2.1 Question, Persuade, Refer (QPR) Mental Health Advocate Presentation
The Youth Advisory Committee will receive a presentation on Question, Persuade, Refer
(QPR), a nationally recognized training that equips individuals to recognize and respond
to signs of a suicide mental health crisis.

3. PUBLIC COMMENT
At this time, the public is permitted to address the Youth Advisory Committee on non-
agendized items. Please step to the podium and clearly state your name for the record.
COMMENTS SHOULD NOT EXCEED THREE (3) MINUTES. In accordance with State Law,
no action or discussion may take place on any item not appearing on the posted agenda.
The Committee may respond to statements made or questions asked, or may request
Staff to report back at a future meeting concerning the matter. Any member of the public
may contact the Recording Secretary’s Office related to the proper procedure to place
an item on a future Youth Advisory Committee agenda. The exceptions under which the
Committee MAY discuss and/or take action on items not appearing on the agenda are
contained in Government Code Section 54954.2(b)(1)(2)(3).

4. CONSENT CALENDAR
Consent Calendar items are typically non-controversial in nature and are considered for
approval by the Youth Advisory Committee with one single action. Members of the
audience, Staff or the Youth Advisory Committee who would like an item removed from the
Consent Calendar for purposes of public input may request the Chair to remove the item.

The Committee will consider approving the March 11, 2026 Youth Advisory Regular

The Youth Advisory Committee will receive presentations from the 2025-26 Youth Mini-
Grant recipients on use of grant funds and project outcomes.

6.1 Dublin Benefit Concert Ad Hoc Committee Update and Discussion
The Youth Advisory Committee will receive and discuss an update from the 2026 Dublin
Benefit Concert Ad Hoc Committee.

8. ADJOURNMENT
This AGENDA is posted in accordance with Government Code Section 54954.2(a) If requested, pursuant to Government Code Section 54953.2, this agenda shall be made

EXECUTIVE SUMMARY:
The Youth Advisory Committee will receive a presentation on Question, Persuade, Refer
(QPR), a nationally recognized training that equips individuals to recognize and respond to
signs of a suicide mental health crisis.
STAFF RECOMMENDATION:
Receive the presentation.
FINANCIAL IMPACT:
None.
DESCRIPTION:
Question, Persuade, Refer (QPR) is an evidence-based approach designed to help individuals
recognize and respond to signs of a mental health crisis, including those related to suicide.
Similar to CPR for physical emergencies, QPR provides tools to support individuals who may
be at risk. The QPR method focuses on three steps:
Question – Ask the individual directly if they are thinking about suicide.
Persuade – Encourage them to seek help and accept support.
Refer – Connect them to a professional resource such as a counselor, crisis line, or mental
health service.

QPR certification is obtained through a brief training, typically one to two hours in length, often
referred to as “gatekeeper” training. Participants learn to recognize warning signs,
communicate effectively with individuals in distress, and connect them to appropriate support
resources.
This presentation is intended to increase awareness of youth mental health resources and
provide Committee Members with tools to recognize and respond to peers who may be
experiencing a mental health crisis.

A Regular Meeting of the Youth Advisory Committee was held on Wednesday, March
11, 2026 at the Dublin Senior Center, 7600 Amador Valley Blvd, Dublin, CA 94568 . The

Susan Gardner, Teen Librarian, provided public comment regarding upcoming Library
events, including Gardening for Good Bugs, AP Science Study, and Teen Movie Night.
4) CONSENT CALENDAR
4.1) Approved February 11, 2026 Youth Advisory Committee Regular Meeting
Minutes.
On a motion by Committee Member Hrihaan Bhutani, seconded by Committee Member
Avika Vyawahare, and by a unanimous vote, the Committee adopted the Consent
Calendar.

The Committee discussed the Annual Report Presentation for the Parks and
Community Services Commission and the City Council.

EXECUTIVE SUMMARY:
The Youth Advisory Committee will receive presentations from the 2025-26 Youth Mini-Grant
recipients on use of grant funds and project outcomes.
STAFF RECOMMENDATION:
Receive the presentations.
FINANCIAL IMPACT:
The Fiscal Year 2025-26 City of Dublin Youth Mini-Grant Program is supported by the General
Fund in the amount of $10,000.
DESCRIPTION:
Background
The Youth Advisory Committee established the Youth Mini-Grant Program in Fiscal Year 2012-
13 to support youth organizations that provide programs for middle and high school students.
Each year, Dublin-based youth organizations and clubs may apply for funding to support
programs and activities that benefit Dublin youth, including performing arts, sports,
multicultural awareness, health awareness, and health-related initiatives. Funding
recommendations are made annually by the Committee and approved by the City Council.
On November 18, 2025 the City Council approved funding for the following recipients:
1. Dublin High Diversity Ambassador Program - $2,500.00

2. Emerald High Basic Life Support Program - $2,500.00
3. KathaMunch Teens - $1,000.00
4. Emerald Environmental Club - $1,000.00
5. Latinos Unidos - $600.00
6. Sensory Wall – $600.00
7. Dublin 4 Wellness - $500.00
8. MANSE Minds - $500.00
9. IGNITE Pathways - $500.00
10. Youth Empowerment in Military Careers - $300.00
As projects near completion, each grant recipient will provide the Committee with a brief three -
to-five-minute report on the use of funds and project outcomes.
STRATEGIC PLAN INITIATIVE:
Strategy 4: Inclusive and Effective Government.
Objective D: Conduct ongoing research and garner feedback on services and programs to
meet the community’s needs.
