Inclusionary Housing Ordinance as required by
Strategy I.B. of the Housing Element.

On August 5, 1991, the Planning Commission directed staff to
meet with members of the building industry to discuss alternative
methods of providing housing and in -lieu housing fees and to come
back at the last Planning Commission meeting in October with a
revised Inclusionary Housing Ordinance. That Planning Commission
meeting was cancelled.
Staff has met with members of the building industry and
discussed various methods of funding the provision of affordable
housing including the use of a Transfer Tax. The City Council at
it's October 28, 1991, meeting elected not to use a Transfer Tax
to support affordable housing in relation to the Density Bonus
Ordinance. Staff is investigating other methods of determining
in -lieu housing fees and requests that the Planning Commission
continue the Inclusionary Housing Ordinance to a time uncertain.
