DUBLIN PLANNING COMMISSION PROCEDURES SUMMARY
WELCOME to the Dublin Planning Commission meeting. The Planning Commission is made
up of five Dublin residents who have volunteered their services to the community. They
were appointed by the Dublin City Council. The Planning Commission encourages and
appreciates participation by Dublin residents. Regular meetings of the Planning
Commission are held on the first and third Mondays of each month in the Dublin Library
Meeting Room, 7606 Amador Valley Boulevard, Dublin.
TIME: Planning Commission meetings begin at 7:30 p.m. No new public hearing item will
begin after 10:30 p.m., and the meetings will be adjourned by 11:00 p.m., except
under unusual circumstances where the Commission votes to hear the item or to extend
the meeting for 30-minute increments.
ITEMS NOT ON THE AGENDA: No action shall be taken on any item not appearing on the
posted agenda unless: 1) the Planning Commission determines by majority vote that an
emergency situation exists, as defined in the Government Code 2) the Planning
Commission determines by a two-thirds vote, or by a unanimous vote if only three
members are present, that the need to take action arose after the agenda was posted;
or 3) the item was included in a posted agenda for a prior meeting held within five
(5) calendar days and was continued to the current meeting.
ORDER OF PRESENTATION: After the Chairperson opens the public hearing on an item, the
order of presentation will be as follows:
1) Summary Presentation by Planning Staff
2) Questions by Planning Commission
3) Comments by Applicant
4) Comments by Others in Favor
5) Comments by Those in Opposition
6) Rebuttal by Applicant if Necessary
7) Additional Comments by Staff as Appropriate
The hearing is then closed and the item turned over to the Commission for discussion
and action. The audience is not permitted to make any further comments unless
invited by the Planning Commission.
PUBLIC COMMENTS UNDER ORAL COMMUNICATIONS: Any citizen desiring to speak on an item not
scheduled on the agenda may do so under Oral Communications at the beginning of the
meeting. After receiving recognition from the Chairperson, please state your name
and address, then proceed with your comments. When an item not on the agenda is
raised by a member of the public, the matter shall be deemed automatically referred
to Staff unless the Planning Commission determines to take action as outlined in the
section above entitled ITEMS NOT ON THE AGENDA.
PUBLIC COMMENTS ON A HEARING ITEM: On a public hearing or other scheduled item, the
Chairperson will ask the audience for its comments, first from those in favor, then
from those in opposition. After receiving recognition from the Chairperson, please
state your name and address, then proceed with your comments.
The Planning Commission wants to hear all citizen concerns. Each new speaker is
asked to be brief, add new information, and not repeat points which previous speakers
have made. The Planning Commission is particularly interested in the specific
reasons why the speaker is for or against an item.
Applause and other demonstrations are prohibited during public hearings. Such
demonstrations tend to intimidate those in the audience who may have valid but
opposing viewpoints.
The Chairperson maintains the discretion to request the use of Speaker Slips and to
limit comments. Anyone who does not want to speak may write comments on the Speaker
Slip and turn it into the Planning Commission while the public hearing is still open.
SMOKING CONTROL: Please do not smoke during the Planning Commission meeting.
ITEM WITHOUT APPLICANT: If the applicant or representative fails to attend the public
hearing concerning their item, the Planning Commission may take action to deny,
continue, or approve the item. The item may be considered for continuance upon

APPLICABLE REGULATIONS:
Section 8-48.2 Conditional Uses C-1 District, permits service station
Type A subject to approval of Conditional Use Permit.
Section 8-65.1 establishes restrictions and limitations placed on Type A
service stations.
Section 8-94.0 states that conditional uses must be analyzed to
determine: 1) whether or not the use is required by the public need; 2)
whether or not the use will be properly related to other land uses,
transportation and service facilities in the vicinity; 3) whether or not the
use will materially affect the health or safety of persons residing or working
in the vicinity; and 4) whether or not the use will be contrary to the
specific intent clauses or peformance standards established for the district
in which it is located.
