On July 10, 1980, the Alameda County
Planning Commission rezoned the site from M-1
(Light Industrial) to PD (Planned
Development) with C-O (Administrative Office)
uses.
On August 6, 1984, the Dublin Planning
Commission approved a Conditional Use
Permit/Site Development Review for
Phase 1 construction of a 40,000 square foot
three-story building for office and light
manufacturing use for Automation Electronics
Corporation.
On November 25, 1985, the Dublin Zoning
Administrator approved an Administrative
Conditional Use Permit for a temporary
construction/storage trailer for Automation
Electronics Corporation.
On March 21, 1986, the Planning Director
approved a Site Development Review for Phase
II construction for Automation Electronics
Corporation.
On March 2, 1987, the Planning Commission
approved a Conditional Use Permit/Site
Development Review for a permanent special
easement master office identification sign
for the Automation Electronic
Corporation/Hexcel Corporation entrance.
On April 6, 1987, the Planning Commission
approved a tentative parcel map for
Automation Electronic Corporation for
subdivision of property into two parcels
reflecting the phase lines between the two
office/manufacturing facilities located at
11501 & 11555 Dublin Boulevard.

APPLICABLE REGULATIONS:
On March 5, 1987, the Planning Director
approved a Sign/Site Development Review for a
wall sign for the Hexcel Corporation office
and manufacturing facility.
On March 11, 1987, the Planning Director
approved a Sign/Site Development Review for a
wall sign for the Automation Electronics
Corporation office and manufacturing
facility.
Ordinance No. 80-60 (1432 Zoning Unit) Alameda County Zoning
Ordinance; Item C; specifies that as a conditional use, a research or
development laboratory may include as an incidental and subordinate
use light manufacturing and assembly.
Section 8-46.2d) of the Zoning Ordinance specifies that a
research and development laboratory is a conditional use in the C-O
(Administrative Office) District.
Section 8-94.0 states that conditional uses must be analyzed to
determine: 1) whether or not the use is required by the public need;
2) whether or not the use will be properly related to other land uses,
transportation and service facilities in the vicinity; 3) whether or
not the use will materially affect the health or safety of persons
residing or working in the vicinity; and 4) whether or not the use
will be contrary to the specific intent clauses or performance
standards established for the district in which it is located.
ENVIRONMENTAL REVIEW: The project has been found to be Categorically
Exempt from CEQA under Section 15301, Class 1 of the California
Environmental Quality Act guidelines. This use consists of the
operation of an existing light manufacturing business involving no
expansion of use beyond that previously existing.
NOTIFICATION: Public Notice of the December 2, 1991, hearing was
published in the local newspaper, mailed to adjacent property owners,
and posted in public buildings.
ANALYSIS:
The Applicant is requesting approval of a Conditional Use Permit
to continue operation of its existing light manufacturing facility
previously occupied by and known as Automation Electronics
Corporation.
The previous Conditional Use Permit, PA 84-038, expired on
August 6, 1987. Prior to 1990, the Planning Department did not have
an updated annual review procedure for expired Conditional Use
Permits. The expiration of the previous Conditional Use Permit was
identified by Staff during review of the business license permit
application. Upon notification of the expired Conditional Use Permit,
the Applicant submitted an application to the Planning Department.

Electronic Tele-Communications, Inc. (ETC), designs, manufactures
and sells digital announcement equipment. ETC currently employs
seventy (70) full-time staff within five departments --engineering,
production, sales, marketing and administration. The hours of
operation are Monday through Friday from 6:00 a.m. to 5:00 p.m. ETC's
operation currently occupies the ground floor of the three story
office building. (Automation Electronics originally occupied the
entire building.)
The current operation of ETC is in compliance with all applicable
regulations of the Zoning Ordinance. The application has been
reviewed by the applicable City departments and affected agencies and
their comments have been incorporated into the conditions of approval.
Staff recommends approval of the Applicant's request for a Conditional
Use Permit subject to the conditions listed in the draft resolution
(Exhibit B).
RECOMMENDATIONS:
FORMAT: 1) Open public hearing and hear Staff presentation.
2) Take testimony from Applicant and the public.
3) Question Staff, Applicant and the public.
4) Close public hearing and deliberate.
5) Adopt the draft resolution approving PA 91-075, or give
Staff and Applicant direction and continue the matter.
ACTION: Staff recommends that the Planning Commission adopt the
draft resolution (Exhibit B) approving PA 91-075 Conditional
Use Permit for Electronic Tele-Communications Corporation
Inc.

