RECOMMENDATION: PROJECT DESCRIPTION: The project site is located at 7007 San Ramon Road at the comer of San Ramon Road and Dublin Blvd. The project site is a 22,887 square foot site consisting of an existing 12-pump Chevron Gas Station with a Food Mart. The site has a General Plan designation of Retail Office and is zoned Retail Commercial, which allows a gas station. The property is located on the east side of San Ramon Road as indicated in the vicinity map. The proposed project consists of a Site Development Review (SDR) and Conditional Use Permit (CUP) to allow signage modifications, the installation of electronic gasoline price display sign, the replacement of fluorescent lights located in the existing canopy with LED lighting and the replacement of the COPIES TO: Applicant Property Owner File ITEM NO.: B.' Chevron Products Company is currently updating the appearance of all Chevron branded service stations to provide a more modern appearance. All Chevron franchisees are required to change over to the new appearance. The proposed changes include updating the logos and wordmarks on the canopy, replacing the graphics on the dispensers, replacing the existing trash valets with new ones, adding pump identifying flags on the sides of the columns, replacing the decals for the dispen:;ers, refacing the existing monument sign faces and re-painting the convenience store with the revised Chevron color scheme. BACKGROUND: The Chevron Gas Station at 7007 San Ramon was constructed in December 1965 prior to County of Alameda requirements for Conditional Use Pennits for gas stations. The existing signage at the Chevron Gas Station at 7007 San Ramon Road has been modified over time through various planning applications, which include the following: . PA 83-038 Chevron Sign Permit . P A 83-061 Chevron Sign Permit . PA 87-017 Chevron Sign SDR . PA 87-089 Chevron Sign height variance These modifications included sign copy and color changes as well as an allowance for the eXlstmg monument sign on site. A Master Sign Program has not been approved for this gas station, nor is it required. The proposed sign modifications are consistent with what has previously been approved for the project site. The Dublin Planning Commission reviewed and approved a Conditional Use Permit and Site Development Review for the reconstruction of the service station with a new 920 squ Ire foot Mini Mart and the addition of canopy signage on August 7, 1989. ANAL YSIS: Site Development Review A Site Development Review is required for the project because of the proposed addition of new LED lighting in the internal level of the existing canopy, the color char,ge of the Food Mart, and the sign modifications. All of the proposed modifications to the project site an discussed in detail below. Signage The proposed signage changes consist of the monument price sign canopy wordmarks and logos and dispenser graphics. Most of the new signage will be the same size as the existing signage. The canopy wordmark sign is 6 square feet larger than what currently exists. The Applicant is also proposing the use of an electronic gasoline price sign which is discussed in detail under the Conditional Use Permit section of this report. Color Change The Applicant is proposing a minor modification to the body cobr of the existing Food Mart. The proposed color is consistent with the revised Chevron color scheme. The current colors of the Food Mart are white and gray and the proposed color is a light tan color. A cl)lor sample will be available at the . Planning Commission Meeting. 20f5 Canopy The Applicant is proposing to remove the existing fluorescent lights that are located in the existing canopy and replace the lights with blue LED lighting around the interior perimeter of the canopy. The lighting upgrade to the LED lighting will decrease the overall electrical consumption of the service station and will further enhance the overall appearance of the site. The lighting will provide a bluish glow to the canopy. An example of a site with this type of lighting is located at the Chevron Gas Station located in the City of San Ramon at 18060 San Ramon Valley Blvd. Below are examples of the LED lighting at this service station. Vapor Recovery System A component of the gas station remodel consists of the replacement of the existing gasoline dispensing facilities with a vapor recovery system. The State of California has mandated under Section 41952 of the Health and Safety Code that all gasoline dispensing facilities be equipped with a vapor recovery system. The existing vent risers will be removed and replaced with new risers in the same location (see location on Sheet I of Attachment 3). An elevation of these risers is shown on Sheet 3. The Applicant is proposing to locate the lisers and Clean Air Separator tank in the eastern portion of the property adjacent to the trash enclosures; therefore, they will not be highly visible from either San Ramon Road or Dublin Boulevard. The proposed modifications to upgrade and modernize the site are appropriate for the site. The findings for the SDR can be found on page 2 of Attachment I. Conditional Use Permit Chapter 8.84 of the Zoning Ordinance (Sign Regulations) requires that any business sign on