The following are minutes of the actions taken by the City of Dublin City Council. A full

REGULAR MEETING 7:00 PM
A Regular Meeting of the Dublin City Council was held on Tuesday, June 3, 2025, in the
Peter W. Snyder Council Chamber. The meeting was called to order at 7:07 PM, by
Mayor Hu.

5.3) Adopted Resolution No. 34-25 titled, “Approving the Plans and Specifications
and Awarding a Contract to CLS/Cervantes Landscape Services, Inc. for the
Irrigation System Upgrades Project, CIP No. GI0224.”
5.4) Adopted Resolution No. 35-25 titled, “Adopting a List of Projects Funded in
Fiscal Year 2025-26 by Senate Bill 1, the Road Repair and Accountability Act of
2017.”
5.6) Adopted Resolution No. 36-25 titled, “Approving an Agreement with Commune
Communication Corp for Economic Development Branding and Marketing
Consulting Services.”
5.9) Adopted Resolution No. 39-25 titled, “Approving a Contract Instructor Services
Agreement with North American Youth Activities, LLC dba Kidz Love Soccer for
Recreation Services”; and Resolution No. 40-25 titled, “Approving a Contract
Instructor Services Agreement with Rudolf Graf dba World Cup Soccer Camps
and Clinics for Recreation Services.”

5.12) Adopted Resolution No. 43-25 titled, “Approving the Purchase and Sale
Agreement with the Dublin Unified School District for the Dublin Crossing
Development School Site (Assessor’s Parcel Number 986-0001-001-32) and
Authorizing the City Manager to Execute the Agreement and Take Related
Actions.”
On a motion by Vice Mayor Qaadri, seconded by Councilmember Josey, and by
unanimous vote, the City Council adopted the Consent Calendar items, except for items
5.2, 5.5, 5.7, 5.8, and 5.10.

On a motion by Vice Mayor Qaadri, seconded by Councilmember McCorriston, and by
unanimous vote, the City Council adopted the remainder of the Consent Calendar.

6) PUBLIC HEARING
6.1) Adoption of Rates for Garbage Collection, Disposal, and Recycling
Services Provided by Amador Valley Industries and Establishing the
2025-26 Annual Assessment
The City Council received a presentation regarding establishing the garbage rates
effective July 1, 2025 and establishing the Fiscal Year 2025 -26 refuse-related property
tax assessment.
Mayor Hu opened the Public Hearing.
Upon receiving no public comment, Mayor Hu closed the Public Hearing.
On a motion by Vice Mayor Qaadri, seconded by Jean Josey, and by unanimous vote,
the City Council adopted Resolution No. 44-25 titled, “Approving and Establishing the
Collection of Minimum Residential Garbage and Recycling Service Fees for Fiscal Year
2025-2026.”
RESULT: ADOPTED [UNANIMOUS]

Mayor Hu called for a break at 9:08 PM.

7.1)
Preliminary Fiscal Year 2025-26 General Fund Budget Update

The City Council received a presentation on the Preliminary Fiscal Year 2025-26 Budget,
including a brief economic overview, review of current sales tax receipts, and a
framework for potential budget reductions in the event of a recession or significant
revenue loss.
Mayor Hu opened the public comment period. Upon receiving no public comment, Mayor
Hu closed the public comment period.
By consensus, the City Council directed Staff to proceed with adding three crossing
guard positions to the budget and begin an evaluation of a future Transit Occupancy Tax
increase.
7.2) Five-Year Capital Improvement Program 2024-2029 – General Fund Projects
Fiscal Year 2025-2026 Revisions
The City Council received a presentation on Fiscal Year 2025-26 revisions to the Five-
Year Capital Improvement Program 2024-2029 (CIP) projects funded partially or wholly
by the General Fund.
Tracy Farhad provided public comment.
Guy Houston provided public comment.
By consensus, the City Council directed Staff to remove the shade structure project,
refine the Fallon Sports Park – Field G upgrades, remove the Citywide Storm Drain
Improvements project, remove the San Ramon Blvd Landscape Renovation project,
proceed with the Kolb Park renovations with a reevaluation of the project to determine
which aspects could be eliminated, and move forward with the Sunday School Barn
improvements.
8) NEW BUSINESS – None.
9) CITY MANAGER AND CITY COUNCIL REPORTS
The City Council and Staff provided brief information-only reports, including committee
reports and reports related to meetings attended at City expense (AB1234).
