In accordance with State Law, no action or discussion may take place on any item not appearing on the posted agenda. The Committee may respond to statements made or questions asked, or may request Staff to report back at a future meeting concerning the matter. Any member of the public may contact the Recording Secretary’s Office related to the proper procedure to place an item on a future Youth Advisory Committee agenda. The exceptions under which the Committee MAY discuss and/or take action on items not appearing on the agenda are contained in Government Code Section 54954.2(b)(1)(2)(3). 4. CONSENT CALENDAR Consent Calendar items are typically non-controversial in nature and are considered for approval by the Youth Advisory Committee with one single action. UNFINISHED BUSINESS 5.1 2025-26 Youth Advisory Committee Workplan and Ad-Hoc Committee Appointments The Youth Advisory Committee will review and approve the 2025 -26 Youth Advisory Committee Work Plan and assign committee members to serve on ad-hoc committees. STAFF RECOMMENDATION: Approve the 2025 -26 Youth Advisory Committee Work Plan and appoint committee members to serve on ad-hoc committees. Staff Report 6. NEW BUSINESS 6.1 Discussion of Volunteer Assignments at Fall and Winter Special Events The Committee will discuss volunteer assignments for upcoming events, including Splatter, Harvest Fair, Ghosts of Dublin, Floating Pumpkin Patch, and Holiday Tree Lighting. STAFF RECOMMENDATION: Assign no less than four Committee members to volunteer shifts at the following events: Splatter, Harvest Fair, Ghosts of Dublin, Floating Pumpkin Patch, and Holiday Tree Lighting. Recreation Supervisor, Ivan San Pedro, called for a break in the meeting at 4:45 PM. Recreation Coordinator, Shalini Reddy, called the meeting back to order at 4:57 PM. 2.3) 2025-26 Youth Advisory Committee Team Building Activities The Committee participated in a variety of team building activities. 3) PUBLIC COMMENT – None. 4) CONSENT CALENDAR 4.1) Approved the May 14, 2025, Youth Advisory Committee Regular Meeting Minutes. On a motion by Committee Member KarurParekh, seconded by Alternate Committee Member Balakavi, and by a unanimous vote, the Committee adopted the Consent Calendar. DESCRIPTIO N: Background Each year, the Youth Advisory Committee (YAC) establishes a work plan for its term of service. A work plan serves as a guide for accomplishing goals and objectives during a specific period. The Committee discussed and established goals for the 2025-26 work plan at its regular meeting on June 11, 2025. However, the work plan was not formally approved at that time. At this meeting, the Committee will consider and take formal action to approve the 2025 -26 work plan. The work plan should remain within the purview of the Committee, as stated in the Bylaws and Rules of Procedure, Article VIII, Section 1: Provide input on youth services and programming to the Parks and Community Services Commission, City Council and to City Staff, address issues that affect youth in the community, assist with the promotion and implementation of youth activities, generate an STAFF REPORT Youth Advisory Committee Agenda Item 5.1 8 Page 2 of 6 annual report on the progress of the Youth Advisory Committee. Additionally, some work plan items may involve the use of an Ad-Hoc committee to support planning and implementation. As part of work plan approval, the YAC will appoint four to six committee members to serve on Ad-Hoc Committees. 2025-26 Draft Work Plan Work Plan Goal #1 – Explore a Collaborative Virtual Event with Wicklow, Ireland’s Youth Advisory Committee  Collaboratively explore and begin planning a new youth-focused virtual event in partnership with Wicklow, Ireland’s Youth Advisory Committee. This potential event aims to promote cultural exchange, global youth engagement, and strengthen the sister city relationship, while addressing the interests and needs of young people in Dublin. o Objective 1.1 - Initiate discussions on the concept of a joint virtual event with Wicklow’s Youth Advisory Committee during the August 2025 YAC Meeting. o Objective 1.2 - Appoint four members to an ad-hoc committee to lead planning efforts. o Objective 1.3 - Brainstorm event themes, formats, and potential goals that align with both cities' youth interests and evaluate their feasibility. o Objective 1.4 - Share preliminary ideas with Wicklow’s Youth Advisory Committee and begin informal collaborative dialogue. o Objective 1.5 - Continue coordination and planning of the potential event, including roles, communication, and concept development. o Objective 1.6 - Develop a general planning timeline and list of action items, without finalizing specific dates, to guide ongoing collaboration and future updates. Work Plan Goal #2 - Youth Mini-Grant Program  Offer the Youth Mini-Grant Program to Dublin-based youth organizations/clubs and programs that provide performing arts, multicultural awareness, or other youth- related activities.  