which the copy is electronically changed (Electronic Readerboard Signs) be reviewed and approved by the Planning Commission. Although the gasoline price display sign is not a typical Electronic Readerboard Sign in that it will not display text, animated symbols, or flash infonnation, all electronic signs are currently subject to Planning Commission review and approval. Chevron is proposing to change the existing fixed price signage to an electronic price display because it will enable them to quickly and efficiently update their price information. The electronic price display will update their signage and technology to the most current equipment that is available in the service station business today. The proposed electronic gasoline price display sign is similar to the electronic gasoline display sign that was approved for the Safeway Gas Station at 7499 Dublin Boulevard in 2005 (picture to the right). The electronic price display will be double faced and it will be located at the existing location of the fixed price signage. The monument sign is oriented so that only one face is visible from the public right-of-way. 30f5 ~"~.~.~ "\. ~t6. ... _~.:.._ .' ". t.~; "'le: ~.~ I~ ~\t ",~"~ I The existing monument sign (picture to the left) includes the Chevron logo and the price area. The overall size of the monument sign is 44 square feet. The applicant is proposing modifications to the existing monument sign, no size increases are proposed. Half of the monument sign, 22 square feet, is devoted to the price area. A condition of approval has been placed on the project which requires that the monument sign be maintained in a well-kept and viable condition at all times. All sign components shall remain operational at all times. The electronic number display sign will not flash or be animated in any way. The numbers will be displayed in a static fashion, changing only when the gas price is updated. The applicant has requested the electronic price sign to create a safe working environment and to modernize the site. Please refer to Attachment 4 (applicant's letter) for further information. Staff has prepared findings for the allowance of an electronic changeable copy price sign on the existing monument sign on site. The findings for this Conditional Use Permit request can be found on page 2 of Attachment 2. Public Notice In accordance with State law, a public notice regarding this hearing was mailed to all property owners and occupants within 300 feet of the proposed project. A public notice was also published in the Valley Times and posted at several locations throughout the City. To date, the City has not received comments or objections from surrounding property owners or tenants regarding the current proposal. ENVIRONl\'IENT AL REVIEW: The project has been reviewed under the California Environmental Quality Act, (CEQA), State CEQA Guidelines and the Dublin Environmental Guidelines, and the project has been found to be Categorically Exempt from the California Environmental Quality Act (CEQA), according to the CEQA Guidelines Section 15301 (Minor alteration of existing facilities). CONCLUSION: The proposed remodel of the San Ramon Chevron Service Station will be an improvement to the existing service station. The proposed modifications will enhance the image of the existing service station. The proposed project, as conditioned, is consistent with the Dublin General Plan and the Dublin Zoning District in which the project site is located and represents an appropriate project for the site. C-l (Retail Retail Office Commercial Commercial) West C-N Retail Office Commercial (N eighborhood Commercial) Project Site C-1 (Retail Retail Office Commercial Commercial) 50f5 RESOLUTION NO. 07- A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF DUBLIN APPROVING SITE DEVELOPMENT REVIEW TO ALLOW EXTERIOR MODIFICATIONS AT THE CHEVRON GAS STATION AT 7007 SAN RAMON ROAD ASSESSOR PARCEL NUMBER 941-0305-007-02 PA 07-040 WHEREAS, the Applicant, Gettler-Ryan Inc., has requested approval of a Site Development Review to make exterior modifications at the Chevron Gas Station at 7007 San Ramon Road; and WHEREAS, the General Plan land use designation for the proje.;t site is Retail/Office and the zoning is Retail Commercial; and WHEREAS, the parcel is currently occupied by a 920 square foot Mini Mart and a 12-pump Chevron gasoline station; and WHEREAS, the applicant is proposing exterior modifications to the site, which include replacing the existing lighting in the canopy with blue LED lighting, updating the logos and wordmarks on the canopy, replacing the graphics on the dispensers, replacing the existing trash valets with new ones, adding pump identifying flags on the sides of the columns, replacing the decals on the dispensers, ref acing the existing monument sign faces, re-painting the convenience store, and replac:ing the existing gasoline dispensing facilities with a vapor recovery system; and WHEREAS, because the actual use of the property is not changing, the use is in conformance with the original Conditional Use Permit and Site Development Review a}proved by the Planning Commission on August 7, 1989 (P A 89-063) for operation of a gasoline service station; and WHEREAS, Conditions of