STAFF RECOMMENDATION: Review and recommend nine Utility Box Art design proposals and corresponding locations to the City Council for approval. FINANCIAL IMPACT: This project is funded by the Public Art Fund and included in the Fiscal Year 2026-27 Budget. DESCRIPTION: The Utility Box Art program was launched in 2016 as a pilot program to install temporary murals on City owned utility boxes. Since then, the program has expanded to include up to ten utility boxes each year. To date, a total of 83 utility boxes throughout Dublin have been transformed with original artwork. Each year, a theme is established to guide artist submissions. The 2026 theme is “Where Else but Dublin?” 2026 Program On March 3, 2026, the City issued a Call for Artists (Attachment 1) for the Utility Box Art program. The opportunity was promoted through the City’s website, social media channels, and direct outreach to interested artists, previous utility box participants, registrants in the Cultural Arts Database, and neighboring cities. Proposals were required to align with the City’s core values, including safety, inclusivity, diversity, equality, respect for history, and to be suitable for all ages. The application deadline was April 20, 2026. 8 Page 2 of 3 Nine utility box locations have been identified for the 2026 program. The City-owned boxes are used to control traffic signals and are located at the following intersections:  Amador Plaza Rd x Amador Valley Blvd  Tassajara Dr x Gleason Dr  Tassajara Dr x Fallon Rd  Fallon Rd x Silvera Ranch Dr  Dublin Blvd x Carnmore Pl  Dublin Blvd x Glynnis Rose Dr  Dublin Blvd x Sierra Ct  Arnold Dr x Horizon Pkwy  Amador Valley Blvd x Brighton Dr* *The utility box at Amador Valley Boulevard and Brighton Drive was not originally included in the 2026 program but has been added due to damage from a recent vehicle accident. Repairs are anticipated to be completed in Fall 2026, with painting to follow. Design Proposals In accordance with the Public Art Master Plan, all public artworks must be produced by professional artists or by student artists under the direction of a professional artist. A total of 31 design proposals were submitted by 19 artists, including 22 proposals from 15 professional artists and 9 proposals from 4 student artists. Each submission includes the artist’s resume, statement, and conceptual design (Attachment 2). Next Steps The Commission has completed a preliminary review of the proposals (Attachment 3). These initial ratings are subject to further review and will be discussed in detail at the Commission’s regular meeting on May 14, 2026. The Commission will consider recommending nine design proposals and associated box locations to the City Council for final approval. STRATEGIC PLAN INITIATIVE: None. ATTACHMENTS: 9 Page 3 of 3 1) 2026 Utility Box Art Call for Artists 2) 2026 Utility Box Art Artist Design Proposals 3) 2026 Utility Box Art Selection Collective Score Sheet 10 CALL FOR ARTISTS Utility Box Art Project “Where Else But Dublin” CALL ISSUE DATE: March 3, 2026 CALL DEADLINE: April 20, 2026, 12:00 a.m.(midnight) The City of Dublin invites qualified professional artists and student artists working under the supervision of a professional artist or art teacher to submit designs for painted utility boxes. Utility Box Art is popular throughout the Bay Area as a cost-effective way to bring public art to City streets, define neighborhoods and deter graffiti. All the boxes are traffic signal cabinets owned by the City of Dublin. Boxes will be awarded to up to ten different artists based on design. The City will pay a stipend of $1,000 to each artist or, if the artist is a student or student team, to the supervising professional artist or art teacher. The stipend is intended to cover the cost of the artist's design fee as well as the materials that will be necessary to paint the utility box. Artists are responsible for preparing, painting, and sealing the utility boxes. The City will provide the materials to clean, primer, and seal the utility box, while artists are required to provide all necessary high quality, professional painting materials. Approved paint brands include Nova Color, Golden Artist Colors, Liquidtex Professional Acrylics, Viponds Paint, or approved equal. Artwork created under this program is considered temporary artwork and the property of the City of Dublin. As such, the City retains the right and sole discretion to remove, modify or replace the artwork. Situations in which the City may exercise this right include if the image or utility box is damaged, if the artist fails to complete the painting as shown on the approved design rendering or if the artist fails to complete the painting in a timely fashion. Artist must reside within the nine Bay Area Counties (Alameda, Contra Costa, Marin, Napa, San Fracisco, San Mateo, Santa Clara, Solano and Sonoma). The artist’s name, artwork title, and photo of the artwork will be featured on