HomeMy WebLinkAbout5.2 Annual Update to the Master Fee Schedule STAFF REPORT CITY COUNCIL Page 1 of 3 Agenda Item 5.2 DATE: June 3, 2025 TO: Honorable Mayor and City Councilmembers FROM: Colleen Tribby, City Manager SUBJECT: Annual Update to the Master Fee Schedule Prepared by: Darlynn Haas, Management Analyst II EXECUTIVE SUMMARY: The City Council will consider adopting an annual update to the Master Fee Schedule as prescribed by the City’s User Fee Cost Recovery Policy. STAFF RECOMMENDATION: Adopt the Resolution Adopting an Annual Update to the Master Fee Schedule for Services Provided by the City. FINANCIAL IMPACT: The financial impact will be based on the activity levels after the fee updates are adopted and in place. The annual increase of 2.08% is calculated based on the changes in the December Consumer Price Index (Bureau of Labor of Statistics, San Francisco-Oakland-Hayward Urban Wage Earners and Clerical Workers). DESCRIPTION: Background The California Constitution authorizes local governments to recover the reasonable costs incurred in providing certain direct services (e.g., permitting, licensing, and recreational services). Most agencies adopt a schedule of all user fees on an annual basis, commonly referred to as a Master Fee Schedule (MFS). In Dublin, three documents guide the preparation of the MFS: 1. User Fee Cost Recovery Policy (adopted in 2012). This policy provides that a comprehensive study be conducted every five years to ensure that fees reflect the City’s actual cost of providing services. Once fees are set in the first year, they are updated annually based on changes in the preceding December Consumer Price Index (CPI) 33 Page 2 of 3 (Bureau of Labor Statistics, San Francisco-Oakland Urban Wage Earners and Clerical Workers), which was recently updated to include Hayward and was renamed to the San Francisco-Oakland-Hayward Urban Wage Earners and Clerical Workers. The CPI change is applied to the existing fee to create a new base fee, which is then rounded down to the nearest dollar and listed in the MFS. Subsequent annual changes are applied to the base fee and rounded down. The Cost Recovery Policy allows for new fees to be added to the MFS as necessary. This process is continued until a new fee study is completed. 2. User Fee Study and Cost Allocation Plan. The current fee study was conducted in Fiscal Year 2023-24 with a comprehensive review of City services and calculation of the direct and indirect costs associated with providing those services. The final report was adopted by the City Council on June 25, 2024 (Resolution 72-24). 3. Parks and Community Services (PCS) Pricing Policy (adopted in 2010, revised in 2016). The PCS Pricing Policy provides authority to the PCS Director to increase rates up to 20% during the year provided that these fees are then documented in the upcoming MFS, and to establish new rates during the fiscal year should new classes be added during that period. It also established a 20% difference between resident and non-resident fees, unless an exception is noted. Fiscal Year 2025-26 MFS Attachment 2 is the new MFS, with fees adjusted by the year-over-year increase in CPI (2.08% in December 2024) and rounded down. Attachment 3 provides the base fees prior to rounding. The only adjustments recommended for Fiscal Year 2025-26 are to certain PCS fees, as described below. These were presented to the PCS Commission on April 21, 2025 and recommended by the Commission for City Council approval.  Unit-based Pricing. PCS is proposing a shift to unit-based pricing (per hour, per class, per game, per match, etc.) starting in Fiscal Year 2025-26. This facilitates alignment with the publishing of the seasonal Activity Guides and eliminates the need to have multiple versions of the same activity, which differ only in the days/times offered. This approach reduces administrative burden and improves clarity for both Staff and participants.  Preschool Programs. These have been adjusted to make pricing consistent and reflect updated hours/days. Pricing is now listed as an individual fee per day (3 hours/day).  Adult Pickleball League. A new pickleball league fee has been added, priced per team, per match.  Adaptive Rec Swim. Fees have been added for a new adaptive swim program at The Wave, priced as an individual fee per visit.  Classroom B - Refundable Deposit $500. The Classroom B refundable deposit fee at 34 Page 3 of 3 the Senior Center has been removed because the underutilized space is being repurposed into a fitness room.  Community Event Permit Application Fee. A fee has been added for community events such as parades and 5K runs.  Special Event Open Space Fees. A new category of rental fees has been added for special event open spaces, such as the grass area at Don Biddle Community Park, which can be reserved for large special events hosted by others. Next Steps Upon approval of the MFS, Staff will publish the MFS and fees will be effective July 1, 2025. In addition, during Fiscal Year 2025-26, PCS Staff will be conducting an evaluation of actual field and facility maintenance costs and corresponding rental fees. Any resulting changes to fees above the PCS Director’s authority will be brought to the City Council for approval. STRATEGIC PLAN INITIATIVE: None. NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Dublin adopts the Master Fee Schedule attached as Exhibit A. BE IT FURTHER RESOLVED that the updated fees identified in said Master Fee Schedule, shall be effective beginning July 1, 2025. For those items billed as “time and materials,” the fees and overhead rates shown in Exhibit A shall be applicable to services provided beginning July 1, 2025. XX – 25 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DUBLIN ADOPTING A LIST OF PROJECTS FUNDED IN FISCAL YEAR 2025-26 BY SENATE BILL 1, THE ROAD REPAIR AND ACCOUNTABILITY ACT OF 2017 WHEREAS, Senate Bill 1 (SB 1), the Road Repair and Accountability Act of 2017 (Chapter 5, Statutes of 2017) was passed by the Legislature and Signed into law by the Governor in April 2017 to address the significant multi-modal transportation funding shortfalls statewide; and WHEREAS, SB 1 includes accountability and transparency provisions that will ensure the residents of our City are aware of the projects proposed for funding in our community and which projects have been completed each fiscal year; and WHEREAS, the City must adopt by resolution a list of projects proposed to receive fiscal year funding from the Road Maintenance and Rehabilitation Account (RMRA), created by SB 1, which must include a description and the location of each proposed project, a proposed schedule for the project’s completion, and the estimated useful life of the improvement; and WHEREAS, the City, will receive an estimated $2,016,576 in RMRA funding in Fiscal Year 2025-26 from SB 1; and WHEREAS, this is the ninth year in which the City is receiving SB 1 funding and will enable the City to continue essential road maintenance and rehabilitation projects, safety improvements, and increasing access and mobility options for the traveling public that would not have otherwise been possible without SB 1; and WHEREAS, the City has undergone a robust public process to ensure public input into our community’s transportation priorities/the project list; and WHEREAS, the City used the Capital Improvement Program and a Pavement Management System to develop the SB 1 project list to ensure revenues are being used on the most high - priority and cost-effective projects that also meet the community’s priorities for transportation investment; and WHEREAS, the funding from SB 1 will help the City maintain and rehabilitate streets and add active transportation infrastructure throughout the City this year and into the future; and WHEREAS, the 2023 California Statewide Local Streets and Roads Needs Assessment found that the City’s streets and roads are in “good” condition and this revenue will help us increase the and maintain the overall quality of our road system and enhance pedestrian and bicycle safety and mobility within the City; and WHEREAS, the SB 1 project list and overall investment in our local streets and roads infrastructure with a focus on basic maintenance and safety, investing in complete streets infrastructure, and using cutting-edge technology, materials and practices, will have significant positive benefits to the lifespan of our local streets and enhance pedestrian and bicycle mobility and safety with co-benefits statewide. 96 Reso.
