STAFF RECOMMENDATION: Approve the minutes of the June 2, 2026 Regular City Council Meeting. FINANCIAL IMPACT: None. DESCRIPTION: The City Council will consider approving the minutes of the June 2, 2026 Regular City Council Meeting. STRATEGIC PLAN INITIATIVE: None. REGULAR MEETING 5:30 PM A Regular Meeting of the Dublin City Council was held on Tuesday, June 2, 2026, in the Peter W. Snyder Council Chamber, located at 100 Civic Plaza, Dublin, CA 94568. The meeting was called to order at 5:30 PM, by Mayor Hu. 1) CALL TO ORDER Attendee Name Status Dr. Sherry Hu, Mayor Present Jean Josey, Vice Mayor Present Michael McCorriston, Councilmember Present Kashef Qaadri, Councilmember Present (Left at 6:31 p.m.) John Morada, Councilmember Present 2) PLEDGE OF ALLEGIANCE By consensus, City Council agreed to move Agenda Items 7.1, 6.1, 6.2 to be heard after Agenda Item 4. 3) PRESENTATIONS AND PROCLAMATIONS 3.1) Recognition of Dublin Climate Challenge Volunteers The City Council received a presentation and recognized the Dublin Climate Challenge volunteers. 3.2) Gun Violence Awareness Day and Month Proclamation The City Council presented the Gun Violence Awareness Day and Month proclamation. Mike Grant provided public comment. 27 DUBLIN CITY COUNCIL MINUTES REGULAR MEETING JUNE 2, 2026 3.3) Employee Introduction New City of Dublin employee Radha Hayagreev, Principal Planner with the Community Development Department, was introduced. 4) PUBLIC COMMENT Mike Grant provided public comment. Linda Wahle provided public comment. Brent Songey provided public comment. 7) UNFINISHED BUSINESS 7.1) Consideration of Ballot Measure to Amend Dublin Municipal Code Section 3.16.030 to Increase the Rate of the Transient Occupancy Tax The City Council received a presentation regarding placing a measure on the ballot to amend Section 3.16.030 of the Dublin Municipal Code to increase the rate of the Transient Occupancy Tax from 8 percent to 10 percent effective July 1, 2027, and from 10 percent to 12 percent effective July 1, 2028. Mayor Hu opened the public comment period. Mike Grant provided public comment. Ron Gapol provided public comment. Inge Houston provided public comment. Mayor Hu closed the public comment period. Councilmember Qaadri left at 6:31 PM. Councilmember Morada made a motion to postpone the item for more research and dialogue for no later than two years. The motion died due to lack of a second. On a motion by Vice Mayor Josey, seconded by Councilmember McCorriston, and by unanimous vote, the City Council directed Staff to bring the item to a future meeting, no later than August 7, 2026, when all five Councilmembers will be present and directed Staff to provide additional information, including additional data. RESULT: DIRECTION GIVEN [UNANIMOUS] MOVED BY: Jean Josey, Vice Mayor SECOND: Michael McCorriston, Councilmember 28 DUBLIN CITY COUNCIL MINUTES REGULAR MEETING JUNE 2, 2026 AYES: Hu, Josey, McCorriston, Morada ABSENT: Qaadri 5) CONSENT CALENDAR 5.1) Approved the May 19, 2026, Regular City Council Meeting Minutes. 5.2) Adopted Resolution No. 39-26 titled, “Approving a Contract Instructor Services Agreement with Akshay Arora, dba Arora Tennis and Fitness Instruction, for Recreation Services.” 5.3) Adopted Resolution No. 40-26 titled, “Approving Consulting Services Agreements for On-Call Contract Planning, Housing, and Building Services.” 5.6) Confirmed the Mayor’s Appointment of Namrata Berry to the Unscheduled Vacancy on the Senior Center Advisory Committee with a Term Ending December 2026 and Michael Goldstein to the unscheduled vacancy on the Senior Center Advisory Committee with a Term Ending December 2028. On a motion by Vice Mayor Josey, seconded by Councilmember McCorriston, and by unanimous vote, the City Council adopted the Consent Calendar, except for items 5.4 and 5.5. RESULT: ADOPTED [UNANIMOUS] MOVED BY: Jean Josey, Vice Mayor SECOND: Michael McCorriston, Councilmember AYES: Hu, Josey, McCorriston, Morada ABSENT: Qaadri 5.4) Adopted Ordinance No. 05-26 titled, “Approving Amendments to Dublin Municipal Code Chapter 5.28 (Noise) (PLPA-004348-2026).” This item was pulled from the Consent Calendar for public comment. Noor Ul-Hasan provided public comment. On a motion by Vice Mayor Josey, seconded by Councilmember McCorriston, and by unanimous vote, the City Council adopted Consent Calendar item 5.4. 