During the open call to artists, 42 proposals were received from 20 individual artists. During the open call to artists, 42 proposals were received from 20 individual artists. STAFF RECOMMENDATION: Review the proposals, consider, and recommend twelve design proposals to the City Council for approval. FINANCIAL IMPACT: The cost of twelve wooden barrels, including artist payments and miscellaneous supplies, is estimated at $8,500. This project is funded by the Public Art Fund and is included in the Fiscal Year 2025-26 Budget. DESCRIPTION: Background At its June 12, 2025, meeting, the Heritage & Cultural Arts Commission reviewed three options for the Temporary Art program. Wooden Barrel Art was identified and selected as the temporary public art program that will be completed in Fiscal Year 2025-26 and will include the painting of up to 12 wooden wine barrels. These wooden wine barrels provide an accessible platform for local artists to showcase their creativity while reflecting the culture, values, and history of Dublin. The addition of artistic paintings on the wooden barrels will combine art and recreation, promoting artistic appreciation at future St. Patrick’s Day and Splatter celebrations, where the painted wooden barrels will be on display. 7 Page 2 of 2 2025 Wooden Barrel Temporary Art Program Staff issued a Call for Artists on July 18, 2025, publicizing the opportunity through normal City channels (website, social media, etc.), as well as via email to a list of interested artists, past temporary project artists, registrants in the Cultural Arts Database, nearby cities with similar temporary art programs, and the California Cultural Arts Council website. The deadline to apply was September 8, 2025. Design Proposals Under the City’s current Public Art Master Plan, all public artworks must be produced by professional artists or by a student artist under the direction of a professional artist. Student artists may work under a visual arts mentor’s guidance, and student artists’ design proposals must identify the professional artist by whom they are being mentored. Thirty-six design proposals were received from 17 professional artists, and six design proposals were received from three student artists. In total, 42 design proposals were received from 20 individual artists (Attachment 1). Each design proposal includes artist resumes, artist statements, and the artist’s proposed visual design. Selected artworks should also align with the City’s Values, which are a part of the adopted Mission and Vision Statements, including safety, inclusivity, diversity, equality, and history. Artwork must also be suitable for all ages. The Heritage and Cultural Arts Commission will consider recommending up to 12 design proposals to the City Council for final artwork selection and approval. STRATEGIC PLAN INITIATIVE: None. The design celebrates Dublin’s cultural heritage and natural beauty through rolling vineyards, California poppies, grapevines, and modern wind turbines rising above the hills. The wind turbines symbolize sustainability and the City’s forward-looking spirit, blending with the natural landscape to create a vision of balance and renewal. These elements come together as a “field of harmony,” representing growth, diversity, and unity in the community. This mother-daughter collaboration reflects Dublin’s mission of culture, arts, and music, while inviting viewers of all ages to connect with the City’s history, its natural beauty, and its vibrant, diverse future. Attachment 1 11 Design Rendering Version 1 – Traditional Style: The first proposed design is painted in a traditional illustrative style, featuring rolling vineyard landscapes, grapevines, California poppies, and modern wind turbines rising above the hills. Hummingbirds add vitality and symbolize harmony with nature. The curved composition is designed to flow naturally with the barrel’s surface, creating a vibrant and cohesive scene. This version reflects a classic fine art approach, emphasizing Dublin’s natural beauty and sustainability. Version 2 – Iconic/Folk Art Style: The second proposed design takes a more iconic folk-art approach. Each element such as wind turbines, grape clusters, poppies, grape leaves, hummingbirds, stars, and bees is represented as a decorative motif arranged between the metal bands of the barrel. This style highlights clarity and symbolism, with each icon contributing to the theme Fields of Harmony. The simplified, colorful imagery creates a joyful and accessible design that appeals to viewers of all ages. (Version 1 – Traditional Style) (Version 2 – Iconic/Folk Art Style) Attachment 1 12 Materials & Techniques The following materials and