objective 1.7 – By the October 2026 YAC Regular Meeting, assess the progress
of collaborative discussions and determine whether the event concept is viable to
continue pursuing. Present findings to the full committee .
WORK PLAN GOAL #2 - Youth Mini-Grant Program
Offer the Youth Mini-Grant Program to Dublin-based youth organizations/clubs and
programs that provide performing arts, multicultural awareness, or other youth -related
activities.
All members must participate in reviewing applications.
o Objective 2.1 – Advertise and begin accepting applications for the Youth Mini-
Grant Program in September 2026 to all City of Dublin middle and high schools
and as well as Dublin-based youth organizations.

o Objective 2.2 – Host an informational meeting for potential applicants to provide
an overview of the Youth Mini-Grant Program application and review process in
September 2026.
o Objective 2.3 – Accept applications through September 2026.
o Objective 2.4 – Review applications and receive applicant presentations during
the October 2026 YAC meeting.
o Objective 2.5 – Present funding recommendations to the Parks and Community
Services Commission in November 2026. Then forward funding
recommendations to the City Council for final approval in December 2026.
WORK PLAN GOAL #3 – “One Good Thing” Youth Mental Health Awareness Program
Plan and implement the “One Good Thing” initiative, a short-term program running
October – November 2026 that encourages youth to identify and reflect on one positive
moment from their day as simple mental wellness practice. The program will lead into
the Youth Mental Health Forum and may include social media participation, reflection
prompts, and community engagement activities.
o Objective 3.1 – Finalize program framework and participation guidelines.
o Objective 3.2 – Explore opportunities to share mental health resources during the
program period.
o Objective 3.3 – Implement the “One Good Thing” initiative as a short-term
program during October – November 2026, leading up to the Youth Mental
Health Forum.
o Objective 3.4 – Collect informal feedback from participants and the Youth
Advisory Committee to assess program impact.
WORK PLAN GOAL #4- Youth Mental Health Forum
Plan and implement a mental health forum for Dublin middle and high school youth.
Panelists will include school counselors and local therapists who work with youth to
provide an overview of mental topics and coping strategies. The forum may include
students who have experienced mental health issues and wish to share t heir stories.
o Objective 4.1 – Appoint four members to an ad-hoc committee to lead planning
efforts.
o Objective 4.2 – Secure the event’s location, date, and time.
o Objective 4.3 – Develop event format, agenda, and timeline.
o Objective 4.4 – Begin to solicit panelists and set a deadline to have a panel in
place.
o Objective 4.5 – Develop a marketing plan, including a flyer and social media
posts. Advertise the event to local high and middle schools and Dublin -based
youth organizations.
o Objective 4.6 – Prepare a survey for participants and ask for feedback from
panelists and attendees at the conclusion of the event.

o Objective 4.7 – Meet to review and provide feedback about the event. Discuss
what went well and what improvements can be made. Present the finding s to the
YAC.
WORK PLAN GOAL #5 - KidVenture Night
Continue the development and enhancement of KidVenture Night, an engaging and
interactive evening designed for elementary school-aged youth. This event aims to
promote creativity, recreation, and social connection through themed activities led by
the YAC.
o Objective 5.1 – Review feedback from the previous year’s event and discuss
areas for improvement.
o Objective 5.2 – Appoint four members to an ad-hoc committee to lead planning
efforts.
o Objective 5.3 – Begin event planning by brainstorming potential themes and
structure.
o Objective 5.4 – Finalize the event timeline, theme, and program outline.
o Objective 5.5 – Collaborate with Staff on logistics and promotional efforts.
o Objective 5.6 – Confirm the event date by the October 2026 YAC Regular
Meeting and execute KidVenture Night in early February 2027.
WORK PLAN GOAL #6 – Benefit Concert
Plan and implement the 13th Annual Dublin Benefit Concert on April 22, 2027, at the
Dublin Farmer’s Market in Emerald Glen Park. Acts will include Dublin-based youth and
senior organizations/clubs and programs that provide performing arts, multicultural
awareness, or other youth-related activities. The event benefits the Youth Fee
Assistance Program.
o Objective 6.1 – Establish the timeline and work plan for the event and appoint
four members to an ad-hoc committee.
o Objective 6.2 – Create an application for performers for Staff review. Solicit youth
and senior performers from the DUSD high and middle schools, Quarry Lane
School, Valley Christian Schools, City contracted youth and senior instructors,
Dublin cultural arts businesses, and other venues where youth and senior artists
perform.
o Objective 6.3 – Review applications and select performers.
o Objective 6.4 – Create an event flyer for Staff review and advertise it in the
Spring Recreation Activity Guide, City website, City newsflash, and distribute by
YAC members.
o Objective 6.5 – Attend, emcee, and implement the 2027 Dublin Benefit Concert
on April 22, 2027 at the Farmer’s Market in Emerald Glen Park.
WORK PLAN GOAL #7 – Volunteer Hours
In addition to ad-hoc committees, Committee Members will be required to volunteer at a

