FINANCIAL IMPACT: The City of Dublin Youth Mini-Grant Program is supported by the General Fund with $10,000 allocated for Fiscal Year 2025–26. DESCRIPTION: Background The Youth Advisory Committee (YAC) established the Mini-Grant Program in Fiscal Year 2012-13 to support youth organizations that offer programs for middle and high school students aside from those provided by the Parks and Community Services Department. Each year, Dublin-based youth organizations and clubs have an opportunity to apply for grant funding to assist in offering activities to the community, including performing arts, sports, multicultural awareness, health awareness, or other initiatives that support projects or programs benefiting Dublin youth. Funding is recommended annually by the Committee and awarded by the Dublin City Council to organizations or clubs that best meet the needs of Dublin youth. 4 Page 2 of 3 2025-26 Youth Mini-Grants The 2025-26 program application period was open from September 5 to October 1, 2025. By the deadline, a total of fifteen applications were submitted. Staff utilized the Mini-Grant Application Rating Sheet (Attachment 2) to evaluate the grant proposals, with the top 10 invited to present to the YAC to be considered for funding. IGNITE Pathways On October 8, 2025 during the regular YAC meeting, all applicants except Youth Empowerment in Military Careers presented their proposals. Due to an unforeseen absence and a misunderstanding of meeting attendance, the group did not have an opportunity to present. However, the YAC identified a funding surplus and expressed interest in hearing from the group before finalizing recommendations. A Special Meeting has been scheduled to allow Youth Empowerment in Military Careers to present their proposal, ensuring equitable consideration for all applicants. The Committee will review and rate the presentation using the Mini-Grant Application Rating Sheet (Attachment 2) and make a funding recommendation for City Council review and approval. Upon completion of their projects, grant recipients must submit a brief project report describing how funds were used and how many youth were impacted. Grantees are encouraged to include photos, testimonials, and promotional materials. Those who do not submit a report may not be considered for future Mini-Grants. Organization Description MANSE Minds is a youth led nonprofit organization dedicated to promoting mental health awareness, education, and peer support among teens. Founded in 2024, MANSE Minds empowers young people to prioritize their mental health, reduce stigma, and support peers through innovative programs. Our initiatives include Feel Better Kits (care packages), Feel It Fests (art program), Letters of Light, peer led Open Circles (youth led mental health workshops), and the Dear MANSE podcast, which together create opportunities for mental wellness, self expression, and community engagement. 2. Project Description and Benefit to Dublin Youth MANSE Minds proposes to expand our programs to Dublin youth through a series of mental health workshops, creative events, and supportive initiatives: ● Feel Better Kits: Care packages with journals, fidget toys, and mental health resources delivered to hospitals, foster care centers, and underserved communities. Through our international partners in India and Kenya, we also run fundraisers to support global youth wellness initiatives, teaching Dublin youth about empathy and global community engagement. ● Feel It Fests: Art focused events where youth can express emotions, reduce stress, and connect with peers through creativity.Usually once a month short free art classes. ● Letters of Light: Card making campaigns where teens write supportive messages for underserved youth, showcasing empathy and peer support. 9 ● Open Circles/Mental Health Workshops: Peer led discussions often featuring a guest speaker that provide safe spaces for youth to share experiences, learn coping strategies, and connect with resources. ● Dear MANSE Podcast: A youth led platform for mental health conversations, personal stories, and wellness education, reaching local and global audiences. These programs will directly benefit Dublin youth by promoting emotional resilience, peer support, creative expression, and global awareness. Students will gain tools to manage stress, build confidence, and participate in initiatives that make a meaningful impact locally and internationally. 