techniques will be used to complete the project: - Acrylic paint for durability and vibrant color. - Professional-grade brushes for fine detail and blending. - City-provided sealant applied after painting to ensure weather resistance. - Entire exterior of the barrel will be painted, with design wrapping around the surface. The painting process will take place over 4–6 weeks, ensuring multiple layers for depth, longevity, and weather protection. The final work will be sealed and returned to the city for installation in public spaces. As a collaborative project, Alice will focus on structural design, fine detailing, and finishing, while Amy will contribute color selection, decorative elements, and creative youth perspectives. This hand-painted barrel design merges the swirling skies and expressive brushwork of Post-Impressionism with a dynamic and modern cityscape, bringing the harmony of art, music, and community to life in a luminous, immersive style. The concept centers around a dreamlike Dublin skyline under a sky filled with swirling stars, crescent moons, and music notes. Flowing across the upper portion of the barrel, the musical staff moves like a ribbon of sound through the night air, symbolizing the heartbeat of the city—its rhythm, culture, and community. The result is a visual symphony that transforms the barrel into both a celebration of classic art and a tribute to Dublin’s living musical soul. Design Description: ● The base of the barrel features a stylized Dublin cityscape including landmark-inspired domes, bridges, and towers, painted in earthy ochres and muted golds with Van Gogh’s signature impasto-inspired textures. ● The sky wraps around the top two-thirds of the barrel, rendered in swirling shades of cobalt blue, midnight navy, and starlight yellow, echoing the aesthetic of Starry Night. ● A musical staff stretches across the sky in undulating arcs, with large quarter notes, treble clefs, and rests woven into the stars as though part of the cosmos itself. ● Near the base rests a painted violin, symbolizing the roots of live performance and the enduring presence of music in everyday life. Attachment 1 16 ● Every brushstroke will mimic the bold, expressive, and rhythmic linework of Van Gogh’s style, creating a sense of motion and emotion. Community Engagement Component: To invite community interaction and reflection, the design includes: ● Hidden Note Challenge: Several small music notes will be subtly incorporated into the stars and architecture, inviting viewers—especially children—to locate them all in a visual scavenger hunt. Materials: ● One City-supplied sealed wooden barrel ● Professional-grade outdoor acrylic paints ● Paintbrushes in a variety of sizes for texture replication and detail ● Waterproof black paint pens for fine outlines and music staff ● City-provided sealant (final protective coat) Maintenance & Durability Plan: All paints will be UV-resistant and waterproof, suitable for outdoor public display. The surface will be properly prepped before painting, and the completed design will be sealed thoroughly using the City’s provided protective sealant to ensure lasting vibrancy and resistance to weather conditions. Attachment 1 17 Why This Design? Starry Night Stories bridges the worlds of fine art history and local identity, inviting viewers to see their city in a new, poetic light. It transforms the familiar into the magical—showing how music and culture rise from the streets and swirl among the stars. By merging Van Gogh’s expressive visual language with Dublin’s civic pride and musical heartbeat, this piece embodies the theme of Culture, Arts, and Music in a way that is both timeless and uniquely local. This temporary art piece will be painted onto a wooden barrel and transformed into a glowing, mosaic-inspired celebration of city life and sound. Using vivid color blocks outlined in bold black linework, the design draws inspiration from traditional stained glass windows, but replaces saints and symbols with Dublin’s cityscape, parks, and people, bringing the idea of civic pride and creativity to the forefront. Flowing between and around the buildings are musical notes and staff lines, transforming the scene into a song in motion—one that represents how the city pulses with life, culture, and artistic expression. This design connects directly to the City of Dublin’s theme of Culture, Arts, and Music, blending all three into a singular visual melody. It invites residents and visitors alike to reflect on how our environments, sounds, and shared spaces come together to tell the story of a thriving community. Design Description: ● The barrel will be painted in vertical panel-like segments, mimicking