A RESOLUTION OF THE PLANNING COMMISSION
OF THE CITY OF DUBLIN
REQUIRING A COMPLETE SET OF BASIC DEVELOPMENT PLANS FOR THE
ENTIRE SITE OF PA 85-041.1 and .2 VILLAGES AT ALAMO CREEK AND
REQUIRING A QUALIFIED PARK DESIGNER BE HIRED TO ANALYZE POTENTIAL
LAND USES OF PROPOSED EAST DOUGHERTY HILLS PARK SITE
WHEREAS, the Planning Commission approved PA 85-041
Rafanelli & Nahas/Ponderosa Homes Tentative Parcel Map 4575 with
specific conditions to assure consistency with the Dublin General
Plan; and
WHEREAS, a specific condition of said Parcel Map
required a complete Planned Development Rezoning application for
the entire 130+ acre site north of Amador Valley Boulevard; and
WHEREAS, another specific condition of said Parcel Map
required the developer to fund, if found necessary by the City, a
land use study by a qualified park designer to address potential
land uses of the proposed East Dougherty Hills part site; and
WHEREAS, Rafanelli and Nahas, Real Estate Development,
submitted PA 85-041.1 and .2 Villages at Alamo Creek, an
application for a Planned Development Rezoning and Tentative Map
for the 130+ acre East Dougherty Hills site north of Amador
Valley Boulevard and the 4+ acre area at the southwest corner of
Amador Valley Boulevard and Dougherty Road; and
WHEREAS, said Planned Development Rezoning and
Tentative Map application did not contain the basic Development
Plans for the Village #7 area or the convenience store area; and
WHEREAS, the City of Dublin has adopted and maintained
a policy that requires Development Plans be processed
concurrently with Planned Development Rezoning applications; and
WHEREAS, Rafanelli and Nahas also submitted schematic
park studies for the proposed East Dougherty Hills Park site; and
WHEREAS, said proposed park site was divided by Alamo
Creek into two district pieces; and
WHEREAS, the Staff determined that 1) basic
Development Plans for the entire site, including the Village #7
area and the convenience store area, needed to be submitted as
part of a complete application, and 2) the City needed to hire a
qualified park designer to analyze the potential land uses of the
proposed park site; and
WHEREAS, Rafanelli and Nahas appealed said Staff
determinations to the Planning Commission; and
WHEREAS, the Planning Commission held a hearing on
said appeal on July 15, 1985; and
WHEREAS, the Staff Report was submitted recommending
that a complete set of basic Development Plans for the entire
site be required and that a qualified park designer be hired to
analyze potential land uses of the proposed East Dougherty Hills
park site; and
WHEREAS, the Planning Commission did hear and consider
all said reports, recommendations and testimony.
NOW THEREFORE BE IT RESOLVED THAT the Dublin Planning
Commission hereby finds:
A) That a complete set of basic Development Plans for the
entire site is needed to assure consistency with the
General Plan, to provide a workable design, to avoid
piecemeal planning, and to meet the Parcel Map conditions of
approval, and
B) That a qualified park designer is needed to analyze
potential land uses of the proposed park site to determine
those potential land uses that may be facilitated by the
creek dividing the site and those that may be eliminated,
and to address potential planning, recreation, and police
issues regarding the park configuration.
BE IT FURTHER RESOLVED that the Planning Commission
does hereby;
1. Require a complete set of basic Development Plans for the
entire site of PA 85-041.1 and .2 Villages at Alamo Creek,
and
2. Require a qualified park designer be hired to analyze
potential land uses of the proposed East Dougherty Hills park
site.
PASSED, APPROVED AND ADOPTED this 15th day of
July, 1985.
