On December 17 and 18, 1981, the Alameda County
Planning Department approved Site Development
Review and Conditional Use Permit applications,
respectively, to allow construction of a 26,700
square foot laboratory office facility addition to
the existing Hexcel building.
On August 23, 1985, the Dublin Planning Director
approved Site Development Review to allow the
construction of a 13,836 square foot laboratory
addition to the existing Hexcel building.
On October 10, 1986, the Dublin Planning Director
approved Site Development Review for a master
identification sign for Hexcel.
On October 3, 1988, the Dublin Planning Commission
approved a Conditional Use Permit to allow the
installation of a 10.79 foot tall, 522 gallon
capacity, above ground storage tank for the
storage of liquid nitrogen at the existing Hexcel
facility. This Conditional Use Permit expired on
October 12, 1990.
APPLICABLE REGULATIONS:
Section 8-51.3(b) of the Dublin Zoning Ordinance states that
outside storage of equipment and supplies (if conducted within an
area enclosed by a solid wall or fence) in the M-1 Zoning
District requires a Conditional Use Permit.
Section 8-94.0 states that conditional uses must be analyzed
to determine: 1) whether or not the use is required by the public
need; 2) whether or not the use will be properly related to other
land uses, transportation and service facilities in the vicinity;
3) whether or not the use will materially affect the health or
safety of persons residing or working in the vicinity; and 4)
whether or not the use will be contrary to the specific intent
clauses or performance standards established for the district in
which it is located.
ENVIRONMENTAL REVIEW: This project has been found to be
Categorically Exempt from CEQA under Section 15301, Class 1 of
the California Environmental Quality Action guidelines in that
the operation involves no expansion of use beyond that previously
existing.

NOTIFICATION: Public Notice of the February 19, 1991 hearing was
published in the local newspaper, mailed to adjacent property
owners, and posted in public buildings.
ANALYSIS:
The Applicant is requesting approval of a Conditional Use
Permit to allow the continued operation of a 10.79 foot tall,
above ground, Linde VCC-50, 522 gallon capacity, liquid nitrogen
storage tank, stored outside the existing Hexcel facility at
11711-11755 Dublin Boulevard.
The storage tank provides a readily accessible supply of
liquid nitrogen on site, which is used as a pressurizing agent in
the manufacturing of advanced materials for the aerospace
industry.
The existing liquid nitrogen tank has been in operation for
approximately two years. During this period, no complaints have
been received by the Zoning Investigator or the Police Department
regarding this use.
The storage tank is in compliance with all applicable
regulations of the Zoning Ordinance and the General Plan. This
project has been reviewed by other City departments and affected
agencies and no objections were stated. Conditions are included
in the draft resolution requiring continued compliance with all
applicable Fire and Building codes to ensure public safety.
Staff recommends approval of the Applicant's request for a
Conditional Use Permit, subject to the conditions listed in the
draft resolution, Exhibit B.
RECOMMENDATIONS:
FORMAT: 1) Open public hearing and hear Staff presentation.
2) Take testimony from Applicant and the public.
3) Question Staff, Applicant and the public.
4) Close public hearing and deliberate.
5) Adopt resolution approving PA 90-128, or give
Staff and Applicant direction and continue the
matter.
ACTION: Staff recommends the Planning Commission adopt the
attached resolution (Exhibit B) approving the
Conditional Use Permit for Hexcel Corporation, PA
90-128.