Section 8-94.4 states the approval of a Conditional Use Permit may be
valid only for a specified term, and may be made contingent upon the
acceptance and observance of specified conditions, including but not limited
to the following matters:
a) substantial conformity to approved plans and drawings;
b) limitations on time of day for the conduct of specified activities;
c) time period within which the approval shall be exercised and the proposed
use brought into existence, failing which, the approval shall lapse and be
void;
d) guarantees as to compliance with the terms of the approval, including the
posting of bond;
e) compliance with requirements of other departments of the City/County
Government.
ENVIRONMENTAL REVIEW: The City proposes to adopt a Negative Declaration
of Environmental Significance which finds that
the proposed project will not have a significant
impact on the environment.
NOTIFICATION: Public Notice of the August 7, 1989, hearing was published
in The Valley Times, mailed to adjacent property owners, and posted in
public buildings.
ANALYSIS:
Chevron is requesting approval of a Conditional Use Permit to allow the
continued operation of the existing service station with the addition of a 920
square foot 24-hour "Food Mart". A Site Development Review for a new
building, canopy and service station display and canopy signs is also being
requested.
The Applicant's proposal would permit the operation of a retail
convenience market in connection with a self-service gasoline service station
with three pump islands, self-serve air/water station, restroom/utility
building and eight parking spaces. (Each pump island contains two 3-nozzle
pumps).

The existing station was constructed in 1965. The site has received
numerous sign permits and variances over the years. As part of this proposal,
all existing signage, as well as the existing structures, pump islands and
canopy will be removed and replaced with the proposed project.
The proposed project is located in the C-1 (Retail Business) zoning
district. The proposed use is classified by the Dublin Zoning Ordinance as a
"Type A" Service Station which is a conditional use within the C-1 zoning
district. The proposed development is consistent with Section 8-65.1 of the
Zoning Ordinance regulating lot size square footage, lot cover and use of Type
A Service Stations within the City.
New signs have been reviewed by Staff and are in conformance with the
City's Sign Ordinance. The signage would include a new service station
display structure which includes the business name/logo and price information.
Also included would be signage on the building identifying the Food Mart.
Each side of the canopy would have a business identification sign.
The project site is located within the Land Use Development Zone 5 of
the Dublin Downtown Specific Plan. The proposed remodeling of the existing
service station with the increased amount of landscaping is considered an
upgrade of the existing facility and is consistent with the policies and
recommendations of the Downtown Specific Plan.
The Applicant's original submittal package was reviewed by the police
services, DRFA Fire Department, the City Engineer and the City's Traffic
Consultant for consistency with the City's development policies. As a result
of this review, the site plan was modified to accommodate parking spaces in
excess of Code requirements, upgraded architectural elevations, revised trash
enclosure locations and increased amounts of landscaping.
Upon Staff review, it was determined that the existing driveway
entrances closest to the San Ramon Road/Dublin Boulevard intersection should
be closed off. The concern, as expressed by the City's traffic engineer, is
that the driveway entrances are too close to the intersection and could result
in unsafe traffic conflicts. If cars slow or stop on San Ramon Road to enter
the service station, traffic turning left from Dublin Boulevard onto San Ramon
Boulevard could block the intersection or traffic turning right from Dublin
Boulevard onto San Ramon Boulevard will be watching on-coming traffic and not
notice traffic entering/exiting the service station. This conflict can be
reduced greatly by closing the existing driveways closest to the intersection
and widening the second intersection to a width of 45 feet to allow adequate
circulation within the subject property and allowing traffic to flow on San
Ramon Road and Dublin Boulevard.
RECOMMENDATION:
FORMAT: 1) Open public hearing and hear Staff presentation.
2) Take testimony from Applicant and the public.
3) Question Staff, Applicant and the public.
4) Close public hearing and deliberate.
5) Adopt resolutions relating to PA 89-063 Chevron Conditional
Use Permit and Site Development Review, or give Staff and
Applicant direction and continue the matter.
