District on Assessor's Parcel No. 941-305-12
(portion of which is now 941-305-30).
PA 83-031: On June 24, 1983, the Planning Director approved a
Sign Program for Dublin Place Shopping Center.

Between September 14, 1984 and August 29, 1986,
the Planning Director approved three

Dublin Founder's Week Celebration/Community Art
and Craft Fair (PA 84-052, PA 85-079 and
PA 86-088) in the parking lot of the shopping
center.
On March 28, 1985, the Planning Director approved
an Administrative Conditional Use Permit for a 14-
day go-cart race track for Gad -About -Go -Carts in
the parking lot of the shopping center.

On May 9, 1986, the Planning Director approved a
three-day circus in the parking lot of the
shopping center for Circus Vargas.
On April 23, 1987, the Planning Director approved
an Administrative Conditional Use Permit for a
five-day carnival for New Vista Christian Schools
in the parking lot of the shopping center.
On October 8, 1987, the Planning Director approved
an Administrative Conditional Use Permit for a
five-day carnival for New Vista Christian Schools
in the parking lot of the shopping center.
On March 18, 1991, the Planning Commission
approved a Conditional Use Permit to allow the
operation of a bookstore for Lighthouse Bible
Bookstore at 7140 Amador Plaza Road.
APPLICABLE REGULATIONS:
Section 8-48.1 permits retail uses, except bookstore in a
C-1 District.
Section 8-94.0 states that conditional uses must be analyzed
to determine: 1) whether or not the use is required by the public
need; 2) whether or not the use will be properly related to other
land uses, transportation and service facilities in the vicinity;
3) whether or not the use will materially affect the health or
safety of persons residing or working in the vicinity; and 4)
whether or not the use will be contrary to the specific intent
clauses or performance standards established for the district in
which it is located.
ENVIRONMENTAL REVIEW: This project has been found to be
Categorically Exempt from CEQA under Section 15301, Class 1 of
the California Environmental Quality Act guidelines.
NOTIFICATION: Public Notice of the August 19, 1991 hearing was
published in the local newspaper, mailed to adjacent property
owners, and posted in public buildings.

BACKGROUND:
On March 18, 1991, the Planning Commission approved
Conditional Use Permit Application PA 91-012 for Lighthouse Bible
Book Store to allow the operation of a book store at 7140 Amador
Plaza Road (Attachment 3).
On July 26, 1991 the Applicant submitted an application
requesting a new Conditional Use Permit to allow the relocation
of the book store from 7140 Amador Plaza Road to a larger tenant
space at 7044 Amador Plaza Road within the same shopping center.
The Applicant indicated that the relocation is necessary to
accommodate an increased volume of business. The previous
Conditional Use Permit (PA 91-012) was approved for only the
address at 7140 Amador Plaza Road, not anywhere else within the
shopping center, thus the need for a new Conditional Use Permit
approval.
ANALYSIS:
The Applicant is requesting approval of a Conditional Use
Permit to allow the relocation of a book store within the Dublin
Place Shopping Center from a previously approved location at 7140
Amador Plaza Road to a new location at 7044 Amador Plaza Road
within the same shopping center. The Applicant proposes to
relocate to the new tenant space on September 3, 1991.
Staff interprets Section 8-48.1 to mean that a Conditional
Use Permit must be obtained to operate a book store in a C-1
District. The intent of this requirement is to regulate and
control the establishment of various types of book stores which
may be incompatible with the commercial uses of the zoning
district.
The Applicant proposes to maintain the same type of
merchandise and the hours of operation as at the current
location. The store is open six days a week (Monday through
Saturday) and the same hours of operation are generally from 9:30
a.m. to 5:30 p.m., except on Thursday evenings when the store may
remain open until 7:30 p.m.
The use is not anticipated to create any problems for the
existing commercial tenants at the new location in the shopping
center and is compatible with the other uses in the vicinity.
Moreover, as a specialty store, the use supports the character of
the vicinity as set forth in the Downtown Specific Plan.
A condition of approval has been included in the draft
resolution allowing the Planning Director to administratively
approve a relocation request within the same shopping center and
on the same parcel of land, thereby eliminating the need for a
new Conditional Use Permit should Applicant want to relocate
again.

RECOMMENDATIONS:
FORMAT: 1) Open public hearing and hear Staff presentation.
2) Take testimony from Applicant and the public.
3) Question Staff, Applicant and the public.
4) Close public hearing and deliberate.
5) Adopt resolution (Exhibit B) approving PA 91-053,
Lighthouse Bible Book Store Conditional Use Permit
to allow the relocation of a book store from 7140
Amador Plaza Road to 7044 Amador Plaza Road, or
give Staff and Applicant direction and continue
the matter.
ACTION: Staff recommends the Planning Commission adopt the
attached resolution (Exhibit B) approving Conditional
Use Permit application PA 91-053 for Lighthouse Bible
Book Store at 7044 Amador Plaza Road.