the City of Dublin website and other promotional materials. Attachment 1 11 Page 2 of 6 DESIGN THEME: • “Where Else But Dublin" is a theme developed for this year’s utility box art project where the artist’s interpretation is encouraged to be as creative as possible when developing images and designs that capture this theme. • A QR code, approximately 3”x 3” will be placed near the bottom of your artwork so please keep that in mind while designing. • In addition to the themes, proposing artists are encouraged to review the City’s existing utility box art collection and develop proposals that are unique and unlike anything the City already has. DESIGN SPECIFICATIONS: • Artwork should align with the design them as stated above. • Artwork should follow the City’s Values, which are part of the adopted Mission and Vision statements. Values include safety, inclusivity, diversity, equality, and history. The Heritage and Cultural Arts Commission will review designs at its May 7, 2026, meeting and make recommendations to the City Council. The City Council will review recommended designs and select artists at its regular meeting June 2, 2026. These dates are tentative and subject to change. Selected artists will be asked to sign a Public Art Agreement, including standard liability waiver and release. In the case of underage artists, the City will enter into the agreement with the supervising professional artist or art teacher. Underage artists and underage painting assistants will be required to have a parent sign the liability waiver and release. PROCESS: City Staff will coordinate with the artist, other City departments and neighboring businesses or homeowners to select a mutually agreeable three-month painting period between July 1, 2026, and September 30, 2026. Artists are responsible for prepping the utility box, painting the design, and sealing with a clear anti-graffiti coating. The City will provide supplies for the artist to prep and seal the utility boxes. Artists are responsible for purchasing their own painting supplies. Artists are expected to clean and primer the utility box, paint the entire utility box including the side boxes and pipes, and seal the utility box when the painting is complete. Artists may not paint over key holes, meters, or numbers. Artists may enlist painting assistants. All painting assistants must sign a liability waiver and release. Underage painting assistants must have a parent sign the liability waiver and release. Student artists must be supervised by a professional artist, who is ultimately responsible for the artwork of the student. Student artists must provide their professional artist’s qualifications with their application. Student artists and their teacher/professional artist will be required to meet with Staff prior to starting the project, to ensure they understand the City’s expectations. Upon completion of the utility box, City Staff will meet with the artist at the site to inspect/approve the artwork and take a publicity photo of the artist with their completed utility box. 13 Page 4 of 6 PROPOSAL SPECIFICATIONS: The proposal must be submitted as a digital file by email. Provide one digital copy (pdf). A complete proposal will include the elements listed below: a. Completed Coversheet: Use form provided at the end of this application. b. Design Rendering: The provided template must be used for color renderings of your proposed design for the box (Exhibit A), showing all four sides and the top of the utility box. Artists may submit up to three separate designs. However, each proposed design must have its own separate color renderings page. Additionally, due to electronic component inside of the utility boxes, it is recommended that artists use lighter color paints to reduce heat absorption. c. Location: If you wish to be considered for a specific box location or locations, please label the rendering with the utility box number. If you have no preference, label the rendering “Any.” Label each rendering with your name. d. Artist Qualifications: One page resume of each artist involved. Student artists should include their own biographies/resumes, no longer than one page, as well as that of the professional artist or art teacher who serves as the team’s supervisor. e. Title & Artist Statement: Provide a brief statement and title (100 words or less) about your proposed artwork. This could include your source of inspiration, the significance of the image(s) or a comment on the style or technique you have proposed. Her work today focuses on everyday experiences, culture, and human connection through accessible, narrative-driven imagery. She sees art as a form of communication that allows peace of mind and connection beyond language. Title + Description “Dublin & Heritage” I remember my curious first encounter with the “Elatus” statue in a space I had known for years. I was drawn to its smooth, calming gradients and moved by Heath Satow’s intent to convey joy through his work, so I documented the moment through photography. This work is inspired by that experience, incorporating the statue, sunset clouds from my photograph, and the surrounding park landscape. It reflects on Dublin as a place shaped by diversity and inclusivity, expressing my identity as a Dublin resident and my Indian heritage through henna patterns, Bharatanatyam classical dance, and lotus symbolism. 