EXECUTIVE SUMMARY:
The City Council will consider delegating authority to the City Manager to approve the plans
and specifications and to award and execute contracts for the Pedestrian and ADA
Infrastructure Improvements for the Annual Street Resurfacing Project, CIP Nos. ST0117 and
ST0517, as well as the Tassajara Road Improvements - North Dublin Ranch Drive to Quarry
Lane School Project, CIP No. ST0119, during the City Council recess between June 17, 2026
and July 20, 2026. Actions taken during the recess will be reported to the City Council at the
July 21, 2026 regularly scheduled meeting.
STAFF RECOMMENDATION:
Adopt the following: 1) Resolution Delegating Authority to the City Manager to Approve the
Plans and Specifications and to Award and Execute the Construction Contract for the
Pedestrian and ADA Infrastructure Improvements for the Annual Street Resurfacing Project,
CIP Nos. ST0117 & ST0517, During City Council Recess; and 2) Resolution Delegating
Authority to the City Manager to Approve the Plans and Specifications and to Award and
Execute the Construction Contract for Tassajara Road Improvements - North Dublin Ranch
Drive to Quarry Lane School Project, CIP No. ST0119, During City Council Recess.
FINANCIAL IMPACT:
The estimated construction cost for the Pedestrian and ADA Infrastructure Improvements for
the Annual Street Resurfacing Project is between $2,200,000 and $2,300,000 and Staff
recommends a construction contingency of $230,000 (approximately 10 percent) to facilitate
change orders for unforeseen construction issues, bringing the total potential construction cost
to $2,530,000.

The estimated construction cost for the Tassajara Road Improvements - North Dublin Ranch
Drive to Quarry Lane School Project is between $6,000,000 and $7,000,000 and Staff
recommends a construction contingency of $1,050,000 (approximately 15 percent) to facilitate
change orders for unforeseen construction issues, bringing the total potential construction cost
to $8,050,000.
Based on the estimated construction costs, sufficient funds are available in the adopted 2026-
2031 Capital Improvement Program (CIP) for CIP Nos. ST0117, ST0517, and ST0119, and the
Adopted Public Works Operating Budget for Fiscal Year 2026-27. Any contract award will be
limited to the available budgeted funds.
DESCRIPTION:
Pedestrian and ADA Infrastructure Improvements for the Annual Street Resurfacing
Project (Resurfacing Project)
The Resurfacing Project will be completed under the Annual Street Resurfacing and Citywide
Bicycle and Pedestrian Improvements Projects, CIP Project Nos. ST0117 and ST0517.
The Resurfacing Project will reconstruct curb ramps, curb and gutter and pavement restriping
on the following street segments: Clifden Court, Galway Court, Castilian Road, Padre Way,
Peppertree Road, Shannon Avenue, York Drive, Ann Arbor Way, Penn Drive, Brighton Drive,
Ione Court, Ione Way, Langmuir Court, Langmuir Lane, Mansfield Avenue, Newcastle Lane,
Rosita Court, and Gleason Drive.
The Resurfacing Project is currently out to bid at the time of writing this Staff Report.
Tassajara Road Improvements - North Dublin Ranch Drive to Quarry Lane School (Road
Improvements Project)
The Road Improvements Project, CIP No. ST0119, will widen Tassajara Road to a four-lane
arterial standard with bike lanes, sidewalks, landscaped median, stormwater treatment areas,
pavement restriping and other associated street improvements.
The Road Improvements Project is currently out to bid at the time of writing this Staff Report.
Delegation of Authority
Dublin Municipal Code Chapters 2.36.090 and 2.36.160, Contracts and Purchasing, requires
that the City Council approve any contracts for public projects that exceed $220,000. However,
Dublin Municipal Code Section 2.04.190, states: “It shall be the duty of the City Manager to
perform such other duties and exercise such other powers as may be delegated from time to
time by ordinance or other official action of the City Council.”
Barring unforeseen circumstances or bid protests, it is anticipated that both projects will be
scheduled to receive, open, and read aloud bids , as well as award and execute contracts
during the City Council recess.

