STAFF RECOMMENDATION: Receive the report and provide input on the temporary art project options. FINANCIAL IMPACT: The Temporary Art Program is included in the Parks and Community Services Department’s annual operating budget and is funded by the Public Art Fund. DESCRIPTION: Background In October 2019, the City Council approved an annual temporary art display program. Each year, Staff works with the Heritage and Cultural Arts Commission (Commission) to identify the project that will be developed and implemented that year. In recent years, the City has completed projects such as painting storm drains, installing little library boxes, and creating oversized picture frames, among others. For the next project, Staff have developed three potential options for the Commission to consider, as outlined below. The project is anticipated to begin with solicitation to artists in summer 2025 and be completed in spring 2026. Costs for each project vary but cannot exceed the total funding allocation for the annual Temporary Art Program. 9 Page 2 of 2 2025 Temporary Art Program Options  Option 1 – Little Libraries The City has previously installed little library boxes at ten public parks throughout Dublin. This unique project involved soliciting artists to design and decorate the boxes. In response to multiple requests, the commission is being asked to consider installing additional Little Libraries in other park locations. Little Libraries serve as a catalyst for building community, inspiring readers, and expanding access to books. Operating on the honor system, these boxes provide 24/7 access to books and encourage literary proficiency. Project supplies provided by the Public Art Fund would cost approximately $700 for each library. Each artist would provide their own supplies to decorate the libraries and receive a stipend of $500 to $1,000.  Option 2 – Painted Wine Barrels Approximately 12 wine barrels, each measuring 35 inches in height and 27 inches in width, would be decorated by artists and placed at parks, facilities, and City events throughout Dublin. The City would provide the wine barrels at approximately $300 each. Each artist would provide their own supplies to decorate the barrels and receive a stipend of $500-$1,000.  Option 3 – Painted Wood Benches Eight to ten wooden benches would be painted by artists and displayed in parks and facilities throughout Dublin. This project combines functionality with artistic impression, offering the public an inviting space to relax and enjoy the artwork. The City would provide the benches at approximately $500 each. Each artist would provide their own supplies to decorate the bench and receive a stipend of $500-$1,000. Next Steps The Commission is being asked to provide input on the pro ject option to pursue, including locations, artist stipend, design, and any other items that should be considered before project implementation. Commission Discussion / Feedback Recommendation to Council 20 STAFF REPORT Heritage & Cultural Arts Commission Page 1 of 2 Agenda Item 6.2 DATE: June 12, 2025 TO: Honorable Chair and Commissioners FROM: Jackie Dwyer, Parks & Community Services Director SUBJECT: Cultural Event Space Grant Program – 2025 Fourth Quarter Applicants Prepared by: Anthony Calvo, Recreation Supervisor EXECUTIVE SUMMARY: The Heritage and Cultural Arts Commission will receive a report on the fourth quarter submission for the 2025 Cultural Event Space Grant Program. STAFF RECOMMENDATION: Approve the Silicon Valley Asian Association’s request for a Cultural Event Space Grant for quarter four of 2025. FINANCIAL IMPACT: The Event Space Grant Program is expected to reduce City venue revenue by approximately $1,000 to $3,500 per event ($4,000 to $14,000 annually), depending on the size and scope of approved events. DESCRIPTION: Background At its regular meeting on March 5, 2024, the City Council requested that Staff explore ways to acknowledge and support cultural events that are meaningful to Dublin community members, in alignment with the City's existing annual events. In response to the City Council’s request, Staff developed the Cultural Event Space Grant Program to support non-profit organizations in hosting cultural events in Dublin. The program offers a City venue once per quarter, with waived application and facili ty use fees, for a free, public event. Interested organizations must submit their event proposal and present it at a Heritage and Cultural Arts Commission (HCAC) meeting. The Parks and Community Services Department will assign a Staff member to help coordinate supplemental services such as police support, road closures, maintenance, fire permits, and waste services, if needed. While venue and application fees are waived, all other event-related costs, including but not limited to 21 Page 2 of 2 deposits, staffing, logistics, and permits, are the applicant’s responsibility. All applicants must attend and present their event details at the HCAC meeting held four months prior to the start of the quarter in which the event will take place. The application deadlines and corresponding meeting dates are as follows:  Quarter 1 - Events between January 1 – March 31. Applications are due August 15 to be presented at the September Commission meeting of the previous year.  Quarter 2 - Events between April 1 – June 30. Applications are due November 15 to be presented at the December Commission meeting of the previous year.  Quarter 3 - Events between July 1 – September 30. Applications are due February 15 to be presented at the March Commission meeting of the same year.  Quarter 4 - Events between October 1 – December 31. Applications are due May 15 to be presented at the June Commission meeting of the same year. For the 2025 quarter four Cultural Event Space Grant Program, one application was received from the Silicon Valley Asian Association. They are requesting the fee waiver program to host a Diwali celebration on October 25, 2025, at Emerald Glen Park (Attachment 1).
