No. 62-26, Item 5.15, Adopted 06/16/2026 Page 1 of 1 RESOLUTION NO. 62 – 26 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DUBLIN AMENDING THE CLASSIFICATION PLAN WHEREAS, in accordance with the City’s Personnel System Rules, the City Council adopted Resolution No. 30-84 and subsequent resolutions which comprise the Classification Plan; and WHEREAS, it is necessary to periodically add, remove and/or amend job descriptions in the Classification Plan. NOW, THEREFORE, BE IT RESOLVED that Resolution No. 30-84 and subsequent resolutions shall be further amended to retitle the Communications Manager to Community Engagement Manager and update the job description (Exhibit A). BE IT FURTHER RESOLVED that Resolution No. 30-84 and subsequent resolutions shall be further amended to retitle the Environmental Coordinator to Environmental Specialist and update the following job descriptions: Environmental Technician (Exhibit B) Environmental Specialist (Exhibit C) Environmental Sustainability Manager (Exhibit D) BE IT FURTHER RESOLVED that these documents shall become a part of the official Classification Plan for the City of Dublin; and that the changes contained herein shall be effective July 1, 2026. Directs the creation, production, and distribution of strategic communications, public information, and communications materials across all platforms to ensure transparency, accessibility, consistency, and alignment with City priorities. Serves as the City’s primary media strategist and spokesperson, acts as Public Information Officer during emergency operations, and provides highly complex communications and policy support to the City Manager or designee. Distinguishing Characteristics: The Community Engagement Manager is a single-position management-level classification responsible for overseeing the City’s Community Engagement Division and serving as the City’s lead communication strategist. Distinguishing Characteristics This is a technical support classification within the Environment and Sustainability Division of the Public Works Department. Incumbents perform a variety of technical, administrative, field, and public outreach duties in support of environmental and sustainability programs and regulatory compliance activities. Assignments are generally performed within established procedures and program guidelines and may involve coordination with residents, contractors, consultants, and regulatory agencies. This classification is distinguished from the Environmental Specialist by its narrower scope of responsibility, greater emphasis on program support and implementation activities, and a lower level of independent project management and policy development responsibility. Coordinates and oversees assigned environmental programs and projects, including regulatory compliance and reporting activities, integrated solid waste management (waste reduction, reuse, recycling, composting), stormwater compliance, climate protection and sustainability initiatives, and public outreach and education efforts. Conducts technical analysis and policy research; monitors regulatory changes and compliance requirements; develops recommendations and program improvements; and supports the City’s environmental stewardship and sustainability objectives. Exercises considerable independent judgment, initiative, and technical expertise in the administration and implementation of assigned programs and projects. Distinguishing Characteristics This is the advanced journey-level classification in the Environmental Specialist series. Incumbents perform complex and specialized environmental program administration work requiring independent judgment, technical expertise, and responsibility for assigned environmental compliance, sustainability, and regulatory programs. Employees in this classification are responsible for program development, technical analysis, regulatory interpretation, contract administration, and cross- departmental coordination activities with significant organizational impact. This classification is distinguished from the Environmental Technician by the level of independent responsibility, complexity of assignments, degree of technical analysis performed, and responsibility for administering and evaluating environmental programs and regulatory compliance activities. While the Environmental Technician primarily provides technical and administrative support for environmental program implementation and compliance activities, the Environmental Specialist is responsible for leading programmatic efforts, developing recommendations and strategies, interpreting environmental regulations and policies, and serving as a technical resource to City staff and management. The incumbent oversees the development, implementation, and evaluation of environmental sustainability, climate action, waste reduction, and stormwater compliance programs. The incumbent exercises significant independent judgment and discretion in program administration, policy development, strategic planning, and regulatory compliance, while advising City leadership on environmental initiatives, legislative impacts, and program priorities. This classification is distinguished from the Environmental Specialist by its responsibility for division management, staff supervision, budget administration, policy development, and long-range strategic planning. Docusign Envelope ID: 5CEACDEC-2E92-8189-8372-F1B465F27A4C 2 • Plans, organizes, directs, manages, and evaluates the operations, services, and activities of the Environment and Sustainability Division, including climate action, sustainability initiatives, integrated waste management, recycling, and stormwater pollution prevention programs. • Directs the implementation, monitoring, and evaluation of the City’s Climate Action Plan, greenhouse gas reduction strategies, and sustainability initiatives. • Directs programs related to solid waste management, recycling, waste reduction, and resource recovery to ensure compliance with State and regional mandates. • Oversees the City’s stormwater management and pollution prevention programs, including compliance with National Pollutant Discharge Elimination System (NPDES) requirements, Municipal Regional Permit requirements, and related regulations. • Develops and implements environmental policies, strategies, and program improvements that support regulatory compliance, operational efficiency, environmental stewardship, and City sustainability goals. • Monitors, analyzes, and interprets federal, state, and regional legislation and regulatory requirements related to environmental programs and recommends policy, operational, or programmatic changes. • Coordinates environmental and sustainability initiatives with regional agencies, partner organizations, and other public entities to support compliance, program effectiveness, and regional collaboration. • Represents the City in meetings with regulatory agencies, regional organizations, policy advisory committees, community groups, and the public regarding environmental and sustainability initiatives. • Develops and administers the Environment and Sustainability Division budget, including forecasting resource needs, monitoring expenditures, and identifying and recommending funding opportunities and cost recovery strategies. • Negotiates and manages contracts with consultants, service providers, and franchise partners; prepares requests for proposals and monitors contractor performance. • Directs public outreach, education, community engagement, and communication efforts designed to encourage participation in environmental and sustainability programs. • Supervises assigned staff, including selecting employees, assigning work, evaluating performance, coaching employees, supporting professional development, and ensuring compliance with City policies and regulatory requirements. • Prepares and presents reports, recommendations, and policy guidance to City leadership, commissions, committees, and governing bodies. Minimum Qualifications Any combination of education and experience that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be: Education: Equivalent to a bachelor's degree from an accredited college or university with major course work in environmental studies, environmental science, sustainability, public administration, engineering, urban or regional planning, or a related field. A master’s degree in environmental studies or a closely related field is desirable. Experience: • Five years of increasingly responsible professional experience administering environmental, sustainability, climate action, or related regulatory compliance programs, including project management responsibility. Experience in environmental compliance, regulatory coordination, or program monitoring is desirable. • Two years of lead or supervisory experience overseeing staff. Knowledge of: • Federal, state, and local laws, regulations, funding mechanisms, and compliance requirements related to environmental protection, climate action, energy conservation, stormwater pollution prevention, and solid waste management. • Principles, practices, terminology, and methods related to sustainability initiatives, environmental compliance programs, climate action strategies, and stormwater pollution prevention practices. • Solid waste management systems, including recycling, composting, hazardous waste programs, collection services, disposal methods, and associated operational costs and revenue structures. • Principles and practices of public administration, including program planning, implementation, evaluation, and long-range strategic planning. • Principles and practices of supervision and management, including staff development, training, performance management, and effective team leadership. • Contract negotiation, contract administration, and consultant management practices. Work Environment Work is performed primarily in a standard office environment with frequent interaction and collaboration with City staff, regulatory agencies, consultants, regional partners, and community stakeholders. The position may require occasional field visits to program-related sites, waste and recycling facilities, stormwater infrastructure locations, and project sites for the purpose of program oversight or regulatory coordination. This position may also require attendance at evening meetings, regional coordination meetings, community events, and public hearings.
