Alameda County Fire Training Center Public Art Project

EXECUTIVE SUMMARY:
The Heritage and Cultural Arts Commission will receive a presentation from the Alameda
County Arts Commission regarding the Public Art Project for the future Fire Training Center
located at 5053 Gleason Drive in Dublin. The presentation will include an update on the
recommended artist and artwork proposal.

FINANCIAL IMPACT:
None. This project is managed by the Alameda County Arts Commission, a division of the
County of Alameda.
DESCRIPTION:
The County of Alameda is building a new Fire Training Center on County-owned property
adjacent to the existing Fire Station 17 on Gleason Road in Dublin. The facility will consist of
two structures totaling approximately 14,000 square feet on an approximately 200,000-square-
foot site serving as a regional training facility. The main training building will feature
classrooms, offices, storage, and exercise space. In addition, there will be a five-story training
tower with simulation rooms for smoke and burning scenarios, equipment storage, and a
training control room.
The County is funding a public art project for the Fire Training Center that is being managed by
the Alameda County Arts Commission. The future artwork will be in a highly visible area at the
front of the project site, adjacent to the facilities entrance and parking area, along Gleason
Drive. The Alameda County Arts Commission used its established Artist Registry to select the
artist for this project.

While this project is managed by the Alameda County Arts Commission and funded by the
County, updates on the project are being provided to the Dublin Heritage and Cultural Arts
Commission. Previous updates were provided on March 13, 2025, and September 11, 2025.
The Alameda County Arts Commission is in the final stage of the artist selection process for
the project. During the month of September, information about six semifinalist artwork
proposals was available online and at the Dublin Library. Additionally, the Dublin Arts
Collective hosted an informational display at Dublin’s Splatter event on September 13, 2025,
as part of their annual high school art exhibition. Community members and ACFD members
were encouraged to review the proposals and submit comments. At the end of the comment
period, 58 comments were submitted about the artwork proposals.
The Artist Selection Committee Members for this project are:

The Artist Selection Committee met on October 30, 2025, and interviewed the six semifinalist
artists and considered the public comments. The Committee recommends artist Lisa Levine
(Alameda, California) for the project. The recommendation will be presented for approval to the
Alameda County Public Art Advisory Committee on December 4, 2025, and to the appointed
members of the Alameda County Arts Commission on December 10, 2025. Once these
approvals are complete, the artist’s contract will be presented to the Alameda County Board of
Supervisors and the Board of Directors of the Alameda County Fire Department for approval in
January or February 2026. The recommended artwork proposal and other details are attached
to this report.
The office of the Alameda County Arts Commission will manage the contract with the selected
artist following the County’s standard procedure for artist contracts. The artist’s contract will
include a design development period with reviews and design approvals by the Alameda
County Public Art Advisory Committee and the appointed members of the Alameda County
Arts Commission. An update about the final artwork design will be provided to the Dublin
Heritage and Cultural Arts Commission at a future date.

Artwork Proposal, October 2025
The artwork for the Fire Training Center is a tribute to the courage and commitment of firefighters. The
artwork celebrates firefighting as more than a profession; it is a calling rooted in training, service, sacrifice,
and protection of community. This artwork layers imagery of firefighters and equipment with subtle
references to the Dublin landscape, grounding the work in its local context. From a distance, bold colors and
striking forms create an exciting, comprehensive impression for those driving by. Up close viewers will discover
the tapestry of intricate textures, symbols, and details that speak to the depth of the vocation for firefighting
and how it intertwines with community life. The artwork honors readiness and bravery while reflecting the
values of resilience, teamwork, and dedication to others. The final artwork design will be digitally assembled
using the artist’s original photographs. The artwork reproduced on porcelain enamel on steel panels with high -
quality printing.

The Commission received presentations for future artwork, a permanent outdoor mural, on
a utility enclosure adjacent to the Dublin Library.
On a motion by Commissioner Tomtania, seconded by Commissioner Gabriell, and by a 4
to 2 Roll Call vote, the Commission recommended the proposal by Rough Edge Collective
with additions as proposed, that include an additional figure and native finches, to the City
Council for approval.

