STAFF RECOMMENDATION: Present the proclamation. FINANCIAL IMPACT: None. DESCRIPTION: Since 2006, June has been declared World Elder Abuse Awareness Month, and June 15th is World Elder Abuse Awareness Day. The National Council on Aging estimates that 5 million Americans over the age of 60 are victims of elder abuse, neglect, or exploitation. More than half of reported cases of elder abuse are carried out by a family member, typically an adult child or spouse. Research has shown that elderly abuse, neglect, violence, and exploitation is one of the biggest issues facing senior citizens around the world. This proclamation brings awareness to the issue of elder abuse and supports efforts to end it. STRATEGIC PLAN INITIATIVE: None. NOTICING REQUIREMENTS/PUBLIC OUTREACH: The City Council Agenda was posted. 20 Page 2 of 2 ATTACHMENTS: 1) Elder Abuse Awareness Month Proclamation 21 Attachment 1 A PROCLAMATION OF THE CITY COUNCIL CITY OF DUBLIN, CALIFORNIA “Elder Abuse Awareness Month” WHEREAS, although the elder population is the largest growing segment in the country, elder abuse is one of the most under -reported crimes in the United States, and it is estimated that only one in 14 cases comes to the attention of Adult Protective Services and/or law enforcement agencies; and WHEREAS, victims of elder abuse include men and women of diverse educational, socio-economic, and ethnic backgrounds who have been victimized by strangers and/or by persons they know who may occupy a position of trust; and WHEREAS, in many parts of the world, elder abuse occurs with little recognition or response; and WHEREAS, the Dublin Senior Center provides a comprehensive array of services, including social and recreational programs, to meet the needs of the elder population, thereby enhancing their quality of life and helping them to remain active, healthy, and independent; and WHEREAS, the Alameda County District Attorney’s Office’s Elder Protection Unit and Victim Witness Division, in collaboration with the Alameda County Social Services Agency – Adult Protective Services and Ombudsman Services of Alameda, Contra Costa and Solano Counties, provides a network of services to elders who are in danger of becoming, or who have become, victims of abuse. These services include holding community workshops to promote crime prevention awareness resources, working with Dublin Police Services and other professionals, and prosecuting cases of elder abuse, neglect, and financial exploitation; and WHEREAS, the City of Dublin recognizes that the awareness of elder abuse, neglect, and financial exploitation and importance of providing resources to combat such cases will help keep our elders and community safer. NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Dublin does hereby proclaim June 2025 as “Elder Abuse Awareness Month” in the City of Dublin, in recognition of elders being valuable members of our city and having the right to live safely and securely in our community.