30 31 32 33 34 35 Bio: Beau Thomas is an artist from Morgan Hill, CA. He received his B.A. in Visual and Public Art from California State University Monterey Bay in 2019 and his Master of Fine Arts degree from Mills College in 2021. STAFF RECOMMENDATION: Approve the Trivalley Hindu Connect request for a Cultural Event Space Grant Program for the fourth quarter of 2026. FINANCIAL IMPACT: The Cultural Event Space Grant Program results in waived application and facility use fees. Depending on the size and scope of approved events, the estimated revenue impact is approximately $1,000 to $3,500 per event, or $4,000 to $14,000 annually. DESCRIPTION: Background At its regular meeting on March 5, 2024, City Council directed Staff to explore ways to acknowledge and support cultural events that are meaningful to Dublin community members and complement the City's existing annual events. In response, Staff developed the Cultural Event Space Grant Program to support non -profit organizations in hosting free, public cultural events in Dublin. The program offers a City venue once per quarter with waived application and facility use fees. Applicants must submit their event proposal and present their request to the Heritage and Cultural Arts Commission. The Parks and Community Services Department will assign a Staff member to assist approved 139 Page 2 of 2 applicants with the coordination of supplemental services, such as police support, road closures, maintenance, fire permits, and waste services, as needed. While application and facility use fees are waived, applicants remain responsible for all other event-related costs, including deposits, staffing, logistics, permits and other operational expenses. Applicants must attend and present their event details at a Commission meeting held four months prior to the beginning of the quarter in which the event is proposed to occur. The application deadlines and corresponding meeting dates are as follows :  Quarter 1 - Events between January 1 – March 31. Applications are due August 15 for the September Commission meeting of the previous year.  Quarter 2 - Events between April 1 – June 30. Applications are due November 15 for the December Commission meeting of the previous year.  Quarter 3 - Events between July 1 – September 30. Applications are due February 15 for the March Commission meeting of the same year.  Quarter 4 - Events between October 1 – December 31. Prepared by: Ben Keisic, Parks and Community Services Manager EXECUTIVE SUMMARY: The Heritage & Cultural Arts Commission will receive a report and provide feedback on the consolidation of the Cultural Event Fee Waiver Program and the Arts Space Grant Program into a single streamlined program titled, Dublin C.R.E.A.T.E. STAFF RECOMMENDATION: Receive the report and provide feedback on the proposed Dublin C.R.E.A.T.E. program framework and proposed implementation. FINANCIAL IMPACT: None. DESCRIPTION: Background The City of Dublin currently supports community-based arts and cultural programming through two primary mechanisms: the Cultural Event Fee Waiver Program and the Arts Space Grant Program. While both programs provide in-kind support through facility use and fee reductions, they operate as separate processes with different applications, eligibility requirements, review structures, timelines, and levels of Commission involvement. The Cultural Event Fee Waiver program is administered through the Heritage and Cultural Arts Commission and focuses on large-scale, nonprofit-led cultural events. In contrast, the Arts Space Grant Program has historically supported a broader range of arts programming, including exhibits, performances, and workshops, through a Staff-administered process. 149 Page 2 of 4 Need for Consolidation As interest in arts and cultural programming continues to grow, Staff identified the need to:  Simplify and standardize the application process  Provide clearer expectations for applicants  Improve transparency and consistency of evaluation  Streamline Staff administration and Commission review  Align program delivery with the City’s broader goals for the Dublin Art Center and community programming To improve efficiency and better support community programming, Staff evaluated both programs and developed a unified approach . Dublin C.R.E.A.T.E. Program Overview Dublin C.R.E.A.T.E. (Community Resources for the Arts, Together & Everywhere) is a consolidated program that replaces the Cultural Event Fee Waiver and Arts Space Grant Program with a single application