A RESOLUTION OF THE PLANNING COMMISSION
OF THE CITY OF DUBLIN
APPROVING THE SITE DEVELOPMENT REVIEW OF PA 84-038 AUTOMATION
ELECTRONICS CORPORATE OFFICES
WHEREAS, Automation Electronics Corporation filed a
Conditional Use Permit and Site Development Review application
for Phase I , three-story building ( 40, 000 sq. ft. , total : 100 , 000
sq. ft. ) to be utilized for office and light manufacturing uses
on the south side of Dublin Boulevard, across from of Silvergate
Drive APN 941-1570-2-2 ; and
WHEREAS, the Planning Commission did hold a public hearing
on said application on August 6, 1984 ; and
WHEREAS, proper notice of said public hearing was given in
all respects as required by law; and
WHEREAS, Staff has recommended that the Site Development
Review be conditionally approved; and
WHEREAS, the Planning Commission did hear and consider said
report, recommendations, and testimoney as herein setforth; and
WHEREAS, the Planning Commission finds that:
a) All provisions of Section 8-95 . 0 through 8-95 . 8 Site
Development Review, of the Zoning Ordinance are
complied with.
b) This application, as modified by the Conditions of
Approval, will promote orderly, attractive and
harmonious development, recognized environmental
limitations on; stabilize land values and investments;
and promote the general welfare by preventing
establishment of uses or erection of structures having
qualities which would not meet the specific intent
clauses or performance standards set forth in the
Zoning Ordinance and which are not properly related to
their sites, surroundings, traffic circulation or their
environmental setting.
c ) The approval of the application as conditioned is in
the best interests of the public health, safety and
general welfare .
d) General site considerations, including site layout,
open space topography, orientation and the location of
buildings, vehicular access, circulation and parking,
setbacks, height, walls, fences, public safety and
similar elements have been designed to provide a
desirable environment for the development.
e) General, architectural considerations including the
character, scale and quality of the design, the
architectural relationship, with the site and other
buildings, building materials, colors, screening of