3. We are requesting $1,000 from the YAC to fund our original teen-written musical, Desi Enough. This production will empower Dublin youth and help them express themselves, develop leadership and collaboration skills, and connect with the broader community through performance. These funds will directly support renting out a venue, costumes and props, set design, technical equipment, and marketing. By supporting this project, the YAC will help Dublin youth build confidence, community, and cultural awareness while staging an impactful production created entirely by teens. Our Organization KathaMunch Teens was created to give the kids and teens of Dublin a platform to tell their own stories. Our products are completely youth-driven: we handle writing, directing, acting music production/composition (one of our songs from our debut show won an award!), stage management, marketing, social media, tech, set design, and more. We’re guided by our adult sponsor who oversees what we do, but the decision-making and creative leadership rests entirely with teens. Since our founding, we’ve successfully staged Arabian Nights, which drew an audience of over 150 people and demonstrated that Dublin teenagers have the drive, vision, and talent to lead their own productions. During that production, however, we ran with a tight budget and timeframe, so this year we hope to be able to expand our reach a lot more and have an even larger audience since we’ll have more time and resources to promote our show. Upcoming Project Our upcoming musical, Desi Enough, takes place in an American high school and addresses an issue that resonates deeply with the youth of Dublin: the struggle of belonging and identity. While the story centers on South Asian American teens, the themes of navigating cultural differences, balancing family expectations, and discovering one’s place are universal. By providing a stage for the story of millions of immigrants around the country, we are not only 14 validating the experiences of immigrant youth but also encourage empathy and understanding across Dublin. Benefits for Dublin Desi Enough is a musical exploring themes of cultural identity, friendship, love, and self-discovery. The production blends comedy, drama, and music to tell the very real story of immigrant teenagers in America. Benefits to Dublin youth include: ● Leadership and Teamwork - Teenagers will take responsibility for all production roles, learning skills in collaboration, leadership, and problem-solving. ● Community Building - The performance will bring together Dublin residents to celebrate youth creativity and cultural diversity. ● Life Skills - Beyond just a show, this production will give lifelong skills such as confidence, leadership ability, and public speaking skills that will serve them for years to come. Budget (Use of Funds) We are requesting $1,000 to cover the following costs: costumes and props ($200), set design and materials ($300), technical equipment ($300), and marketing, outreach, and contingency ($200). Every dollar will be put towards our production to ensure a polished and professional performance. Proof of Fund Usage To maintain accountability, we will provide the Dublin Youth Advisory Committee with a detailed expense report with receipts, photos and videos from rehearsals and performances, and copies of promotional materials. Additionally, we would love to have the YAC come attend the show! Conclusion KathaMunch Teens exists to give Dublin youth a stage for their stories (hence the name - in Hindi, katha means “story”, and manch means “stage”). By funding Desi Enough, the YAC will directly support teen leadership, cultural expression, and community engagement. This grant will allow us to reach more youth, stage a professional production, and share the 15 struggles immigrant kids face every day. On a national level, the U.S. has withdrawn from the Paris Climate Agreement and has put into place multiple policies directed at decreasing environmental justice, clean energy, and EV usage. This has also included rescission of the Biden administration’s Executive Orders 13990 Protecting Public Health and the Environment and Restoring Science to Tackle the Climate Crisis and EO 14096 “A Government Wide Approach to Environmental Justice”, as well as rescission of unobligated funds to federal climate programs such as MERP, NEPA, and GGRF under the OBBBA (One Big Beautiful Bill Act). Furthermore, the EPA is currently in the process of repealing the 2009 Endangerment Finding, and has also closed OEJECR and environmental justice divisions in the 10 EPA regions, which has undoubtedly painted a grim future for the climate crisis. Therefore, we, as Emerald High’s first environmental club, firmly believe that we have to address these issues from a local standpoint, which starts with educating the next generation about environmental awareness is absolutely crucial. Environmental awareness extends beyond education– it must also include applicability, allowing students to believe the climate crisis is as much their responsibility as it is anyone else’s. One issue we observed and felt the need to address was the lack of a recycling program in our high school. Each classroom lacks a proper recycling bin, and piles of paper, bottles, and other recyclables fill up waste bins daily. Upon further research, we found out the following regulations relating to waste management and recycling in schools. As of January 2020, the City of Dublin had resumed its participation in the ACWMA Mandatory Recycling Ordinance, mandating that all businesses and institutions should “...provide containers and service of sufficient number, size and frequency for recyclable materials.” As a new school, we believe that our school should have these measures put into place as well. Additionally, CalRecycle, the California Department of Resources