ORAL COMMUNICATIONS Introduction of New Employees 7:01 p.m. 3.1 (700-10) Police Chief Gary Thuman introduced Laura Correa-Hernandez as the new Community Safety Assistant in Police Services. City Clerk Fawn Holman introduced Rosalie Cuevas as the new Part-Time Limited-Term Office Assistant I in the City Manager's Office. Ms. Cuevas was budgeted through the end of the fiscal year to work on a special project. The City Council welcomed Ms. Cuevas and Ms. Correa-Hernandez to the Dublin City Staff. <f>' Proclamation Declaring November 19 - 25,2006 as "National Family Week" 7:05 p.m. 3.2 (610-50) Mayor Lockhart read a proclamation declaring November 19 - 25, 2006 as "National Family Week," and encouraged families to recognize and appreciate their role, thus contributing to a strong and healthy community. Julie Holt accepted the proclamation and stated that this was the 38th Annual National Family Week. With the support of the City of Dublin and the Dublin Pride Integrity in Action Program, Earl Anthony's Dublin Bowl would be promoting National Family Week for the entire week with special offers for families. DUBLIN CITY COUNCIL MINUTES VOLUME 25 REGULAR MEETING November 7, 2006 PAGE 353 PUBLIC HEARINGS Public Hearing City of Dublin Zoning Ordinance Amendments 7:10 p.m. 6.1 (450-20) Mayor Lockhart opened the public hearing. Assistant Planner Swathi Boreda presented the Staff Report and advised that the City Council would review minor clarifications, removal of inconsistencies, and improvements to the Zoning Ordinance that would aid in a better understanding and interpretation of the Zoning Ordinance. The Council and Staff engaged in a brief question and answer session to clarify some of the minor modifications. No testimony was received by any member of the public relative to this issue. Mayor Lockhart closed the public hearing. On motion of Cm. Zika, seconded by Cm. McCormick and by unanimous vote, the Council waived the reading and introduced an Ordinance amending various Chapters of Title 8 (Zoning Ordinance) of the Dublin Municipal Code. .. UNFINISHED BUSINESS Follow - Up Report on Crossridge Road Connection between Alamo Creek Bicycle Path and Bent Creek Open Space Trail 7:14 p.m. 7.1 (930-30) Public Works Director Melissa Morton presented the Staff Report and advised that the City Council would consider a report regarding the connection of the Alamo Creek Bicycle Path to the Bent Creek Open Space Trail located at the end of Crossridge Road. Mayor Lockhart asked what notification procedures had been used to advise area neighbors about this item on the agenda. DUBLIN CITY COUNCIL MINUTES VOLUME 25 REGULAR MEETING November 7,2006 PAGE 354 Ms. Morton advised that everyone in the vicinity of the gate, as well those on a list compiled from attendees at previous Dublin/San Ramon Liaison Committee meetings and Council meetings during which time this item was discussed, received a courtesy notification regarding this meeting. Mayor Lockhart referred to the pedestrian gate and asked if bicycles could get through. Ms. Morton advised that the gate would accommodate bicycle and pedestrian use. Although a motor scooter could get through, it would be very difficult for a motorcycle. Cm. McCormick asked if this item would come back before the Council again if it were approved tonight. Ms. Morton advised that the creation of the Capital Improvement Program project would come back before the Council, as well as the environmental documents. As such, the public would have additional opportunities to provide comments. Staff provided notification for tonight's meeting as a courtesy; however, when the environmental documents were presented at a future Council meeting as a public hearing item, specific public hearing notice regulations would be required. Richard Guarienti, Dublin resident, urged the Council to support Staff's recommendation, as it was the best solution and created the least environmental impacts. On motion of Cm. Hildenbrand, seconded by Cm. McCormick and by unanimous vote, the City Council directed Staff to complete an environmental review, prepare the necessary easement documents and, once both were completed, work with the City of San Ramon to make the necessary improvements to connect the two trails. ~ NEW BUSINESS Art in the Parks - Dougherty Hills Dog Park 7:28 p.m. 8.1 (900-50) Heritage & Cultural Arts Supervisor John Hartnett presented the Staff Report and