A RESOLUTION OF THE PLANNING COMMISSION
OF THE CITY OF DUBLIN
APPROVING PA 84-048, A REQUEST BY SHAMROCK FORD FOR A SITE
DEVELOPMENT REVIEW TO CONSTRUCT A NEW OFFICE AND
SHOWROOM AT 7499 DUBLIN BOULEVARD
WHEREAS, Rich Robbins representing Shamrock Ford, filed
an application for a Site Development Review for a new office,
showroom and related parking and display areas at 7499 Dublin
Boulevard; and
WHEREAS, the Planning Commission did hold a public
hearing on said application on September 17, 1984; and
WHEREAS, proper notice of said public hearing was given
in all respects as required by law; and
WHEREAS, this application has been reviewed in
accordance with provisions of the California Environmental Quality
Act and found to be categorically exempt; and
WHEREAS, a Staff Report was submitted recommending the
application be conditionally approved; and
WHEREAS, the Planning Commission did hear and consider
all said reports, recommendations and testimony as hereinabove set
forth;
NOW, THEREFORE, BE IT RESOLVED THAT THE Dublin Planning
Commission does hereby find that:
1) All provisions of Section 8-95.0 through 8-95.8 Site
Development Review, of the Dublin Zoning Ordinance are complied
with.
2) The approval of the application as conditioned is in the best
interest of the public health, safety and general welfare.
3) General site considerations including site layout, open space
topography, orientation and the location of buildings, vehicular
access, circulation, parking setbacks, height, walls, fences,
public safety and similar elements have been designed to provide a
desirable environment for the development.
4) The use of a new and used car dealership will be consistent
with preliminary policies contained in the Revised Draft General
Plan, specifically as follows:
a) The area is designated for Retail Office and Automotive
use.
b) Guiding Policy 2.2.2 states "Keep automobile dealers in
Dublin".
5) There is little or no probability that the use will be
detrimental to or interfere with the future General Plan, should
the use ultimately be inconsistent with the future General Plan

BE IT FURTHER RESOLVED that the Dublin Planning
Commission does hereby conditionally approve said application,
subject to materials labeled Exhibit "C" on file in the Dublin
Planning Department and subject to the following conditions:
Unless otherwise specified the following conditions shall be
complied with prior to issuance of the building permits. Each
item is, subject to review and approval by the Planning Department
unless otherwise specified.
1) The landscaping strip behind the sidewalk on Amador Plaza
Road shall be increased to 15' for only that portion north of
of the proposed showroom
2) Additional landscaping shall be incorporated within the
parking areas in locations determined by the Planning
Department
3) A final landscape and irrigation plan shall be approved by
the Planning Department.
4) Comply with the Standard Site Development Review and
Commercial Security Requirements (attached).
5) The existing freestanding sign shall be reduced to a
maximum of 15' in height and a proportionate area reduction,
when legally feasible. If it is shown to be legally
infeasible to reduce the sign at this time, the sign shall
be reduced when legally feasible.
6) The wall sign on the rear building elevation of the new
showroom and the proposed freestanding sign is not allowed.
7) The wall sign on the front elevation of the new showroom
shall be reduced in length to 42'6" maximum, with a maximum
size of the letters to be 28".
8) The gas pumps in front of the new offices shall be screened
from view.
9) Fencing and trash enclosure details shall be approved by
the Planning Department.
10) A lighting plan with footcandle details shall be approved
by the Planning Department.
11) A Colors and material pallet for the new office and showroom
addition shall be approved by the Planning Department.
12) A grading and drainage plan shall be approved by the
City Engineer and Planning Department.
13) Secure the appropriate permits from Zone 7 for working within
the drainage canal.
14) Finished floor elevations for the new buildings shall be
above the 100 year flood level. (333')
15) Sidewalk repairs shall be made along Dublin Boulevard and
Amador Plaza Road as directed by the City Engineer. The
applicant shall not be required to repair damage which
can be shown to have been caused by others.
16) Two street lights shall be installed along the Amador Plaza
Road frontage as directed by the City Engineer.
17) Street trees shall be installed along the Dublin Boulevard
and Amador Plaza Road frontage as directed by the City
Engineer.

18) Encroachment permits shall be secured for all work in the
public right-of-way.
19) Performance and warranty bonds to cover the costs of the
required public and private improvements shall be submitted
within 30 days.
20) This approval shall be valid until 9/17/86. Should
substantial construction not occur by that date, said Site
Development Review approval shall be void.
PASSED, APPROVED AND ADOPTED this 17th day of
September, 1984.