A RESOLUTION OF THE PLANNING COMMISSION
OF THE CITY OF DUBLIN
APPROVING PA 90-128 HEXCEL CORPORATION CONDITIONAL USE PERMIT REQUEST
TO ALLOW CONTINUED OPERATION OF A 10.79 FOOT TALL, LINDE VCC-50,
522 GALLON CAPACITY OUTDOOR STORAGE TANK FOR THE STORAGE OF
LIQUID NITROGEN AT 11711-11755 DUBLIN BOULEVARD
WHEREAS, Hexcel Corporation has filed an application for a
Conditional Use Permit (PA90-128) to allow the continued operation of
a 10.79 foot tall, 522 gallon capacity liquid nitrogen storage tank in
the M-1 District located at 11711-11755 Dublin Boulevard; and
WHEREAS, the Planning Commission did hold a public hearing on
said application on February 19, 1991; and
WHEREAS, proper notice of said public hearing was given in all
respects as required by law; and
WHEREAS, the application has been reviewed in accordance with the
provisions of the California Environmental Quality Act (CEQA) and was
found to be categorically exempt under Section 15301, Class 1 ; and
WHEREAS, the Staff Report was submitted recommending that the
application be conditionally approved; and
WHEREAS, the Planning Commission did hear and consider all said
reports, recommendations and testimony hereinabove set forth.
NOW, THEREFORE, BE IT RESOLVED THAT THE Dublin Planning
Commission does hereby find:
A. The continued use is required by the public need in that it
provides for the improved production of advanced materials
for the aerospace industry.
B. The use will be properly related to other land uses and
transportation and service facilities in the vicinity, in
that daytime activities will be commensurate with the
present use of properties in the neighborhood.
C. The use, under all circumstances and conditions of this
particular case, will not materially adversely affect the
health or safety of persons residing or working in the
vicinity, or be materially detrimental to the public welfare
or injurious to property or improvements in the
neighborhood, as all applicable regulations will be met.
D. The use will not be contrary to the specific intent clauses
or performance standards established for the district in
which it is to be located in that the use meets all
applicable performance standards established for the
M-1-B-40 District.
E. The use is consistent with the policies in the Dublin
General Plan.
ExHIBIT
BE IT FURTHER RESOLVED THAT THE Dublin Planning Commission does
hereby conditionally approve PA 90-128 as generally depicted by
materials labeled Exhibit A, on file with the Dublin Planning
Department, subject to the following conditions.
CONDITIONS OF APPROVAL:
Unless stated otherwise, all Conditions of Approval shall be complied
with prior to the issuance of building permits or establishment of
use, and shall be subject to Planning Department review and approval.
The following codes represent those departments/agencies responsible
for monitoring compliance of the conditions of approval. FPL1
Planning, fBl Building, 1PO1 Police. fPW1 Public Works, fADM1
Administration/ fF1 Dougherty Regional Fire Authority. FDSR1 Dublin
San Ramon Services District, rCOI Alameda County Department of
Environmental Health.
1. This approval is for the continued operation of one 10.79
foot tall, above ground, Linde VCC-50, 522 gallon capacity
liquid nitrogen storage tank, stored outside on the Hexcel
Corporation site, located at 11711-11755 Dublin Boulevard.

2. The use shall comply with all applicable Planning, Building
and Fire Department Codes/Regulations/Ordinances. [PL,B,F]
3. The following requirements from the Dougherty Regional Fire
Authority (DRFA) shall continue to be complied with:
a. The liquid nitrogen storage tank must be equipped with
suitable means to protect the system against corrosion,
to the satisfaction of the DRFA Staff. [F]
b. All accessories, as well as the liquid nitrogen storage
tank, shall be protected from physical damage and
tampering, to the satisfaction of DRFA Staff. [F]
c. The area surrounding the liquid nitrogen storage tank
shall be provided with drainage to prevent accidental
discharge of fluid. [F]
d. No combustibles shall be stored or allowed near the
tank (including weeds). [F]
4. In order to protect the liquid nitrogen storage tank, the
concrete filled steel posts set into the ground (two on the
south side of the tank and two on the east side) shall be
maintained to the satisfaction of the Building Official and
Dublin Police Department. [B, PO]
5. The Applicant shall be responsible for clean up and disposal
of project related trash to maintain a clean and litter -free
site. [PL]

