The following are minutes of the actions taken by the City of Dublin City Council. A full

REGULAR MEETING 7:00 PM
A Regular Meeting of the Dublin City Council was held on Tuesday, May 19, 2026 in the
Peter W. Snyder Council Chamber, located at 100 Civic Plaza, Dublin, CA 94568. The
meeting was called to order at 7:00 PM, by Mayor Hu.

The City Council received a presentation from the Youth Advisory Committee on their
accomplishments from the 2025-26 year.

The City Council received a presentation from the Mayor’s Council on their activities
during the 2025-26 year.
3.3) Employee Introduction
The introduction of the new City of Dublin staff member was postponed to a future
meeting.

5) CONSENT CALENDAR
5.1) Approved the May 5, 2026, Regular City Council Meeting Minutes.
5.2) Adopted Resolution No. 36-26 titled, “Authorizing the City Engineer to Execute the
Certificate of Rejection for Parcel 8 of Final Map of Tract 8563, Francis Ranch,
Croak Property and Authorizing the City Clerk to Record a Certified Copy of the
Resolution in the Office of the County Recorder.”
5.3) Confirmed the Mayor’s appointments to the Youth Advisory Committee and the
Student Representative to the Parks and Community Services Commission for the
2026-27 term.
5.4) Received the City Treasurer’s Informational Report of Investment for the Quarter
Ending March 31, 2026.
5.5) Received the report of payments issued from April 1, 2026 – April 30, 2026
totaling $9,080,100.08.
5.6) Confirmed the Mayor’s Appointment of Councilmember Qaadri as the City of
Dublin delegate for the 2026 Association of Bay Area Governments General
Assembly.
5.7) Adopted Resolution No. 37-26 titled, “Approving a First Amendment to the Site
Lease Agreement with Wireless Edge Towers III, LLC.”
On a motion by Councilmember Qaadri, seconded by Vice Mayor Josey, and by
unanimous vote, the City Council adopted the Consent Calendar, except for item 5.8.

5.8) Approved the America 250th Marker Dedication Day Proclamation.
This item was pulled from the Consent Calendar by Vice Mayor Josey for separate
voting and public comment.

On a motion by Councilmember Qaadri and seconded by Mayor Hu, and by 3-1 roll-call
vote, the City Council approved item 5.8.

6) PUBLIC HEARING
6.1) Status Update on Vacancies in Compliance with Assembly Bill 2561
The City Council received a presentation on position vacancies in 2025, in compliance
with Assembly Bill 2561 – Local public employees; vacant positions.
Mayor Hu opened the Public Hearing.
Upon receiving no public comment, Mayor Hu closed the Public Hearing.
On a motion by Vice Mayor Josey, seconded by Councilmember Qaadri, and by
unanimous vote, the City Council directed Staff to continue recruitment and retention
efforts.

6.2) Amendments to City’s Noise Ordinance (PLPA-004348-2026)
The City Council received a presentation on the proposed City-initiated amendments to

the Dublin Municipal Code Chapter 5.28 (Noise) to establish time-based restrictions on
landscape equipment and amplified sound in residential areas while retaining the general
nuisance standard for enforcement.
Mayor Hu opened the Public Hearing.
Jake Adams provided public comment.
Mayor Hu closed the Public Hearing.
On a motion by Councilmember Qaadri, seconded by Vice Mayor Josey, and by
unanimous vote, the City Council waived the reading and introduced the Ordinance
Approving Amendments to Dublin Municipal Code Chapter 5.28 (Noise).
RESULT: APPROVED [UNANIMOUS]

8.1) Special Designation of General Fund Reserves for Fiscal Year 2025-26
The City Council received a presentation on the special designations of General Fund
reserves for Fiscal Year 2025-26.
Mayor Hu opened public comment period.
Upon receiving no public comment, Mayor Hu closed the public comment period.
On a motion by Vice Mayor Josey, seconded by Councilmember McCorriston, and by
unanimous vote, the City Council adopted Resolution No. 38-26 titled, “Authorizing a
Special Designation of General Fund Committed Reserves for Fiscal Year 2025 -26,” and
confirmed changes to General Fund Assigned Reserves.
RESULT: ADOPTED [UNANIMOUS]

8.2) Report Regarding City Council and Mayor’s Salaries
The City Council received a presentation regarding potential adjustments to City
Councilmembers’ and Mayor’s salaries.
Mayor Hu opened public comment period.
Upon receiving no public comment, Mayor Hu closed the public comment period.
Mayor Hu made a motion to increase salaries by five percent per year since the last
increase. The motion died due to lack of a second.
Vice Mayor Josey made a motion, seconded by Councilmember Qaadri, to increase the
City Councilmembers’ salary by five percent per calendar year since the last increase,
and change the Mayor’s differential to $250 per month in addition to the City
Councilmember salary.
Councilmember McCorriston made a substitute motion, seconded by Mayor Hu, to
increase the City Councilmembers’ salary based on the California Consumer Price Index
change from January 1, 2024, and change the Mayor’s salary to $500 per month in
addition to the City Councilmember salary.
Mayor Hu made a substitute motion to remove the Mayor’s additional salary. The motion
died due to lack of a second.
Councilmember Qaadri made a substitute motion, seconded by Vice Mayor Josey, to
increase the City Councilmembers’ salary by five percent per calendar year since the last
increase, and change the Mayor’s salary to $350 per month in addition to the City
Councilmember salary. The motion failed by 2-2 roll-call vote.
RESULT: FAILED [2-2]

The substitute motion made by Councilmember McCorriston, seconded by Mayor Hu, to

addition to the City Councilmember salary, failed by 2-2 roll-call vote.

Mayor Hu called a recess at 9:33 PM.
Mayor Hu reconvened the meeting at 9:39 PM.
On a motion by Councilmember McCorriston, seconded by Councilmember Qaadri, and
by unanimous roll-call vote, the City Council approved an increase to the
Councilmembers’ salary by four percent per calendar year since the last increase, and to
change the Mayor’s salary to $400 per month in addition to the City Councilmember
salary.
RESULT: APPROVED [UNANIMOUS]

9) CITY MANAGER AND CITY COUNCIL REPORTS
The City Council and Staff provided brief information-only reports, including committee
reports and reports related to meetings attended at City expense (AB1234).
By consensus, the City Council directed staff to bring back a future agenda item
regarding adding crossing guards for the new Dublin Unified School District school

Shamrock Hills and agreed to cancel the June 2, 2026 Finance and Investment
Committee meeting and schedule the Pride Month Flag Raising Ceremony for 5:00 p.m.
10) ADJOURNMENT
Mayor Hu adjourned the meeting at 9:50 PM, in memory of the three victims of the
shooting at the Islamic Center of San Diego.