Approval recommended for the pmject will ensure that the change to the service station does not produce any negative visual or aesthetic impacts; and WHEREAS, the proposed project, as conditioned, is consistent with the Dublin General Plan and the Zoning District in which it is located, and represents an appropriate project for the site; and WHEREAS, the California Environmental Quality Act (CEQA), together with the State guidelines and City environmental regulations, require that certain projects be reviewed for environmental impact and that environmental documents be prepared; and WHEREAS, the project has been found to be Categorically Exempt from the California Environmental Quality Act (CEQA), according to the CEQA Guidelines, Section 15301 (Minor alterations to existing facilities); and WHEREAS, the Planning Commission held a properly noticed public hearing on said application on November 13, 2007; and ATTACHMENT 1 WHEREAS, the Staff Report was submitted recommending that the Planning Commission application be conditionally approved; and WHEREAS, the Planning Commission did hear and consider all said reports, recommendations and testimony hereinabove set forth and used their independent judgment t(1 make a decision. NOW, THEREFORE, BE IT RESOLVED THAT THE Dublin Planning Commission does find the following: A. Approval of this application is consistent with the purpose and i,~tent of this Chapter because: 1) the proposed modifications will be compatible with the adjacent buildings in the vicinity; and 2) the project will comply with the City's development regulations and requirements. B. Any approval complies with the policies of the General Plan, with c.ny applicable Specific Plans, with the development regulations or performance standards established for thE zoning district in which it is located, and with all other requirements of the Zoning Ordinance because: 1) the project site is designated as Retail/Office; 2) the service stations are allowed in the C-l zoning district with a Conditional Use Permit; and 3) the proposed exterior changes are minor in scope and the use of:he service station is not changing. C. The approval will not adversely affect the health or safety of persons residing or working in the vicinity, or be detrimental to the public health, safety and general welfare bEcause: 1) the proposed use type as a service station will remain the same; and 2) updating the existing facility will conform to current building and safety codes and, therefore, not impact the health, safety and genenJ welfare of persons. D. The approved site development, including site layout, structures, vehicular access, circulation and parking, setbacks, height, walls, public safety and similar elements, ha:' been designed to provide a desirable environment for the development, because: the use of the property h[s an existing gasoline service station which is remaining and, therefore will be in conformance with the original Conditional Use Permit and Site Development Review approved by the Planning Commission on August 7, 1989 (P A 89-063). E. The subject site is physically suitable for the type, density and intensity of the use being proposed because: 1) the proposed project consists of minor modifications to an existing service station; 2) the proposed project does not change the use of the site; and 3) the project ,;onforms to the General Plan land use for RetaiVOffice. F. There will be no impact to views in that the proposed improvements will not detrimentally change the visual character of the site because: views of the site are limited to th,~ immediate area due to the relatively flat topography of the site, as well as the presence of surrounding development. G. There will be no impacts to existing slopes and topographic features because: the proposed modifications will occur on a site that is already developed. H. The approval of this Site Development Review is consistent with the Dublin General Plan because: 1) the site is designated as Retail/Office which permits a variety of services; and 2) the proposed project will result in exterior improvements to the site: which is compatible with the: intent of the General Plan which encourages enhancements of older sites. BE IT FURTHER RESOLVED THAT THE Dublin Plannlng Commission does hereby approve PA 07-040, a Site Development Review to allow exterior modifications to the Chevron Gas Station at 7007 San Ramon Road, subject to the following Conditions of Approval belcw: CONDITION TEXT ~PON. WHEN REQ'D SOURCE AGI:NCY Prior to: GENERAL 1. Permitted uses. This Site Development Permit is for exterior I'L On-going Planning modifications to the Chevron Gas Station located at 7007 San Ramon Road, PA 07-040. The changes include replacing the existing lighting in the canopy with blue LED lighting, updating the logos and wordmarks on the canopy, replacing the graphics on the dispensers, replacing the existing trash valets with new ones, adding pump identifying flats on the sides of the columns, replacing the decals on the dispensers, and ref acing the existing monument sign faces with new and repainting the convenience store. The project shall generally conform to the project plans submitted by Gettler-Ryan Inc., received September 6, 2007, on file in the Community Development Department, and other plans, text, and diagrams relating to this Conditional Use Permit, unless modified by the Conditions of Approval contained herein. 