2026 Utility Box Art Selection

EXECUTIVE SUMMARY:
The City Council will consider the Heritage and Cultural Arts Commission’s recommendation
for artwork to be painted on nine utility boxes during the summer of 2026.
STAFF RECOMMENDATION:
Approve the Heritage and Cultural Arts Commission’s recommendation for the 2026 Utility Box
Art Program.
FINANCIAL IMPACT:
The estimated cost for the painting of nine utility boxes, including artist compensation and
miscellaneous supplies, is $9,350. The project is funded through the Public Art Fund and is
included in the Fiscal Year 2026–27 Budget.
DESCRIPTION:
The 2026 Utility Box Art Program will include the painting of nine utility boxes throughout
Dublin. The theme for this year’s program is “Where Else but Dublin.” Artists were encouraged
to creatively interpret the theme through unique and original designs that reflect the character
and identity of the community.
The City sought proposals that aligned with the program theme while also reflecting the City’s
adopted Mission, Vision, and Values, including safety, inclusivity, diversity, equality, and
history. Artwork was required to be suitable for all ages.
Staff released a Call for Artists on March 3, 2026 (Attachment 2), publicizing the opportunity
through the City’s website, social media channels, direct outreach to interested artists,

previous Utility Box Art Program participants, and neighboring agencies with similar programs.
A total of 31 design proposals were submitted by 19 artists prior to the April 20, 2026 deadline.
On May 14, 2026, the Heritage and Cultural Arts Commission reviewed the submitted
proposals and deliberated before recommending nine artist proposals for City Council
consideration and approval. The recommended artists’ resumes and design proposals are
included with this Staff Report (Attachment 1). A table identifying each utility box location,
along with the artist and proposal title, is provided below.

*As outlined in the Call for Artists, eight locations were identified for the 2026 program. Due to a vehicle
accident that resulted in damage to a utility box, a ninth location was added. Painting at this location will
be completed following necessary repairs.

As an artist, I’ve been leading Baking Bliss USA, for 7 years, a business that I’ve grown out of
my home in Dublin, California. This company has given me the opportunity to explore myself
artistically in many different facets. Contractually, I’ve made all types of baked goods for
numerous different events. I’ve been able to appeal to a variety of clientele. I’ve worked with
everyone from large companies for get-togethers, to small family parties. All of which I put my
own creative vision into, in order to create a returning customer-base. While my speciality is in
designer cakes, as a flexible artist, I’ve worked in cookies, cupcakes and adapted to these artistic
formats effectively and proactively. All of my work is catalogued @bakingblissusa, and my
services are easily accessible.

Titles and Artist Statements:
“Flowing Currents”
The underwater scene contrasts Dublin’s urban streets by imagining a hidden, unexpected
world beneath the surface. The flowing fish mirror the movement of the diverse people and the
city’s constant energy, while reflecting Dublin’s mix of cultures. It answers “Where else but
Dublin?” by showing how an ordinary pond ecosystem corner can hold something imaginative,
layered, and uniquely alive.

Bio:
Beau Thomas is an artist from Morgan Hill, CA. He received his B.A. in Visual and Public Art
from California State University Monterey Bay in 2019 and his Master of Fine Arts degree from
Mills College in 2021. He was an Artist-in-Residence at the Monterey Regional Waste
Management District Fellowship in 2019 and currently lives and works as an Artist & Educator
in the Bay Area.

A Starry Dublin Night
Project Overview
We propose a utility box design titled A Starry Dublin Night, a calming and visually immersive
artwork inspired by the beauty of the night sky over Dublin, California. The piece blends a softly
swirling, star-filled sky with a simplified view of the city below, transforming an everyday
streetscape into a moment of quiet wonder.

The design captures the contrast between the vast, expressive sky and the grounded familiarity
of the local landscape. It invites viewers of all ages to pause, look upward, and reconnect with a
sense of imagination, reflection, and place within the Dublin community.
Concept & Inspiration
Inspired by expressive, painterly night skies, this design uses flowing movement, soft light, and
gentle color transitions to create a dreamy, atmospheric experience. The swirling sky reflects a
sense of motion and energy, while the stars and moon provide calm, guiding focal points.
Below, a simplified interpretation of Dublin, California—rolling hills, palm trees, and subtle
architectural forms—anchors the composition in a recognizable yet stylized environment. Rather
than focusing on detailed realism, the design emphasizes mood, light, and accessibility.
The goal is to create an artwork that:
Ɣ Evokes a sense of calm and wonder through a luminous night sky
Ɣ Reflects Dublin’s local landscape in a simplified, approachable way
Ɣ Engages viewers of all ages through color, movement, and contrast

Seasons of Dublin
Project Overview
We propose a utility box design titled Seasons of Dublin, a vibrant and immersive artwork
inspired by the changing beauty of the four seasons within Dublin, California. The piece
transforms the utility box into a continuous visual cycle of spring, summer, fall, and winter,
celebrating nature’s rhythm and the city’s connection to its surrounding landscape.