ACTION: Staff recommends the Planning Commission adopt the following draft
resolutions relating to PA 89-063:
1) adopting the Negative Declaration (Exhibit B)
2) approving the Conditional Use Permit and Site Development
Review (Exhibit C)

A RESOLUTION OF THE PLANNING COMMISSION
OF THE CITY OF DUBLIN
ADOPTING A NEGATIVE DECLARATION OF ENVIRONMENTAL SIGNIFICANCE FOR
PA 89-063 CHEVRON USA CONDITIONAL USE PERMIT AND
SITE DEVELOPMENT REVIEW - 7007 SAN RAMON ROAD
WHEREAS, Robert H. Lee & Associates, on behalf of Chevron USA, Inc. ,
filed applications requesting Conditional Use Permit and Site Development
Review approvals of a new service station and 24-hour mini-market to replace
the existing service station located at 7007 San Ramon Road, more specifically
APN 941-305-7; and
WHEREAS, the California Environmental Quality Act (CEQA) , together with
the State guidelines and City environmental regulations, require that certain
projects be reviewed for environmental impact and that environmental documents
be prepared; and
WHEREAS, an initial study was conducted finding that the project, as
proposed, would not have a significant effect on the environment; and
WHEREAS, a Negative Declaration has been prepared for this application;
and
WHEREAS, the Planning Commission did review and consider the Negative
Declaration at a public hearing on August 7, 1989.
NOW, THEREFORE, BE IT RESOLVED THAT THE Dublin Planning Commission does
hereby find that:
1. That the Conditional Use Permit and Site Development for the
project PA 89-063 will not have a significant effect on the environment.
2. That the Negative Declaration has been prepared and processed in
accordance with State and local environmental laws and guideline regulations.
3. That the Negative Declaration is complete and adequate
PASSED, APPROVED AND ADOPTED this 7th day of August, 1989.

A RESOLUTION OF THE PLANNING COMMISSION
OF THE CITY OF DUBLIN
APPROVING PA 89-063 CHEVRON SERVICE STATION/CONVENIENCE MART CONDITIONAL USE
PERMIT/SITE DEVELOPMENT REVIEW - SIGNS, 7007 SAN RAMON ROAD
WHEREAS, Robert H. Lee & Associates Civil Engineers (Applicant) and
Chevron, USA (Owners) request approval of a Conditional Use Permit to allow
service station/convenience store and Site Development Review for new signs at
7007 San Ramon Road; and
WHEREAS, Section 8-48.2 of the adopted City of Dublin Zoning Ordinance
requires approval of a Conditional Use Permit for the operation of a Type A
Service Station; and
WHEREAS, the Planning Commission held a public hearing on said
application on August 7, 1989; and
WHEREAS, the application has been reviewed in accordance with the
provisions of the California Environmental Quality Act and a Negative
Declaration has been adopted (Planning Commission Resolution No. 89 -
for this project as it will have no significant effect on the environment; and
WHEREAS, proper notice of said public hearing was given in all respects
as required by law; and
WHEREAS, the Staff Report was submitted recommending that the application
be conditionally approved; and
WHEREAS, the Planning Commission heard and considered all said reports,
recommendations and testimony hereinabove set forth; and
WHEREAS, the proposed land use, if conditionally approved, is appropriate
for the subject property in terms of being compatible to existing land uses in
the area and will not overburden public services.
