STAFF RECOMMENDATION: Present the proclamation. FINANCIAL IMPACT: None. DESCRIPTION: This April, Fair Housing Month is celebrated across the nation. On April 11, 1968, President Lyndon Johnson signed the Fair Housing Act of 1968 as a follow up to the Civil Rights Act of 1964. The Fair Housing Act prohibits discrimination concerning the sale, rental, and financing of housing based on race, color, religion, national origin, sex, disability, or familial status. It also emphasizes equality in housing to enable all persons access to safe and quality housing of their choice. The City of Dublin reaffirms its commitment to end housing discrimination by celebrating Fair Housing Month. STRATEGIC PLAN INITIATIVE: None. NOTICING REQUIREMENTS/PUBLIC OUTREACH: The City Council Agenda was posted. 14 Page 2 of 2 ATTACHMENTS: 1) Fair Housing Month Proclamation 15 Attachment 1 A PROCLAMATION OF THE CITY COUNCIL CITY OF DUBLIN, CALIFORNIA “Fair Housing Month” WHEREAS, the Fair Housing Act, enacted into federal law on April 11, 1968, established a national policy of fair housing with a goal o f eliminating racial segregation and ending housing discrimination for all who live in the United States; and WHEREAS, the Fair Housing Act prohibits discrimination based on race, color, religion, sex, disability, familial status, and national origin; and WHEREAS, fair housing is a positive community good, benefiting the environment and our social fabric; and WHEREAS, the City of Dublin is a community of inclusion strengthened by its diversity, and acts of housing discrimination and barriers to equal housing opportunity violate our shared values of decency and fairness; and WHEREAS, economic stability, community health, and human relations in all communities are improved by diversity and integration; and WHEREAS, fair housing is integral to the ethical commitment of members of the National Association of REALTORS® and the Bay East Association of REALTORS® and is critical to the ability of all real estate professionals to serve their clients, customers, and communities; and WHEREAS, acts of housing discrimination and barriers to equal housing opportunity are offensive to a common sense of decency and fairness. NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Dublin does hereby proclaim April 2026 as Fair Housing Month in the City of Dublin, reaffirms its commitment to fostering an inclusive community and fair housing practices, and encourages both private and public entities to engage in activities that promote equal housing opportunities for all current and future residents of the City of Dublin.
