A RESOLUTION OF THE PLANNING COMMISSION
OF THE CITY OF DUBLIN
APPROVING PA 90-065 SITE DEVELOPMENT REVIEW
REQUEST FOR AN ADDITIONAL INTERNALLY ILLUMINATED WALL SIGN AT
VALLEY NISSAN/DODGE DEALERSHIP AT 6015 SCARLETT COURT
WHEREAS, Barber Sign Co., Inc., representing Valley
Nissan/Dodge, filed an application for Site Development Review to
allow a new wall sign on the site to exceed maximum permitted
letter height and a Conditional Use Permit to increase the height
of an existing 26 foot freestanding sign up to 35 feet at 6015
Scarlett Court; and
WHEREAS, the Planning Commission did hold a public hearing
on said application on September 17, 1990; and
WHEREAS, proper notice of said public hearing was given in
all respects as required by law; and
WHEREAS, the application has been reviewed in accordance
with the provisions of the California Environmental Quality Act
(CEQA) and has been found to be categorically exempt under
Section 15311, Class 11(a) ; and
WHEREAS, the Staff Report was submitted recommending the
application be conditionally approved; and
WHEREAS, the Planning Commission did hear and consider all
said reports, recommendations and testimony hereinabove set
forth.
NOW, THEREFORE, BE IT RESOLVED THAT THE Dublin Planning
Commission does hereby find that:
A. All provisions of Section 8-95.0 through 8-95.8, Site
Development Review of the Zoning Ordinance, are complied
with.
B. Consistent with Section 8-95.0, this project will promote
orderly, attractive, and harmonious development; recognize
environmental limitations on development; stabilize land
values and investments; and promote the general welfare by
preventing erection of signs having qualities which would
not meet the specific intent clauses or performance
standards set forth in the Zoning Ordinance and which are
not consistent with their environmental setting.
C. The approval of the project, as conditioned, is in the best
interest of the public health, safety and general welfare.
D. General site considerations, including site layout,
orientation, setbacks, height, public safety and similar
elements have been designed to provide a desirable
environment for the development.
E. General architectural considerations, as modified by the
Conditions of Approval, including the character, scale and
quality of the design, building materials and colors,
lighting, and similar elements have been incorporated into
the project in order to insure compatibility of this
development with its design concept and the character of
adjacent buildings and signs.
F. The site is physically suitable for the proposed development
in that the site is indicated to be geologically
satisfactory for the type of development proposed in
locations as shown, and the site is in a good location
regarding public services and facilities.
BE IT FURTHER RESOLVED THAT THE Dublin Planning Commission
does hereby approve PA 90-065 Valley Dodge Site Development
Review for an additional internally illuminated wall sign as
shown on the plans labeled Exhibit A, stamped approved and on
file in the Dublin Planning Department, consisting of one sheet
prepared by Barber Sign Co., Inc., submitted to the Planning
Department on August 2, 1990, and subject to the following
conditions of approval.
CONDITIONS OF APPROVAL:
Unless stated otherwise, all Conditions of Approval shall be
complied with prior to the issuance of building permits or
establishment of use, and shall be subject to Planning Department
review and approval.
1. PA 90-065 Site Development Review is approved for one
internally illuminated, channel letter, "Truck Center" wall
mounted sign, which shall generally conform to the
following:
a. Primary Frontage: South Elevation
b. Maximum Letter Height: 24 inches
c. Maximum Sign Length: 21.5 feet
d. Maximum Sign Area: 43 square feet
Note: All existing wall signs on-site shall remain
consistent with their previous approvals.

2. All signs are to be well maintained in an attractive manner
and in accordance with the approved plans. All indirect
light fixtures are to be glare shielded.
3. Any additional signage utilized on this site shall be
subject to review and approval by the Planning Department
prior to installation.
4. Any mounting holes from previous signs shall be repaired and
walls repainted prior to mounting the proposed signs.
5. Transformers, irrigation control boxes, utility meters,
valves and the like shall be enclosed in vaults, screened by
fencing or be painted out and landscaped as acceptable to
the Planning Department.
6. Building permits for the proposed signs shall be secured and
construction commenced within six (6) months after approval
of this application or said approval shall be void.
7. The "Dodge" freestanding sign is subject to all conditions
of the approved Conditional Use Permit for PA 90-065,
Planning Commission Resolution No. 90-056.
8. This use shall be subject to Zoning Investigator review and
determination as to compliance with the conditions of
approval.
9. This permit shall be revocable for cause in accordance with
Section 8-90.3 of the Dublin Zoning Ordinance. Any
violation of the terms or conditions of this permit shall be
subject to citation.
PASSED, APPROVED AND ADOPTED this 17th day of September,
1990.