and unified set of guidelines. The program provides in-kind support for arts and cultural programming presented in Dublin, including facility use, exhibition space, and limited promotional support. Eligible programming may include exhibits, performances, workshops, classes, rehearsals, screenings, and community cultural events. Types of Support Arts Program Facility Use Supports smaller-scale arts programming such as exhibits, performances, workshops, and classes. In most cases, applicants may request use of designated City facilities for up to 40 hours per calendar year, or up to six weeks for art exhibits, subject to availability. Organizations requesting a fee waiver for arts and cultural programming may receive one fee waiver per calendar year. Cultural Event Facility Use Supports larger community cultural events such as festivals and heritage celebrations. These requests may include fee waivers for facility use and require coordination with multiple City departments, depending on event size and operational needs. Only one cultural event per quarter will receive a fee waiver, and organizations may receive one free waiver per calendar year. Eligibility and Program Requirements Applicants must provide programming that is open and accessible to the public and demonstrates a clear cultural, educational, or artistic benefit to the community. Applicants must comply with all applicable City requirements, including but not limited to insurance, permits, deposits, and operational guidelines. Requests for cultural event fee waivers must be submitted by nonprofit organizations and are evaluated based on cultural significance, community benefit, alignment with City goals, and resource availability. Approved events may also require permits and coordination with multiple 150 Page 3 of 4 City departments. Application and Review Process Unified Application The Dublin C.R.E.A.T.E. Program introduces a single application that captures key information, including program description, community impact, facility needs, and level of support requested. This replaces the previous separate applications and provides a more streamlined experience for applicants. Tiered Review Structure Applications are reviewed by Parks and Community Services Staff for completeness, eligibility, and facility availability. Depending on the scope of the request:  Smaller-scale arts programming may be reviewed and approved at the Staff level  Larger cultural event requests requiring fee waivers are presented to the Heritage and Cultural Arts Commission for review and recommendation Application Timeline Applications for cultural event requests follow established quarterly deadlines and require presentation to the Commission approximately four months in advance of the event. Arts programming requests may be reviewed on a rolling basis, depending on availability and program scope. Program Accountability and Reporting Reporting Requirements Applicants receiving support are required to submit a brief report following completion of their program or event. Reports may include attendance data, photos or documentation, participant feedback, and information demonstrating how the program met its stated go als. Reports must be submitted within two weeks of completion and will be reviewed by Staff to evaluate program outcomes, alignment with program goals, and eligibility for future participation in the Dublin C.R.E.A.T.E. Program. Marketing and Promotion Guidelines Use of the City of Dublin name or logo requires prior approval and must comply with City branding standards. Approved applicants may reference City support through the Dublin C.R.E.A.T.E. Program, but may not imply City endorsement or event ownership. Benefits of the Consolidated Approach The Dublin C.R.E.A.T.E. Program is expected to:  Provide a clear and consistent application process for community members  Improve accessibility to City-supported arts and cultural programming  Reduce duplication and streamline administrative processes  Increase flexibility in supporting a wider range of programs and events  Align with the City’s goals of fostering a vibrant and inclusive cultural community Implementation If supported by the Commission, Staff will finalize and publish the Dublin C.R.E.A.T.E. 151 Page 4 of 4 Program guidelines and application, conduct outreach to community partners, and begin accepting applications under the new program structure. Staff will monitor program performance and adjust as needed to ensure effective implementation. (Community Resources for the Arts, Together & Everywhere) provides in-kind support for arts and cultural programming presented in Dublin. The City of Dublin partners with artists, organizations, and community groups to support programming that enriches the community’s cultural life. Through this program, eligible applicants may request support in the form of waived facility rental or exhibition fees for programs and events that provide