NOW, THEREFORE, BE IT RESOLVED THAT THE Dublin Planning Commission does
hereby find that:
a. Continued use of the existing Type A service station with the addition of
a convenience market provides for the public need to provide a range of
services for the community.
b. The uses will be properly related to other land uses, and transportation
and service facilities in the vicinity, as the proposed uses of the
building are compatible when compared to the type and nature of
operations typically found in retail business district areas and the uses
currently in operation in the immediate vicinity.
c. The uses will not materially adversely affect the health or safety of
persons residing or working in the vicinity, or be materially detrimental
to the public welfare or injurious to property or improvements in the
neighborhood, as all applicable regulations will be met.
d. The uses will not be contrary to the specific intent clauses or
performance standards established for the District in which it is to be
located in that the use, as proposed, is the remodeling of the existing
use for the site, and is consistent with the character of the surrounding
area as well as the retail business district.
e. The approval of the Conditional Use Permit will be consistent with the
Dublin General Plan and Downtown Specific Plan.
f. All provisions of Section 8-95.0 through 8-95.8, Site Development Review
of the Zoning Ordinance, are complied with.
g. Consistent with Section 8-95.0, this project will promote orderly,
attractive, and harmonious development, recognize environmental
limitations on development; stabilize land values and investments: and

promote the general welfare by preventing establishment of uses or
erection of structures having qualities which would not meet the specific
intent clauses or performance standards set forth in the Zoning Ordinance
and which are not consistent with their environmental setting.
h. The approval of the project as conditioned is in the best interest of the
public health, safety and general welfare.
i. General site considerations, including site layout, orientation, and the
location of buildings, vehicular access, circulation and parking,
setbacks, height, public safety and similar elements have been designed
to provide a desirable environment for the development.
j. General architectural considerations, as modified by the Conditions of
Approval, including the character, scale and quality of the design, the
architectural relationship with the site and other buildings, building
materials and colors, screening of exterior appurtenances, exterior
lighting, and similar elements have been incorporated into the project in
order to insure compatibility of this development with its design concept
and the character of adjacent buildings and uses.
BE IT FURTHER RESOLVED THAT THE Planning Commission does hereby
conditionally approve said Conditional Use Permit/Site Development Review
application as shown by materials labeled Exhibit A (Site Plan and Elevations
dated received July 28, 1989) attached and on file with the Dublin Planning
Department, subject to the following conditions:
1. General conditions of the convenience food store - Type A service station
shall be as generally depicted on the site and floor plans and as
described by the Applicant's written statement, collectively submitted
with the application and dated received August 1, 1989. All plans shall
be subject to final review and approval by the Planning Director prior to
the issuance of a building permit and shall be subject to the conditions
listed below.
2. This Conditional Use Permit approval shall be valid for a period of three
(3) years until August 17, 1992, at which time the Applicant may request
an administrative extension for an additional two (2) years from the
Planning Director provided such written request is made prior to the
permit expiration date and upon determination that the conditions are
being complied with and remain adequate to ensure that the stated
findings will continue to be met.
3. The Applicant shall submit a site plan, elevations, and a landscape and
irrigation plan prepared and signed by an architect, a landscape
architect, or a licensed civil engineer prior to issuance of building
permits. Said plans shall be subject to Planning Director's review and
approval.
4. No loudspeakers or amplified music shall be permitted outside the
enclosed building. All activities associated with the food convenience
store shall be conducted entirely within the enclosed building.
5. All signs established at this site shall be as shown on Exhibit A. Any
modification shall be subject to the provisions of the City Sign
Ordinance.
6. A minimum of one 40-gallon all-weather trash can shall be provided in
front of the Food Mart.
7. A minimum of eight (8) on-site parking spaces shall be provided.
Continuous concrete curbing is required for all parking stalls. All
parking spaces shall be double striped.
8. The Applicant shall eliminate both existing driveway cuts nearest to the
Dublin Boulevard/San Ramon Road intersection and construct public
improvements along Dublin Boulevard and San Ramon Road consistent with
the Dublin Boulevard Specific Plan Study as shown on Exhibit A, as
submitted by the Applicant, and is subject to review and approval of the
Dublin City Engineer.

9. The Applicant shall comply with the City of Dublin Site Development
review Standard Conditions (Attachment 3) and the City of Dublin Police
Services Standard Commercial Building Security Recommendations
(Attachment 4).
