Please step to the podium and clearly state your name for the record. COMMENTS SHOULD NOT EXCEED THREE (3) MINUTES. In accordance with State Law, no action or discussion may take place on any item not appearing on the posted agenda. The Committee may respond to statements made or questions asked, or may request Staff to report back at a future meeting concerning the matter. Any member of the public may contact the Recording Secretary’s Office related to the proper procedure to place an item on a future Youth Advisory Committee agenda. The exceptions under which the Committee MAY discuss and/or take action on items not appearing on the agenda are contained in Government Code Section 54954.2(b)(1)(2)(3). 4. CONSENT CALENDAR Consent Calendar items are typically non-controversial in nature and are considered for approval by the Youth Advisory Committee with one single action. Members of the audience, Staff or the Youth Advisory Committee who would like an item removed from the Consent Calendar for purposes of public input may request the Chair to remove the item. 4.1 Approval of the December 10, 2025 Youth Advisory Committee Regular Meeting Minutes The Committee will consider approving the December 10, 2025 Youth Advisory Committee Regular Meeting minutes. STAFF RECOMMENDATION: Receive the report. Staff Report 6.2 Discussion on Participation in the Tri-Valley Teen Job and Career Fair The Youth Advisory Committee will receive a report and discuss participation in the 2026 Tri-Valley Teen Job and Career Fair. Staff Report Attachment 1 - 2026 Tri-Valley Teen Job Fair Flyer 6.3 Youth Mental Health and Wellness Spring Initiative The Youth Advisory Committee will engage in a discussion about youth mental health, connection, and well-being by identifying and committing to a meaningful youth -led initiative this spring that supports mental health awareness, peer connection, and access to resources. STAFF RECOMMENDATION: Discuss and identify a specific youth-led mental health or wellness initiative or event to pursue. Staff Report 7. STAFF RECOMMENDATION: Receive the report. FINANCIAL IMPACT: None. DESCRIPTION: Background The Youth Advisory Committee (YAC) and Student Representative to the Parks and Community Services Commission (Commission) each have 12-month terms, from June through May for committee members, and July through June for the Student Representative. The recruitment period occurs in the spring of each year, with the Mayor’s appointment being confirmed by the City Council in May. Applicants must be Dublin residents and enrolled in middle or high school. Youth Advisory Committee Per its Bylaws and Rules of Procedure, the YAC is composed of a minimum of nine and a maximum of 13 youth members, plus three alternates. At least three must be from middle school and six from high school. The YAC generally meets on the second Wednesday of the month. The meetings take place at the Dublin Senior Center at 7:00 PM. The YAC has the following general responsibilities: 8 Page 2 of 3  Provide youth services and programming input to the Parks and Community Services Commission, City Council, and Staff.  Identify and address issues that affect youth in the community.  Assist with the promotion and implementation of youth activities.  Generate an annual report on the status of the Youth Advisory Committee. Committee members are expected to attend all regular meetings, subcommittee, and/or ad- hoc committee meetings as assigned, attend the activities planned and sponsored by the YAC, promote youth activities, and provide support for the successful implementation of youth activities and programs. Student Representative The Student Representative to the Parks and Community Services Commission is a high school student who is one of six Commission members. The Commission generally meets on the third Monday of every month at Dublin Civic Center at 7:00 PM. The Commission h as the following general responsibilities:  Consider and make recommendations as it deems necessary to the City Council and to Staff in all matters pertaining to the operation and maintenance of an effective, efficient, and adequate program of parks, recreation, and community services for the citizens of Dublin.  Accept and consider recommendations from the Senior Center Advisory Committee and the Youth Advisory Committee, and forward the recommendations to the City Council, as appropriate. Application Process The application period will open Friday, February 2 0, 2026, and end on Friday, March 27, 2026. Applications are available on the City website. The application process may include, but not be limited to:  Online application form.  One letter of recommendation is required for YAC member applications.  Two letters of recommendation are required for Commission Student Representative applications.  A formal interview process for selected applicants may take place. Applicants are strongly encouraged to attend at least one YAC, Commission, or City Council meeting prior to completing the application and before the application deadline of Friday, March 27, 2025, at 5:00 PM. STAFF RECOMMENDATION: Receive the report and discuss participation in the event. FINANCIAL IMPACT: None. DESCRIPTION: Background The Tri-Valley Teen Job and Career Fair is sponsored by the Dublin/San Ramon Women’s Club and the cities of Dublin, Pleasanton, San Ramon, and the Town of Danville. Various local employers attend the event to promote current and upcoming teen job opportunities. In addition, teens can participate in mock interviews, resume writing, and other workshops (such as Volunteering into a Job, Managing Finances, and Interview Techniques). This is an annual event that attracts over 350 attendees. This year, the event will be held at the Pleasanton Senior Center, on Saturday, March 7, 2026, from 12:00 PM to 3:00 PM. In early February, event flyers will be distributed to Dublin, Pleasanton, San Ramon, and Danville middle and high schools. Staff will provide copies to the Youth Advisory Committee to promote the event. The event will also be advertised via C ity social media accounts. This discussion item is intended to provide space for our committee’s voice and reflection and does not oblige the committee to take action. STAFF RECOMMENDATION: The staff recommends the Youth Advisory Committee to engage in discussion and provide feedback on whether there is interest in exploring a spring activity or program. FINANCIAL IMPACT: None. DESCRIPTION: Staff would like to open a thoughtful and optional discussion with the Youth Advisory Committee regarding the possibility of a spring activity or program focused on positive youth engagement, connection, mental health resourced and overall well -being. This item is not intended to propose a specific program or outcome, but rather to invite the committee to share perspectives on whether an initiative, big or small, would be meaningful at this time. The Youth Advisory Committee has consistently demonstrate d care, leadership, and thoughtfulness when addressing issues impacting local youth.