2. Accessory/Temporary Structures. The use of any accessory or fL Ongoing DMC temporary structures, such as storage sheds or trailer/container 8.108 units used for storage or for any other purposes, shall be subject to review and approval by the Community Development Director. 3. Clean-up. The Applicant/Developer shall be responsible for FL Ongoing Planning clean-up and disposal of project related trash to maintain a safe, clean, and litter-free site. 4. Modifications (SDR). Modifications or minor changes to the Site FL Ongoing DMC Development Review approval may be considered by the 8.100.080 Community Development Director if the modifications or changes proposed comply with Section 8.104.1 00 of the Zoning Ordinance. 5. Controlling Activities. The Applicant/Developer shall control PL Ongoing Planning all activities on the project site so as not to create a nuisance to the existing or surrounding businesses and residences. 6. Property Maintenance. The Applicant and/or Property Owner PL On-going DMC 5.64 shall keep the property maintained in a safe, clean, and litter-free condition at all times. 7. Graffiti. The Applicant and/or Property Owner shall keep the PL On-going DMC 5.68 site clear of graffiti vandalism on a regular and continuous basis at all times. Graffiti resistant materials should be used. 8. Nuisance. The Applicant shall control all business activity so as PL On-going DMC not to create a public or private nuisance to the existing and 5.28.020 surrounding businesses and residents. 9. Noise. Loudspeakers shall be controlled at a low level as so not PL,PO On-going DMC 5.28 to create a public or private nuisance to the existing and surrounding businesses and/or residential neighborhoods. No amplified music shall be allowed outside the enclosed buildings. 10. Temporary Promotional Banners llDd Balloons. Temporary PL On-going DMC Promotional Banner Signs and Balloons shall onlv be permitted 8.84.050 after first securing an approved Temporary Promotional Sign Permit. Any sIgnage on site shall be subject to the SIgn requirements contained in the City of Dublin Municipal Code. 11. Signage. No temporary signs are permitted on the site without the I'L On-going DMC approval of a Zoning Clearance. Any temporary sign must be in 8.84.150 conformance with the Sign Regulations of the Dublin Municipal Code, and in particular, Section 8.84.050(T). 12. Approved Sign age. The design, colors, illumination, size and I'L On-going Planning location of all signs shall be as shown and indicated on the approved site plan. 13. Maintenance. All signs, including the LED along the canopy, I'L On-going Planning shall be maintained in a well-kept and viable condition at all times. All signs and sign components designed to illuminate shall remain operational. 14. Wall Mounted Signage. Wall mounted signs shall be placed flat I'L On-going Planning against the building wall of the tenant's occupied frontage. All mounting holes from previous signs shall be repaired and walls repainted prior to mounting the new signs. 15. A-Frame Signs. The use of any A-Frame, portable, sandwich- FL On-going DMC board, pennants, or human-held signs on the premises is strictly 8.84.150 prohibited. Said signs and any form of off-site advertising signs shall also be prohibited upon any public property, including City streets and sidewalks. 16. Outdoor Events. Any outside events shall be subject to the FL On-going DMC Temporary Use Permit requirements contained in the City of 8.108.020 Dublin Municipal Code, specifically Section 8.108.020. 17. Colors. The exterior paint color of the food mart shall be southern breeze (cream/tan). The Applicant shall maintain the existing unfinished split-face concrete block on the base of the monument sign and the columns to remain. 18. Hours of Operation. The approved hours of operation are 24 PL On-going Planning hours a day, 7 days a week. The Applicant shall be responsible for ensuring that activities in the parking lot and noise are maintained in a manner that minimizes the impacts on surrounding businesses and residents. 19. Trash and Waste Accumulation. The Applicant or any future PL On-going Planning owner shall provide and conduct regular maintenance of the site in order to eliminate and control the accumulation of trash, excess/waste materials and debris. LANDSCAPING 20. Damaged Landscaping. Any landscaping which is damaged as a PL Prior to Final Planning result of the installation of the signs or any improvements associated with this permit shall be replaced prior to Final Building Inspection. BUILDING DIVISION 21. Fees. The Applicant shall pay all applicable fees in effect at the II Issuance of Standard time of building permit issuance, including, but not limited to, Building Permits Planning Fees, Building Fees, Dublin San Ramon Service District fees, Public Facilities fees, Tri Valley Transportation fees, Downtown Traffic Impact Fee, Dublin Unified School District impact fees, City of Dublin Fire Bureau fees, Noise Mitigation fees; Inclusionary Housing in lieu fees, Alameda' County Flood and Water Conservation District (Zone 7) Drainage and Water connection fees. When and if applicable and customary, credits shall be applied for existing improvements. 