MARCH 3, 2026
The following are minutes of the actions taken by the City of Dublin City Council. A full
video recording of the meeting with the agenda items indexed and time stamped is

Pursuant to Government Code §54953(b), this meeting include d the following

REGULAR MEETING 7:00 PM
Mayor Hu stated she was participating remotely via teleconference. Pursuant to
Government Code 54953(b), the meeting location was posted on the agenda and the
agenda was posted at the teleconference location 72 hou rs before the meeting. All votes
during the teleconference session will be conducted by roll call vote.
Mayor Hu handed the gavel to Vice Mayor Josey to chair the meeting from inside the
City Council Chamber.
A Regular Meeting of the Dublin City Council was held on Tuesday, March 3, 2026, in
the Peter W. Snyder Council Chamber, located at 100 Civic Plaza, Dublin, CA 94568.
The meeting was called to order at 7:00 PM, by Vice Mayor Josey.

3) PRESENTATIONS AND PROCLAMATIONS
3.1) 2025 Volunteer Recognition Winners
The City Council recognized Luong Dong as the City of Dublin 2025 Citizen of the Year,
Rabia Badar as the Young Citizen of the Year, and Dublin Senior Foundation as
Organization of the Year. Yanfeng (Kathy) Zhu was recognized for receiving the 2025
Mayor’s Award and Dublin Chamber of Commerce received the Mayor’s Legacy Award
recipients.

March for Meals Month Proclamation
Vice Mayor Josey reported that the recipients for the March for Meals Month
proclamation were unable to attend and will be presented at the March 24, 2026 Special
Meeting.
3.3)
Prescription Drug Abuse Awareness Month Proclamation
The City Council presented a proclamation for Prescription Drug Abuse Awareness
Month.
3.4) 42nd St. Patrick’s Day Celebration Preview
The City Council received a presentation that previewed the 42nd St. Patrick’s Day
Celebration, which will be held on the weekend of March 13-15, 2026.

5) CONSENT CALENDAR
5.1) Approved the February 17, 2026 Regular City Council Meeting Minutes.
5.2) Adopted Resolution No. 08-26 titled, “Approving an Indemnity Agreement
Between the City of Dublin and the County of Alameda Related to the Regional
Street Senior Affordable Housing Project.”
5.3) Adopted Resolution No. 09-26 titled, “Approving Contract Change Orders with
Suulutaaq, Inc. for the Green Stormwater Infrastructure Project, CIP Project No.
ST0121,” and approved the budget change.
On a motion by Councilmember McCorriston, seconded by Councilmember Qaadri, and
by unanimous roll call vote, the City Council adopted the Consent Calendar, except for
item 5.4.

On a motion by Councilmember Qaadri, seconded by Councilmember McCorriston, and
by unanimous roll call vote, the City Council adopted Consent Calendar item 5.4.

6.1) Extension of Adopted Urgency Interim Ordinance 01-26 Prohibiting the
Establishment, Expansion, or Relocation of Firearms Retailing and
Firearms Shooting Range Uses (PLPA-004331-2026)
The City Council received a presentation regarding extending the urgency interim
ordinance prohibiting the establishment, expansion, or relocation of firearms retailing and
shooting range uses within the City.
Vice Mayor Josey opened the Public Hearing.

Vice Mayor Josey closed the Public Hearing.
On a motion by Councilmember Qaadri, seconded by Councilmember McCorriston, and
by unanimous roll call vote, the City Council waived the reading and adopted the
Ordinance No. 02-26 titled, “Extending Urgency Interim Ordinance 01-26 of the City
Council of the City of Dublin, Prohibiting the Establishment, Expansion, or Relocation of
Firearms Retailing and Shooting Range Uses Within the City (PLPA-004331-2026).”

8.3) Resolution Initiating Formation of Street Lighting Assessment District 2026-
1 and Directing the Preparation of the Required Engineer’s Report, and
Resolution Directing Preparation of Annual Engineer’s Reports for
Landscaping and Lighting Districts 1983-2, 1986-1, and 1997-1
The City Council received a presentation regarding the creation of Street Lighting
Assessment District 2026-1 in accordance with Proposition 218 and the preparation of
annual Engineer’s Reports for Landscaping and Lighting Districts 1983 -2, 1986-1, and
1997-1.
On a motion by Councilmember Qaadri, seconded by Councilmember McCorriston, and
by unanimous roll call vote, the City Council adopted Resolution No. 11-26 titled,
“Initiating Formation of Dublin Street Lighting Assessment District 2026 -1 and Directing
the Preparation of the Required Engineer’s Report Pursuant to the Landscaping and
Lighting Act of 1972 and Section 4 of Article XIIID of the California Constitution ,” and
Resolution No. 12-26 titled, “Directing the Preparation of the Annual Engineer’s Reports
for Fiscal Year 2026-27 for Landscaping and Lighting Districts 1983-2, 1986-1, and
1997-1.”

A Special Meeting of the Dublin City Council was held on Friday, March 6, 2026, in the
Bray Community Room, located at 100 Civic Plaza, Dublin, CA 94568. The meeting was
called to order at 1:02 PM, by Vice Mayor Josey.

REVIEW
The City Council reviewed the agenda for the day with facilitator Dan Rich from Renne
Public Management Group.
Councilmember Qaadri arrived at 1:17 p.m.
4) REVIEW MISSION, VISION, AND VALUES; CITY COUNCIL NORMS; AND
CITY COUNCIL AGENDA FORMAT
The City Council discussed the City’s Mission, Vision, and Values; the City Council
Norms; and the City Council agenda format.
By consensus, the City Council proposed amendments to the following to be brought
back to a future meeting for adoption:

Under the City’s Values, updated the following value: Inclusivity – We will advocate
for program and policies that support inclusive and affordable access to housing and
cultural opportunities.
To the Dublin City Council Norms, the 5th item: We will attend and be prepared for
Council meetings, having read the staff reports prior to the meeting; and the last item:
We will accept the majority position once a decision is made and will support it
moving forward, without being disparaging.
The City Council supported the addition of ‘City Manager Comments’ to the City Council
agenda after public comment, and removal of City Manager Comments from the current
Item 9, if the City Manager desires.
5) REVIEW OF 2024-2026 STRATEGIC PLAN ACCOMPLISHMENTS
The City Council received a presentation on major projects and accomplishments from
2024-2026.
6) REVIEW OF PRELIMINARY TWO-YEAR BUDGET
The City Council received a preview of the preliminary two-year operating budget.
Liz Schmitt provided public comment.
Mayor Hu arrived at 2:21 p.m.
Vice Mayor Josey called a recess at 2:55 p.m.
Vice Mayor Josey reconvened the meeting at 3:10 p.m.
7) DISCUSSION OF STRATEGIC OBJECTIVES FOR 2026-2028
The City Council received a presentation on the proposed seven strategic priorities.
Mike Grant provided public comment.
The City Council discussed the priorities and objectives and provided feedback to Staff.

community engagement and economic development efforts of the City of Dublin, a
presentation from Brian Wildes, District Manager, Bray Municipal District, a presentation
from Michelle McDonald-Smith of the Dublin Sister Cities Association, and a presentation
from Tracy Farhad, CEO of Visit Tri-Valley.