6. On an annual basis, the Conditional Use Permit shall be
subject to Zoning Investigator review and determination as
to the compliance with the conditions of approval. [PL]
7. This approval shall become null and void, in the event the
approved use ceases to operate for a continuous period of
one year. [PL]
8. This permit shall be revocable for cause in accordance with
Section 8-90.3 of the Dublin Zoning Ordinance. Any
violation of the terms or conditions of this permit shall be
subject to citation. [PL]

PROJECT DESCRIPTION
Hexcel Corporation manufactures advanced materials for
the aerospace industry. The Hexcel employees at 11711 Dublin
Blvd. conduct research to define new products as well as
support existing products. Part of this work requires the
processing of Hexcel pregregs into fully cured laminates.
This processing is conducted in one of three autoclaves at
the research facility.
An autoclave is a vessel which can be heated to follow a
specified temperature profile and pressurized to follow a
specified pressure profile over time. The maximum pressure
these autoclaves are taken to is 200 psig. For a number of
reasons it is desirable to pressurize these autoclaves using
pure nitrogen instead of compressed air. An ideal way to
accomplish this is by utilizing an above ground liquid
nitrogen storage tank to supply the pressurization.
A planning application (PA 88-008) was submitted and
subsequently approved on October 14, 1988 for a project to
install a liquid nitrogen storage tank at our facility. It
involves the installation of a Linde Vcc-50 spherical
container, 10.79' tall and has a 522 gallon capacity. The
device was put in shortly after the approval and is currently
under full operation. To the best of our knowledge, there
had been no complaints or problems associated with its usage
for the last two years of operation.
We hereby request the renewal of the permit to continue
maintaining and operating the above said device.

DESCRIPTION
The VCC-50 is a spherical container used for stor-
age of oxygen, nitrogen, or argon. This container
will hold approximately 50,000 cubic feet of oxy-
gen at NTP. Most VCC-50's are now used at loca-
tions requiring a high pipeline pressure. Table 1
gives specifications and design data for VCC-50's.
These units have part number 223036, and serial
numbers 101 through 129 inclusive. The control
manifold and pressure building coil are included as
part of the assembly as shown in Figure 1. The
VCC-50 uses the same control manifold as the
VCC-100. Refer to Section 9-U, Item 3 for infor-
mation on the M-50/M-100 control manifold. The
pressure building coil is below the tank only a few
inches off the ground as shown in Figure 2. All
part numbers given in this write-up are Tonawanda
factory numbers unless otherwise noted.
INSULATION
Before installing a VCC-50, purge all lines with dry
nitrogen gas if the VCC-50 was previously used for
oxygen service. Use purity tests to determine the
oxygen concentration in the tank. If the oxygen
concentration is less than 21%, a torch may be
used to unsweat the threaded plug in the top of the
outer casing to determine if the insulation has
settled. Add Perlite to fill voids. Sweat plug in
place after adding the required amount of insula-
tion. Never add wet or damp insulation.
INSTALLATION
1. Shipping Rods — VCC-50 tanks have perma-
nently installed shipping rods that do not require
adjustment or removal.
2. Tanks Moved by Vehicle — Prior to removing
tank from transport vehicle, inspect it for external
damage and take a vacuum reading. Compare con-
dition of tank at arrival with condition reported at
time of shipment so that a claim can be made for
damage incurred in transit.
3. Foundation — Refer to "How to Make a Site
Survey" manual for dimensions of flat pad. These
dimensions must be increased to include any op-
tional equipment such as a vaporizer. Install the

tank and its pressure building coil in areas where
snow would frequently cover the pressure building
coil. A snow covered coil loses efficiency. Raising
the VCC-50 tank also makes repair easier:
4. Rigging — Unload and erect tank carefully. In-
stall as follows:
a. Prepare site for tank installation.
b. Arrange for a rigger and crane to be at the
site on the scheduled installation date.
Make sure the crane can handle a minimum
of 3 - 1/2 tons and can easily raise the
7 - 1/2 foot high tank into position. The
crane must have a long enough boom to
handle and position the tank as required.
c. Make sure rigger has adequate chains and
slings.
d. Be careful not to dent the storage tank.