RESOLUTION NO. 91 -
A RESOLUTION OF THE PLANNING COMMISSION
OF THE CITY OF DUBLIN
APPROVING PA 91-075 ELECTRONIC TELE-COMMUNICATIONS, INC., CONDITIONAL
USE PERMIT TO OPERATE A LIGHT MANUFACTURING BUSINESS WITHIN THE
PD (PLANNED DEVELOPMENT) DISTRICT LOCATED AT 11501-1 DUBLIN BOULEVARD
WHEREAS, Cynthia Carlson, General Manager of Electronic Tele-
Communicatons, Inc., filed a Conditional Use Permit application
requesting approval to operate an existing light manufacturing
business previously known as Automation Electronics Corporation,
located within the PD (Planned Development) District; and
WHEREAS, the Planning Commission did hold a public hearing on
said application on December 2, 1991; and
WHEREAS, proper notice of said public hearing was given in all
respects as required by law; and
WHEREAS, the application has been reviewed in accordance with the
provisions of the California Environmental Quality Act (CEQA) and was
found to be Categorically Exempt under Section 15301, Class 1; and
WHEREAS, the Staff Report was submitted recommending that the
application be conditionally approved; and
WHEREAS, the Planning Commission did hear and consider all said
reports, recommendations and testimony hereinabove set forth.
NOW, THEREFORE, BE IT RESOLVED THAT THE Dublin Planning
Commission does hereby find that:
A. The proposed project will serve a public need by providing
telecommunications equipment productions and sales to the
public.
B. The use will be properly related to other land uses and
transportation and service facilities in the vicinity, as
the proposed use will be compatible to the type and nature
of operations which currently exists within the
PD (Planned Development) District.
C. The use, under all circumstances and conditions of this
particular case, will not materially adversely affect the
health or safety of persons residing or working in the
vicinity, or be materially detrimental to the public welfare
or injurious to property or improvements in the
neighborhood, and the PD (Planned Development) District, as
all applicable regulations will be met.

D. The use will not be contrary to the specific intent clauses
or performance standards established for the district in
which it is to be located.
BE IT FURTHER RESOLVED THAT THE Dublin Planning Commission does
hereby conditionally approve PA 91-075 Electronic Tele-Communications,
Inc., Conditional Use Permit as generally depicted on the plans
labeled Exhibit A, stamped approved and on file with the Dublin
Planning Department and subject to the following conditions:
CONDITIONS OF APPROVAL:
Unless stated otherwise, all Conditions of Approval shall be complied
with prior to the issuance of building permits or establishment of
use, and shall be subject to Planning Department review and approval.
The following codes represent those departments/agencies responsible
for monitoring compliance of the conditions of approval. [PL]

Administration/City Attorney, [FIN] Finance, [F] Dougherty Regional

1. PA 91-075 Electronic Tele-Communications, Inc., Conditional Use
Permit approval is for the operation of a light manufacturing
business on the ground floor of the 40,000 square foot, 3-story
office building as generally depicted on the attached site and
floor plans labeled Exhibit A, submitted to the Planning
Department on November 6, 1991, and subject to conditions of
approval. [PL]
2. All manufacturing shall be limited to telecommunications
equipment only. [PL]
3. All office and manufacturing activities shall be conducted within
the building and all activities associated with the use shall be
controlled so as not to create a nuisance to the existing
businesses or to the adjacent residential neighborhood. [PL]
4. The Applicant shall comply with all the required regulations and
codes of the Dougherty Regional Fire Authority and the Dublin
Building Department. [F, B]
5. The Applicant must comply with all requirements of the Alameda
County Department of Environmental Health relating to the
manufacturing facility and production operation. [CO, F]
6. The Applicant shall provide written documentation to the Planning
Department that the requirements of the Alameda County Department
of Environmental Health have been met. [PL]
7. The property shall be maintained in a clean and litter -free
condition at all times. [PL]

8. Any new or proposed signs for the site shall be subject to review
and approval by the Planning Department prior to installation
and/or use. [PL]
9. No modifications to the site shall occur without prior review and
written approval of the Planning Director and must comply with
all applicable Zoning, Building Code and Public Works regulations
including issuance of building permits if required. [PL, B, PW]
10. This use shall be subject to Zoning Investigator review and
determination as to compliance with the conditions of approval.
11. At any time during the effectiveness of this approval, the
approval shall be revocable for cause in accordance with Section
8-90.3 of the Dublin Zoning Ordinance. Any violation of the
terms or conditions of this permit shall be subject to citation.

Additional Information For:
ELECTRONIC TELE-COMMUNICATIONS, INC.
Electronic Tele-Communications, Inc (ETC) designs,
manufacturers and sells digital annoucement equipment. ETC's
digital, microprocessor -based systems convert voice message
information into digital computer data. This digital
information is then decoded and delivered as voice messages
to telephone users.
ETC has been incorporated since 1980 and netted over $13
million dollars of sales in 1990. On April 5, 1991, ETC
purchased Automation Electronics (AEC), Dublin, California.
Electronic Tele-Communication's corporate headquarters is in
Waukesha, Wisconsin and as of April 5th has maior facilities
on both coasts - Atlanta, Georgia and Dublin, California.
ETC employs approximately 250 people nationwide of which the
Dublin facility has 70 full time employees. In Dublin,
there are five departments - Engineering, Production, Sales
& Marketing, and Administrative.
Production hours are Monday through Friday 8a.m. to 4:30p.m.
There are 19 employees in Production. The production
process is as follows: Components are purchased and
delivered to the facility. Production employees manually
insert components on PC boards. The PC boards are processed
through a wave solder machine and tested. The tested PC
boards are assembled in cabinets and shipped to the
customer.
Technical Services personnel are on site from 6am to 5pm to
handle the telephone traffic and customer questions. The
remaining office and engineering staff works from 8a.m. to
5p.m.

ETC contracts with Livermore Disposal Company for a
permanent debris box. Trash is removed on Mondays,
Wednesdays, Thursdays and Fridays.
At the time of the purchase, AEC occupied all three floors
of 11501 Dublin Blvd property. In May, 1991 ETC
consolidated its operations to the 1st floor and currently
leases only the first floor space from Dublin West
Properties. ETC is applying for a conditional use permit
only. There are no plans or intention of expanding
ETC's lease with Dublin West Properties extends through
April, 1993 with the option to renew for an additional three
years.