All members must participate in reviewing applications. o Objective 2.1 - Advertise and begin accepting applications for the program on September 2, 2025, to Dublin Unified School District (DUSD) high and middle schools, Quarry Lane School, Valley Christian Schools, and Dublin-based youth organizations. o Objective 2.2 - Accept applications through the end of September. o Objective 2.3 - Review applications and receive applicant presentations. o Objective 2.4 - Present mini-grant recipient recommendations to the Parks and Community Services Commission and forward them to the City Council for final approval. Work Plan Goal #3 – Youth Mental Health Forum  Plan and implement a mental health forum for Dublin middle and high school youth. Panelists will include school counselors and local therapists who work with youth to 9 Page 3 of 6 provide an overview of mental health issues and coping strategies. The forum may include students who have experienced mental health issues and wish to share their stories. o Objective 3.1 – Appoint four members to an ad-hoc committee to lead planning efforts. o Objective 3.2 – Secure the event’s location, date, and time. o Objective 3.3 – Develop event format, agenda, and timeline. o Objective 3.4 – Begin to solicit panelists and set a deadline to have a panel in place. o Objective 3.5 – Develop a marketing plan, including a flyer and social media posts. Advertise the event to Dublin Unified School District high and middle schools, Quarry Lane School, Valley Christian Schools, and Dublin -based youth organizations. o Objective 3.6 – Prepare a survey for participants and ask for feedback from panelists and attendees at the conclusion of the event. o Objective 3.7 – Prepare and send thank you notes to all panelists and complete any follow-up within seven days following the event. o Objective 3.8 – Meet to review and provide feedback about the event. Discuss what went well and what improvements can be made. Present the findings to the YAC. Work Plan Goal #4 – KidVenture Night  Continue the development and enhancement of KidVenture Night, an engaging and interactive evening designed for elementary school-aged youth. This event aims to promote creativity, recreation, and social connection through themed activities led by the YAC. o Objective 4.1 – Review feedback from the previous year’s event and discuss areas for improvement. o Objective 4.2 – Appoint four members to an ad-hoc committee to lead planning efforts. o Objective 4.3 – Begin event planning by brainstorming potential themes and structure. o Objective 4.4 – Finalize the event timeline, theme, and program outline. o Objective 4.5 - Collaborate with Staff on logistics and promotional efforts. o Objective 4.6 - Execute KidVenture Night in early February 2026 (tentative), with YAC members actively facilitating the event. Work Plan Goal #5 – Benefit Concert  Plan and implement the 12th Annual Dublin Benefit Concert on April 23, 2026, at the Dublin Farmer’s Market. Acts will include Dublin-based youth and senior organizations/clubs and programs that provide performing arts, multicultural awareness, or other youth-related activities. The event benefits the Youth Fee Assistance Program. o Objective 5.1 – Establish the timeline and work plan for the event and appoint four members to an ad-hoc committee. o Objective 5.2 – Create an application for performers for Staff review. Solicit youth 10 Page 4 of 6 and senior performers from the DUSD high and middle schools, Quarry Lane School, Valley Christian Schools, City contracted youth and senior instructors, Dublin cultural arts businesses, and other venues where youth and senior artists perform. o Objective 5.3 – Review applications and