stained glass windows, with a blend of amber, cobalt blue, emerald green, ruby red, violet, and golden yellow to evoke light-filled panes. ● Each panel features a stylized rendering of a local landmark or scene—City Hall, public art pieces, trees in the park, silhouettes of local performers, and neighborhood rooftops. ● Musical notes and clefs rise and swirl through the panels, appearing to lift from the city itself—as though the streets are humming, windows are singing, and the rooftops are echoing melodies. Attachment 1 21 ● The entire design will be bordered in bold black outlines to give a leaded-glass effect, emphasizing contrast and clarity. ● Small, subtle interactive elements (such as a hidden musical note scavenger hunt) will be built into the design to encourage closer inspection and participation. ● City-supplied sealed wood barrel ● High-quality outdoor acrylic paints ● Waterproof black paint markers for detail linework ● Brushes in varied sizes for precision and blending ● City-provided sealant (final coat) Maintenance & Durability Plan: All paints will be lightfast and weather-resistant. I’m excited to participate in this unique project. I like to do artworks for the city of Dublin! Now, I want to present to you my two new designs for this project. I called my first artwork “Purple Vineyard in Dublin”. I painted the grape harvest at sunset. The main idea of this art work is to show a specific beauty of local nature. I was inspired by Vincent van Gogh painting, but I painted it in my own contemporary style. In the sunset beams, California vineyards turned purple. Sunset sky is different shades of yellow and orange; grape leaves vary from red to green, bunches of grapes are contrasting violet. Grape pickers work at sunset, when it is no longer hot. In the background is a vinery, and behind it are blue hills with windmills. It is a Dublin dreamscape. I painted my design using acrylic in a unique decorative style. I also used gold color and gold mica flake to create a greater effect from the setting sun. My second design title is “Sounds Of Jazz”. I chose this theme because the USA is the birthplace of jazz. A female-saxophonist plays a jazz melody; a girl and boy dance to her music in spotlight beams. The music notes are part composition as a decorative ornament. I created a unique vibrant art work using bright complimentary colors with acrylic. I was thrilled to paint my designs. Thanks for this opportunity. At its heart, the shamrock leaves—echoing the city’s emblem—stand as symbols of resilience, growth, and shared roots. Flowing through them are musical notes and piano keys, representing the pulse of human expression that transcends boundaries. Surrounding this symphony, Warli-style figures dance and drum in unison, honoring ancient traditions that still echo in our modern lives. Attachment 1 64 In merging contemporary symbols with indigenous art forms, this piece becomes a powerful statement: music is not just sound—it is memory, movement, and resistance. It is how we celebrate and how we come together. This artwork is a call to remember that in every city, every culture, and every drumbeat, there is a story that must be heard. List of Materials that will be used to paint the wine barrel: 1)Prepping the wine barrel: Will wipe and clean the wine barrel with “ Simple Green All Purpose Cleaner” to remove any old mold or mildew. 2)Adding primer/gesso: Once dry I will add 2 coats of Acrylic based primer such as the Zinsser Bulls Eye 1-2-3 Interior/Exterior Multi-purpose Water-based Wall and Ceiling Primer 3) Transfer the Design: Once dry, I will then add 2 coats of white gesso as this allows me to seamlessly transfer my designs onto the barrel using a pencil. I will make sure that my designs fit the barrel proportionately. 4) Painting-For the paints I will be using a combination of Nova Color Artists Acrylic paints and exterior acrylic paint. I may also use (sparingly off course ) liqutex acrylic paint for some minor details/shading. The color palette is in my sketch above. 5) If required/needed I will paint a solid coat of colors inside the barrel in coordinating colors. Otherwise I plan to leave it unpainted. 6) Outline- For some of the finer details, I plan on using POSCA paint markers. 7)Will sign my name with date using one of the paint markers. 