In accordance with State Law, no action or discussion may take place on any item not appearing on the posted agenda. The Commission may respond to statements made or questions asked, or may request Staff to report back at a future meeting concerning the matter. Any member of the public may contact the Recording Secretary’s Office related to the proper procedure to place an item on a future Parks and Community Services Commission agenda. The exceptions under which the Commission MAY discuss and/or take action on items not appearing on the agenda are contained in Government Code Section 54954.2(b)(1)(2)(3). CONSENT CALENDAR Consent Calendar items are typically non-controversial in nature and are considered for approval by the Parks & Community Services Commission with one single action. Members of the audience, Staff or the Parks & Community Services Commission who would like an item removed from the Consent Calendar for purposes of public input may request the Chair to remove the item. Snyder City Council Chamber, 100 Civic Plaza, Dublin, CA 94568. The meeting was called to order at 7:00 PM by Chairperson Thornbury. 1) CALL TO ORDER AND PLEDGE OF ALLEGIANCE 2) PRESENTATIONS – None. 3) PUBLIC COMMENT – None. 4) CONSENT CALENDAR 4.1) Approved the October 27, 2025, Parks and Community Services Commission Special Meeting Minutes. 4.2) Received the Alameda County Library Quarterly Report for July-September 2025. On a motion by Alternate Commissioner Sohi, seconded by Commissioner Routra, and by unanimous vote, the Commission approved the Consent Calendar. On a motion by Commissioner Hakim, seconded by Vice Chairperson Aneja, and by unanimous vote, the Commission recommended the conceptual design plan as presented to City Council for approval. STAFF RECOMMENDATION: Review contest applicants and select category winners for the 2025 “Deck the Homes” Holiday Home Decorating Contest. FINANCIAL IMPACT: Funding for the “Deck the Homes” Holiday Home Decorating Contest is included in the Parks and Community Services Department’s annual operating budget. DESCRIPTION: Background The “Deck the Homes” Holiday Home Decorating Contest is intended to encourage and celebrate residents who decorate their homes for the holiday season. The Parks and Community Services Department organizes the program and enlists the Parks and Community Services Commissioners to serve as the judges. The program was introduced in 2018, making 2025 its eighth and final season. Individual homes are judged in seven categories. Category winners will receive a special Best Holiday Decoration yard sign and a $50 gift certificate from a local business. All winners will be invited to the January 13, 2026, City Council meeting to be recognized. The contest is promoted via various communication channels, including social media platforms and the City’s website. A map displaying each participant’s location is provided, and the link to this map is also available on the City’s website. 8 Page 2 of 2 2025 “Deck the Homes” Program At the October 27, 2025, Special Parks & Community Services Commission meeting, Staff and Commissioners reflected on the program’s history and discussed the transition away from the “Deck the Homes” contest after the 2025 season, as the City shifts its seasonal programming focus to new events. For the 2025 contest, and in recognition of the contest’s final year, Staff, based on Commission recommendation, created an additional category, the GOAT Award – Honoring the best of the best. This best-of-the-best award will honor the standout display that best represents the spirit, creativity, and community pride the contest has celebrated since its inception. The submission deadline for the 2025 Contest was December 5, 2025, and judging took place December 8 -11, 2025. 15 applications were received for the 2025 Contest. Applicants were judged in the categories listed:  People’s Choice Award – Popular Vote  Winter Wonderland Award – Best Use of Music, Movement, and Technology  Spotlight Award – Judge’s Choice  Over-Inflated Award – Best Use of Inflatables  Dashing Debut Award – First-Year Contest Entry  Deck the Halls Award – Best Decorated Condo/Apartment/Balcony  GOAT Award – Honoring the Best of the Best At the December 15, 2025, meeting of the Parks and Community Services Commission, Commissioners will present their individual recommendations and then take a final vote to select the winners. Winners not present at the December 15, 2025, meeting will be notified on December 16, 2025. STRATEGIC PLAN INITIATIVE: None.