Recycling and Recovery, states that California’s Senate Bill 1383 (SB 1383) requires all schools to subscribe to recycling and organics recycling services and provide recycling containers alongside all trash containers. As part of the City of Dublin’s Climate Action Plan (CAP) 2030, DUSD has pledged to reduce its waste and organic 22 waste disposal by meeting the goals of the SB 1383. However, we did not see the presence of these measures and plans incorporated into our school. That is why we propose our project, Emerald High’s first ever school-wide student-led recycling program, both as an environmental measure for our school and a means of engaging students in helping the environment. Through our project, recycling bins will be implemented in almost every classroom, as well as throughout the cafeteria during lunch. During access periods, which are twice every week, members of our school are welcome to sign up to go from classroom to classroom to collect recyclables. They will do so by consolidating all the smaller recycling bins’ waste into larger recycling bins that are wheeled around campus, which will be collected weekly or biweekly by the Amador Valley Industries waste collection services. Our recycling program will not only involve students of Emerald High in making our campus a greener place and reducing waste, but it will also promote awareness and allow students to be involved with making a difference in their community. The presence of a just a simple recycle bin in the corner of the classroom serves as a gentle reminder to students of the Emerald High campus that every single action counts towards making our campus greener. Since Emerald High is a new school, we hope to set the precedent for future students at our school to value the environment in the midst of the climate crisis and make a lasting green impact on our school and school culture. Our proposed project requires the necessary funds from the Youth Advisory Committee Mini-Grant Program. Below is the outline for which we plan on allocating our funds. We require the necessary funds for classroom recycle bins, as well as additional large recycle bins that can be wheeled from class to class. Our school currently has around 60 used classrooms and staff rooms, and we request that each classroom have a small recycling bin. Each small recycling bin will be the “Rubbermaid Commercial Deskside Recycling Can, 7 Gallon, Blue”, purchased from supplier Costco, and with taxes and shipping costs factored in, we estimate that it’ll cost approximately $500. Additionally, we hope to purchase four large recycling bins, specifically the “Toter 32 Gallon Recycling Trash Can” from supplier ACE Hardware, at a cost of approximately $500, including taxes and shipping costs. 23 Additionally, maintenance costs, implementation costs, and other personal hygiene equipment will make our total required funds $1,500. To document our spending and finances, a financial report with receipts and incurred costs will be submitted to the Youth Advisory Committee every month, or upon further request. Lifestyle Medicine is aimed to show how lifestyle can benefit teens for the long-run and keep them healthier longer, building healthier habits. We want to show teens how to build and incorporate healthy and easy-to-perform habits that follow the 7 pillars of lifestyle medicine (diet, restorative sleep, stress relief, cognitive enhancement, gratitude and purpose, social connection, healthful nutrition, and movement) and then be able to take on these ideals and spread it to the other members of the Dublin community through events with the youth so that they can practice these habits and help others practice it as well to create a healthier Dublin overall. This wellness program will be carried out through workshops in Dublin during spring, and like stated, our first few workshops will focus on teens. The current statistics show that 40% of high school students experienced persistent feelings of sadness or hopelessness in a 2023 CDC survey, 80% aren’t eating enough fruits and vegetables, 85% of teenagers do not get enough physical activity, and around 32% of teens spend excessive time on screens. This series of activities can lead to serious issues in the future, most prominently heart conditions, with heart disease being one of the top killer worldwide and in the US. We also recognize these pillars are important for the youth, so we want to ensure that after we initiate these habits into the teenage community of Dublin, these ideas are spread overall. Workshops will focus on showing the 7 pillars of lifestyle medicine through guest speakers, activities where exercise, diet, stress relief, etc. is performed, partnerships with clubs that promote these ideals to form a community of leadership in Dublin that supports the 7 pillars, and finally, an event with the youth to teach these ideals to them now that we’ve formed a stronger youth community ready to make change. 