Pursuant to Government Code §54953(b), Councilmember Qaadri attended the Regular Meeting via teleconference from Hilton Garden Inn Leiden, Lobby, Willem Einthovenstraat 3, Oegstgeest, 2342 BH, The Netherlands. All votes during the teleconference session were conducted by roll call vote. CLOSED SESSION 5:30 PM I. Snyder Council Chamber, located at 100 Civic Plaza, Dublin, CA 94568. Jeanine Gillengerten provided public comment. 5) CONSENT CALENDAR 5.1) Approved the April 21, 2026 Regular City Council Meeting Minutes. 5.3) Adopted Resolution No. 30-26 titled, “Adopting a List of Projects for Fiscal Year 2026-27 Funded by Senate Bill 1, the Road Repair and Accountability Act of 2017.” 5.4) Adopted Resolution No. 31-26 titled, “Approving a Request to the Metropolitan Transportation Commission for the Allocation of the Transportation Development Act Article 3 Pedestrian/Bicycle Project Funding for Fiscal Year 2026-27.” 5.5) Adopted Resolution No. 32-26 titled, “Approving the Plans and Specifications and Awarding a Contract to Pavement Coatings Company for the Annual Street Resurfacing Project, CIP No. ST0117 and Facilities Parking Lot Resurfacing Project, CIP No. GI0325,” and approved the budget change. 5.6) Adopted Resolution No. 33-26 titled, “Approving Updates to the Small Business Assistance Program Guidelines.” 25 DUBLIN CITY COUNCIL MINUTES REGULAR MEETING MAY 5, 2026 On a motion by Vice Mayor Josey, seconded by Councilmember McCorriston, and by unanimous roll-call vote, the City Council adopted the Consent Calendar, except for item 5.2. RESULT: ADOPTED [UNANIMOUS] MOVED BY: Jean Josey, Vice Mayor SECOND: Michael McCorriston, Councilmember AYES: Hu, Josey, McCorriston, Qaadri, Morada 5.2) Adopted Resolution No. 29-26 titled, “Approving the Update to the Dublin City Council Norms.” Vice Mayor Josey pulled item 5.2 for discussion. On a motion by Vice Mayor Josey and seconded by Councilmember Qaadri, and by unanimous roll-call vote, the City Council adopted Consent Calendar item 5.2 as amended to add two norms, “We understand our role as policy makers and as members of a governance team, respect the role of professional staff as subject matter experts,” and “We do not represent ourselves as speaking for the City or the Council unless we have been designated to do so by the entirety of the City Council”; and directed Staff to bring a code of ethics back for further discussion. RESULT: ADOPTED [UNANIMOUS] MOVED BY: Jean Josey, Vice Mayor SECOND: Kashef Qaadri, Councilmember AYES: Hu, Josey, McCorriston, Qaadri, Morada 6) PUBLIC HEARING – None. 7) UNFINISHED BUSINESS – None. 8) NEW BUSINESS 8.1) City Council Facility Naming Policy and Naming a Site in Honor of Former Mayor Janet Lockhart The City Council received a presentation on a proposed City Council Facility Naming Policy and the proposed locations for naming a site in honor of former Mayor Janet Lockhart. Vice Mayor Josey made a motion, seconded by Councilmember McCorriston, to adopt the policy with amendments to add a one-year waiting period, give the public the initial opportunity to propose names, definition of facilities to include buildings, and include the Heritage and Cultural Arts Commission review of names, when necessary. Councilmember Qaadri made a substitute motion, seconded by Councilmember Morada, to send the proposed changes made by Vice Mayor Josey to the Parks and Community Services Commission for review. On a substitute motion made by Mayor Hu, seconded by Councilmember Morada, and by 4-1 roll-call vote, the City Council approved the policy with amendments to give the public the initial opportunity to propose names, define facilities to include buildings, and include the Heritage and Cultural Arts Commission review of names, when necessary; and referred the policy to the Parks and Community Services Commission for review and referral back to the City Council for adoption. RESULT: APPROVED [4-1] MOVED BY: Sherry Hu, Mayor SECOND: John Morada, Councilmember AYES: Hu, McCorriston, Qaadri, Morada NOES: Josey Mayor Hu made a motion to rename the Heritage Park and Museums after Janet Lockhart. The motion died due to lack of a second. Vice Mayor Josey made a motion to rename the lawn area as Mayor Janet Lockhart Lawn at Heritage Park and Museums. The motion died due to a lack of second. Mayor Hu reopened the public comment period. Guy Houston provided public comment. Tim Sbranti provided public comment. Mayor Hu closed the public comment period. On a motion by Councilmember Qaadri, seconded by Vice Mayor Josey, and by unanimous roll-call vote, the City Council approved sending the naming of a site in honor of former Mayor Janet Lockhart to the Heritage and Cultural Arts Commission and Parks and Community Services Commission for further review and asked that a public survey be utilized for both commissions to review. RESULT: ADOPTED [UNANIMOUS] MOVED BY: Kashef Qaadri, Councilmember SECOND: Jean Josey, Vice Mayor AYES: Hu, Josey, McCorriston, Qaadri, Morada Mayor Hu called a recess at 9:20 PM. Mayor Hu reconvened the meeting at 9:27 PM. 8.2) Updates to the Conduct of City Council Meetings as Required by the Brown Act The City Council received a presentation on updates made to the Brown Act, a proposed Technology Disruption Policy, and proposed updates to the Rules for the Conduct of Meetings of the City Council. Councilmember McCorriston made a motion, seconded by Councilmember Morada, to approve the staff recommendation. On a substitute motion by Vice Mayor Josey, seconded by Councilmember Qaadri, and by 4-1 roll call vote, the City Council adopted Resolution No. 34-26 titled, “Approving a Technology Disruption Policy to Establish Procedures for Responding to a Disruption in the Telephonic or Internet Services that Provide Two -Way Remote Public Access to Meetings of the City of Dublin City Council”; Resolution No. 35-26 titled, “Amending and Restating the Rules for the Conduct of Meetings of the City Council,” with the amendment to section 8 to require Councilmembers participating remotely to keep their cameras on and virtual backgrounds off; and authorized the City Clerk to create and carry out a plan to make reasonable effort to invite groups that do not traditionally participate in public meetings to attend the City Council meetings. 28 DUBLIN CITY COUNCIL MINUTES REGULAR MEETING MAY 5, 2026 RESULT: ADOPTED [4-1] MOVED BY: Jean Josey, Vice Mayor SECOND: Kashef Qaadri, Councilmember AYES: Hu, Josey, McCorriston, Qaadri NOES: Morada 9) CITY MANAGER AND CITY COUNCIL REPORTS The City Council and Staff provided brief information-only reports, including committee reports and reports related to meetings attended at City expense (AB1234). By consensus, the City Council directed Staff to bring back a proclamation celebrating America’s 250th anniversary and the placement of the bronze plaque at Don Biddle Park by the Daughters of the American Revolution. 10) ADJOURNMENT Mayor Hu adjourned the meeting at 10:03 PM.
