HomeMy WebLinkAbout04-24-2007 PC Special Meeting -Dublin Blvd Study Session Planning Commission April 24, 2007 Study Session Planning Commission Study Session Minutes CALL TO ORDER A special meeting of the City of Dublin Planning Commission was held on Tuesday, April 24, 2007, in the Council Chambers located at 100 Civic Plaza. Chair Schaub called the meeting to order at 6:02 p.m. ATTENDEES Present: Chair Schaub, Vice Chair Wehrenberg; Commissioners Biddle, King, and Tomlinson; John Bakker, City Attorney; Mary Jo Wilson, Planning Manager; Swathi Boreda, Assistant Planner; and Rhonda Franklin, Recording Secretary. 1.1 Study Session – The Look and Feel of Dublin Boulevard Chair Schaub asked for the Staff Report. Ms. Swathi Boreda, Assistant Planner, presented the specifics of the project as outlined in the Staff Report. Cm. Biddle asked about the status of the City acquiring property for the proposed Historic Park Master Plan. Ms. Wilson, Planning Manager, stated that the City has not yet acquired property for the proposed Historic Park Master Plan. Chair Schaub asked about the areas that would be included in the proposed Downtown Specific Plan. Ms. Boreda pointed out the boundaries of the existing Specific Plans that would be encompassed and included in the proposed Downtown Specific Plan. Chair Schaub asked how the boundaries of the proposed Downtown Specific Plan would be determined. Ms. Wilson Mary explained that Staff is currently in the process of deciding the boundaries of the proposed Plan. The Planning Commission agreed that the boundaries should include both sides of a street. Swathi discussed new development in are abetween i-680 and camp parks. Swathi discussed scarlett court area existing development. Bill asked if this was area that would wait to develop when know what will happen in camp parks area. bill said have an island from big o to camp parks, should put that area in a specific plan, which is area between i-680 and scarlet court. Bill said thought had plan to put nice stuff in from Dougherty to iron horse trail, but an economic reason prevented it. Mjw explained that city still has authority to approve changes even if area is not in a specific plan. Planning Commission April 24, 2007 Study Session Swathi discussed dublin transit center new development. Bill asked if in edsp and sb said yes. Bill asked where edsp stops at Arnold? And sb said goes up to ironhorse, a little beyond Arnold road. Swathi discussed area between Arnold ave and tassajara road. Within area is potential areas for new development, site north across from ikea, across from Sybase. King asked about the area west of Sybase, mjw said could be development, but no current plan. King said as part of comm. design element could better define campus office. Mjw said would not talk about land use but residential vs. commercial, graph based doc but not specific as uses in each categories cuz have a variety of uses. Will look at design standards associated with the uses. Swathi discussed the are between tassajara and fallon road. Sycamore grove entitlements are underway. Properties are governed by edsp, gpa. Bill asked about the vacant lands east of tassajara. Sb discussed the vacant properties in the area and upcoming developments. Swathi summarized that development applications will be governed by gp, sp, zoning (dublin zoning ord regulations and planned development regulations: stage 1 and design guidelines) and streetscape master plan, and upcoming community design element. Bill asked about dublin blvd streetscape master plan and if projects are governed by this. Mjw said yes. Morgan asked about surrounding towns have microparks, small landscaped areas periodically along major thoroughfares; he would like this to be done in dublin, at the sees candy property possibly? King asked when look at development conscious to encourage pedestrian activity, could this be done on dublin blvd, city should try. Greg said encourage ped activity is to widen sidewalks, with landscaping and to have restaurants. Sb said historic area sp take ped act into account. And downtown area has same effort. And streetscape master plan has the same vision. Greg commented that silicon valley has sidewalk burmed up against street level, creates comfy, more safe environment to make pedestrian activity increase. Mjw said concept is also village concept, is a challend in in-fill area. Doreen said dublin blvd is in conflict with ped act. Mjw agreed said dublin blvd is an arterial to move traffic. King asked if city is encouraging cars off 580 onto dublin blvd, how is city alleviating traffic into city. Concerned about creating traffic jam on dublin blvd. mjw said not necessarily. Bill said dublin blvd should be for residents, or for people to shop. Biddle said 580 should be the easiest way to get through dublin. Mjw said 580 is a regional effort. King asked if planning department looking at number of cars on dublin blvd during certain times of the day, have traffic projections been determined. Mjw said city has traffic engineer that analysis projected traffic, but estimated that traffic is 30000 trips per day. Bill said if make downtown successful, dublin blvd will be congested. Mjw said when cc looks at dev projects, env review is included with statement of overriding considerations, understand the level of service will be more, but merit of project is so important will override. Planning Commission April 24, 2007 Study Session Doreen asked about the bldg heights, is there a 10-story height. Mjw said based on zoning and pds. Doreen said should be consider changing this rule. Bill said need to think about breaking up the height along dublin blvd. mjw said staff considers many opportunities regarding height based on surrounding area, sun, etc. tom said make sure mass correctly so does not look like mass of tall building. king said height should be part of comm. design element and mjw agreed. King asked about area from Athens to Dougherty road small shopping centers. Asked if anyway to encourage them to upgrade look of places. Mjw said they would have to initiate. Mjw said city could try to outreach but ultimately their decision, but surrounding areas may pressure to upgrade. Bill asked what to do. Mjw said wanted to showcase the current development on dublin blvd. and learned on every project. And the planning efforts of the specific plans and community design element. Bill said most at risk on north side of dublin from big o to edsp start. Biddle said don’t want any pockets along dublin blvd. tom said… bill asked if should put overlay on dublin blvd. mjw said…have tools to make sure have something well designed. Bill asked if could call out… mjw said.. King asked about the village areas. Mjw described. Chair Schaub thanked Staff for this Study Session. Hearing no further comments, Chair Schaub adjourned the meeting at 7:02 p.m.
