HomeMy WebLinkAbout05-22-2007 - Special Meeting -Positano Study Session Planning Commission May 22, 2007 Study Session Planning Commission Study Session Minutes CALL TO ORDER A special meeting of the City of Dublin Planning Commission was held on Tuesday, May 22, 2007, in the Council Chambers located at 100 Civic Plaza. Chair Schaub called the meeting to order at 6:00 pm ATTENDEES Present: Vice Chair Wehrenberg; Commissioners Biddle and Tomlinson; Mary Jo Wilson, Planning Manager; Mike Porto, Consultant Planner; and Rhonda Franklin, Recording Secretary. Absent: Chair Schaub and Commissioner King 1.1 Study Session – Positano Vice Chair Wehrenberg asked for the Staff Report. Mr. Mike Porto, Consultant Planner, presented the specifics of the project as outlined in the Staff Report. Mike discussed history of project. Discussion topics sdr, cup, public art. Neighborhood map. Pointed out Access to the site, positano parkway to fallon road. Cantara is the smaller lots, 72 single family homes. Site development plan – overall. Parking plan. Both projects exceed the parking ordinance. Architectural styles. Viewed streetscapes. Sky room or 3rd story element to a house. Unique plans. Inclusionary housing exhibit. Plan 1 inclusionary unit. Plan 3 secondary unit. Greg asked about door to garage, is required by safety rule or because nice to have access to side yard. Greg concerned that when car is in garage, can not open the door. Thinks outward swing door would be better in this area. mike said could require through cup. Said some garages would be oversized. Greg said would be worthwhile to explore. Salerno is more conventional, 175 single family lots. Sdr – overall. Biddle aske aout open space area to left of sdr, does stay open space and mike said yes, stays the way it is as open space. Biddle asked if walkway to get from neighborhood to neighborhood and mike said yes. Salerno parking plan. Unique plan 1, to nest second story in the middle of the house. Cup at salerno to exceed maximum lot coverage of 45%. Wehrenberg asked about adding accessory structures. Planning Commission May 22, 2007 Study Session Plan 2 optional second floor deck. Positano public art map. Mike pointed out locations for public art. Said working with lowart and shreeve to determine where and how much public art would be. Don asked about semi public, ike pointed out on diagram. Biddle asked aobut traiangele spot mike said is neighborhood park, next to is school site. Biddle asked Park complete before houses? Mike said would be in da or cup when want park to be start and complete. City controls how and when park built and dedicated. Planning staff can not dictate when or how. Parks keep pace with development in community. Biddle asked if have feel for dusd plan for site. Mike said still working with dusd on, is way out. Biddle asked about positano connect to croak? And mike said yes. Biddle ask if build croak to property line and mike said coa on tmap that need to review, but talks that 2nd access needed along existing croak road. Biddle asked about activity to the south of project. Mike said Jordan property in contract with summer hill homes. Biddle concerned that road tie may be dead end. Mike said not intended to be dead end, is anticipated to connect. Greg said lot to like about project, like landscape, sidewalk separate from street, street trees. Mike said part of master stage 2 pd. Looks like a lot of thought into project. Asked about community (theme wall., looks like straight stucco or concrete, would be nice to see something else, interest, detail added. Mike said already been approved through stage 2 pd. Doreen asked if would be landscaping in front of it and mike said yes, would be landscape. Biddle said most amount of view or ornamental fence as possible, instead of plain fence. Biddle said max height is 4 feet, is good, is important for deterioration years down the road. Tom asked about rear and side elevations window trim, strip above and below asked if the window frame goes directly into stucco. Mike said generally have heavy sill and header, and window bleeds into edge, does not have band all around. Some does and some doesn’t. greg said would like to see banding all around windows to not look like low end house. Doreen said typically go for more detail on the houses. Greg Monterey plan d, the small private yards are so small, ac compressor is right by door, could place somewhere else where yard is fatter. Mike said min yard setback is 4 feet fire dept req 36 in clear on side of house…greg said in back yard. Neil Pan, braddock & logan. Said in some cases, that side where great room is 5 feet deep and meets overall rear yard,if on other yard, don’t have 36 inches for the fire dept anymore. Just made change otherwise fire dept would not approve. Greg said inclined to allow the increase in lot coverage. Wehrenberg said tiles for roof is quality. Said most side yards are 4 feet, looks like putting garbage cans there could be tricky. Mike said trying to find places for garbage can in garages. Said details are good, have no issues. Biddle said appreciate parking. Planning Commission May 22, 2007 Study Session Said appreciate variety in lots. And 4-5 different architectural styles and 10-12 different color patterns. Biddle asked if buyer could choose house/color palette combination for each lot. Mike said would be options (? Check tape) Greg said looks like going with rich colors which is nice. Greg commented that some developments offer options for driveways other than the plain gray concrete. Neil added that for cantara, the front yard designed, installed, and maintained by hoa for the life of the project. so homebuyer will have some option on part of but very little, like a nice project for the long term. Greg said is possibility to have options of colored concrete. Neil said could look at, would be concerned that would match with landscape. Said would discuss with design team. Mike said looking at staining instead of coloring concrete. Doreen said if homeowner tried to match color could be issue. Neil said tried to score the concrete in different ways. Goal was to minimize issue of having plain concrete to add interest. Neil commented that trash cans, space has been accommodated for the minimum size of trash cans, homeowner has choice, do not have to put on side of house. Doreen said how many trash cans plan for and neil said 2. mike said wont have a lot of green cuz hoa and rear yard is small. Neil said diff architectural styles tried to be true to the styles so in some cases don’t have full trim on windows, based on style of house. On sides that don’t see, lacked in detail, but in view points lots of detail. Greg said don’t have issue with sides. Was pleasantly surprised with detail, is exceptional. Greg said whatever can do to make rear yards nice for owners. Mike pointed out that have new building codes are coming in effect. Must have side windows, with side yard setback less than 5 feet, going to come into question, how to get lot of windows in sides of houses, came up with arch consistent with all done in dublin. Biddle asked about inclusionary housing, biddle asked how has changed. Mjw said orig plan being modified, so incl units are shifting throughout neighborhood. CC acting on change currently. Biddle said options in other neighborhoods in future. Weh asked when come back and mike said prob june 26 pc mtg. The Planning Commission thanked the development team for their time.