select performers. o Objective 5.4 – Create an event flyer for Staff review and advertise it in the Spring Recreation Activity Guide, City website, City newsflash, and distribute by YAC members. o Objective 5.5 – Attend, emcee, and implement the 2026 Dublin Benefit Concert on April 23, 2026, at the Farmer’s Market in Emerald Glen Park. Work Plan Goal #6– Volunteer Hours  In addition to ad-hoc committees, Committee Members will be required to volunteer at a minimum of five City Events. o Splatter – 9/13/25 o Harvest Fair – 10/11/25 o Ghosts of Dublin – 10/24/25 -10/25/25 o Floating Pumpkin Patch – 10/25/2025 o Tri-Valley Teen Job Fair – Dates TBD o St. Patrick’s Day Celebration – 3/14-3/15/26 o Shamrock Fun Run – 3/15/26 o Spring Eggstravaganza – 4/18/2026 o Dublin Pride Volunteer Day – 4/25/2026 o Family Camp Outs – Dates TBD Work Plan Goal #7 – Annual Report  Generate an annual report highlighting the accomplishments of the YAC during the 2025-26 term.  Chairperson and Vice Chairperson will present the report to the Parks and Community Services Commission and the City Council. o Objective 7.1 - Chair and Vice Chairperson to create a PowerPoint presentation of the accomplishments of the 2025-26 YAC and provide Parks and Community Services Staff with the Annual Report presentation. o Objective 7.2 - Present the Annual Report at the April 2026 YAC meeting for YAC members to review and provide feedback. o Objective 7.3 - Present the Annual Report to the Parks and Community Services Commission and the City Council. FINANCIAL IMPACT: None. DESCRIPTION: City-wide events offered by Dublin’s Parks and Community Services Department rely on volunteers to make events successful. Volunteers complete various tasks, including helping with event setup, cleanup, coordination, and more. Members of the Youth Advisory Committee support these events by volunteering in various capacities. Volunteer shifts are typically 3-5 hours in duration. Splatter Splatter will be held at Emerald Glen Park on Saturday, September 13, 2025. The event features three stages: a diverse line-up of live music and dance ensembles, an evening concert, a community dance party under the stars, and a spectacular 250-drone show to close the event. Splatter also features classic carnival games and other activities for kids of all ages. Adults can sample fine wines from the Tri-Valley or enjoy a cold beer from local small- batch brewers. The event includes a diverse selection of local food vendors and select food trucks. Volunteer shifts are typically between 11 AM and 9 PM. Harvest Fair 14 Page 2 of 2 The 2025 Harvest Fair will take place on Saturday, October 11, at Heritage Park and Museums. Participants will enjoy an afternoon of old-fashioned fall fun with farm harvest activities, lively music, and seasonal foods. Revelers may also play in the hay and help harvest vegetables in the Farmyard, visit the Murray Schoolhouse to see exhibits on Dublin's Immigrant founders, or tour the 1910 Kolb House to see how a true farm family lived. Volunteer shifts are typically between 9 AM and 3 PM. Ghosts of Dublin The Ghosts of Dublin event will take place at Heritage Park on Friday, October 24, and Saturday, October 25, 2025. Participants take a flashlight tour through the Dublin Historic Cemetery, hear haunting stories of ghosts thought to be lurking in Dublin, see ghostly images of long-dead pioneers in Old St. Raymond Church, and peek inside the Kolb House. This event is recommended for ages eight and up. Volunteer shifts are typically between 6 PM and 11 PM. Floating Pumpkin Patch The Floating Pumpkin Patch will be held at The Wave on Saturday, October 25, 2025. Participants will enjoy swimming, pumpkin decorating, and games. Entry fee includes one pumpkin, decorating materials, and entry into recreation swim. Volunteer shifts are typically between 12 PM and 7 PM. Holiday Tree Lighting The annual Holiday Tree Lighting event kicks off the City of Dublin’s Holiday Celebrations and will take place on Thursday, December 4, 2025, at Civic Center. L ocal school choirs and bands set the stage with performances, leading up to the illumination of a 30-foot tree. The event will feature the Clover Express, arts and crafts, Letters to Santa, and a cozy booth serving hot chocolate and cookies. Volunteer shift hours are typically between 5 PM and 9 PM.