ARCHAEOLOGY
10. If, during construction, archaeological remains are encountered,
construction in the vicinity shall be halted, an archaeologist consulted,
and the City Planning Department notified. If, in the opinion of the
archaeologist, the remains are significant, measures, as may be required
by the Planning Director, shall be taken to protect them.
ARCHITECTURAL
11. Exterior colors and materials, particularly the architectural trimwork,
for the new structure shall be subject to final review and approval by
the Planning Director. All ducts, meters, air conditioning equipment,
and other mechanical equipment on the structure shall be effectively
screened from view with materials architecturally compatible with the
main structure subject to review and approval of the Planning Director.
DRAINAGE
12. A grading, drainage, and improvement plan shall be prepared by the
Applicant and shall be submitted for review and approval by the City
Engineer.
13. Roof drains shall empty into approved dissipating devices. Roof water,
or other concentrated drainage, shall not be directed onto adjacent
properties, sidewalks, or driveways.
14. Where storm water flows against a curb, a curb with gutter shall be used.
The flow line of all asphalt paved areas carrying waters shall be slurry
sealed at least three feet on either side of the center of the swale.
15. Downspouts shall drain through the curbs of the concrete walks around
buildings.
DEBRIS/DUST/CONSTRUCTION ACTIVITY
16. Measures shall be taken to contain all trash, construction debris, and
materials on-site until disposal off-site can be arranged. The Applicant
shall keep adjoining public streets free and clean of project dirt, mud,
and materials during the construction period. The Applicant shall be
responsible for corrective measures at no expense to the City of Dublin.
Areas undergoing grading, and all other construction activities, shall be
watered, or other dust-palliative measures used, to prevent dust, as
conditions warrant.
FIRE PROTECTION
17. The Applicant shall comply with all applicable DRFA Fire Department
requirements, including, but not limited to:
a. The Applicant shall remove all existing underground tanks prior to
commencing operation of the use.
b. Fire extinguishers shall be located within a travel distance of 75
feet. These extinguishers shall be of a 2A-10BC type.
c. DRFA Fire Department shall be notified prior to removal of
underground tanks. DRFA Fire Department shall be present at
removal of said tanks.
18. Prior to issuance of building permits, the Applicant shall supply written
confirmation that the requirements of the DRFA Fire Department have been,
or will be, met.

GRADING
19. Grading shall be completed in compliance with the construction grading
plans and the soil engineering recommendations as established by a Soil
and Foundation Study prepared for this project (subject to review and
approval by the City Engineer). The report shall discuss the compaction
of soil under the proposed structures.
20. A comprehensive geologic and soils report shall be prepared by a licensed
geologist, identifying any geologic or soils hazard zones, appropriate
mitigation measures and other recommendations.
IMPROVEMENT PLANS, AGREEMENTS, AND SECURITIES
21. The parking and driveway surfacing shall be asphalt and concrete paving.
The project's Soils Engineer's structural pavement design shall be
subject to review and approval by the City Engineer.
22. The Applicant shall enter into an Improvement Agreement with the City for
any public improvements. Complete improvement plans, specifications, and
calculations shall be submitted to, and reviewed by, the City Engineer
and other affected agencies having jurisdiction over public improvements
prior to execution of the Improvement Agreement. All required
securities, in an amount equal to 100% of the approved estimates of
construction costs of improvements, and a labor and material security,
equal to 50% of the construction costs, shall be submitted to and
approved by, the City and affected agencies having jurisdiction over
public improvements, prior to execution of the Improvement Agreement.
23. An encroachment permit shall be obtained from the City Engineer for any
work done within the public right-of-way where this work is not covered
under the improvement plans.
24. A grading, drainage, and improvement plan shall be submitted to the City
Engineer for review and approval.
25. The existing concrete gutters at the back of sidewalk, catch basins, and
pipes through the curb shall be cleaned, repaired, or replaced as
necessary to function properly as required by the City Engineer.
