MINUTES OF THE cITY COUNCIL
CLOSED SESSION - None

A regular meeting of the Dublin City Council was held on Tuesday, November 21, 2006,
in the Council Chambers of the Dublin Civic Center. The meeting was called to order at
7:00 p.m., by Mayor Lockhart.

Certificate of Recognition
Honoring Chief William McCammon as the 2006 Fire Chief of the Year
7:05 p.m. 3.2 (610-50)
Mayor Lockhart presented Alameda County Fire Chief William "Bill" McCammon with a
Certificate of Recognition recognizing him on being named 2006 Fire Chief of the Year
by the California Fire Chiefs Association, thanked him for his many years of service and
dedication to the citizens of Dublin, and wished him well on his upcoming retirement.
Chief McCammon thanked the Council for its support and expressed his gratitude for
the opportunity to serve the City of Dublin as Fire Chief.

Mayor Lockhart advised that outgoing Councilmember Zika would not be present at the
December 4th Special Council meeting, at which time the November 2007 Election
results would be certified, so it would be appropriate to present him at this time with a
plaque recognizing his dedicated service as a member of the City Council from 1998
through 2006, and in appreciation of his many contributions to the community of
Dublin over the past several years.
Cm. Zika thanked the citizens of Dublin for their vote of confidence which kept him in
office for eight years, and expressed his appreciation and gratitude to his wife Charlotte
Zika, City Staff and his fellow Councilmembers for their continued support as he served
the community.

Establishment of New Capital Improvement
Program (CIP) Proiect - Crossridge Road Trail Connection Improvements
7:13 p.m. 7.1 (330-40)
Public Works Director Melissa Morton presented the Staff Report and advised that the
City Council would consider the establishment and approval of funding for a Capital
Improvement Program to connect the Alamo Creek Bicycle Path in Dublin to the Bent
Creek Open Space Trail in San Ramon at the co-terminus at Crossridge Road.
Ms. Morton advised that a letter had been received from the Kelly Knabe, a nearby
neighbor, expressing her support of a pedestrian gate being installed at Crossridge Road
Mayor Lockhart advised that she received two letters from nearby residents expressing
their support of the project. She also indicated that, at the last Dublin/San Ramon
Liaison Committee meeting, the family who lived closest to the gate had advised that they
would no longer involve their attorney; they just wanted the environmental review
completed and then would be happy for the gate to be installed.
On motion of Cm. McCormick, seconded by Cm. Zika and by unanimous vote, the City
Council established a new CIP Program - Crossridge Road Trail Connection
Improvements; and approved a Budget Change in the amount of $30,000 for completion
of this project in Fiscal Year 2006-2007.

Cm. Zika wished the continuing and incoming Councilmembers well, and advised that
he would see everyone around Dublin.
Cm. Hildenbrand reported that she attended the recent Alameda County Mayors'
Conference with Mayor Lockhart. She also expressed her sympathy for the Wang
family, whose father was recently hit and killed on his bicycle while in route to Emerald
Glen Park.
Vm. Oravetz advised that he had also attended the Alameda County Mayors Conference.
Mayor Lockhart reported that she also attended the Mayors Conference, but no business
was done because the meeting was held outside City limits at the Martinelli Center.
The entire Council wished outgoing Councilmember Zika well, and thanked him for his
8 years on the Council, 10 years on the Planning Commission and 4 years on the Parks
Commission, and agreed that he had truly shown his dedication to the City.
The Council wished the entire community a happy and safe Thanksgiving holiday.