Services Commission and the City Council.
o Objective 8.1 – Chairperson and Vice Chairperson to create a PowerPoint
presentation of the accomplishments of the 2026 -27 YAC and provide Parks and
Community Services Staff with the Annual Report presentation.
o Objective 8.2 – Present the Annual Report at the April 2027 YAC meeting for
YAC members to review and provide feedback.
o Objective 8.3 – Present the Annual Report to the Parks and Community Services
Commission and the City Council. All YAC members are to be present.

Volunteer Assignments at Fall and Winter Special Events

EXECUTIVE SUMMARY:
The Committee will assign members to volunteer shifts at the following events: Splatter,
Harvest Fair, Ghosts of Dublin, Floating Pumpkin Patch, and Holiday Tree Lighting.

Assign no fewer than four committee members to volunteer shifts at each of the following
events: Splatter, Harvest Fair, Ghosts of Dublin, Floating Pumpkin Patch, and Holiday Tree
Lighting.
FINANCIAL IMPACT:
None.
DESCRIPTION:
City-wide events offered by the Parks and Community Services Department rely on volunteers
to make events successful. Volunteers complete various tasks, including helping with event
setup, cleanup, coordination, and more. Members of the Youth Advisory Committee support
these events by volunteering in various capacities. Volunteer shifts are typically between 3-5
hours in duration.
Splatter
Splatter will be held at Emerald Glen Park on Saturday, September 12, 2026. The event
features three stages: the Amphitheater Stage, which showcases a diverse lineup of music
and dance ensembles; the Side Yard Stage, which features Dublin's best local talent; and the
Main Stage, which features this year's headliner, Good Time Collective, turning the festival into
a community dance party under the stars. Splatter also features classic carnival games and

activities for kids of all ages. The event includes a diverse selection of local food vendors and
select food trucks. Volunteer shifts are typically between 11 :00 am and 9:00 pm.
Harvest Fair
Harvest Fair will take place on Saturday, October 10, 2026 at Heritage Park and Museums.
Participants will enjoy an afternoon of old-fashioned fall fun with farm harvest activities, lively
music, and seasonal foods. Revelers may also play in the hay and help harvest vegetables in
the Farmyard, visit the Murray Schoolhouse to see exhibits on Dublin's Immigrant founders, or
tour the 1910 Kolb House. Volunteer shifts are typically between 9 :00 am and 3:00 pm.
Ghosts of Dublin
The Ghosts of Dublin event will take place at Heritage Park on Friday, October 2 3, and
Saturday, October 24, 2026. Participants take a flashlight tour through the Dublin Historic
Cemetery, hear haunting stories of ghosts thought to be lurking in Dublin, see ghostly images
of long-dead pioneers in Old St. Raymond Church, and peek inside the Kolb House. Volunteer
shifts are typically between 6:00 pm and 11:00 pm.
Floating Pumpkin Patch
The Floating Pumpkin Patch will be held at The Wave on Saturday, October 24, 2026.
Participants will enjoy swimming, pumpkin decorating, and games. Entry fee includ es one
pumpkin, decorating materials, and entry into recreation swim. Volunteer shifts are typically
between 12:00 pm and 7:00 pm.
Holiday Tree Lighting
The annual Holiday Tree Lighting event kicks off the City of Dublin’s Holiday Celebrations and
will take place on Thursday, December 3, 2026 at Civic Center. Local school choirs and bands
set the stage with performances, leading up to the illumination of a 30 -foot tree. The event will
feature the Clover Express, arts and crafts, Letters to Santa, and a coz y booth serving hot
chocolate and cookies. Volunteer shifts are typically between 5:00 pm and 9:00 pm.