cultural, educational, or artistic benefit to the public. Please note, teachers wishing to offer market-rate recreation classes at City facilities should submit contract instructor proposals and will be considered using different criteria. In-kind support is typically provided for arts and cultural programming such as exhibits, performances, workshops, classes, rehearsals, and other activities presented in City facilities. In most cases, applicants may request use of designated facilities for up to 40 hours per calendar year, or up to six weeks for art exhibits, subject to availability and program eligibility. Limited promotional support may also be provided through City communication channels when available. The program may also support larger community cultural events through the waiver of certain City fees associated with festivals, cultural celebrations, and community gatherings. These events may require coordination with multiple City departments, depending on size and operational needs. Cultural event fee waiver requests must be submitted by non- profit organizations and are evaluated based on cultural significance, community benefit, alignment with the City’s cultural arts goals, and resource availability. General Requirements: •Applicants must provide arts or cultural programming that is open and accessible to the public and demonstrate a clear community benefit. •Applicants must have the ability to obtain general liability insurance, consistent with requirements for any renter of City-owned facility. •Approved events may also require permits, and coordination with multiple City departments. •Programs involving supervision of minors under age 18 must comply with City of Dublin youth safety requirements, including DOJ background checks (fingerprinting), TB test verification within the past two years, and mandatory reporter compliance. Additional Requirements for Cultural Event Requests: •Applicants must be a non-profit organization. Proof of non-profit status is required. •Applicants must have the ability to obtain special event related permits, consistent with requirements for any renter of City-owned facility •Applicants must provide a refundable security deposit ranging from $500–$750, depending on the requested facility. Deposits are fully refundable if the facility is vacated on time and left in good condition. Applicants who cancel reservations, overstay their scheduled time, or leave damage or excessive cleanup may forfeit all or part of the deposit. •Submit a completed project budget summary worksheet. When authorized, the logo must be used in accordance with City branding standards and shall not be displayed in a manner that implies the City is the event organizer. Sponsorship Representation Marketing materials shall not state or imply that the event is produced, hosted, or managed by the City of Dublin. When approved, applicants may reference the City’s support using language such as: • “Supported by the City of Dublin CREATE Program (Community Resources for the Arts, Together & Everywhere)” • “This event utilizes City of Dublin CREATE Program (Community Resources for the Arts, Together & Everywhere) funds” Alternative wording must receive prior written approval. Marketing materials shall not state or imply that the event is sponsored, co-sponsored, endorsed, or produced by the City of Dublin. Marketing Material Review Marketing materials referencing the City name, logo, or support must be submitted to the City of Dublin Parks & Community Services Department for review and approval prior to public distribution or posting. Applicants shall allow sufficient time for staff review before planned release dates. City-Provided Marketing Support The City of Dublin may provide up to one (1) promotional placement for an approved event through a City communication channel. The platform, timing, format, and content of such placement shall be determined at the sole discretion of City staff. Provision of marketing support is not guaranteed and is subject to available space, scheduling priorities, and City communication standards. • Failure to comply with these requirements may result in revocation of the fee waiver approval or limitations on future applications. Non-profit agencies wishing to host cultural events in the City of Dublin can apply to have the special event permit application fees and facility use fees waived for the event. All other event-related costs, including but not limited to security deposits, staff fees, event logistics, police and fire permits, and any additional regulatory expenses, remain the responsibility of the applicant. Event Eligibility: •Events must comply with all requirements outlined in the City of Dublinʼs Special Event Permit Application. •Non-profit organizations based in the City of Dublin will be given priority. Organizations from neighboring communities that serve a significant number of Dublin residents may also apply. National