The Eastern Dublin Study consists of a general plan amendment, specific plan and
environmental impact report. This agenda statement focuses on the general plan
amendment, which was prepared by Wallace, Robert & Todd, consultants to the City
on the Eastern Dublin project. The proposed general plan amendment contains
changes to the City's current General Plan which are necessary to accommodate
the development envisioned for eastern Dublin.
It should be emphasized that the proposed GPA does not serve as a comprehensive
general plan update for Dublin. Instead, it provides the necessary text and map
revisions to establish consistency between the current Dublin General Plan and the
proposed Eastern Dublin Specific Plan.

The area covered by the Eastern Dublin Study is mostly included within the City's
Eastern Extended Planning Area. The current Dublin General Plan anticipates
development in this quadrant of the City. However, the plan notes that "many or
most development proposals in the extended planning area will require a General
Plan amendment." (Dublin General Plan, page 2.) Preparation of a general plan
amendment for eastern Dublin is, therefore, a logical continuation of the City's
original planning efforts for this area.
The proposed General Plan Amendment (GPA) for Eastern Dublin pertains only to
the area within the GPA boundaries, which includes the Eastern Extended Planning
Area and some lands east of this area. It does not include some public lands
within the current City limits (such as Camp Parks and the Santa Rita
Rehabilitation Center). A similar document was prepared for the Western Extended
Planning Area in conjunction with the Western Dublin Study. This document was
approved by the Council in July, 1992.

The following paragraphs briefly summarize the changes proposed by the Eastern
Dublin GPA. The reader is directed to the document itself for a full presentation
of recommended changes. (Copies of the GPA are available from the City Planning
Department.) In summary, very few of the policies in the current Plan have been
changed; the majority of the proposed amendments involve the addition of policies
to ensure provision of necessary infrastructure and facilities in eastern Dublin.
Description of Primary/Extended Planning Area (GPA,D. 5)
Text has been added describing the eastern extended planning area and the City's
basic policy directive for development in the eastern area. This directive
acknowledges the City's intent to develop the area as an urban community;
however, it also places emphasis on retention of sensitive habitats and the area's
overall physical character.
Land Use Classifications (GPA. page 7)
This section modifies three of the City's current residential categories to create
greater flexibility in the types of permissible units. In addition, two residential
categories have been added, one for rural densities (1 unit per 100 acres) and one
for high densities (25 plus units per acre). These two new categories only apply to
the Eastern Dublin General Plan Amendment area.
Four commercial categories have been added to accommodate the full range of
retail and office development envisioned by the Specific Plan. This includes large
scale regional retail and smaller pedestrian-oriented neighborhood centers. These
four new categories only apply to the Eastern Dublin General Plan Amendment
area.
Land Use Element (GPA. page 11)
This section amends the current general plan land use map to reflect the desired
uses for eastern Dublin. A table is included which provides acreages by land use,
density/intensity, units, population, square feet of commercial space and number of
jobs (GPA, p. 13).
Open Space Element (GPA. nage 17)
This section of the GPA amends Chapter 3 in the existing Dublin General Plan. It
contains a single policy addition which encourages higher intensity uses on the flat
and gently sloping portions of the planning area in order to minimize grading and
associated impacts.
The policy regarding agricultural lands has been expanded to clarify the City's
position relative to conversion of lands for urban uses. The previous policy
specified a definite time limit prior to expiration of a Williamson Act Contract
before a non-urban use could be considered. The modified policy places the
emphasis on individual owner desire as the primary determinant (GPA, p. 19).
Several implementing policies have been added to ensure provision of adequate park
facilities and establishment of an interconnected trail system (GPA, p. 20-21).

Schools (GPA, page 22)
This section of the GPA amends Chapter 4 in the existing Dublin General Plan.
Policies have been added to provide for new elementary, middle and high schools in
Eastern Dublin. A policy is included stipulating that schools within the City should
be operated by the Dublin Unified School District.
Trafficways (GPA. page 23)
This section amends Chapter 5 in the current General Plan. A guiding policy has
been added emphasizing a multi-modal circulation system that provides for efficient
vehicular traffic while encouraging other modes such as bicycles and transit. A
policy has been included that specifies the major circulation improvements needed
including the extensions of Dublin Boulevard, Fallon Road, Gleason Drive and
Doolan Canyon Road. It also specifies the widening of I-580 to ten lanes between
Tassajara and Airway Boulevard. A statement is also added stating the City's
intention to designate the future Fallon Road as a scenic route (GPA, p. 26).
Conservation Element (GPA. cage 27)
This section of the GPA makes some very minor text modifications to Chapter 7 of
the existing Dublin General Plan. Verbiage is added about the quality of habitat,
agricultural lands and prehistoric/historic resources in eastern Dublin.
General Plan Macs
At the end of the proposed GPA document are several figures from the existing
General Plan that have been amended to reflect the development envisioned by the
Eastern Dublin Specific Plan. On Figure 2, former land uses have been deleted and
the boundary for the extended planning area enlarged to include the entire GPA
area. Figure 5 shows an adjustment to the Eastern Extended Planning Area
boundary. Figure 2B shows the proposed General Plan Amendment land uses for
the Eastern Dublin Study Area.

Staff recommends that the Planning Commission hear the Staff report and then
open the public hearing to receive public testimony on the proposed General Plan
Amendment. Staff then recommends that the Planning Commission continue the
public hearing to September 29, 1992.
