A RESOLUTION OF THE PLANNING COMMISSION
OF THE CITY OF DUBLIN
ADOPTING A NEGATIVE DECLARATION WITH MITIGATION MEASURES
CONCERNING PA 84-038, AUTOMATION ELECTRONICS CORPORATION
WHEREAS, Automation Electronics Corporation filed a
Conditional Use Permit and Site Development Review application
for a Phase I, three-story building ( 40 , 000 sq. ft. ; total :
100, 000 sq. ft. ) to be utilized for office and light
manufacturing uses on the south side of Dublin Boulevard, across
from Silvergate Drive APN 941-1570-2-2 ; and
WHEREAS, the California Environmental Quality Act (CEQA) , as
amended, together with the State ' s administrative guidelines for
implementation of the California Environmental Quality Act and
City Environmental regulations, requires that certain projects be
reviewed for environmental impact and that environmental
documents be prepared; and
WHEREAS, a Negative Declaration with mitigation measures has
been prepared by the Dublin Planning Department; and
WHEREAS, the Planning Commission did review the Negative
Declaration and mitigation measures at a public hearing on August
6, 1984
NOW, THEREFORE, BE IT RESOLVED that the Planning Commission
does hereby, find that:
1 . The Automation Electronics Corporation project has
either been revised or the applicant has agreed to
mitigation measures that will result in a project that
will not have a significant impact on the environment;
2 . The mitigation measures attached to, and made a part of
the Negative Declaration, have been incorporated into
the project; and
3 . The Negative Declaration has been prepared and
processed in accordance with State and local
environmental law and guidelines and it is
adequate and complete

ENVIRONMENTAL IMPACT MITIGATION MEASURES
PA 84-038 AUTOMATION ELECTRONICS CORPORATION
In order to mitigate the negative environmental impacts
associated with visual, acoustic, traffic and tree preservation
components of the Automation Electronic project, the following
mitigation measures shall be incorporated into the project.
ACOUSTICS (Pursuant to Noise Study prepared by Charles
Salter & Associates)
1. Glazing along the southerly side of the building shall
have a minimum STC rating of 39 so that the noise level
(leq) in the adjoining offices does not exceed 40 dBA
(A-weighted decibels). An alternate equivalent noise
reduction system may be used.
2. Glazing along the easterly and westerly sides shall have
a minimum STC rating of 34 so that the leq in the
adjoining offices does not exceed 40 dBA. An alternate
equivalent noise reduction system may be used.
3. The building shall be fully air conditioned.
TREE PRESERVATION
1. The trees within the grove (in the northeastern portion
of the project) shall be protected from damage
throughout all construction and post construction phases
of this project.
2. A report by a licensed landscape architect or arborist
shall be provided that includes details on how to
protect, preserve and enhance the potential for health
and growth of the tree grove.
3. No construction, storing of materials, driving of
vehicles and the like shall take place within the tree
grove unless such is found acceptable to the Planning
Director and City Engineer.
4. No additional drainage shall enter the grove nor shall
the existing water flow be restricted unless such
revisions are found acceptable to the Planning Director
and City Engineer.
VISUAL
1. The southern edge of the property (including a portion
of the adjoining property) shall be extensively
landscaped to provide a substantial landscaped
separation between the proposed building and Highway 580
or the adjoining property shall be contour graded to
provide a berm between the subject property and Highway
580. The subject property shall then contain
substantial planting in the landscaped areas shown on
the landscape plans received by the Planning Department
July 26, 1984.
2. The exterior of the building shall not be directly
illuminated except as may occur from the soffit lights
along the eastern elevation. Said lights shall be down
spot lights and not flood lights.
3. All parking lot lights shall be shielded so that their
light source is not readily visible from off-site. Said
lights shall also be directed so that light does not
shine beyond the property line or create a distraction
to cars traveling along Highway 580.
4 . The site shall be extensively landscaped including the
roof decks of the building, as shown on the amended
landscape plans received by the Planning Department July
26, 1984 .
TRAFFIC
1 . The developer shall provide the City with a $5, 000 cash
payment within 30 days and a $25, 000 cash payment prior
to final inspection of building permits . Said payments
shall be used by the City for street improvements to
mitigate potential traffic impacts in the vicinity of
the Dublin Boulevard/San Ramon Road intersection.
2 . No building permit shall be issued for the Phase 2
building until the ingress-egress problem has been
resolved to the satisfaction of the City Engineer and
Planning Director. Two possible solutions in a
schematic form are attached to the Staff Report .
EFFECTIVE DATE
The Mitigated Negative Declaration shall not be valid or
considered complete until the City receives a notarized
letter from the owner which states that the above mitigation
measures will be included in the project.