22. Building Codes and Ordinances. All project construction shall conform to all building codes and ordmances in effect at the time of building permit. 23. Building Permits. To apply for building permits, Applicant/Developer shall submit eight (8) sets of construction plans to the Building Division for plan check. Each set of plans shall have attached an annotated copy of these Conditions of Approval. The notations shall clearly indicate how all Conditions of Approval will or have been complied with. Construction plans will not be accepted without the annotated resolutions attached to each set of plans. Applicant/Developer will be responsible for obtaining the approvals of all participation non-City agencies prior to the issuance of building permits. 24. Construction Drawings. Construction plans shall be fully dimensioned (including building elevations) accurately drawn (depicting all existing and proposed conditions on site), and prepared and signed by a Califomia licensed Architect or Engineer. All structural calculations shall be prepared and signed by a Califomia licensed Architect or Engineer. The site plan, landscape plan and details shall be consistent with each other. 25, Addressing. Address will be required on all doors leading to the ] exterior of the building. Addresses shall be illuminated and be able to be seen from the street, 5 inches in height minimum. 26. Engineer Observation. The Engineer of record shall be retained ] to provide observation services for all components of the lateral and vertical design of the building, including nailing, hold downs, straps, shear, roof diaphragm and structural frame of building. A written report shall be submitted to the City Inspector prior to scheduling the final frame inspection. , 27. Temporary Fencing. Temporary Construction fencing shall be I installed along perimeter of all work under construction. FlRE PREVENTION DIVISION 28. Environmental Health. Approval shall be obtained from the Alameda County Department of Environmental Health regarding the changes proposed to the gasoline dispensers and installation of the new Phase II enhanced vapor recovery system. 29. Environmental Health. The requirements of the Alameda County Department of Environmental Health Certified Unified Program Agency (CUPA) shall be met, which includes submitting a Hazardous Materials Business Plan (HMBP). 30. Code Compliance. The project shall comply with Uniform I Building and Fire Codes as adopted by the City of Dublin. A final inspection for compliance is required. Standard Public Works Conditions of Approval. Applicant/Developer shall comply with all applicable City of Dublin Public Works Standard Conditions of Approval. In the event of a conflict between the Public Works Standard Conditions of Approval and these Conditions, these Conditions shall prevail. 32. Hold HarmlesslIndemnification. The Developer shall defend, indemnify, and hold harmless the City of Dublin and its agents, officers, and employees from any claim, action, or proceeding against the City of Dublin or its agents, officers, or employees to attack, set aside, void, or annul an approval of the City of Dublin or its advisory agency, appeal board, Planning Commission, City Council, Community Development Director, Zoning Administrator, or any other department, committee, or agency of the City to the extent such actions are brought within the time period required by Government Code Section 66499.37 or other applicable law; provided, however, that The Developer's duty to so defend, indemnify, and hold harmless shall be subject to the City's promptly notifying The Developer of any said claim, action, or proceeding and the City's full cooperation in the defense of such actions or proceedings. 33. Conditions of Approval. A copy of the Conditions of Approval which has been annotated how each condition is satisfied shall be included with the submittals to the Public Works Department for the review of the improvements plans. The notations shall clearly indicate how all Conditions of Approval will be complied with, and where they are located on the plans. Submittals will not be accepted without the annotated conditions. 34. Storm Drain Improvements. ApplicantlDeveloper shall construct all required storm drain improvements in accordance with a site-specific hydrologylhydraulic analysis and/or specified by the Public Works Director. Plans submitted for the storm drain improvements shall include full drainage pattern for the entire parking lot. 35. Disabled Parking. All existing disabled parking stalls and walkways shall be upgraded to meet current State Title 24 requirements, including providing curb ramps at each loading zone. 36. Disabled Access. Provide an accessible walkway from the public sidewalk to the building entrance per California Building code requirements. Said walkway shall be a 4'-minimum width with compliant curb ramps at transitions between the walkway and drive aisle crossing. Note that minor adjustments to the existing landscaping and irrigation system will be necessary to install the walkway. 