The City Council delegation of authority to the City Manager will allow the projects to continue
progressing towards construction without having to wait until the City Council meeting of July
21, 2026. Bid results, references, and necessary licenses will be reviewed by Staff who will
then recommend that the City Manager award the construction contracts to the lowest
responsive, responsible bidders. Therefore, Staff recommends that the City Council exercise
its authority and adopt resolutions to delegate its approval to the City Manager during the City
Council recess, provided the compensation amounts are within the budget already approved
by the City Council and that all other competitive bidding procedures are satisfied, as
appropriate.
If the City Council delegates authority, a report summarizing actions that occurred during the
City Council recess will be included in the agenda for the July 21, 2026 City Council meeting.
Both projects are exempt under Section 15301 (Existing Facilities) of the CEQA Guidelines.
STRATEGIC PLAN INITIATIVE:
Strategy 5: Long-Term Infrastructure and Sustainability Investment
Objective 5: Focus on major street improvements to assist in improving safety and traffic
movement, including Village Parkway, Tassajara Road, and the Dublin Boulevard extension.
Objective D: Evaluate options for a sustainable pavement management program .

A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF DUBLIN
DELEGATING AUTHORITY TO THE CITY MANAGER TO APPROVE THE PLANS AND
SPECIFICATIONS AND TO AWARD AND EXECUTE CONSTRUCTION CONTRACT FOR THE
PEDESTRIAN AND ADA INFRASTRUCTURE IMPROVEMENTS FOR THE ANNUAL STREET
RESURFACING, CIP NOS. ST0117 & ST0517, DURING CITY COUNCIL RECESS
WHEREAS, the design team prepared the plans and specifications for the Pedestrian and ADA
Improvements for the Annual Street Resurfacing Project , CIP Nos. ST0117 and ST0517 (Project),
which plans and specifications are hereby expressly referred to for a description of said work and for
all particulars relative to the proceedings under the request for bids; and
WHEREAS, the City Council will be in recess from June 17, 2026 through July 20, 2026; and
WHEREAS, Staff is aware of specific actions that will be needed for the Project during the City
Council recess; and
WHEREAS, the City Council will be exercising authority pursuant to Section 2.04.190 of the
Dublin Municipal Code to delegate its authority in Sections 2.36.090 and 2.36.160 of the Dublin
Municipal Code to the City Manager, provided the bids come in within the budge t pre-approved by the
City Council and that all other competitive bidding procedures are satisfied.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Dublin does hereby
authorize the City Manager or designee to approve the plans and specifications for the Project during
City Council recess.
BE IT FURTHER RESOLVED that the City Council of the City of Dublin does hereby authorize
the City Manager or designee to award and execute the contracts and other associated administrative
matters needed for the Project within existing budgetary appropriations during the City Council recess.
BE IT FURTHER RESOLVED that the City Council of the City of Dublin does hereby authorize
the City Manager or designee to approve the Project contract change orders based on the appropriated
funds designated for the Project up to the contingency amount of $230,000.
BE IT FURTHER RESOLVED that the City Manager shall report to the City Council regarding
the actions taken under this resolution at the July 21, 2026 City Council meeting.

Description
This project provides for the design and construction of a variety of pavement resurfacing treatments, from slurry seal to
major rehabilitation and reconstruction of streets, as well as resurfacing of bridge decks. The project also includes
constructing new or upgraded curb ramps consistent with the requirements of the Americans with Disabilities Act on streets
that are reconstructed or receive an asphalt concrete overlay. Streets are selected for improvements based on the City’s
Pavement Management System to optimize the pavement condition in relation to the available budget.
Note(s): The City owns and maintains approximately 148 centerline miles of streets. The Metropolitan Transportation
Commission groups Pavement Condition Index (PCI) ratings into the following categories: 80-100 Very Good-Excellent, 70-79
Good, 60-69 Fair, 50-59 At Risk, 25-49 Poor, and 0-24 Failed. The City is rated good with a three-year moving average PCI of 79.

