Revisions to the Personnel System

EXECUTIVE SUMMARY:
The City Council will consider revisions to the City’s Personnel Systems, including the
Classification Plan and Salary Plan for Management Positions Exempt from Competitive
Service. The revisions retitle two existing positions and update corresponding job descriptions
and salary ranges.
STAFF RECOMMENDATION:
Adopt the Resolution Amending the Classification Plan; and adopt the Resolution Amending
the Salary Plan for Management Positions Exempt from Competitive Service.
FINANCIAL IMPACT:
The updated salary of the Public Works Maintenance Manager results in an increase of
$10,809, or approximately 6%, to the top of the salary range. As the position is currently
vacant, there is no immediate fiscal impact to the budget. Funding for the posit ion is already
included in the adopted Fiscal Year 2025-26 Budget, and the salary adjustment can be
accommodated within the existing budget through salary savings.
DESCRIPTION:
Pursuant to the City’s Personnel System Rules, a job description must be adopted for each
classification. Job descriptions outline the essential duties, skills, abilities, and qualifications
that comprise the City’s Classification Plan. The Personnel System Rules also require the City
Council to adopt a Salary Plan, which is done on an annual basis. This Staff Report outlines
proposed updates to the Classification Plan and Salary Plan to reflect organizational and
operational needs.

Public Works Maintenance Manager
The classification title has been updated from Public Works Manager to Public Works
Maintenance Manager to better reflect current industry terminology and clearly communicate
the position’s primary responsibility for citywide infrastructure maintenance ope rations
(Attachment 2). The job description has also been comprehensively revised, as it had not been
updated since 2007 and no longer reflected the full scope of the role. Over time, the position
has evolved significantly, and many critical functions were not captured in the previous
description.
The updated job description reflects the modern scope and complexity of the position,
including expanded responsibility for infrastructure systems such as street lighting, oversight of
asset management systems and data-driven maintenance planning, and increased emphasis
on regulatory compliance, contract administration, and multi-million-dollar budget
management. The revisions also highlight the role’s strategic responsibilities, including long-
range infrastructure planning, coordination with capital projects, and participation in emergency
response operations, while clarifying its position within the Public Works Department and
alignment with other management classifications.
An increase of 6 percent to the salary range is also being proposed (Attachment 4), based on
a recent market compensation survey to ensure alignment with comparable agencies and
maintain external competitiveness. The adjustment supports the City’s ability to attract and
retain qualified candidates in a competitive labor market while ensuring internal equity and
consistency with similar classifications.
Transportation and Operations Manager
The classification title has been updated to remove “Public Works” from the title, aligning with
the City’s current organizational structure and improving consistency with other management
classifications (Attachment 3). The job description has also been modernized to better reflect
the evolving nature of transportation operations, including exp anded responsibilities related to
advanced traffic systems, data-driven decision-making, and system performance monitoring.
The updated language emphasizes the importance of staying current with emerging
technologies such as intelligent transportation systems, analytics platforms, and other evolving
tools to enhance traffic flow, safety, and operational efficiency, while recognizing that
implementation will be guided by fiscal considerations.
In addition, the current minimum qualifications include possession of a Professional Engineer
(PE) license issued by the State of California; these have been updated to require a PE or
Traffic Engineer (TE) license. This approach broadens the candidate pool while maintaining a
high level of technical expertise in transportation systems. While a TE provides specialized
expertise in traffic engineering and operations, only a PE has the authority to approve civil
engineering work. However, this is not a limitation for this position, as the role is focused on
transportation and traffic operations rather than the preparation or approval of civil engineering
plans. The City maintains multiple engineering classifications with PE licensure responsible for
signing and approving civil plans, making the prior PE -only requirement unnecessarily
restrictive. Allowing either certification provides appropriate flexibility while ensuring the
position is filled by a qualified professional capable of managing complex transportation

systems and operational programs.
There are no recommended adjustments to the salary range.

WHEREAS, in accordance with the City’s Personnel System Rules, the City Council
adopted Resolution No. 30-84 and subsequent resolutions which comprise the Classification Plan;
and
WHEREAS, it is necessary to periodically add, remove and/or amend job descriptions in
the Classification Plan.
NOW, THEREFORE, BE IT RESOLVED that Resolution No. 30-84 and subsequent
resolutions shall be further amended to retitle the Public Works Manager to Public Works
Maintenance Manager and update the job description Exhibit A.
BE IT FURTHER RESOLVED that Resolution No. 30-84 and subsequent resolutions shall
be further amended to retitle the Public Works Transportation and Operations Manager to
Transportation and Operations Manager and update the job description Exhibit B.
BE IT FURTHER RESOLVED that this document shall become a part of the official
Classification Plan for the City of Dublin; and that the changes contained herein shall be effective
March 25, 2026.

