PUBLIC COMMENT At this time, the public is permitted to address the Heritage & Cultural Arts Commission on non-agendized items. Please step to the podium and clearly state your name for the record. COMMENTS SHOULD NOT EXCEED THREE (3) MINUTES. In accordance with State Law, no action or discussion may take place on any item not appearing on the posted agenda. The Commission may respond to statements made or questions asked, or may request Staff to report back at a future meeting concerning the matter. Any member of the public may contact the Recording Secretary’s Office related to the proper procedure to place an item on a future Heritage & Cultural Arts Commission agenda. The exceptions under which the Commission MAY discuss and/or take action on items not appearing on the agenda are contained in Government Code Section 54954.2(b)(1)(2)(3). 4. CONSENT CALENDAR Consent Calendar items are typically non-controversial in nature and are considered for approval by the Heritage & Cultural Arts Commission with one single action. Members of the audience, Staff or the Heritage & Cultural Arts Commission who would like an item removed from the Consent Calendar for purposes of public input may request the Chair to remove the item. NEW BUSINESS 6.1 Review of the Five-Year Capital Improvement Program The Commission will receive an update to the Five-Year Capital Improvement Program (2026-2031), which includes projects related to Public Art and Heritage Park facility improvements. STAFF RECOMMENDATION: Receive the report. Staff Report 7. STAFF AND COMMISSIONER REPORTS Brief information only reports from Commissioners and/or Staff, including committee reports and reports by Commissioners related to meetings attended at City expense (AB1234). 8. Snyder Council Chamber, 100 Civic Plaza, Dublin, CA 94568. On a motion by Commissioner Tomtania, seconded by Chairperson Phillips, and by a unanimous vote, the Commission appointed Vice Chairperson Shweta Agrawal to Chairperson and Commissioner Timea Iharosi to Vice Chairperson. RESULT: APPROVED [UNANIMOUS] MOVED BY: Julia Tomtania, Commissioner SECOND: Darren Phillips, Chairperson AYES: Phillips, Agrawal, Archana, Gabriell, Iharosi, Liu, Tomtania Commissioner Phillips handed the gavel to Chair Agrawal for the remainder of the meeting. 6.2) 2026 Fall Home Decorating Contest The Commission received a presentation on the proposed launch of the 2026 Fall Home Decorating Contest and provided feedback. 6.3) Dublin Arts Center Programming Update The Commission received a presentation on the current and preliminary programm ing concepts for the Dublin Arts Center and provided feedback. 7) STAFF AND COMMISSIONER REPORTS Staff and Commissioners provided brief information-only reports. 6 Heritage and Cultural Arts Commission REGULAR MEETING February 12, 2026 8) ADJOURNMENT Chairperson Agrawal adjourned the meeting at 8:35 PM. Shweta Agrawal, Chairperson Heritage and Cultural Arts Commission ATTEST: Ben Keisic Parks & Community Services Manager 7 STAFF REPORT Heritage and Cultural Arts Commission Page 1 of 2 Agenda Item 6.1 DATE: March 12, 2026 TO: Honorable Chair and Commissioners FROM: Jackie Dwyer, Parks & Community Services Director SUBJECT: Review of the Five-Year Capital Improvement Program Prepared by: Michael Boitnott, Capital Improvement Program Manager EXECUTIVE SUMMARY: The Commission will receive an update to the Five -Year Capital Improvement Program (2026- 2031), which includes projects related to Public Art and Heritage Park facility improvements. STAFF RECOMMENDATION: Receive the report. FINANCIAL IMPACT: None. DESCRIPTION: At its March 6, 2026 Strategic Planning Meeting, the City Council discussed the Capital Improvement Program (CIP) and specific projects for the upcoming five -year period, which covers Fiscal Years 2026-27 through 2030-31. Before the City Council adopts the final CIP, specific City commissions review portions of the draft CIP relevant to their purview. For example, the Planning Commission reviews projects for conformance with the City’s General Plan, while the Heritage and Cultural Arts Commission (HCAC) reviews Public Art and Heritage Park facility projects. The CIP classifies projects into four areas: General Improvements (GI), Public Art (PA), Parks (PK), and Streets (ST). The draft CIP does not include any new projects within the purview of the Heritage and Cultural Arts Commission for review. However, it does include current projects, previously reviewed by the HCAC and approved by the City Council, which are in various stages of completion. These projects are outlined below:  PA0123 Downtown Dublin Public Art— This project is currently in the planning stage and includes developing a guiding document for art in the downtown area. Future projects will 8 Page 2 of 2 include public art at prominent intersections and gateways in the downtown area.  PA0125 Outdoor Murals – This project includes the addition of public art murals at sites within the public realm throughout the City of Dublin. As part of this project, the HCAC and City Council approved a conceptual design for a mural adjacent to the Dublin Library which is anticipated to be completed in Summer 2026. Future projects have not yet been determined. Any new murals that arise would be subject to review by the HCAC and approved by the City Council.  GI0226 Exterior Improvements – Formally GI0423 Roof Replacement at Various City Facilities, GI0223 Exterior Painting at Various Facilities, and GI0125 Civic Center Exterior Glazing, Sealing and Painting. This project provides for various exterior improvements and preventative maintenance at the following City facilities: Civic Center, Library, Clock Tower, Kolb House Museum, Kolb House Restroom, Sunday School Barn, Murray Schoolhouse Museum and outbuildings, Old St. Raymond’s Church, Senior Center, The Wave, and Fire Stations 16, 17, and 18. This project is currently under construction and is anticipated to be completed by the end of this year.  GI0120 Dublin Arts Center – This project provides for an approximate 13,000-square-foot Cultural Arts Center on the first floor of the Civic Center, formerly occupied by Dublin Police Services. This project is currently under construction and will be completed concurrently with the exterior improvements at Civic Center.  PK0125 Sunday School Barn Flooring – This project involves the structural preservation of the existing wood floor in the Sunday School Barn to ensure facility demands can continue to be met. The project is currently in the design phase, and construction is anticipated in the upcoming fiscal year. STRATEGIC PLAN INITIATIVE: None.