Description
This project provides for the planning, design, and construction of improvements to various pedestrian and bicycle facilities
citywide, including pedestrian/bicycle bridges and annual sidewalk repairs. This project also includes design and
construction of improvements recommended in the updated Bicycle and Pedestrian Plan, as well as the Safe Routes to
School improvements. Furthermore, the project also includes updating the Americans with Disabilities Act (ADA) Transition
Plan and implementation of Public Right-of-Way Accessibility Guidelines (PROWAG) for City buildings, parks, and rights-of-
way. Lastly, the project includes traffic signal modifications and improvements for pedestrian and bicycle safety by removing
slip lanes, installing directional curb ramps, improving ADA access, and adding protected intersection features to reduce
conflicts between vehicles, pedestrians, and bicyclists.
The City received $1,053,000 in Measure BB funds and $803,000 in VRF funds through the Alameda County Transportation
Commission’s Comprehensive Investment Plan discretionary program for improvements at the San Ramon Road and
Amador Valley Boulevard intersection.

The City Council adopted the updated Bicycle and Pedestrian Plan.
●07/1/2024
The City was awarded $400,000 in funding from the Alameda County Health Services Department
through the Enhancing Vision 2026 (EV2026) Fund to be used for the Regional Street Mid-block
Crossing Project in July 2024.
●09/25/2024
The City was awarded $286,445 in Transportation Development Act (TDA) funds to be used for
pedestrian and trail improvements along Amador Valley Boulevard and at the Iron Horse Regional Trail
crossing in September 2024.
●07/1/2025
The project improvements for the Safe Routes to School at the intersections of Central Parkway at
Aspen Street and Hibernia Drive, Grafton Street at Antone Way, and Amador Valley Boulevard at
Burton Street, were completed. The Downtown Dublin pedestrian crossing improvements on Regional
Street began construction in summer 2025. The ADA Transition Plan update was completed.

The Downtown Dublin pedestrian crossing improvements on Regional Street are anticipated to be
complete in 2026. The design for the intersection improvements at San Ramon Road and Amador
Valley Boulevard is anticipated to be complete in 2026 with construction to begin in 2027.

Description
This project provides for design and construction of complete the street improvements on Tassajara Road from North Dublin
Ranch Drive to Quarry Lane School. The scope of this project was previously included as part of the Tassajara Road
Realignment & Widening (ST0116) that includes the design and construction of Tassajara Road from North Dublin Ranch
Drive to Dublin's northern limit. In 2019, the scope of ST0116 was revised to only include the segment of Tassajara Road north
of Fallon Road.
The project improves Tassajara Road to a four-lane arterial standard, with bike lanes, sidewalks, landscaped median,
stormwater treatment areas, and other associated street improvements. Portions of the existing roadway have been
improved by adjacent development projects, and this project constructs the street improvements implementing the General
Plan and the Complete Streets Policy. This roadway segment is a project within the Eastern Dublin Transportation Impact
Fee program. Preliminary engineering and environmental documentation were completed as part of ST0116.

The June 16, 2026 City Council Meeting includes an item delegating authority for the Pedestrian
and ADA Infrastructure Improvements for the Annual Street Resurfacing and Tassajara Road
Improvements - North Dublin Ranch to Quarry Lane School Projects During City Council Recess.
After the agenda was posted, Staff identified an error in the staff report. It was erroneously stated
that both projects are exempt under Section 15301 (Existing Facilities) of the CEQA Guidelines.
The Pedestrian and ADA Infrastructure Improvements for the Annual Street Resurfacing Project,
CIP No. ST0117 & ST0517 is exempt under Section 15301 (Existing Facilities) of the CEQA
Guidelines.
The Tassajara Road Improvements - North Dublin Ranch to Quarry Lane School Project, CIP No.
ST0119, is not categorically exempt from CEQA.
In April 2020 the City filed a Notice of Determination for the January 2020 Initial Study/CEQA
Addendum to the Eastern Dublin General Plan Amendment and Specific Plan Environmental
Impact Report, as well as the 2004 Tassajara Road/Fallon Road Ultimate Right-of-Way Initial
Study/Mitigated Negative Declaration. The CEQA Addendum concluded that the Project would not
result in any new significant environmental impacts or substantially increase the severity of
previously identified significant impacts. Accordingly, the Project remains subject to the
applicable mitigation measures identified in the previously certified environmental documents.