agencies will not be considered. •The event must focus on a cultural holiday. •The event must be free for attendees and open to the public. •Fees will not be waived if the event is split over multiple locations and/or covering multiple days. •The Commission will not approve events with duplicate themes within the same calendar year. •The Commission will prioritize events and choose based on uniqueness, anticipated community impact, and alignment with City goals. Arts Space Grants are intended to foster the arts in Dublin and make a wide variety of arts programs available to Dublin residents. Priority is given to Dublin-based organizations and artists, and others offering free or discounted programming, open to the public. Under the Arts Space Grant pilot program, arts organizations and artists may apply to use selected City of Dublin facilities at no charge for up to 40 hours per organization per year. The City will also provide some in-kind marketing support by promoting award recipients’ programs through normal City channels on a space available basis. (Please note, teachers wishing to offer market-rate recreation classes at City facilities should submit instructor proposals and are considered using different criteria.) Arts Space Grants are awarded through an application process. Applicants are strongly encouraged to apply at least six months in advance to benefit from having their programs publicized in the Dublin Activity Guide. At minimum, apply at least two months in advance to allow time for application review. Heritage and Culture Arts Staff review applications monthly on the first of the month, or the next business day. Staff will coordinate facility use, on a space-available basis, for applicants that meet the eligibility requirements. Applicants receiving Arts Space Grants are required to submit a brief report at the completion of their space use, documenting participation – ticket sales, photos, etc. – and describing how well the program met the Objective/Outcome/Measures identified in their application. Eligibility To be considered: • Applicant must have the resources to obtain special event or general liability insurance, just as would be required of any other renter of City-owned or District-owned property. • Applicant must provide a refundable security deposit of up to $500, depending on the venue and type of program proposed. Deposit is fully refundable if the facility is vacated on time and left in good condition. Applicants who cancel their reservation, overstay or leave behind damage or mess are subject to having all or a portion of the security deposit withheld. (Security deposits may be waived at the discretion of the Director of Parks & Community Services.) • Applicants whose programs involve supervision of minors under age 18 must be cleared with a City of Dublin DOJ background check (fingerprinting); passed a TB test in the past two years; and are fully aware of their Mandatory Reporting obligations under the law. Applications are reviewed monthly on the first of the month, or the next business day following. In the event of conflicting requests, requests are considered on a first-come, first-served basis. • Staff may call for additional information regarding your proposed activity and/or your proposed means of measuring success. • Grant recipients will have 10 business days to provide the following documentation: o General liability insurance or special event insurance ($1 million) o Completed rental application o If applicable, on programs being offered for minors:  Fingerprint clearance for everyone supervising minors;  Verification that those supervising minors are aware they are Mandated Reporters;  Proof that those supervising minors have passed TB test within the past 2 years. • Upon completion of the project, arts space grant recipients will have two weeks from the last date of arts space use to complete a brief project report. STAFF RECOMMENDATION: Receive the presentation and provide feedback. FINANCIAL IMPACT: The 2026–2076 Community Time Capsule Project is anticipated to cost between $5,000 and $7,500, which includes all supplies and materials needed to implement the project. These costs will be absorbed within the Fiscal Year 2025–26 adopted budget. DESCRIPTION: The 2026–2076 Community Time Capsule Project is part of the City’s commemoration of the nation’s 250th anniversary. The initiative will preserve a snapshot of the community for future generations by collecting items that reflect the people, culture, and spirit of the city today. Participation has been extended to approximately 30 local community organizations and partners, including Dublin Unified School District, Dublin Arts Collective, Dublin Historical Society, Parks Reserve Forces Training Area, Rotary Club of Dublin, and others. The project is currently underway, with the time capsule scheduled to be sealed during a brief ceremony at the City’s Red, White, and Blue Backyard Bash.