8) Sealant- I will use 2 coats of the sealant provided by the city to seal the artwork on the barrel. Titled "Rooted in Love: A Mother’s Dream," my concept blends symbolic imagery of nature, growth, and feminine strength to create a heartfelt, engaging, and uplifting piece for the community. The barrel will feature a flowing scene inspired by Dublin’s natural beauty—rolling hills, golden grasses, and the ever-changing skies—interwoven with organic forms representing motherhood: soft silhouettes of mothers and children, blooming flowers symbolic of fertility and growth, and motifs of hands creating and holding. This design reflects my own journey—how becoming a mother in Dublin gave me the courage to pursue my dreams without fear, to create life while continuing to create art. My intention is to inspire connection, courage, and reflection among those who encounter this piece. This theme aligns with Dublin’s welcoming atmosphere by creating a visually captivating piece that invites viewers to pause, engage, and immerse themselves in an imaginative, celestial experience. Concept & Inspiration: The moon has been a source of inspiration for cultures worldwide—symbolizing unity across distance, shared wonder, and the natural rhythms of life. My design will incorporate soft gradients of deep navy, midnight blue, and silver-white, creating the illusion of moonlight glowing against a darkened sky. Hand-painted lunar phases will encircle the barrel, creating a 360-degree story that changes as viewers walk around it. Small, subtle details—such as tiny constellations, crater textures, and iridescent paint highlights—will invite patrons to come closer, encouraging interaction and discovery. This tactile and visual engagement will make the barrel a memorable feature for both residents and visitors. My art is a combination of Fine Arts and Crafts and I have developed a style which involves my culture, traditions, aesthetics, emotions and intellect. I am also a proficient henna artist who proudly reflects her inspirations from India and has taken it to every medium from hands to canvas to walls to streets. My works are noted for elegance and attention to detail and my soul is highly influenced by folk and tribal arts of India - motifs from these reflect consistently in my art. I paint mandalas, abstract nature themes with patterns and textures, a proficient henna artist, and much more. Being an artist of Indian origin who now lives in Dublin CA, I hope my works will reflect and resonate with the South Asian diaspora living in the city of Dublin and the Tri Valley. Over a period of time, I have observed and been a part of some of the public art opportunities. There is no doubt about Dublin being one of the most livable places and who wouldn’t like to have their Art in the city I have been living in for almost 6 years now. My contributions to the art scene in Jersey City were recognized by one and all and can be evidenced by the fact that I was awarded a citation by the mayor himself. Some of my major works include painting a couple of murals at arguably one of the most prominent Indian chain restaurants in New Jersey, a restaurant in New York city, painting the streets of downtown Jersey City for one of the biggest LGBTQ Pride festivals for two consecutive years, painting several storm drains (in Jersey City) and several public art projects in the Bay area. Besides the above, there are numerous other examples of commissioned art works and murals that I have done. My works provide a different dimension that would reflect the Indian diaspora on a deeper and larger scale and would also resonate with everyone else. As much as I enjoy a gallery art show, I enjoy doing public art and engaging with the community where I see people curious about the art piece and that does fulfill me as an artist. Artist Statement: This fun, nature-inspired design combines a touch of humor with two well-known sayings. The first, “Kiss me, I’m Irish,” refers to the tradition of kissing the Blarney Stone in Ireland to gain the legendary gift of eloquence and persuasion as well as celebrating the City of Dublin’s connection to immigrants from the region. The second, “You’ve got achment 1 124 to kiss a lot of frogs before you meet the handsome prince,” was inscribed on a gift from my cousin in my youth and has always stayed with me. While often used in the context of dating, the metaphor can be applied more broadly to any situation where persistence is needed. The saying is a modern interpretation of the Brothers Grimm fairy tale, "The Frog Prince". The upside-down frog at the center of this piece playfully nods to the unusual position people find themselves in while leaning back to kiss the Blarney Stone. By blending these two ideas, the artwork celebrates nature, storytelling, and the often-humorous paths we take in search of connection, transformation, and a little bit of magic. d. This piece brings together two seemingly unrelated worlds: the heritage of wine barrels, symbolic of craftsmanship and community, and the modern