General Purpose:
Under administrative direction, plans, organizes, and manages the City’s infrastructure
maintenance programs including streets, storm drainage, parks, public buildings, fleet assets,
street lighting systems, and landscape and lighting assessment districts. Administers complex
service contracts, asset management systems, regulatory compliance progra ms, and multi-million-
dollar operations and maintenance budgets to ensure reliable, safe, and cost -effective
infrastructure services. Provides operational and strategic support to the Public Works Director
and participates in departmental planning, emergency response coordination, and citywide
infrastructure management initiatives.
Distinguishing Characteristics:
The Public Works Maintenance Manager is a management -level classification responsible for
overseeing the City’s infrastructure maintenance programs and operational service contracts within
the Public Works Department. The position exercises considerable independent judgment in
planning, coordinating, and implementing maintenance initiatives, asset management programs,
and operational improvements consistent with established departmental policies and City
objectives. Incumbents are responsible for evaluating program performance, analyzing
infrastructure maintenance needs, and developing strategies that improve the reliability, condition,
and service levels of the City’s infrastructure systems.
This classification differs from the Transportation and Operations Manager, which focuses
specifically on transportation system operations and traffic-related programs including signal
systems, traffic control devices, and transportation safety initiatives, whereas this position is
responsible for citywide infrastructure maintenance programs such as streets, drainage, parks,
facilities, fleet, and street lighting.
Supervision Received and Exercised:
Receives administrative direction from the Public Works Director or their designee.
Provides direct supervision over assigned supervisory, professional, technical and
administrative staff.
Provides program oversight and coordination for operational programs and contra cted
maintenance services to ensure effective program implementation.

Negotiates, administers, and monitors professional service and maintenance contracts.
Develops, administers, and monitors multi-million-dollar operations and maintenance
budgets and oversees contract encumbrances, amendments, and expenditure tracki ng.
Oversees the City’s computerized maintenance management system (CMMS), asset
management platforms, and service request systems used to track work orders, asset
conditions, and operational performance.
Oversees asset condition assessments and maintenanc e planning to support the City’s
long-term infrastructure asset management strategy.
Ensures compliance with applicable federal, state, and regional regulations including OSHA
safety standards, ADA accessibility requirements, air quality regulations, storm water permit
requirements, and pesticide reporting requirements.
Coordinates maintenance operations with capital improvement projects and infrastructure

Minimum Qualifications:

and abilities in qualifying. A typical way to obtain the knowledge and abilities would be:
Education:
Equivalent to a bachelor’s degree from an accredited college or university with major coursework
in civil engineering, public administration, construction management, or a related field.
Experience:
Five years of progressively responsible experience in municipal public works maintenance
operations, infrastructure maintenance program management, or related public works or
operational services. Experience may include responsibilities such as maintenance
planning, project coordination, contract administration, or budget management.
Two years of lead or supervisory experience overseeing staff and at least one year of
administrative experience related to maintenance or programs, including responsibilities
such as budgeting, work planning, scheduling, contract coordination, or program oversight.
Licenses, Certificates and Special Requirements:
Possession of a valid California Class C driver’s license and proof of automobile liability
insurance.
Knowledge of:
Principles and practices of municipal infrastructure maintenance and operational program
management.

operations programs, including traffic signal systems, traffic control devices, transportation safety
initiatives, and the Traffic Operations Center (TOC). Coordinates related traffic engineering studies,
transportation planning efforts, and signing and striping programs. The position manages staff,
contractors, and operational activities to ensure the safe and efficient operation of the City’s
transportation infrastructure and supports the implementation of transportation policies, capital
improvement projects, and operational initiatives consistent with City goals and regulatory
requirements.
Distinguishing Characteristics:
The Transportation and Operations Manager is a management-level classification responsible for
overseeing the City’s traffic and transportation operations programs within the Public Works
Department. The position exercises considerable independent judgment in planning, coordinating,
and implementing transportation initiatives and operational improvements consistent with

NOW, THEREFORE, BE IT RESOLVED that the position of Public Works Manager be

Work Environment
Work is performed primarily in a standard office environment with frequent use of
computers and other office equipment. This position also requires occasional
fieldwork which may involve exposure to varying weather conditions, noise, dust,
fumes, odors, uneven terrain, construction hazards, or moving equipment.
The employee will frequently interact with contractors, developers, consultants,
elected officials, regulatory agencies, and members of the public, including
individuals who may be upset or frustrated when discussing policies or project
requirements.
The employee may be required to work evenings, weekends, holidays, or extended
hours to meet operational needs, attend meetings, or respond to infrastructure
emergencies or urgent project issues.
Field duties may require the use of personal protective equipment (PPE) such as hard
hats, safety vests, eye protection, and hearing protection when visiting construction
sites or other operational areas.

Training and Experience:
Any combination equivalent to education and experience is likely to provide the required knowledge and
abilities. A typical way to obtain the knowledge and abilities would be:
Education: Bachelor’s degree from an accredited college or university in Civil Engineering or related field.
Master’s degree in an applicable field is desirable.
Experience: Five years’ experience performing progressively responsible professional civil engineering
work with registration and one-year experience in supervising engineering staff engaged in a variety of public
works projects.
Training: Any recent training classes, such as academic courses and certification programs, which are
relevant to this job classification.
Licenses; Certificates; Special Requirements:
Requires Professional Engineer License in the State of California. Possession of a Traffic Engineering license
is highly desirable.
Possession of a valid California Class C Drivers’ License and Certificate of Automobile Insurance for Personal
Liability.
• Special Requirements: Must have the willingness and ability to: work the hours necessary to
accomplish theperform assigned duties, including evening and week-end hours; attend evening