LANDSCAPING AND IRRIGATION PLANS
26. A detailed Landscape and Irrigation Plan (at 1 inch — 20 feet or larger),
along with a cost estimate of the work and materials proposed, shall be
submitted for review and approval by the Planning Director. Landscape
and Irrigation Plans shall be prepared and signed by a licensed landscape
architect.
27. Landscape Plans shall indicate the general plant pallette with
description of plant type, growth rate, and container size at planting.
28. The Developer/Owner shall sign and submit a copy of the City of Dublin
Landscape Maintenance Agreement (Attachment 5).
29. Planting and Maintenance Specifications shall be prepared and submitted
to the Planning Director for review and approval.
30. Landscaping at driveways and at the intersection of Dublin Boulevard and
San Ramon Road shall be such that sight distance is not obstructed.
Except for trees, landscaping shall not be higher than 30" above the curb
in these areas.
LIGHTING
31. Exterior lighting shall be of a design and placement so as not to cause
glare onto San Ramon Road or Dublin Boulevard or onto adjoining
properties. Lighting used after daylight hours shall be adequate to
provide for security needs. Photometrics and lighting plan for the site
shall be submitted to the Planning Department and the Dublin Police
Services for review and approval prior to the issuance of building
permits

MISCELLANEOUS
32. The Applicant shall comply with all applicable building code
requirements, including Title 24 relating to handicapped parking
requirements.
33. The detailed design, placement, and construction materials of the on-site
trash enclosure area shall be subject to review and approval by the
Livermore-Dublin Disposal Service and the Planning Department prior to
the issuance of building permits. Concrete apron pads in front of each
trash enclosure area shall be supplied with the design and location of
the aprons subject to review and approval by the Planning Department and
the Livermore-Dublin Disposal Service.
34. All improvements shall be installed as per the approved landscaping and
irrigation plans and the drainage and grading plans prior to the release
of occupancy of the new structure.
35. The Applicant shall secure all applicable building and demolition permits
from the City Building Department prior to commencing work on the site.
36. The Applicant shall submit a demolition plan for the existing service
station, to the Alameda County Health Care Services Hazardous Materials
Program for review and approval. Said plan shall include removal of the
underground tanks, lab analysis of soils under the tanks, and a plan for
correction if the soil under the tanks is found to be contaminated.
Plans for installation of any underground fuel tanks shall be reviewed
and approved by the Alameda County Hazardous Materials Program office
prior to installation.
37. Prior to the issuance of building or demolition permits, the Applicant
shall supply written confirmation that the requirements of the Alameda
County Health Care Services Hazardous Materials Program have been or will
be met.
38. This approval supersedes all other conditional use permits approvals for
the site.
39. The Conditional Use Permit shall be void if any of the terms or
conditions of approval are violated. Any violation of the terms or
conditions of the permit shall be subject to citations.
40. This permit shall be revocable for cause in accordance with Section 8-
90-3 of the Dublin Zoning Ordinance.

Chevron USA, Inc. proposes a reconstruction of the petroleum
fueling facility at the above noted location. This reconstruction
will include demolition of the older/outdated Chevron station and
construction of a new/modern service station.
As part of the reconstruction, Chevron will be removing the old
underground petroleum storage tanks and piping and replacing these
with the newest environmentally safe underground tanks, piping and
monitoring systems.
The finished product will see a highly efficient, safe, modern,
petroleum fueling facility including a 20'-5" x 46'-8" sales
building and aesthetically pleasing landscaped grounds.
This new Chevron service station will provide many benefits to the
con¢nunity. For the consumer, it will provide twenty-four hour
service with convenient fueling, and the staple items offered in
the sales building. The surrounding area will be enhanced by the
"new look" service station, adding to the value and beauty of the
area.

CITY OF DUBLIN
SITE DEVELOPMENT REVIEW STANDARD CONDITIONS
All projects approved by the City of Dublin shall meet the following standard
conditions unless specifically exempted by the Planning Department.
