in the Dublin Civic Center City Council Chambers. Chairperson Johnson called the meeting to
order at 7:00 p.m.
ROLL CALL
Present: Commissioners, Johnson, Jennings, Musser, and Nassar; Jeri Ram, Planning Manager;
Janet Harbin, Senior Planner; and Maria Carrasco, Recording Secretary.
Absent: Cm. Fasulkey

Cm. Johnson led the Commission, Staff, and those present in the pledge of allegiance to the flag.
The minutes from March 26, 2002 were approved as submitted.

Ms. Jeri Ram discussed the agenda for the Planning Commissioners Roundtable of the Tri-Valley.

Cm. Johnson asked Ms. Ram if she knew the number of participants that would be attending from
the other participating cities.
Ms. Ram stated that she knew that there will be participants but she wasn't aware of the actual
number of people attending the roundtable.
Cm. Johnson suggested that during the Introductions session, each of the Commissioners should be
introduced giving their background.
PUBLIC HEARING
8.1
General Plan Amendment for Adjustment of the Eastern Extended Planning
Area Boundary, Removal of the Future Study Area (including Doolan Canyon)
Designation, and Minor modifications to the Western Extended Planning Area
Maps - The proposal is to consider amendment of the City's General Plan to
adjust the boundary and remove the Future Study Area designation in the
Eastern Extended Planning Area and make minor revisions to the Western
Extended Planning Area Maps outside and east of the City's Sphere of Influence
boundary.
Cm. Johnson asked for staff report. Ms. Ram stated that Janet Harbin would be presenting the staff
report.
Janet Harbin, Senior Planner explained that the City is seeking a General Plan Amendment for
adjustment of the boundary in the eastern extended planning area. This involves removal of
approximately 2,744 acres from Dublin's planning area. This area is located north of 1-580 and
between the incorporated boundaries of Dublin, San Ramon and Livermore. She explained that
removing the area, including Doolan Canyon, from future study would mean changing five
different General Maps. The General Plan text references for the eastern extended planning area
have also been modified to reflect the proposed changes. Additionally, minor revisions have been
made to the maps in the Western Extended Planning Area to reflect previously approved
amendments and annexations. Ms. Harbin stated that the Boundaries were adopted by the City
Council in 1993 along with Eastern Dublin General Plan Amendment. No potential urban uses were
planned for the area. Any future planning on the uses required a Study for the Area. To date no
Studies have been conducted for the Area. Ms. Harbin gave a brief presentation showing the

location of the area on the map with the proposed changes. She stated that the City of Livermore
sent a letter expressing their support on the amendments to the General Plan and the proposed
changes to the maps, and suggesting a few minor revisions which have been incorporated into the
maps shown in the presentation. With that she concluded her presentation and stated she would
be glad to answer any questions.
Cm. Johnson asked the Commissioners if they had any questions for Staff.
Hearing none, he opened the public hearing and asked if anybody from the public wished to speak.
Hearing none, Cm. Johnson closed the public hearing and asked the Commissioners if they had any
comments.
Cm. Jennings asked what was the genesis for removing the areas from the General Plan.
Ms. Harbin stated that at the time of the East Dublin Properties Annexation, the City of Livermore
expressed concern regarding future development and potential land use designation as a result of
the development in the area to be annexed. Therefore, the City Council directed Staff to remove the
Area from the General Plan in the absence of a plan for land uses for the area.
Cm. Nassar asked whose jurisdiction would the Area fall under.
Ms. Harbin stated that it would be under the Alameda County jurisdiction since it is beyond the
City's Sphere of Influence as well as beyond the annexed area.
Cm. Nassar asked if Livermore could claim the area at a future time.
Ms. Harbin stated that it is beyond Livermore's Sphere of Influence and it would be subject to the
same process as the City of Dublin, if it would like the Area to be annexed.
Cm. Johnson asked if it would give the County the right to develop the Area.
Ms. Harbin stated that Measure D would limit the County's rights to develop.
Cm. Johnson asked for a motion for approval. On motion by Cm. Musser, seconded by Cm.
Jennings, in the absence of Cm. Fasulkey, and by a vote of 4-0, the Planning Commission adopted:

Cm. Jennings reported that she has been receiving calls from residents regarding rodents in the
Creekside Dr. vicinity. She wanted to know whom should the residents be calling for help. Ms.
Ram stated that Alameda County would be the responsible agency, although they could call the
City Code Enforcement Officers to get the phone number for the agency.