exterior appurtenances, exterior lighting and signing
and similar elements have been incorporated in order to
insure compatibility of this development with its
design concept and the character of adjacent buildings.
f) General landscape considerations including the
location, type, size, color, texture and coverage of
plant materials, provisions for irrigation, maintenance
and protection of landscaped areas and similar elements
have been considered to insure visual relief to
complement buildings and structures and to provide an
attractive environment of the public.
NOW, THEREFORE, BE IT RESOLVED that the Dublin Planning
Commission approves the Site Development Review as shown on the
plans labeled Exhibit "A" prepared by Perata/Sylvester/Mutter
dated 7/2/84, Bryan and Murphy dated 7/17/84 and Thomas Baak
dated 7/2/84, and subject to the following conditions:
Conditions of Approval
Unless stated otherwise, all Conditions shall be complied with
prior to issuance of building permits.
General Conditions
1. Comply with the Plans labelled Exhibit "A" as may be amended
by the related Conditional Use Permit and by these conditions.
2. Comply with the mitigation measures called for by the
Automation Electronics Corporation Negative Declaration.
3. Comply with the City Engineers recommendations as contained
in his memo to the Planning Director dated 7/27/84. (Attached)
Site Plan
4. Site plan approval is given for Phase I only. Nothing in
these Conditions shall be read to approve any aspect of Phase II
except as may relate to the Environmental Impact Mitigation
Measures called for by the Negative Declaration.
5. Comply with the State of California Title 24 handicapped
access requirements.
6. Provide a parking lot stripping and signing plan showing
stall sizes and the location of visitor, small car, truck loading
and handicapped stalls and indicating how each is to be signed.
A double stripe pattern shall be used to delineate all parking
stalls as shown on the attached example.
7. A revised parking lot lighting plan shall be submitted
showing light standard and luminaire locations, and design
specifications. Verify compliance with Negative Declaration
Mitigation requirements.
8. The amount of parking and the basis for the calculation shall
appear on the Site Plan.
Architecture
9. Architectural, landscape, civil, mechanical and electrical
plans and specifications that are related to the exterior of the
building shall be reviewed by the Planning Department to assure
compliance with all Conditions of Approval for this and related
approvals (CUP and ND).
10. Comply with the Dublin Site Development Review Standard
Conditions (attached).
11. Comply with the Dublin Police Services Standard Commercial
Building Security Requirements (attached).
12. Comply with the requirements of the Dublin/San Ramon Services
District Fire Department. A letter from them shall verify
compliance to their requirements.
13. The following details shall be submitted to the Planning
Department for review and approval;
a) a substantially constructed trash enclosure that is
designed to be compatible in design with the bulding
and provide complete screening of trash and trash bins
from Highway 580
b) sample colors and materials showing the finish of
exterior materials, using primarily earth tones
for major surfaces
c) HVAC screens and colors
d) location and design of bike racks
e) exterior soffit, walkway and landscape lighting
f) roof top planters
14. The transformer, irrigation boxes, backflow devices and the
like shall be placed in vaults, "painted out", landscaped or
fenced to reduce their visibility.
15. All roof top mechanical or electrical equipment, ducts and
the like shall be enclosed by an architecturally designed screen.
No equipment, ducts or vents shall project above the screen.
Landscape
16. All landscaping, including that on the roof decks and City
right-of-way, shall be irrigated by an automatic irrigation
system.
17. All trees shall be a minimum 15 gallon size except the
native species on the western hill. 75% of all shrubs shall be a
minimum 5 gallon size. Ground cover shall be so spaced that it
will create a filled in appearance within 1 1/2 to 2 years.
18. Approximately 10-24" box sized trees shall be planted along
the southern side of the property to create a more landscaped
appearance when the project is first completed than would occur
as shown on Exhibit "A".
19. Landscape and irrigation plans shall be signed by a
landscape architect. Planting and maintenance specifications
shall be prepared.
20. The Coast Live Oaks north of the building shall either be
replaced by or be supplemented by faster growing canopy trees to
the approval of the Planning Director.
21. The tree preservation plan as called for by Negative
Declaration Mitigation Measures shall be reviewed and approved
prior to any permit being issued for this project. The approved
plan shall be implemented and adhered P to.
22. The Developer/Owner shall sign the City of Dublin Landscape
Maintenance Agreement. Developer/Owner shall also provide the
Planning Department a copy of their Landscape Maintenance
Contract. Developer/Owner shall provide a written assurance
that, should the landscaping not be properly maintained, the City
can lien the property so that said landscaping can be properly
maintained.
Signing
23. A sign program for the project shall be submitted to the
Planning Department for review and approval.

Grading

24. Comply with the requirements of the City Engineer regarding
grading and erosion and sedimentation control.
All grading in the Phase 2 area shall be kept completely
away from the tree grove except where the Planning
Director and City Engineer agree that it can be done
consistent with the Tree Preservation Plan.
25. All graded slopes in Phase 1 shall be contour graded both
horizontally and vertically to create a blending with the
existing areas.
26. Phase 2 area grading shall be contour graded both
horizontally and vertically to create a natural appearance. The
entire graded area shall be hydroseeded with erosion control
related grass.
Other
27. Construction activity shall be restricted to 7:30 a.m. to
5:30 p.m. Monday through Friday, except if approved otherwise in
writing by the City Engineer.
28. Dust shall be kept under control at all times throughout the
grading and construction phases.
29. Measures shall be taken to contain all trash, construction
debris and materials on site until proper offsite disposal can be
arranged.
30. All public roads shall be kept free of construction related
mud, debris and the like.
31. Two points of ingress/egress shall be developed to the
satisfaction of the Civil Engineer and Planning Department per
the schematic solutions attached to the Staff Report (Exhibits 2
and 3). Said two points of ingress/egress shall be constructed
prior to final inspection of building permits for Phase 1. The
ingress/egress on the eastern portion of the site shall be signed
and utilized as the main entrance.
32. This approval is good for two years. Thereafter, should
substantial construction not be started, a new Site Development
Review will be required. Any modification to the project that
affects its size, use or appearance shall be subject to the
review and approval by the related City of Dublin department or
legislative body.