1. Final building and site development plans shall be reviewed and approved
by the Planning Department staff prior to the issuance of a building
permit. All such plans shall insure:
a. That standard commercial or residential security requirements as
established by the Dublin Police Department are provided.
b. That ramps, special parking spaces, signing, and other appropriate
physical features for the handicapped, are provided throughout the
site for all publicly used facilities.
c. That continuous concrete curbing is provided for all parking
stalls.
d. That exterior lighting of the building and site is not directed
onto adjacent properties and the light source is shielded from
direct offsite viewing.
e. That all mechanical equipment, including electrical and gas
meters, is architecturally screened from view, and that electrical
transformers are either undergrounded or architecturally screened.
f. That all trash enclosures are of a sturdy material (preferably
masonry) and in harmony with the architecture of the building(s).
g. That all vents, gutters, downspouts, flashings, etc., are painted
to match the color of adjacent surface.
h. That all materials and colors are to be as approved by the Dublin
Planning Department. Once constructed or installed, all
improvements are to be maintained in accordance with the approved
plans. Any changes which affect the exterior character shall be
• resubmitted to the Dublin Planning Department for approval.
i. That each parking space designated for compact cars be identified
with a pavement marking reading "Small Car Only" or its
equivalent, and additional signing be provided if necessary.
j. That all exterior architectural elements visible from view and not
detailed on the plans be finished in a style and in materials in
harmony with the exterior of the building.
k. That all other public agencies that require review of the project
be supplied with copies of the final building and site plans and
that compliance be obtained with at least their minimum Code
requirements.
2. Final landscape plans, irrigation system plans, tree preservation
techniques, and guarantees, shall be reviewed and approved by the Dublin
Planning Department prior to the issuance of the building permit. All
such submittals shall insure:
a. That plant material is utilized which will be capable of healthy
growth within the given range of soil and climate.
b. That proposed landscape screening is of a height and density so
that it provides a positive visual impact within three years from
the time of planting.
c. That unless unusual circumstances prevail, at least 75% of the
proposed trees on the site are a minimum of 15 gallons in size,
and at least 50% of the proposed shrubs on the site are minimum of
5 gallons in size.
d. That a plan for an automatic'irrigation system be provided which
assures that all plants get adequate water. In unusual
circumstances, and if approved by Staff, a manual or quick coupler
system may be used.
e. That concrete curbing is to be used at the edges of all planters
and paving surfaces.
f. That all cut and fill slopes in excess of 5 feet in height are
rounded both horizontally and vertically.
g. That all cut and fill slopes graded and not constructed on by
September 1, of any given year, are hydroseeded with perennial or
native grasses and flowers, and that stock piles of loose soil
existing on that date are hydroseeded in a similar manner.
h. That the area under the drip line of all existing oaks, walnuts,
etc., which are to be saved are fenced during construction and
grading operations and no activity is permitted under them that
will cause soil compaction or damage to the tree.
i. That a guarantee from the owners or contractors shall be required
guaranteeing all schrubs and ground cover, all trees, and the
irrigation system for one year.
j. That a permanent maintenance agreement on all landscaping will be
required from the owner insuring regular irrigation, fertilization
and weed abatement.
3. Final inspection or occupancy permits will not be granted until all
construction and landscaping is complete in accordance with approved
plans and the conditions required by the City.
CITY OF DUBLIN
POLICE SERVICES
STANDARD COMNIIRCIAL BUILDING CuCURITY RECONMENDATIONS
I. DOORS
All exterior doors are to be constructed as follows:
a) Wood doors shall be of solid core construction, no less than 1-3/4
inches thick.
b) Auxiliary locks are to be added to each door and shall be double
cylinder, one inch, throw deadbolt or equivalent burglary resistant
locks where permitted by the Building and Fire Cr es. The cylinders
are to be protected by cylinder ring guards so they cannot be gripped
by pliers or other wrenching devices.
c) In-swinging doors shall have rabbited jambs, or alternate means of
strengthening.
