RESOLUTION NO. 85-020
A RESOLUTION OF THE PLANNING COMMISSION
OF THE CITY OF DUBLIN
RECOMMENDING THE APPROVAL OF A SITE DEVELOPMENT REVIEW FOR
PA 85-020, TOM HUENING'S REQUEST TO CONSTRUCT A 4,485 SQ. FT.
BUILDING ON THE ABANDONED DSRSD PROPERTY ON THE NORTH
SIDE OF DUBLIN BOULEVARD, SOUTH OF SIERRA COURT
WHEREAS, Tom Huening filed a PD and Site Development
Review application to construct a 4,485 sq. ft. building at the
abandoned DSRSD property on the north side of Dublin Boulevard,
south of Sierra Court; and
WHEREAS, a Negative Declaration has been prepared for
this application; and
WHEREAS, the Planning Commission did hold a public
hearing on said applications on April 15, 1985; and
WHEREAS, proper notice of said public hearing was given
in all respects as required by law; and
WHEREAS, a Staff Report was submitted recommending that
the applications be conditionally approved; and
WHEREAS, the Planning Commission did hear and consider
all said reports, recommendations, and testimony as herein set
forth; and
NOW, THEREFORE, BE IT RESOLVED THAT THE Dublin Planning
Commission does hereby find that:
a) The Site Development Review is in the best interest of the
City
b) The Site Development Review, as conditionally approved will
protect the public, health, safety and general welfare by
promoting more efficient traffic circulation and by
establishing a more attractive site
c) The conditions imposed on the Site Development Review are
reasonable and appropriate and are needed to achieve a more
efficient site from a traffic standpoint
d) The approval of the Site Development Review will be
consistent with policies in the Dublin General Plan
BE IT FURTHER RESOLVED that the Dublin Planning
Commission does hereby recommend that the City Council approve
said Site Development Review subject to the following conditions:
Unless otherwise specified, all conditions shall be complied with
prior to release of building permits and shall be subject to the
review and approval of the Planning Department.
1) Development on the site shall conform with materials labeled
Exhibit D on file in the Dublin Planning Department
2) Comply with City of Dublin Site Development Review Standard
Conditions. (attached)
3) Comply with City of Dublin Police Services Standard
Commercial Building Security Requirements. (attached)
4) A final landscaping and irrigation plan shall be submitted
and approved

5) Architectural treatment shall be provided along the west
elevation
6) The three existing pine trees shall be integrated into the
new landscaping
7) A final colors and materials board shall be submitted and
approved.
8) The curb, gutter and sidewalk shall be relocated as directed
by the City Engineer. New street paving shall be installed
per City standards. Any utilities to be relocated will be
at the applicant's expense.
9) A boundary survey is required to determine if any right-of-
way needs to be dedicated. If not already dedicated, right-
of-way shall be dedicated to provide a 50 foot one-half
street section.
10) The existing storm drainge system shall be modified as
directed by the City Engineer.
11) Existing street signs shall be relocated as directed by the
City Engineer.
12) A grading and drainage plan shall be approved by the City
Engineer.
13) Street trees with an irrigation system shall be installed in
the sidewalk along both parcels as directed by the City
Engineer.
14) The tree which was damaged on the existing commercial site
shall be provided with whatever care is needed to ensure it
returns to normal health and vigor.
15) A parking and access easement which guarantees access and
parking rights between the two properties shall be recorded
as directed by the City Attorney
16) One additional trash enclosure shall be provided on the
existing commercial site or new building site. If the trash
enclosure is located on the existing commerical site, an
access easement to use and maintain this trash enclosure
shall be recorded as directed by the City Attorney
17) An access and maintenance easement for the purpose of
maintaining the exterior of the wall, between the applicant
and the north and west property owners shall be recorded as
directed by the City Attorney
18) Comply with the requirements of Alameda County Flood Control
and Dublin San Ramon Services District
19) Comply with the Building Code requirements as directed by the
Building Official
20) A sign program shall be submitted and approved.
21) Prior to establishing each use on the existing or future
commerical site, parking and site plan shall be submitted to
the Planning Department to ensure adequate parking is
provided.
22) This approval shall be valid until 5/13/87. If substantial
construction has not taken place by that date, this approval
shall be null and void