Each side of the box represents a distinct season, creating a dynamic, walk-around experience
that shifts as viewers move through the space. The design turns an everyday object into a living
calendar of color, atmosphere, and place—inviting residents to reflect on time, change, and the
natural world within their community.
Concept & Inspiration
Inspired by the natural transitions of the year, this design uses color, light, and simplified
landscape forms to express the unique feeling of each season in Dublin. Rather than focusing
on realism, the artwork emphasizes mood and emotional tone, allowing each side of the box to
feel distinct yet connected.
Spring introduces renewal and softness, summer brings brightness and energy, fall offers
warmth and richness, and winter creates calm through cool, muted tones. Above all four sides,
a unifying sky ties the composition together, symbolizing continuity through change.
The goal is to create an artwork that:

Guardian of Dublin: Rooted in Nature, Connected in Community
Project Overview
We propose a utility box design titled Guardian of Dublin, a vibrant and symbolic artwork centered on a
serene Mother Nature figure rising from the hills of Dublin. The design transforms the utility box into a
unified, flowing composition where landscape, history, and community are expressed as living energy
moving through and from her form.
Rather than dividing the box into separate scenes, the artwork wraps continuously around all sides,
creating an immersive experience. Roads, rolling hills, wildflowers, and light emerge from Mother Nature
and travel across the surface, symbolizing Dublin as a place of connection, growth, and movement.
The piece turns an everyday object into a grounded yet expressive visual landmark—inviting viewers to
reflect on their relationship to the land, their community, and the shared pathways that connect them.
Concept & Inspiration
Inspired by Dublin’s identity as both a natural landscape and a place of connection, this design presents
Mother Nature as the embodiment of the land itself—calm, strong, and ever-present.

Flowing Pathways & Roads:
Soft, winding roads and lines move across all sides of the box, connecting each panel. These represent
Dublin’s role as a place of connection and journey, visually tying the composition together.

Golden rolling hills inspired by the Amador Valley form the foundation of the design, grounding the piece

Final Statement
Through Guardian of Dublin, we aim to transform a utility box into a living expression of nature and
connection. By centering Mother Nature as both the landscape and the force that unites it, the artwork
becomes fluid, grounded, and deeply symbolic.
The design reflects Dublin as a place where paths meet, communities grow, and nature remains at the
heart of it all—creating a timeless visual piece that resonates with all who pass by.

Artist Qualifications
Nan is a distinguished local artist specializing in printmaking and watercolor. She is an active
member of the Dublin Art Collective. Her work has been featured in numerous prestigious
local and regional exhibitions, including the WELLNESS Art Show at the John Muir Auxiliary
Gallery and the 2026 Triton Museum of Art Salon Exhibition. Notably, in early 2026, she
completed a featured wine barrel art project commissioned for public display in Dublin.
Though her artistic foundation began in oil painting and watercolor, Nan found her true
creative voice in the intricate world of printmaking. Her portfolio is defined by a mastery of
high-contrast black-and-white compositions, blending bold visual impact with a refined,
nuanced expression of her subjects.
Beyond the studio, Nan is an active contributor to the local art market, sharing and selling
her original prints through both gallery exhibitions and digital platforms. She also serves the
community as a dedicated para-professional with the Pleasanton Unified School District
(PUSD).

“Where Else But Dublin”

The City of Dublin invites qualified professional artists and student artists working
under the supervision of a professional artist or art teacher to submit designs for
painted utility boxes.
Utility Box Art is popular throughout the Bay Area as a cost-effective way to bring
public art to City streets, define neighborhoods and deter graffiti. All the boxes are
traffic signal cabinets owned by the City of Dublin. Boxes will be awarded to up to ten
different artists based on design.
The City will pay a stipend of $1,000 to each artist or, if the artist is a student or student
team, to the supervising professional artist or art teacher. The stipend is intended to
cover the cost of the artist's design fee as well as the materials that will be necessary to
paint the utility box.
Artists are responsible for preparing, painting, and sealing the utility boxes. The City
will provide the materials to clean, primer, and seal the utility box, while artists are
required to provide all necessary high quality, professional painting materials.
Approved paint brands include Nova Color, Golden Artist Colors, Liquidtex
Professional Acrylics, Viponds Paint, or approved equal.
Artwork created under this program is considered temporary artwork and the property
of the City of Dublin. As such, the City retains the right and sole discretion to remove,
modify or replace the artwork. Situations in which the City may exercise this right
include if the image or utility box is damaged, if the artist fails to complete the painting
as shown on the approved design rendering or if the artist fails to complete the painting
in a timely fashion.
Artist must reside within the nine Bay Area Counties (Alameda, Contra Costa, Marin,
Napa, San Fracisco, San Mateo, Santa Clara, Solano and Sonoma).
The artist’s name, artwork title, and photo of the artwork will be featured on the City of
Dublin website and other promotional materials.