27 We will be using the funds/grants to elevate our members’ experience with hands-on informative workshops containing: nutrition guides, professional guest speakers, and exercise equipment. Today, what started from distributing Our Dublin t-shirts has turned into a bigger conversation on how we can promote and represent our diverse campus and the cultures that shape our city. As Diversity Ambassadors, we execute our monthly cultural rallies, host Dubversity (a rally dedicated to showcasing each cultural club), and prioritize creating a welcoming and accepting space for our students and Dublin as a whole. The Diversity Ambassador Program will use the funds to initiate a new project and revive a previous one. This upcoming November we will be hosting the first ever One Dublin Day. We aim to celebrate our cultural clubs while promoting the intersection between various races, ethnicities, and religions. Most cultural clubs are only recognized on their designated month of celebration and Grady Day Rally, so we created this event to overcome this notion, because we believe our students deserve much more than just one rally to represent themselves. One Dublin Day is dedicated to sharing our cultures. And, we are building that bridge between not only Dublin High students but also Emerald High and Dublin middle schoolers. Our collaboration with different schools across Dublin and the Tri-Valley will provide beneficial networks for students to reach out to and become more involved in throughout their life. More importantly, our event will give them pride about who they are, which is key benefitting our city and their communities. Our second project will bring back our Diversity Ambassador Scholarship that was last administered in 2022. With incredibly active advocates on our campus, the scholarship will recognize their work, aiding the Dublin recipient’s future college and career goals in cultural representation, whether that is continuing their advocacy, forming an organization, or pursuing ethnic studies in higher education. 31 To specify, the grant funds will be used to provide the clubs with free admission to One Dublin Day. Instead of relying on funds from club fees, we can keep our event more easily inclusive and accessible through the YAC Mini Grant Program. Money will be allocated to provide catering for the 120 invited organizations to supplement our current plan of action. Additionally, the funds will supply the materials needed for decoration and activities. This includes buying different flags to hang up around campus, a world map backdrop for our photobooth, and shirts for our customizing station. Next, our Diversity Ambassador Scholarship will take place in the month of March. We will be providing a scholarship prize for the serving Diversity Ambassador of this current term and an additional winner through an application process which requires several essay questions, letters of recommendation, and other applicant information. As we are bringing back this initiative, we want to issue a one-time sum of $1,000 to the two individuals. One Dublin Day and our Diversity Ambassador Scholarship will be a total of $2,800. We also aim to challenge the stereotype that the military is only combat- focused by showing diverse careers that media may not show. Through workshops, camps, and cost-free activities, our initiative informs our patriotic youth about the military and what it has to offer for them to show that the military has so much to offer from culinary arts to combat medics, and anything in between. With the funds, we will run a mini bootcamp where young individuals can learn about different branches/careers through several hands-on activities and guest speakers who are active military members or veterans. Through teamwork and leadership building activities, we plan to teach young individuals about different career paths in the military. The organization builds personalized sensory walls that teach students how to control their emotions, focus better, and participate fully in class activities. A range of sensory inputs, including textures, music, fidget toys, and soothing pictures, can be found on each wall. In order to provide students with individualized support based on their needs, Sensory Wall Inc. works with educators, therapists, and parents to turn classrooms into stimulating spaces. Sensory Wall has already impacted the lives of eight Dublin classrooms, serving hundreds of students. We aim to expand access to sensory walls across various Dublin Schools. While past installations have been effective in successfully reducing anxiety, increasing regulation, and encouraging inclusion, many classrooms still have missing components. With these new sensory walls, students with disabilities will have daily access to stimulating tools that allow them to progress academically and socially. Teachers will benefit as well because these students will not be as distracting or unregulated. Moreover, the project gives youth volunteers leadership skills through constructing, designing, and installing the walls, while encouraging teamwork and service. Grant funds will be used for materials and construction of new sensory walls. Some of these materials for them include textured fabric, fidget toys, Velcro boards, bubble tubes, artificial turf, and musical boxes. Transportation