advised that the City Council would consider a proposal as part of the "Art in the Parks' program sponsored by the Dublin Fine Arts Foundation for public art pieces by artist Michele Alcantara to be located at the Dougherty Hills Dog Park, located on Amador Valley DUBLIN CITY COUNCIL MINUTES VOLUME 25 REGULAR MEETING November 7,2006 PAGE 355 Boulevard. It was noted that the Heritage & Cultural Arts Commission recommended the artwork with a majority vote, not a unanimous vote, as misstated in the Staff Report. Lynn Baer, Dublin Fine Arts Foundation, described the process for getting public input on the proposed artwork. No negative comments were received from the public regarding the proposed artwork. Michelle Alcantara, Project Artist, described the various pieces of her proposed project and indicated that she used as much recycled and "found" items as she could in her work. The Council commended Ms. Alcantara for her creative and thoughtful work. On motion of Cm. Zika, seconded by Vm. Oravetz and by unanimous vote, the City Council approved the artwork as proposed. . Memorandum of Understanding between City of Dublin and Dublin Unified School District for School Resource Officer 7:37 p.m. 8.2 (600-40) Police Chief Gary Thuman presented the Staff Report and advised that this Memorandum of Understanding identified the goals of the School Resource Officer (SRO); described the responsibilities of each entity; and discussed the continued funding agreement. For Fiscal Year 2006-2007, Dublin Unified School District agreed to continue its $40,000 contribution as part of a cooperative effort to sustain the SRO position. Mayor Lockhart stated that this position provided a very valuable service to the community. On motion of Vm. Oravetz, seconded by Cm. Hildenbrand and by unanimous vote, the City Council adopted RESOLUTION NO.2 1 2 - 06 MEMORANDUM OF UNDERSTANDING BETWEEN CITY OF DUBLIN AND DUBLIN UNIFIED SCHOOL DISTRICT FOR SCHOOL RESOURCE OFFICER DUBLIN CITY COUNCIL MINUTES VOLUME 25 REGULAR MEETING November 7,2006 PAGE 356 ~ Request for Proposals for Parks and Community Services Needs Assessment 7:39 p.m. 8.3 (600-30) Parks & Community Services Manager Paul McCreary presented the Staff Report and advised that the Fiscal Year 2006-2007 City Council Goals included a high priority objective to conduct an in -depth community needs assessment and opinion survey of Parks and Community Services Department programs, services and facilities, and develop a Strategic Plan for Department programs and services. Staff developed a Request for Proposal (RFP) for a consultant to conduct the needs assessment. On motion of Cm. Hildenbrand, seconded by Cm. Zika and by unanimous vote, the City Council authorized Staff to distribute the RFP. ~ Amendment to Agreement with Sorrento at Dublin Ranch I, L.P., regarding Proposed Neighborhood Square 7:42 p.m. 8.4 (600-30) Parks & Community Services Director Diane Lowart presented the Staff Report and advised that, at its May 16, 2006 meeting, the City Council approved an agreement with Sorrento at Dublin Ranch I L.P. to perform rough grading and erosion control for the two-acre Neighborhood Square Park. The Developer desired to complete additional improvements. In addition, the Developer will amend the soil with fertilizers and compost, install underground utility sleeves, install sidewalks along north and south side of site, complete the oval-shaped concrete pathway and complete the entry plaza adjacent to the recreation facility. The Council agreed that this was a generous offer by Sorrento and extended its thanks to the Developer. On motion of Vm. Oravetz, seconded by Cm. Hildenbrand and by unanimous vote, the City Council adopted DUBLIN CITY COUNCIL MINUTES VOLUME 25 REGULAR MEETING November 7,2006 PAGE 357 RESOLUTION NO.2 13 - 06 APPROVING FIRST AMENDMENT TO AGREEMENT REGARDING PROPOSED NEIGHBORHOOD SQUARE IN SORRENTO AT DUBLIN RANCH ~ OTHER BUSINESS Brief INFORMATION ONLY reports from Council and/or Staff, including Committee Reports and Reports by Council related to meetings attended at City expense (AB 1234) 7:45 p.m. Cm. McCormick reported that she attended the ABAG General Assembly, which focused on the environment, during which time Mayor Lockhart gave a presentation about Dublin's commitment to the environment. Vm. Oravetz reported that he attended a League East Bay Division meeting and received a report on emergency preparedness.