DESIGN THEME:
• “Where Else But Dublin" is a theme developed for this year’s utility box art
project where the artist’s interpretation is encouraged to be as creative as
possible when developing images and designs that capture this theme.
• A QR code, approximately 3”x 3” will be placed near the bottom of your artwork
so please keep that in mind while designing.
• In addition to the themes, proposing artists are encouraged to review the City’s
existing utility box art collection and develop proposals that are unique and
unlike anything the City already has. To view the current utility box art

ARTWORK LOCATION:
All utility boxes are located at intersections within the City of Dublin. 2026 utility box
locations:

Artists may specify which utility box they are interested in painting, or if they have no
preference. However, the City reserves the right to assign utility boxes at its discretion.
DESIGN SPECIFICATIONS:
• Artwork should align with the design them as stated above.
• Artwork should follow the City’s Values, which are part of the adopted Mission
and Vision statements. Values include safety, inclusivity, diversity, equality, and
history. To view the City’s full Mission and Vision statements please visit

• Artwork must be suitable for all ages and in keeping with community values.
• Artwork must be an original design and the artwork of the applicant.
• Artwork must be painted in fade-resistant acrylic paint.
• Artwork may include the artist’s signature, no larger than 5”x 7.”

ART SELECTION PROCESS:
Staff will review applications for completeness. The Heritage and Cultural Arts
Commission will review designs at its May 7, 2026, meeting and make
recommendations to the City Council. The City Council will review recommended
designs and select artists at its regular meeting June 2, 2026. These dates are tentative
and subject to change.
Selected artists will be asked to sign a Public Art Agreement, including standard
liability waiver and release. In the case of underage artists, the City will enter into the
agreement with the supervising professional artist or art teacher. Underage artists and
underage painting assistants will be required to have a parent sign the liability waiver
and release.
PROCESS:
City Staff will coordinate with the artist, other City departments and neighboring
businesses or homeowners to select a mutually agreeable three-month painting period
between July 1, 2026, and September 30, 2026.
Artists are responsible for prepping the utility box, painting the design, and sealing
with a clear anti-graffiti coating. The City will provide supplies for the artist to prep and
seal the utility boxes. Artists are responsible for purchasing their own painting supplies.
Artists are expected to clean and primer the utility box, paint the entire utility box
including the side boxes and pipes, and seal the utility box when the painting is
complete. Artists may not paint over key holes, meters, or numbers.
Artists may enlist painting assistants. All painting assistants must sign a liability waiver
and release. Underage painting assistants must have a parent sign the liability waiver
and release.
Student artists must be supervised by a professional artist, who is ultimately
responsible for the artwork of the student. Student artists must provide their
professional artist’s qualifications with their application. Student artists and their
teacher/professional artist will be required to meet with Staff prior to starting the
project, to ensure they understand the City’s expectations.
Upon completion of the utility box, City Staff will meet with the artist at the site to
inspect/approve the artwork and take a publicity photo of the artist with their
completed utility box.

PROPOSAL SPECIFICATIONS:
The proposal must be submitted as a digital file by email. Provide one digital copy
(pdf). A complete proposal will include the elements listed below:
a. Completed Coversheet: Use form provided at the end of this application.
b. Design Rendering: The provided template must be used for color renderings of
your proposed design for the box (Exhibit A), showing all four sides and the top
of the utility box. Artists may submit up to three separate designs. However,
each proposed design must have its own separate color renderings page.
Additionally, due to electronic component inside of the utility boxes, it is
recommended that artists use lighter color paints to reduce heat absorption.
c. Location: If you wish to be considered for a specific box location or locations,
please label the rendering with the utility box number. If you have no preference,
label the rendering “Any.” Label each rendering with your name.
d. Artist Qualifications: One page resume of each artist involved. Student artists
should include their own biographies/resumes, no longer than one page, as well
as that of the professional artist or art teacher who serves as the team’s
supervisor.
e. Title & Artist Statement: Provide a brief statement and title (100 words or less)
about your proposed artwork. This could include your source of inspiration, the
significance of the image(s) or a comment on the style or technique you have
proposed. Each proposed design must have its own artist statement.