RESOLUTION NO. 91 -
A RESOLUTION OF THE PLANNING COMMISSION
OF THE CITY OF DUBLIN
APPROVING PA 91-053 LIGHTHOUSE BIBLE BOOK STORE
TO ALLOW THE RELOCATION OF A BOOK STORE IN A C-1 DISTRICT
AT 7140 AMADOR PLAZA ROAD TO 7044 AMADOR PLAZA ROAD
WHEREAS, Sandra Hill and Kerry Crider, representing Lighthouse
Bible Book Store, filed an application for a Conditional Use Permit to
allow the relocation of a book store in a C-1 zoning district from
7140 Amador Plaza Road to 7044 Amador Plaza Road; and
WHEREAS, the Planning Commission did hold a public hearing on
said application on August 19, 1991; and
WHEREAS, proper notice of said public hearing was given in all
respects as required by law; and
WHEREAS, the application has been reviewed in accordance with the
provisions of the California Environmental Quality Act (CEQA) and was
found to be categorically exempt under Section 15301, Class 1 ; and
WHEREAS, the Staff Report was submitted recommending that the
application be conditionally approved; and
WHEREAS, the Planning Commission did hear and consider all said
reports, recommendations and testimony hereinabove set forth.
NOW, THEREFORE, BE IT RESOLVED THAT THE Dublin Planning
Commission does hereby find that:
A. The proposed project will serve a public need by providing a
location in Dublin for the general public to purchase
Christian -related books and items and church supplies.
B. The use will be properly related to other land uses and
transportation and service facilities in the vicinity, as
the proposed use will be compatible to the type and nature
of operations typically found in the neighborhood.
C. The use, under all circumstances and conditions of this
particular case, will not materially adversely affect the
health or safety of persons residing or working in the
vicinity, or be materially detrimental to the public welfare
or injurious to property or improvements in the
neighborhood, as all applicable regulations will be met.
D. The use will not be contrary to the specific intent clauses
or performance standards established for the district in
which it is to be located as conditions have been applied to
insure conformance with the zoning regulations.
BE IT FURTHER RESOLVED THAT THE Dublin Planning Commission does
hereby conditionally approve PA 91-053 Lighthouse Bible Book Store
Conditional Use Permit to allow the relocation of a book store in a
C-1 District in the Dublin Place Shopping Center at 7140 Amador Plaza

Road to 7044 Amador Plaza Road within the same center as generally
depicted in Exhibit A stamped approved and on file with the Dublin
Planning Department and subject to the following conditions of
approval:
CONDITIONS OF APPROVAL:
Unless stated otherwise, all Conditions of Approval shall be complied
with prior to the issuance of building permits or establishment of
use, and shall be subject to Planning Department review and approval.
The following codes represent those departments/agencies responsible
for monitoring compliance of the conditions of approval. [PL]

Administration, [FIN] Finance, [Fj Dougherty Regional Fire Authority,
[DSR] Dublin San Ramon Services District, (CO] Alameda County

1. This approval is for PA 91-053 to allow the operation of a
specialty bookstore selling a variety of books and other retail
merchandise as generally depicted on the plans labeled Exhibit A
dated received by the Planning Department on July 26, 1991. [PL]
2. This approval supercedes previous Conditional Use Permit approval
PA 91-012.
3. No loudspeakers or amplified music shall be permitted outside the
enclosed building. [PL, PO]
4. The Applicant shall control activities connected to this use so
as not to create a nuisance to the existing businesses or
shoppers. [PL]
5. On an annual basis, this use shall be subject to Zoning
Investigator review and determination as to compliance with the
conditions of approval. [PL]
6. Should the Applicant desire to relocate the book store to an
alternate location in the shopping center and on the same parcel
of land (APN 941-305-30) during the effective period of this
permit, such a move shall not occur without prior review and
written approval of the Planning Director. [PL]
7. This permit shall be revocable for cause in accordance with
Section 8-90.3 of the Dublin Zoning Ordinance. Any violation of
the terms or conditions of this permit shall be subject to
citation. [PL]

We are a retail Christian Bookstore devoted to serving the people
in the areas of Dublin, Pleasanton, and San Ramon. We are a bookstore
that specializes in Christian related books, Bibles, music, cards,
gifts, videos and church supplies. Our purpose is to glorify God.
We are open six days a week, Monday through Saturday, from 9:30
to 5:30. Beginning September 1st, 1991 we will be open on Thursday
evenings until 7:30. We help sponsor many local church and community
events, including fund raisers for Dublin High School and Valley
Christian Schools.