Cultural Event Space Grant Program – 2026 First Quarter Applicants

EXECUTIVE SUMMARY:
The Heritage and Cultural Arts Commission will receive a report on the first quarter submission
for the 2026 Cultural Event Space Grant Program.
STAFF RECOMMENDATION:
Approve the Silicon Valley Asian Association’s request for a Cultural Event Space Grant for
quarter one of 2026.
FINANCIAL IMPACT:
The Event Space Grant Program is expected to reduce City venue revenue by approximately
$1,000 to $3,500 per event ($4,000 to $14,000 annually), depending on the size and scope of
approved events.
DESCRIPTION:
Background
At its regular meeting on March 5, 2024, the City Council requested that Staff explore ways to
acknowledge and support cultural events that are meaningful to Dublin community members,
in alignment with the City's existing annual events.
In response to the City Council’s request, Staff developed the Cultural Event Space Grant
Program to support non-profit organizations in hosting cultural events in Dublin. The program
offers a City venue once per quarter, with waived application and facility use fees, for a free,
public event. Interested organizations must submit their event proposal and present it at a
Heritage and Cultural Arts Commission (HCAC) meeting. The Parks and Community Services
Department will assign a Staff member to help coordinate supplemental services such as
police support, road closures, maintenance, fire permits, and waste services, if needed. While
venue and application fees are waived, all other event-related costs, including but not limited to

deposits, staffing, logistics, and permits, are the applicant’s responsibility.
All applicants must attend and present their event details at the HCAC meeting held four
months prior to the start of the quarter in which the event will take place. The application
deadlines and corresponding meeting dates are as follows:
Quarter 1 - Events between January 1 – March 31. Applications are due August 15 to be
presented at the September Commission meeting of the previous year.
Quarter 2 - Events between April 1 – June 30. Applications are due November 15 to be
presented at the December Commission meeting of the previous year.
Quarter 3 - Events between July 1 – September 30. Applications are due February 15 to be
presented at the March Commission meeting of the same year.
Quarter 4 - Events between October 1 – December 31. Applications are due May 15 to be
presented at the June Commission meeting of the same year.
For the 2026 quarter one Cultural Event Space Grant Program, one application was received
from the Silicon Valley Asian Association. They are requesting the fee waiver to host a Spring
Gala on February 14, 2026, at the Dublin Senior Center Alamilla Springs Ball Room
(Attachment 1).
Next Steps
Staff will work directly with approved applicants to complete the application process, verify
event details, and finalize all program requirements.

Our event emergency plan focuses on a rapid response to ensure attendee safety. We will have a designated Event Safety Coordinator
as the central point of command, managing incidents such as medical emergencies, fire, or severe weather. Our communication

EXECUTIVE SUMMARY:
The Heritage and Cultural Arts Commission will receive a presentation that provides an
overview of various exterior improvements and preventative maintenance measures taking
place at the following city facilities: Kolb House Museum, Kolb House Restroom, Sunday
School Barn, Murray Schoolhouse Museum and outbuildings, and Old St. Raymond’s Church.

FINANCIAL IMPACT:
Funding for Exterior Painting and Roof Replacement at City facilities is included in the 2024-
2029 Capital Improvement Program.
DESCRIPTION:
Background
The 2024-2029 Capital Improvement Program (CIP) includes the exterior painting and roof
replacement at various City facilities. A number of facilities at Heritage Park and Museums are
included in the planned scope of work for these projects.
These projects are being administered by the City of Dublin Public Works Department using
the Progressive Design Build (PDB) delivery method. In May 2025, the City entered into a
design agreement with Plant Construction Company, L.P. (Plant) for design and pre-
construction services using the PDB process. On December 2, 2025, City Council approved an
agreement with Plant for the next step in the PDB process, which is to finalize design and
complete construction improvements.

The scope of work is intended to enhance exterior facades and serve as preventative
maintenance, allowing for long term preservation of these historic properties.