37. Vehicle Parking. Applicant shall repair any distressed areas of pavement within the existing parking field, then seal and re-stripe the entire parking field. All parking spaces shall be double striped using 4"white lines set approximately 2 feet apart according to Figure 76-3 and Section 8.76.070(A)17 of the Dublin Municipal Code. (GR) has prepared this written statement to inform four office of the scope of work proposed forthe Chevron Service Station located at 7007 San Hamon Road. The above referenced property is an operati'1g Chevron Service Station. GR prclposes to upgrade the following components: Signage: the monument price sign, canopy word marks and logo and dispenser graphics Vapor recovery system: dispensers and vent risers will be convertej to Healy Vacuum Assist Lighting: existing canopy lightin9 will be converted to new energy efficient LED lighting The type of business, number of employees, hours and days of operation will remain the same. All existing structures (Food Mart, Canopy, Restrooms, Monument si'Jn, etc.) will remain their current size, and in their current locations. The changes to these structures referenced above will be strictly cosmetic. The existing approved landscaping will remain; tile proposed activities will not affect the landscaping. The floor plan and the roof plan of the Convenience Store will remain the same; the proposed activities will not affect these structures. Detailej descriptions of the three upgrade categories are detailed below and on the attached plan sheets: Signage: Chevron Products Company is currently updating the appearance of all Chevron branded service stations to provide a more modern appearance. All Chevron franchisees are required to change over to the nE!W look. Changes will include updating the logos and word marks on the canopy, replacement all of the dispenser spanner cabinets with smaller "dispenser toppers", updating of the logo and price module on the monument si~ln, replacement of the dispenser graphics, installation of new cladding on the column posts with new dispenser identifying flags, replacement of existing trash valets with new trash \alets and repainting the convenience store with the revised Chevron "Food Mart" color scheme. This work will improve the look of the site by replacing old faded signage with new vibrant modern signage. The new signage is of equivalent area and will reuse the existing structural components. No increase in the overall square footage of the signage is proposed. Because the existing dispenser spanner cabinets will be replaced with smaller dispenser toppers, thE proposed scope of work will reduce the total amount of signage on the property. Please refer to t,e attached plan sheets for details and dimensions. Please keep in mind that updating the existing monument sign (price sign) to the new lighted price sign is because of the rising cost to do business today. The Owners/Dealer have been forced to cut back on their man hours. It is difficult and not safe for their employee to leave the store, go to the storeroom to retrieve numbers, and change the price sign when they are workinq at the location alone. With the constant changing of today's gas prices they could have 2-3 changes during any given day. The lighted monument Sign (price sign) will allow them more flexibili~/, create a safer work environment for their employees, and will update their signage and technology to the most current equipment that is being introduced into the service station business today. Please note that Chevron is encouraging station operators to perform the proposed Image Refresh by providing funding to launch this program. Chevron Ima~le Refresh incentive will only be available to the Dublin Chevron Service Station until 12/30/07. Gettler-Ryan Inc. formally requests expedited Site Development Review so that this deadline may be met. Vapor Recovery System: The State of California has mandated unoer Health and Safety Code 41952 that all gasoline dispensing facilities be equipped with a vapor recovery system. Currently the California Air Resources Board (CARB) has approved the Healy Vacuum Assist system for use under CARB Executive Order VR-202. This requirement includes replacement of all the existing 3-hose dispensers with new single hose dispensers as well ciS installing a Healy Clean Air Separator (CAS). The CAS is to be installed in close proximity to the product storage tank vent risers in accordance with the CAI~B VR-202 and CFC Sec. 5202.13.:~. The vent risers are located on the eastern side of the property adjacent to the trash enclosures. Please refer to the attached plan sheets for details and dimensions. Lighting: The current fluorescent lights that located in the existing c3nopy and in the spanner will be removed and replaced by fluorescent spot lights over each disperser, and blue LED lighting around the perimeter of the canopy. This lighting upgrade will decreiise the overall electrical consumption of the service station by limiting the lighting to the individual fueling areas and replacing the existing inefficient lighting fixtures. Additionally, the proposed lighting upgrade will reduce light pollution and further enhance the overall appearance of the site.
