The Salary Plan updates implement the previously approved Fiscal Year 2026-27 cost- of-living adjustment, while the Classification Plan changes modernize positions in the Community Engagement Division and Environment and Sustainability Division to reflect current operational needs, clarify levels of responsibility, align with industry standards, and improve consistency across the City’s Personnel System. STAFF RECOMMENDATION: Adopt the following: 1) Resolution Establishing a Salary Plan for Full-Time Personnel in Accordance with the Personnel Rules; 2) Resolution Establishing a Salary Plan for Management Positions Exempt from Competitive Service in Accordance with the Personnel Rules; and 3) Resolution Amending the Classification Plan. FINANCIAL IMPACT: There is no budgetary impact associated with the proposed classification updates. The cost-of- living increases reflected in the proposed salary plans were previously approved as part of the Fiscal Year 2026-27 Budget. DESCRIPTION: This Staff Report addresses updates to various documents that are part of the City’s Personnel System Rules. The following is a summary of the proposed changes. Salary Plan Included within the City’s Personnel System are resolutions establishing salary ranges for City 1670 Page 2 of 4 personnel. Attachments 1 and 2 establish salary ranges for F iscal Year 2026-27 to reflect the 1.7% cost-of-living adjustment included in the City’s Benefit Plan previously adopted by the City Council on September 5, 2023. Classification Plan Pursuant to the City’s Personnel System Rules, a job description must be adopted for each classification. Job descriptions outline the essential duties, responsibilities, knowledge, skills, abilities, and qualifications associated with each classification within the City’s Classification Plan. The proposed updates to the City’s Community Engagement and Environment and Sustainability classifications are intended to modernize the classifications, reflect current operational needs, clarify levels of responsibility, and ensure consistency across the City’s classification plan. The revisions also align the classifications with current industry terminology, regulatory requirements, and organizational structure. There are no recommended salary range adjustments associated with these proposed updates. Attachment 3 includes the following amendments: Community Engagement Manager The classification title of Communications Manager is proposed to be changed to Community Engagement Manager to better reflect the current scope and strategic nature of the position. Over time, the role has evolved beyond traditional public information responsibilities and now includes oversight of the City’s digital communications ecosystem, multimedia production, strategic messaging, public engagement initiatives, and emergency communications. The revisions clarify the position’s leadership role in the citywide communication strategy, media relations, public outreach, accessibility compliance, and cross-departmental coordination. The updates also align the classification with contemporary communications practices and technologies utilized by public agencies. Environmental Technician The proposed revisions to the Environmental Technician classification clarify the position’s role as a technical support classification within the City’s environmental and sustainabil ity program structure. The updates modernize the classification language and more accurately reflect the day-to-day responsibilities associated with regulatory compliance support, field inspections, public outreach, data tracking, and environmental program implementation. The revisions also improve alignment within the environmental classification series and distinguish the technical support responsibilities of this classification from the more advanced professional and program administration duties assigned to higher-level classifications. The proposed revisions also update the minimum qualifications for the position by replacing the current bachelor’s degree requirement with an associate degree and relevant technical or administrative experience. This change is intended to better align the minimum qualifications with the technical support nature of the classification, broaden the pool of qualified applicants, and create greater accessibility to entry-level public sector environmental careers while still ensuring candidates possess the knowledge and skills necessary to perform the work. 1671 Page 3 of 4 Environmental Specialist The classification title of Environmental Coordinator is proposed to be changed to Environmental Specialist. The revised title more accurately reflects the professional, analytical, and technical nature of the position and better aligns with the advanced program administration and regulatory compliance responsibilities assigned to the role. The term “Specialist” is also more consistent with current public sector classification practices and more clearly distinguishes the position from classifications primarily focused on administrative coordination or event-based functions. The proposed revisions to the Environmental Specialist classification mod ernize and clarify the advanced professional-level responsibilities associated with the position. The updated classification reflects the increased complexity of environmental compliance, sustainability initiatives, regulatory coordination, technical analysis, and program administration responsibilities currently performed by the position. The revisions also establish clearer distinctions between the Environmental Technician, Environmental Specialist, and Environmental and Sustainability Manager classifications to better define organizational roles, levels of responsibility, and career progression within the series. Environmental and Sustainability Manager The proposed revisions to the Environmental and Sustainability Manager classification update and clarify the management-level responsibilities associated with oversight of the City’s environmental and sustainability programs. The revisions reflect the expanding scope of environmental regulations, climate action initiatives, sustainability planning, stormwa ter compliance, and regional coordination responsibilities managed by the position. The updated classification also emphasizes the position’s strategic leadership role in policy development, program administration, interagency coordination, budget oversight, and supervision of professional and technical staff. Directs the creation, production, and distribution of strategic communications, public information, and communications materials across all platforms to ensure transparency, accessibility, consistency, and alignment with City priorities. Serves as the City’s primary media strategist and spokesperson, acts as Public Information Officer during emergency operations, and provides highly complex communications and policy support to the City Manager or designee. Distinguishing Characteristics: The Community Engagement Manager is a single-position management-level classification responsible for overseeing the City’s Community Engagement Division and serving as the City’s lead communication strategist. Minimum Qualifications: Any combination of education and experience that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be: Education: Equivalent to a bachelor's degree from an accredited college or university with major course work in business or public administration, public relations, mass communications, English, journalism, or a closely related field. A master’s degree is desirable. Experience:  Four years of progressive responsible professional experience in strategic communication, public information, public relations, media relations, or community engagement programs, including experience managing digital communications and social media platforms.  Two years of supervisory or administrative leadership experience. Experience working with City or other public sector officials is highly desirable. Distinguishing Characteristics This is a technical support classification within the Environment and Sustainability Division of the Public Works Department. Incumbents perform a variety of technical, administrative, field , and public outreach duties in support of environmental and sustainability programs and regulatory compliance activities. Assignments are generally performed within established procedures and program guidelines and may involve coordination with residents, contractors, consultants, and regulatory agencies. This classification is distinguished from the Environmental Specialist by its narrower scope of responsibility, greater emphasis on program support and implementation activities, and a lower level of independent project management and policy development responsibility. Supervision Received and Exercised  Receives general supervision from the Environmental and Sustainability Manager, or designee, and may receive technical or functional guidance from manageme nt or other professional staff, as assigned.  This classification does not exercise direct supervisory responsibility. Essential Duties and Responsibilities The following duties are typical for this classification.
