The following are minutes of the actions taken by the City of Dublin City Council. A full

REGULAR MEETING 7:00 PM
A Regular Meeting of the Dublin City Council was held on Tuesday, May 20, 2025, in
the Peter W. Snyder Council Chamber. The meeting was called to order at 7:01 PM, by
Mayor Hu.

accomplishments for the 2024-25 term.
3.3) Presentation from the Mayor’s Council
The City Council received a presentation from the Mayor’s Council on their activities
during the 2024-25 year.

5) CONSENT CALENDAR
5.1) Approved the May 6, 2025 Regular City Council Meeting Minutes.
5.2) Adopted Resolution No. 28-25 titled, “Approving the First Amendment to the
Agreement with Livermore Pleasanton Umpires Association for Officiating
Services.”
5.3) Adopted Resolution No. 29-25 titled, “Approving the Update of the Dublin City
Council Norms.”
5.5) Adopted Resolution No. 30-25 titled, “Approving a Transportation Use License
Agreement with the San Francisco Bay Area Rapid Transit District (BART) for
the Dublin/Pleasanton BART Station Active Access Improvements Project on
City-Owned Property, Assessor’s Parcel Number 941-0550-023-04.”
5.6) Confirmed the Mayor’s appointments to the Youth Advisory Committee and
appointment of the Parks and Community Services Commission Student
Representative for the 2025-26 term.
5.7) Received a report of payments issued from April 1, 2025 – April 30, 2025,
totaling $9,846,712.70.

On a motion by Councilmember Josey, seconded by Councilmember McCorriston, and
by unanimous vote, the City Council adopted the Consent Calendar, except items 5.4,
5.8, and 5.9.

5.4) Received notification of the City Engineer’s pending approval of the Final Map for
Tract 8449, Planning Area 2 North (PA-2 North) The Dublin Centre (The DC).
This item was pulled from the Consent Calendar by Councilmember McCorriston for
clarifying questions.
5.8) Received the City Treasurer’s Informational Report of Investments for the Quarter
Ending March 31, 2025.
This item was pulled from the Consent Calendar by Councilmember Morada for clarifying
questions.
5.9) Adopted Resolution No. 31-25 titled, “Approving Extending the Time Period for
the Sales Tax Reimbursement Program, the Traffic Impact Fee (TIF) Deferral
Program, the Transit District Multi-Family Residential Development Fee Deferral
Program, and the Sewer Capacity Assistance Program.”
This item was pulled from the Consent Calendar by Councilmember Josey for clarifying
questions.
Inge Houston provided public comment.
On a motion by Councilmember Josey, seconded by Vice Mayor Qaadri, and by
unanimous vote, the City Council adopted Consent Calendar items 5.4, 5.8, and 5.9.

6) PUBLIC HEARING
6.1. Engineer’s Reports and the Levy of Special Assessments for Street
Lighting Maintenance District 1983-1, Landscape and Lighting District
1983-2, Landscape and Lighting District 1986-1, Landscape and Lighting
District 1997-1, and Street Lighting District 1999-1
The City Council received a presentation regarding Engineer’s Reports and the levy of
special assessments in each of the five assessment districts for Fiscal Year 2025-26 and
information about the process to increase assessments pursuant to Proposition 218 to
address the future funding shortfall for Street Lighting Maintenance District 1983 -1.
Mayor Hu opened the Public Hearing.
Upon receiving no public comment, Mayor Hu closed the Public Hearing.
On a motion by Councilmember Josey, second by Vice Mayor Qaadri, and by unanimous
vote the City Council adopted Resolution No. 32 -25 titled, “Approving the Engineer’s
Report, Confirming Diagram and Assessment, and Ordering Levy of Assessment for City
of Dublin Street Lighting Maintenance District 1983-1, Landscape and Lighting District
1983- 2, Landscape and Lighting District 1986 -1, Landscape and Lighting District 1997-
1, and Street Lighting District 1999-1”; and directed Staff to initiate the process to
propose revisions to the special assessment amounts for Street Lighting Maintenance
District 1983-1.

8) NEW BUSINESS
8.1) Downtown Dublin Village Parkway District Public Art
The City Council received a presentation regarding a public art proposal as part of the
Downtown Dublin Public Art Project, PA0123, included in the 2024 -2029 Capital
Improvement Program.
Mayor Hu opened a public comment period. Upon receiving no public comment, Mayor
Hu closed the public comment period.
Councilmember Josey motioned to approve the recommendation from the Heritage and
Cultural Arts Commission to accept their recommendation of public art piece ‘Crossing

Paths’ for the corner of Dublin Blvd and Village Parkway. The motion died due to a lack
of a second.
A motion was made by Vice Mayor Qaadri and seconded by Councilmember
McCorriston to direct Staff to develop a cohesive public art plan, restart this process, and
work with the Heritage and Cultural Arts Commission to re-visit this project. No vote was
taken on the motion.
By consensus, the City Council directed Staff to re-evaluate the process for selecting
public art and re-start the process for the Downtown Dublin Art Project, PA0123.
9) CITY MANAGER AND CITY COUNCIL REPORTS
The City Council and Staff provided brief information-only reports, including committee
reports and reports related to meetings attended at City expense (AB1234).
10) ADJOURNMENT
Mayor Hu adjourned the meeting at 10:17 PM.