fascination with AI-driven robots. achment 1 128 The title pays homage to my favorite science fiction saga, Star Wars, referencing the iconic line, “These are not the droids you’re looking for.” In this work, the “droid” is reimagined not as a humanoid machine, but as a whimsical creation shaped like a wine barrel. This design playfully suggests that robots don’t always need to resemble humans—they can reflect the objects and traditions we already know and love. By imagining a robot that could function as both refrigerator and bartender, Not That Droid sparks conversation about innovation, tradition, and the way technology can be integrated into everyday life. It invites viewers to reflect on how our past and future intersect and to consider how we might reimagine the tools and technologies that serve our communities. d. Her work invites viewers to experience mindful moments of calm and gratitude with a series of vibrant floral images and sometimes feminist/ societal justice commentary, produced with varied photographic digital processing techniques. These vivid and moving pieces are gentle reminders of the simple pleasures and joy that communing with nature brings. Vanessa is an award-winning, published Floral Photographer, TEDx Speaker and Owner of Fables Flora LLC, originally from South Africa but now based in Dublin California where she Co-Founded the Dublin Arts Collective. She has authored a children’s picture book “Days of the Week With Joa Jerboa” aimed at children with dyscalculia and has participated in exhibitions in the United Kingdom and the United States. Upon identifying a gap in the reporting of arts related news pertaining to the City of Dublin, Vanessa initiated a project, with the encouragement of the City of Dublin Heritage and Arts Commission, to create a platform where the community could engage with visual artists and highlight local artists, arts events and projects. After eventually teaming up with F.CO. Gallery Owner Sawsan Wolski and former Dublin Arts Foundation President, Claudia McCormick, the three founded the Dublin Arts Collective (DAC) nonprofit. The DAC is entirely volunteer-run and operates to support local artistic endeavor. A self-taught photographic artist, Vanessa uses the medium of photography to create a dialogue between nature and the human experience. Her creations include digital artworks focusing on subject matter drawn from current societal trends and nature with all its rich and vibrant hues. Uplifting encouragement based on her mantra “Think. The beautiful hills of Dublin sometimes have poppies which is such a pleasure to look at when we are driving. The poppies look so happy, carefree and resilient. They just bloom every year without us planting them. They are wild, they are beautiful and vibrant. While the renderings highlight the front view, the back of each barrel will be completed with a continuation of the scene to ensure the design wraps cohesively around the full surface. Materials: ● Acrylic paints (for vibrant color and durability) ● High-quality paint brushes (various sizes for detail and broad coverage) ● Painter’s tape (to maintain clean edges where needed) ● City-provided sealant (for weatherproofing and UV protection) Techniques: ● Base coat application for even coverage on oak surface. After applying a base coat, use a rag dipped sponge for surface coating. ● Layering and blending of acrylic paints to create depth and dimension ● Fine brushwork for details (textures, outlines, highlights) ● Artistic methods such as sponging, stippling and spraying. ● Brushes, Rollers, and Spray Paint: A combination of these tools can create various effects, from broad washes with rollers to fine details with small brushes or a spray-paint mist. ● Gradual shading to mimic water movement and natural lighting effects Strategies for Installation: ● Barrel provided by the City (59-gallon oak barrel, approx. 35–37” tall, 28” belly diameter, 24” head diameter) ● Artwork will be scaled proportionally by photoshop to fit the curved surface of the barrel ● Entire exterior surface will be primed, painted, and sealed ● Design will be centered on the belly (widest section) for greatest visibility and impact ● Sealant applied in multiple coats to ensure durability for outdoor display Dimensions and Scale: ● Each main figure (crab or stingray) will cover approximately 20–24 inches in width across the belly of the barrel ● Additional elements (waves, rocks, background detailing) will wrap around to cover the full circumference, ensuring the artwork flows naturally across all visible sides ● Proportions have been adjusted in renderings to match barrel dimensions and curvature achment 1 143