29 DUBLIN CITY COUNCIL MINUTES REGULAR MEETING JUNE 2, 2026 RESULT: ADOPTED [UNANIMOUS] MOVED BY: Jean Josey, Vice Mayor SECOND: Michael McCorriston, Councilmember AYES: Hu, Josey, McCorriston, Morada ABSENT: Qaadri 5.5) First Reading of Ordinance Amending Dublin Municipal Code Sections 2.08.020 and 2.08.040 and Providing for an Increase in Salary for City Councilmembers and a Decrease in Salary for the Mayor. This item was pulled from the Consent Calendar by Councilmember Morada for further discussion. Janani Krishna provided public comment. Vice Mayor Josey made a motion, seconded by Councilmember McCorriston, to waive the first reading and introduce an Ordinance Amending Dublin Municipal Code Sections 2.08.020 and 2.08.040 to Change the Salary of Members of the City Council and the Additional Salary for the Mayor After New Terms of Office Start After the November 2026 General Municipal Election. The motion failed by 2-2 roll-call vote. RESULT: FAILED [2-2] MOVED BY: Jean Josey, Vice Mayor SECOND: Michael McCorriston, Councilmember AYES: Josey, McCorriston NOES: Hu, Morada ABSENT: Qaadri Vice Mayor Josey made a motion, seconded by Councilmember McCorriston, to bring back the item to the next City Council meeting. Mayor Hu made a substitute motion, seconded by Councilmember Morada, to bring back the item after the November 2026 General Municipal Election. The motion failed by 2-2 roll-call vote. RESULT: FAILED [2-2] MOVED BY: Sherry Hu, Mayor SECOND: John Morada, Councilmember AYES: Hu, Morada NOES: Josey, McCorriston ABSENT: Qaadri 30 DUBLIN CITY COUNCIL MINUTES REGULAR MEETING JUNE 2, 2026 The initial motion made by Vice Mayor Josey, seconded by Councilmember McCorriston, to bring back the item to the next City Council meeting, failed by 2-2 roll-call vote. RESULT: FAILED [2-2] MOVED BY: Jean Josey, Vice Mayor SECOND: Michael McCorriston, Councilmember AYES: Josey, McCorriston NOES: Hu, Morada ABSENT: Qaadri Mayor Hu called a recess at 7:36 PM. Mayor Hu reconvened the meeting at 7:44 PM. 6) PUBLIC HEARING 6.1) Proposed Budget for Fiscal Years 2026-27 and 2027-28 The City Council received a presentation regarding the Proposed Budget and forecast covering two fiscal years and consider adoption of a Fiscal Year 2026-27 Budget. Mayor Hu opened the Public Hearing. Upon receiving no public comment, Mayor Hu closed the Public Hearing. On a motion by Vice Mayor Josey, seconded by Councilmember McCorriston, and by unanimous vote, the City Council adopted Resolution No. 41-26 titled, “Approving a Budget for the City of Dublin for Fiscal Year 2026-27”; and approved the funding of one new crossing guard for Dublin Unified School District and a one-time General Fund contribution to the Community Development Block Grant program. RESULT: ADOPTED [UNANIMOUS] MOVED BY: Jean Josey, Vice Mayor SECOND: Michael McCorriston, Councilmember AYES: Hu, Josey, McCorriston, Morada ABSENT: Qaadri 6.2) Proposed Five-Year Capital Improvement Program 2026-2031 31 DUBLIN CITY COUNCIL MINUTES REGULAR MEETING JUNE 2, 2026 The City Council received a presentation regarding the Five-Year Capital Improvement Program (CIP) 2026-2031 which contains public capital projects proposed for Fiscal Year 2026-27 through Fiscal Year 2030-31 and the proposed reimbursement agreement with Dublin Unified School District for the Emerald Glen Park Ball Field Renovation Project, CIP No. PKNEW01. Mayor Hu opened the Public Hearing. Shirley Lewandowski provided public comment. Norm Lewandowski provided public comment. VC provided public comment. Mayor Hu closed the Public Hearing. On a motion by Vice Mayor Josey, seconded by Councilmember McCorriston, and by unanimous vote, the City Council adopted Resolution No. 42-26 titled, “Approving the Five-Year Capital Improvement Program 2026-2031 and Authorizing the City Manager to Execute a Reimbursement Agreement with Dublin Unified School District for the Emerald Glen Park Ball Field Renovation Project, CIP No. PKNEW01.” RESULT: ADOPTED [UNANIMOUS] MOVED BY: Jean Josey, Vice Mayor SECOND: Michael McCorriston, Councilmember AYES: Hu, Josey, McCorriston, Morada ABSENT: Qaadri 8) NEW BUSINESS – None. 9) CITY MANAGER AND CITY COUNCIL REPORTS The City Council and Staff provided brief information-only reports, including committee reports and reports related to meetings attended at City expense (AB1234). 32 DUBLIN CITY COUNCIL MINUTES REGULAR MEETING JUNE 2, 2026 10) ADJOURNMENT Mayor Hu adjourned the meeting at 9:11 PM.