and logistics for having walls delivered and installed will be funded by some of the money. Introduction and Rationale At Fallon Middle School, a 12-year-old collapsed during P.E. and survived because teachers immediately started cardiopulmonary resuscitation (CPR). If something similar happened at Emerald High, most students would not know how to respond. Paramedics take minutes to arrive, and those first minutes are critical. Basic Life Support (BLS) training prepares students to act by teaching CPR, use of an automated external defibrillator (AED), and choking response. Immediate CPR can double or triple survival chances. I became certified in BLS last month in Modesto and saw how valuable and practical the training is, but also how inaccessible it is for students. In our community, private certification costs can be over $100, and there is currently no affordable program in Dublin Unified School District. This project will provide certification at less than one-third of the average cost, making it accessible to students and the community. II. Program Overview We will host 3 BLS training sessions at Emerald High, each with 40 students, certifying a total of 120. The sessions will be led by American Heart Association instructors, and every student will earn a 2-year certification card. Partnering with HOSA and the Biomedical Sciences program will support recruitment, leadership, and sustainability so the program continues annually and trains new groups of students each year. III. Budget The program will cost $3,600, or $30 per student, covering instructors, equipment, materials, and certification cards. We are requesting $2,500 from the Dublin Youth Advisory Council, with the remaining $1,100 raised through fundraising. Our mission is to introduce youth to STEM through hands-on learning that sparks curiosity and builds confidence. We offer programs in Robotics, CAD, Electronics, Coding, and AI for students from elementary to high school. In our peer-to-peer model, high school students lead workshops, mentor younger peers, and help organize outreach events. This structure gives older students leadership practice while showing younger participants that STEM is approachable. All of our members are Dublin middle and high school students. Each program has an adult sponsor who provides oversight, and students lead the work. IGNITE believes that when youth are trusted with responsibility, they rise to the challenge and create meaningful change in their community. How the Funds Will Benefit Dublin Youth STEM Outreach and Robotics Demonstrations We bring mobile STEM stations to Dublin events, including science fairs, farmers’ markets, community events, engineering expos, and Bring-Kids-to-Work days. Student teams demonstrate competition robots, lead short CAD and coding activities, and invite families to try simple builds. These outreach events spark excitement among families and often provide a child’s first exposure to hands-on technology. A single moment of engagement, seeing a robot in action or completing a small electronics project, can IGNITE a lifelong interest. Grant funds help us purchase spare robot parts, microcontrollers, sensors, wires, safety equipment, and basic hand tools. These supplies keep demo robot kits reliable and allow for more students to participate during events. STEM Mentorship and Peer Teaching The grant will help us expand our peer mentorship model, where high school students lead hands-on STEM activities for younger peers in elementary and middle schools. These student mentors help run STEM Clubs, after-school programs, summer camps, and pop-up STEM stations at local libraries and community centers. Funds will be allocated as follows: ● $250: Robotics Parts and Spares. Examples: HD Hex motors, shafts, hubs, wheels, sprockets, shaft collars, fasteners, wiring, LEGO SPIKE spare motors, color and distance sensors. ● $125: Outreach kits and community events. Mini-build kits, demo robots, event materials, and printing for free workshops and neighborhood pop-ups that invite new families to try robotics. ● $75: Mentor demo set. Microcontroller with starter sensor pack, breadboard, cable, and a small precision tool set for teaching and troubleshooting. ● $50: Safety and tool upkeep. Wire strippers, precision screwdrivers, side cutters, solder and replacement tips. All expenditures will stay local, expand free outreach, and lower the barrier for new teams, so more Dublin students can participate in STEM and Robotics. How We Will Document Use of Funds ● Itemized receipts for all purchases, compiled into a single PDF. ● A purchase log that links each item to the activity or site where it is used. ● Photos of equipment in use at Dublin events, clubs, and workshops. ● A short end-of-year summary that confirms what was purchased, where it was used, and how it supported student activities. Previous Youth Mini-Grant Awards This is IGNITE Pathways’ first application for the Youth Mini-Grant. While we have not received support from this program before, our record of impact demonstrates that we can translate limited resources into meaningful opportunities for students.