d) Exterior hinges shall have non-removable hinge pins.
e) Exterior and interior garage out-swinging doors shall have non-
removable, hidden or non-accessible hinge pins.
f) Doors with glass panels and doors that have glass panels adjacent to
the door frame shall be secured with ironwork or steel grills of at
least 1/8th inch material or 2 inch mesh secured on the inside of the
glazing.
g) All exterior doors, excluding front doors, shall have a minimum of
40 watt bulb over the outside of the door. Such bulb shall be
directed onto the door surfaces by reflectors.
h) The strike is to be a wrought box strike, or equivalent.
i) Sliding glass doors: All sliding glass doors shall be equipped with a
locking device that shall engage the strike sufficiently to prevent its
being disengaged by any possible movement of the door within the space
or clearances provided for installation and operation. The bolt and
strike shall be reinforced by hardened material so as to prevent their
separation by pulling, prying or similar attack. Tne locking device
function may be operable by a keyed or coded lock inside and out as
permitted by the Fire Department or Building Codes.
Double sliding glass doors shall be locked at the meeting rail.
II. WINDOWS
A. All accessible rear and side glass windows shall be secured as follows:
1) Any accessible window shall be secured on the inside with a
locking device capable of withstanding prying or wrenching.
2) Louvered windows shall not be used within eight feet of ground
level, adjacent structures, or fire escapes.

B. Accessible-Transans
All exterior transoms exceeding 8" x 12" on the side and rear
of any building or premise used for business purposes shall be
protected by one of the following:
1) Outside iron bars of at least 1/8" material spaced no more than
2" apart.
2) Outside iron or steel grills of at least 1/8" material, but not
more than 2" mesh.
3) The window barrier shall be secured with bolts, the rounded
or flush head on the outside.
4) Wire hung glass with positive locking devices.
III. ROOF OPENINGS
A. All glass skylights on the roof of any building or premises used
for business purposes shall be provided with:
1) Iron bars of at least 1/8" material spaced no more than 2" apart
under the skylight and securely fastened as in B-3.
2) A steel grill of at least 1/8" material of 2" mesh under the
skylight and securely fastened as in B-3.
3) Other skylight protection of approved design.
B. All hatchway openings on the roof of any building or premises used
for business purposes shall be secured as follows:
1) If the hatchway is of wooden material, it shall be covered on
the inside with at least 16 guage sheet steel or its equivalent
attached with screws at 6".
2) The hatchway shall be secured frau the inside with a slidehar
or slide bolts. The use of croschar or padlock must be
approved by the Fire Marshal.
3) Outside hinges on all hatchway openings shall be provided with
non-removable pins when using pin-type hinges.
C. All air duct or air vent openings exceeding 8" x 12" on the roof
or exterior walls of any building or premise used for business
purposes shall be secured by covering the same with either of the
following:
1) Iron bars of at least 1/2" round or 1" x 1/4" flat steel
material, spaced no more than 5" apart and securely fastened
as in i f 13-3.
2) A steel grill of at least 1/8" material of 2" mesh and securely
fastened as in CZ 13-3.

STANDARD PLANT MATERIAL, IRRIGATION SYSTEM AND MAINTENANCE
AGREEMENT
I (property owner) do hereby
agree that all plants (trees, shrubs and ground cover) will be
installed in accordance with the City of Dublin' s approved
landscape plan for (name of

• (address ) . All plants will be replaced in kind as per the
approved plan at such time as they are found to be missing,
diseased, damaged, or dead, for at least one (1) year from the
date of their installation.
I further agree that all plants will henceforth be irrigated,
fertilized, weeded and tended on a regular basis such that they
will maintain a healthy and weedfree appearance.
I further agree that the irrigation system will be installed
according to the irrigation plans as approved by the City of
Dublin, and that said system will be kept in good working order
for at least one ( 1) year from the date of the landscaping
installation.
This agreement is binding against this and all property owners
of record.
