At this time, the public is permitted to address the Heritage & Cultural Arts Commission on
non-agendized items. Please step to the podium and clearly state your name for the record.
COMMENTS SHOULD NOT EXCEED THREE (3) MINUTES. In accordance with State Law, no
action or discussion may take place on any item not appearing on the posted agenda. The
Commission may respond to statements made or questions asked, or may request Staff to
report back at a future meeting concerning the matter. Any member of the public may
contact the Recording Secretary’s Office related to the proper procedure to place an item
on a future Heritage & Cultural Arts Commission agenda. The exceptions under which the
Commission MAY discuss and/or take action on items not appearing on the agenda are
contained in Government Code Section 54954.2(b)(1)(2)(3).
4. CONSENT CALENDAR
Consent Calendar items are typically non-controversial in nature and are considered for
approval by the Heritage & Cultural Arts Commission with one single action. Members of
the audience, Staff or the Heritage & Cultural Arts Commission who would like an item
removed from the Consent Calendar for purposes of public input may request the Chair to
remove the item.

The Heritage and Cultural Arts Commission will receive a follow-up report on the 2026 Fall
Home Decorating Contest and provide feedback on program materials, categories, and
timeline prior to launch.

March 12, 2026
A Regular Meeting of the Heritage and Cultural Arts Commission was held on Thursday,
March 12, 2026, at the Peter W. Snyder Council Chamber, 100 Civic Plaza, Dublin, CA
94568. The meeting was called to order at 7:02 PM by Chairperson Agrawal.

2026 Fall Home Decorating Contest

EXECUTIVE SUMMARY:
The Heritage and Cultural Arts Commission will receive a follow-up report on the 2026 Fall
Home Decorating Contest and provide feedback on program materials, categories, and
timeline prior to launch.

Receive the report and provide feedback on the program materials, categories, and timeline.
FINANCIAL IMPACT:
Funding for the Fall Home Decorating Contest is included in the Parks and Community
Services Department’s annual operating budget.
DESCRIPTION:
Background
At its meeting on February 12, 2026, the Heritage and Cultural Arts Commission reviewed the
Fall Home Decorating Contest. The Commission expressed support for the program and
provided direction to refine program details, messaging, and materials prior to implementation.
Program Refinements Based on Commission Feedback
Staff has incorporated the following key recommendations from the Commission:
Family-Friendly Guideline
All entries will be required to meet a family-friendly standard. Program materials will

clarify that displays must be appropriate for all ages and consistent with community
standards.
Program Structure and Timeline
The contest will operate as a single program with minor variations in submission
deadlines, judging periods, and recognition timing to align with cultural observances and
decorating timelines.
Inclusive Program Messaging
Staff developed draft promotional language to reflect the program’s inclusive intent:
“Celebrate the season your way! Inspired by fall traditions around the world , spooky,
cultural, traditional, luminous, or festive, all interpretations of the season are welcome.”
Category Clarifications
Each category will include brief examples to provide clarity and encourage participation
while allowing flexibility in interpretation.
Program Categories
People’s Choice – The Great Fall Glow-Off
Recognizes standout displays across all styles, as selected by the public. Entries may
include spooky Halloween scenes, glowing Diwali lights, Día De Los Muertos altars,
harvest décor, or any creative interpretation of the season.
Festival of Lights Award – Diwali Celebration
Honors displays inspired by Diwali and other light-centered traditions, featuring diyas,
lanterns, rangoli, and vibrant colors that symbolize light, joy, and renewal.
Harvest, Heritage & Remembrance Award – Cultural Traditions
Celebrates displays that reflect cultural fall traditions and storytelling, including Día de
los Muertos altars, harvest celebrations, and other meaningful expressions of
remembrance, heritage, and seasonal change.
Spirits & Spooktacular Scenes Award – Halloween & Whimsical Displays
Recognizes fun, spooky, or imaginative Halloween-themed displays, from haunted
scenes and playful characters to creative fall fantasy environments.
Cozy Coven & Lantern Loft Award – Best Decorated Condo/Apartment/Balcony
Highlights creativity in smaller spaces, including balconies, patios, and entryways, using
lights, lanterns, and seasonal décor to make a big impact in a limited area.

Next Steps
Following Commission input, Staff will finalize program materials and proceed with
implementation of the 2026 Fall Home Decorating Contest. Outreach efforts will begin in late
summer to support program awareness and participation.
Staff will evaluate program outcomes during the inaugural year and adjust as needed for future
years.
